Your annual valuation and rates notice is issued in August each year. After that you'll receive an instalment notice prior to their due dates, except if you are signed up to Council approved direct debit.

How to pay

Pay by direct debit
If you haven't already setup direct debit, you can choose to pay in instalments automatically through your bank account. You can choose between 4 instalments or 10 instalments. Select 'Setup direct debit' below to start the process.
We can only debit from a cheque or savings account, we are unable to accept credit card details.
Pay in 4 instalments

2nd instalment: 30 November
3rd instalment: 28 February
4th instalment: 31 May
Pay in 10 instalments
Pay on or before the 15th of each month (or next business day) starting on 15 September.
Cut out the bottom portion of your notice and post it with your cheque or money order made out to Manningham City Council and addressed to PO Box 1, Doncaster VIC 3108.
Make the cheque payable to 'Manningham Council' and cross 'Not Negotiable'. Detach payment slip on the notice and post with your cheque to: Manningham Council, PO Box 1, Doncaster, VIC 3108.
State Government Emergency Services and Volunteers Fund levy
The Emergency Services and Volunteers Fund (ESVF) levy is a new Victorian Government levy (replacing the Fire Services Property levy) which was introduced on 1 July, 2025. This charge is set by the State Government. Council is required to collect this levy and pass it on directly to the State. These charges are shown separately under the State Government Charges section of your rate notice.
The local government sector has been advocating for the levy to be collected by the State Revenue Office, not Council. These efforts have been unsuccessful, and this is why it now appears on your Rate Notice.
Understanding the Emergency Services and Volunteers Fund Levy
What if I just pay my 'rates' amount?
Under legislation, Councils are obligated to collect this State Government levy on behalf of the State Governmentand cannot use a separate invoice to collect the levy.
We have heard the suggestion to “just don’t pay the new levy”. Unfortunately, it’s not that simple. Council must proportionally allocate any payments received towards all Council and State Government charges. This means that if you only pay the 'rates' amount, you will still be in arrears for both rates and the Emergency Services and Volunteers Fund levy.
Ratepayers who do not pay the levy maybe subject to Council’s debt collection process. Possible interest charges may be incurred on the outstanding amount.
Who can I talk to about the Emergency Services and Volunteers Fund levy?
Council do not have any power to stop charging this levy or make any changes. If you would like further information or would like to provide feedback, please contact the State Government. Need more time to pay your rates notice?
If you are experiencing financial difficulty or hardship you may be eligible to apply for rates payment assistance.
If you have made an overpayment on your rates notice and they are in credit. The credit will remain on your account and be automatically applied to your future instalments. However, we can also refund that credit back to you.
If you do not pay your rates by the due date, you may be charged interest.
We can only waive the interest if we have made an error or under exceptional circumstances. Exceptional circumstances include:
Compassionate grounds – ratepayers may have interest waived where they have demonstrated compassionate grounds for a payment being late. Acceptable compassionate grounds would generally relate to a family illness or death.
Financial hardship – ratepayers may have interest or part interest waived where they have demonstrated that the payment of such interest would cause severe financial hardship.

This example has been prepared as a guide only, the information and figures may not be a true reflection of a current rates notice.
1. Rating year
The period relating to this notice, effective from 1 July to 30 June each year.
2. Date of issue
This is the date that the notice was printed and issued.
3. Property ID
Council’s identification of your property. Please have this handy when making enquiries regarding your rates notice or completing online forms.
4. Amount due and due date
Provides the first instalment amount with the due date. If you are on Direct Debit, or have an arrangement with Council, this will be noted in this section. If you are on Direct Debit, Council will debit your payment.
5. Notices by email
If you would like to receive your notices via email, register online.
6. Property location details
This section has your property address, title particulars, the Australian Valuation Property Classification Code (AVPCC) and the owner's details. The AVPCC is assigned to your property according to the use of your land.
7. Property valuation details
Capital Improved Value (CIV) – The total market value of the property including land, buildings and other improvements. This is used in Manningham to calculate rates.
Site Value (SV) – The Site Value is the value of the land only, assuming any improvements had never existed. This is used by the State Revenue Office to calculate Land Tax.
Net Annual Value – For residential properties this is 5% of the CIV, and for non-residential properties it is the greater of the annual rental value or 5% of the CIV.
Level of Value Date – This is the date that the property was assessed and valued at.
Valuation Effective Date – This is the date that the Valuation has been used to calculate the rates.
8. Details of rates and charges
General Rate – Rate in the dollar is 0.00157946 cents, this is then multiplied by the CIV to get the Rates amount.
Emergency Services and Volunteer Fund – State Government charges collected by Council. This levy is made up of a fixed charge and a variable charge which is calculated on the CIV.
Pension Rebate – If you are receiving a pension rebate, it will appear in this section of the notice. If you are eligible for a rebate and it is not showing on the notice, you will need to apply for the rebate.
If you have made any changes or payments that were received by Council after this date, they may not be shown on this rates notice.
10. Total amount due
This is the total amount due on your account (including any arrears). If you have any arrears, please pay the arrears amount immediately.
11. Instalment payments
Your rates and charges amount due in instalments by the respective dates.
Four instalments – Payment of the 1st instalment must be received by 30 September. Council does not provide the option to pay in full in February. Late payments will incur interest charges.

How we calculate your rates
Rates are our primary means of raising revenue to pay for all the services and infrastructure we provide to the Manningham community.
Each year:
We work out how much rate revenue will be required to fund these services and infrastructure.
This amount changes every year.
We then divide this amount by the total value of all the properties within our municipality.
This gives us the rate in the dollar amount – currently $0.00157946.
The Capital Improved Value of each property is multiplied by the rate in the dollar amount.
This is used to calculate the amount each property owner will pay.

What is rate capping?
The State Government has capped rate increases at 3 per cent for 2025/2026. We have elected to apply this 3 per cent increase rather than seek an exemption from the cap.
It is important to remember that the cap of 3 per cent applies to the overall rate revenue raised by the council and not each individual property.
Most properties will experience rate increases that are slightly lower or higher than 3 per cent. If your Valuation has either decreased or increased more than the average, it is likely you will see a rate increase lower or higher than 3 per cent.

The valuation process
All properties in Victoria are valued on 1 January each year.
Valuations are not done by councils. Valuations are completed by certified practising valuers on behalf of the Valuer-General Victoria (VGV).
Valuers must return three valuations of each property which are:
Capital Improved Value (CIV).
Site Value, which relates to the market value of land only.
Net Annual Value, which is the current value of the property’s net annual rent. This is set at five per cent for residential properties, but could be higher for commercial assessments.
