The Manningham Council general elections will be held on 26 October 2024. Voting is by post. 

The Local Government Act 2020 and the Local Government (Electoral) Regulations 2020, regulates conduct of council elections. The Victorian Electoral Commission (VEC) manages the process.

If you’ve got any questions about the electoral process, you can contact the Public Enquiry Service (PES) number on 131 832.
 

Manningham ward structure

Manningham has nine wards with one councillor representing each ward. The wards are:

How we calculate your rates

Rates are our primary means of raising revenue to pay for all the services and infrastructure we provide to the Manningham community.

Each year:

  1. We work out how much rate revenue will be required to fund these services and infrastructure.

    This amount changes every year.

  2. We then divide this amount by the total value of all the properties within our municipality.

    This gives us the rate in the dollar amount – currently $0.00151560.

  3. The Capital Improved Value of each property is multiplied by the rate in the dollar amount.

    This is used to calculate the amount each property owner will pay.

The formula used for calculating General Rates

The term General Rates refers to the amount you are charged before any additional charges are applied.

The formula for calculating your General Rates is:

Capital Improved Value x Rate in the dollar = General Rates

For a property where the Capital Improved Value is $1,475,000 the calculations would be:

$1,475,000

Rate in the dollar

$0.00151560

Calculation

$1,475,000 x $0.00151560 = $2,235.50

The Victorian Government's Local Government website has more information about how rates are calculated.

 

Other charges on your rates notice

In addition to the general rates levy, your rates notice will also include:

  • a waste services charge
  • the State Government fire services property levy
  • any overdue rates (arrears) from previous years.

 

Why do rates vary between councils?

If you own property in another local government area and wonder why some rates are more or less than others, this is because each council has different budgetary requirements for:

  • capital works
  • proposed works
  • ongoing costs to maintain services in the local government area.

 

What is rate capping?

The State Government has capped rate increases at 2.75 per cent for 2024/2025. We have elected to apply this 2.75 per cent increase rather than seek an exemption from the cap. 

It is important to remember that the cap of 2.75 per cent applies to the overall rate revenue raised by the council and not each individual property.

Most properties will experience rate increases that are slightly lower or higher than 2.75 per cent. If your Valuation has either decreased or increased more than the average, it is likely you will see a rate increase lower or higher than 2.75 per cent.

Council Plan 2021-25 was adopted at the Council Meeting on 24 August 2021.

We are developing a new a four year Council Plan, ten year Asset Plan and ten year Financial Plan in pursuit of our Community Vision 2040. A Community Panel will make recommendations to Council on what to include in the Plans.

The Council Plan is our promise to you in pursuit of our community’s vision for the future and to achieve the very best for Manningham.

The Council Plan 2021 – 2025 sets out our priorities and goals over Council’s four year term.

 

We will focus on:

  • community wellbeing — particularly for younger and older people

What is a petition?

Petitions are a way that lets you bring an issue of concern to us, so we may take action. It’s important to note that for us to consider a petition, it must relate to the powers of Manningham.

 

How to get Council to consider my petition?

You can find out what you need include in a petition via Council’s Governance Rules.

For us to consider a petition, it must:

  • contain a minimum number of 5 signatories for a paper petition, and 10 signatories for an electronic petition;
  • be in a legible and permanent form of writing, typing or printing;
  • not be defamatory, indecent, abusive or objectionable in language or substance;
  • not relate to a matter beyond the powers of Council; and
  • with the exception of online petitions which have been printed by Council officers, every page of the petition must bear the wording of the whole of the petition and include the name, address and signature of petitioners

To ensure that we’re able to consider your petition, the petition should also include everything Council should consider and the following details of petitioners on every page:

  • name
  • address
  • signature

 

How to submit my petition?

For us to consider your petition, we must receive the petition by close of business on the Monday before a meeting. We can’t guarantee that we’ll hear any late petitions. We may consider late petitions in the following meeting.

Who will present my petition in the meeting?

A Councillor will present your petition to the Council meeting.

If it’s a ward matter, your ward Councillor will usually be the presenter.

The relevant Council officer will investigate the petition. The lead petitioner will receive advice on the progress of the petition and any action taken.

As gas prices increase and more people are looking at ways to reduce their carbon footprint, the transition to an all-electric home is both financially appealing and a sure way to take action against climate change.

This information session will help you understand:

  • economic and environmental benefits of reducing your household gas (and fuel) consumption
  • steps to creating an efficient, all-electric home that can accommodate electric vehicles in the future
  • ways to power your home with renewables, if your household is not able to have solar
  • your eligibility for the wide range of rebates

A heritage overlay may affect any building, renovation or maintenance work on your property. The heritage overlay details when you’ll need a planning permit. It also shows the location and the level of heritage controls over a particular heritage place.

You can find out more about the provisions in our planning scheme.

 

Assess the significance of a property

A statement of significance will accompany a heritage assessment and indicate why the site is important and what to conserve. Documenting what’s significant of a place helps to protect and manage the place appropriately.

Proposals for a planning permit for a heritage place needs to consider the policies and provisions of our planning scheme.

 

Check to see if a heritage overlay affects your property

When do you need a permit?

When your property has a heritage overlay you’ll need a permit to:

  • subdivide or consolidate land
  • demolish or remove a building (including part of a building)
  • construct a building (including part of a building, or a fence)
  • externally alter a building
  • construct or carry out works
  • construct or display a sign
  • externally paint an unpainted surface (refer to note below)
  • externally paint a building if the painting constitutes an advertisement.

 

When do additional controls apply for the heritage overlay

There’ll be some instances where additional controls will apply, such as:

  • external paint controls
  • internal alteration controls
  • control over trees.

Our schedule to the heritage overlay will identify any additional controls.

 

Making repairs or maintenance on a heritage place

You won’t need a planning permit to carry out routine maintenance and repairs if they don’t change the appearance of the place.

When doing maintenance or repair work, you’ll need to follow the same standards for any:

  • details
  • specifications
  • materials.

If unsure, check with us before doing any repair or maintenance work.

The heritage overlay may not apply to the whole site. Refer to the planning scheme maps online or in our offices.

 

Demolishing a heritage place

We discourage demolition of a heritage place if it’s individually significant or it contributes to the significance of an area. Demolition will only occur if we find the building structurally unsound.

The statement of significance will say why the place is important.

The Victorian Civil and Administrative Tribunal (VCAT) can review planning permit decisions.

Provides the first instalment amount with the due date. If you are on Direct Debit, or have an arrangement with Council, this will be noted in this section. If you are on Direct Debit, Council will debit your payment.

5. Notices by email

If you would like to receive your notices via email, register online. 

6. Property location details

This section has your property address, title particulars, the Australian Valuation Property Classification Code (AVPCC) and the owner's details. The AVPCC is assigned to your property according to the use of your land.

7. Property valuation details
  • Capital Improved Value (CIV) – The total market value of the property including land, buildings and other improvements. This is used in Manningham to calculate rates.
  • Site Value (SV) – The Site Value is the value of the land only, assuming any improvements had never existed. This is used by the State Revenue Office to calculate Land Tax.
  • Net Annual Value – For residential properties this is 5% of the CIV, and for non-residential properties it is the greater of the annual rental value or 5% of the CIV.
  • Level of Value Date – This is the date that the property was assessed and valued at.
  • Valuation Effective Date – This is the date that the Valuation has been used to calculate the rates.
8. Details of rates and charges
  • General Rate – Rate in the dollar is 0.00151560 cents, this is then multiplied by the CIV to get the Rates amount.
  • Standard Waste charge – Waste service charge for a Standard residential property.
  • Fire Services Levy – State Government charges collected by Council. This levy is made up of a fixed charge and a variable charge which is calculated on the CIV.
  • Pension Rebate/Low Income Health Care Card Reduction – If you are receiving a rebate, it will appear in this section of the notice. If you are eligible for a rebate and it is not showing on the notice, you will need to apply for the rebate.

9. Payments/Changes message

If you have made any changes or payments that were received by Council after this date, they may not be shown on this rates notice.

10. Total amount due

This is the total amount due on your account (including any arrears). If you have any arrears, please pay the arrears amount immediately.

11. Instalment payments

Your rates and charges amount due in instalments by the respective dates.

  • Four instalments – Payment of the 1st instalment must be received by 30 September. Council does not provide the option to pay in full in February. Late payments will incur interest charges.
  • 10 instalments – Only available via Direct Debit

You will need a Works and Drainage Permit (WDP) to undertake works that impact Manningham’s assets.

Manningham's assets are generally located on public land beyond the property boundary and can include:

  • private property connections
  • stormwater Connection
  • water works
  • sewer works
  • gas works
  • electricity works
  • communication works
  • larger scale utility works along a street
  • geotechnical investigations
  • other types of works.

A permit makes sure all completed works is to a suitable standard and that members of the public are safe at all times.
 

Works that need a permit

You will need a WDP if you are planning on doing any work on any of the assets listed above. This can include stormwater and general utility connection works for the following:

  • private property connections
  • larger scale utility works along a street
  • geotechnical investigations
  • other types of works.

 

Stormwater and drainage connection work

Only a qualified plumber can do any water tapping and stormwater drainage connection work.

With a stormwater connection, you will also need approval and an inspection.

 

The applicant is responsible for public safety and traffic management

The applicant is responsible for managing public safety if applying for the permit. They are also responsible for reinstating Manningham’s assets to our standards following the works. There might be a requirement for an applicant to produce traffic management plans before permit approval.

Apply for a permit before starting works

  1. You will need to apply for a WDP for all stormwater drainage connections before commencing any drainage connections.

  2. You will a WDP before connecting a drain on private property to Manningham’s drains. Our drains include underground drains which share a common boundary with roads or are within easements on private property.

  3. If you are planning to undertake works within a road, easement, footpath, nature strip or reserve we manage, you will need to get a WDP before starting.

You should apply for a WDP at least 10 business days before you plan to start the works.

The permit fee is $384. We will issue an invoice after completing an initial assessment of the application. You are not required to pay up front.

After receiving an application

After receiving your application and the documents, plans or drawings we require, we will make an assessment. We will also prepare the permit conditions. If we need further information, we will ask by email.

It may take up to 10 business days for us to email you an invoice. The permit approval will be sent after you’ve paid.

If you are no longer doing any work requiring a WDP, contact us to cancel your application or permit. If you have already made a payment and do not intend on doing the works, we will give you a refund.
 

Contact the coordinating road authority

You will need to contact the relevant coordinating road authority (CRA) before any work on a road reserve. The CRA will vary depending on whether the road reserve is under local, state or federal government control. To determine which CRA is relevant, contact us.
