What is an accessible parking permit?
Formerly called a disabled parking permit, an Accessible Parking Permit (APP) is for drivers or passengers with a disability. It's also for organisations helping transport people with disabilities.
The Victorian Government introduced the Accessible Parking Permit Scheme to help make a simpler and more consistent process.
All councils across the state will use the same application process. This aligns with the Australian Disability Parking Permit Scheme.
What improvements have been made to the process?
-
temporary permits will be available for six, 12 or 24 month periods
-
permanent permits will be valid for five years rather than three years
-
the introduction of a permanent disability classification, so functional assessments aren’t required for future permit renewals
-
a single and secure state wide permit design that will reduce permit misuse
-
the inclusion of occupational therapists as assessors and GPs
-
permits for organisations will continue to be available for 12 month period.
Which types of permits can you apply for?
There are two types of permits available:

Australian disability parking permit (ADP) - allows you to park in:

an accessible parking bay for the specified time limit.
-
a standard parking bay for twice the time limit specified.

Victorian double time accessible parking permit – allows you to park in:

a standard parking bay for twice the time limit specified.

A GP or occupational therapist functional assessment will decide on whether to issue a permit and the permit type.
How to apply or renew your accessible parking permit

If your permit is lost, damaged or stolen, you can apply for a replacement online.

What if you have an existing permit?
All existing permits that are not a part of the current Accessible Parking Permit scheme will remain valid until their expiry date or until 30 June 2023, whichever date occurs first.

Wonga Park Reserve is the hub of the local community and comprises 7.7 hectares of open space. The reserve caters to sporting competition and recreation activities including cricket, netball, tennis, walking and jogging, BMX, playground, barbecues, picnics and connecting with nature.

Enter from either the community centre on Old Yarra Road or Launders Ave, Wonga Park.
Playground
There are three playgrounds at Wonga Park Reserve.
The playground between the tennis courts and community hall caters for children aged one to seven years, with a junior play unit.
The playground overlooking the main sportsground and next to the barbecues is more challenging with fun climbing, swinging and balancing opportunities.
The Gooligulch playground is based on the Graeme Base book My Grandma Lived in Gooligulch. This playground allows children to ride kangaroos, befriend wombats, emus and other characters under the watchful eye of Grandma.
BMX track
This popular facility provides a place for young people to come together and improve their BMX skills on a dirt bike track. Three jump circuits of varying skill levels are provided and jumps should not be modified to exceed 1.5 metres.

This is an off lead reserve where dogs may be unrestrained provided that the dog is under effective control and not within 15 metres of the playground, barbecue or a sporting event.

Larnoo Playground is located next to Gumnut Gully Pre-School on the Mullum Mullum Creek Linear Park. The playground was upgraded in 2008 with interesting play opportunities in a bushland setting that contains a mix of remnant indigenous vegetation and ‘old’ farmland.
The landscape in the vicinity of the Mullum Mullum has historic value with the dam and remnants of orcharding rows. Play opportunities include a junior play unit with slide, activity panels, climbing frame, swings, crocodile walk and stepping stones, turnover bar and single rocker.

Located on the Mullum Mullum Linear Park, Dellview Playground is a good stopping point on a family bike ride, and offers lots of play opportunities including climbing, swings and a slide.

Park Reserve is located on the Koonung Creek Linear Park and next to the Greythorn Bowling Club. There is a synthetic soccer pitch, pavilion, spectator area, carpark and some treed open space. A new pavilion was constructed in 2012 and a synthetic soccer pitch in 2017.

Ruffey Lake Park’s Church Road North playground provides a different experience to the other playgrounds in the park.
Smaller and set amongst mature shade trees, the playground focuses on playing in the natural landscape and features a rock labyrinth, see-saw, swing suitable for all ages, junior see-saw and a cubby.
Cook something on the electric barbecues and enjoy a bite to eat in the large picnic shelter, or on the many picnic tables.

Hollywood Playground located at the end of Hollywood Close, Templestowe, caters for children aged 2-9 years and offers traditional play equipment, picnic shelter, seating and a drink fountain. Nearby is a constructed wetland which provides habitat, landscape and water quality functions.
The play equipment is ageing and a recommendation of the Green Gully Management Plan 2014 is to relocate the playground to a more open and accessible area immediately north of Porter Street when it reaches the end of its useful life.

Did you know that Manningham is one of the leafiest areas of metropolitan Melbourne with more than 656 hectares of Council-managed parks and reserves?
With more than 60km of shared trails, 300 individual parks and reserves, 163 play spaces, numerous picnic areas and walking paths to manage, our Parks Improvement Program sets out a plan for the future upgrades of all our parks over the next 20 years.
We are guided by our Open Space Strategy, the Eastern Region Sport, Recreation and Trail Strategy, specific park masterplans, community requests and planned facility renewal programs.
Our Parks Improvement Program identifies opportunities for improvements and ensures our parks and reserves are well maintained and upgraded as our population grows.
What is the Parks Improvement Program?
The Parks Improvement Programs sets out a plan for the future renewal and upgrade of all parks in Manningham over the next 20 years.
How was this program developed?
The Parks Improvement Program is based on recommendations from our Open Space Strategy, Eastern Region Sport, Recreation and Trails Strategy, specific masterplans for our parks, feedback and requests from our community and planned facility renewal programs.
What are the objectives of this plan?
This program will ensure our parks and reserves remain relevant and accessible to everyone into the future. It will make sure that facilities are in good condition and adapt to changing needs.
How is the schedule of renewal and upgrade determined?
For most park facilities like playspaces, furniture, paths and garden beds they need to be renewed every 20-25 years to ensure they are in a good and safe condition. Other factors are the level of use, i.e. Regional parks and playspaces get much higher use and wear out more quickly; the population growth in that neighbourhood; and demand for new facilities like fitness equipment, lighting and trails.
Does the program factor in new parks in the future?
Yes a number of new parks or expansion of existing ones has been determined in the Open Space Strategy to cater for gaps in provision, links to other parks or where there is higher density living occurring. These sites will gradually be acquired and developed as they become available.
Current park and playspace upgrades
Park Orchards Reserve is 1.6 hectares and provides a range of community and sporting facilities, including a one court indoor stadium, community house, tennis courts and a playspace installed in 2010.
The reserve is on Crown Land but managed by Manningham Council as Committee of Management. The stadium is also located on Crown Land which forms part of Manningham’s open space network and there is a joint usage agreement between the Education Department and Council that enables both school and community usage.
The reserve is well developed and a central hub to the Park Orchards residential community. It is in close proximity to the local Maternal and Child Health Centre, pre-school, primary school and local shopping centre.
Given its high level of use, the reserve needs to remain accessible to local residents by foot, bicycle or bus.

Park Orchards reserve playspace
The small playspace located on Granard Avenue is well used after school by the primary school families. The playground is fenced from the road and set amongst some trees.

Bronte Playground, located at the southern end of Green Gully Linear Park was upgraded in 2010. The play equipment caters well for all ages and the areas also includes a hit up wall and basketball half court. Its main frontage is to Serpells Road but it connects to the north via Bronte Rise to Jenkins Playground.
There is a bus stop directly outside on Serpells Road and the playground is in the catchment of two primary schools. This locality is well catered for with play and informal recreation opportunities and no further development is required.

When do you need an access across reserves permit?
You need an access across reserves permit to get access to private property through an adjoining Council reserve or Council property for any building works or similar.
There are some reasons where we may not issue a permit depending on:
- seasonal conditions - we are less likely to approve a permit during winter as there is a higher likelihood of damage to our reserves and land or
- environmentally sensitive areas.
Who can apply?
The property owner and/or their contractor can apply for this permit.
How much does it cost?
The application fee is $161.90 (non-refundable).
You will also need to pay a refundable security deposit (minimum $250 to $2,000 plus).
How to apply
To apply for consent you will need:
- A completed application form
- Supporting documentation.
What happens next?
Allow 14 business days for us to review your application.
The following process once we receive your application:

We will conduct inspections to determine the security deposit, refunds and damages.
We will advise you by email if your application is approved or not. If approved, we will issue a tax invoice for both the permit fee and the security deposit.

You pay the tax invoice and security deposit.
The permit will be sent to you by email.
-
Read the permit conditions carefully.
We may revoke the permit if conditions are not met and an infringement may be issue.
-
Upon your advice, we will inspect the site after the work has ceased to determine if any reinstatement works are needed prior to releasing the refundable security deposit.
- If there is no damage and the inspection is signed off as satisfactory, we will return your security deposit. The security deposit is paid as a bank transfer into your nominated bank account.
- If any damage is noted, we will contact you to arrange reinstatement works. The permit-holder is responsible for all damage caused by works, and the damage must be reinstated to our satisfaction.

Set among the tranquil walking tracks, families won’t want to leave this adventurous playground. Among the favourites is our playful rock feature, and river bed channel with water play gates in the warmer months.
With the community's input, Victoria Street Playground has been upgraded to include new customised towers and slides, sand play features, extra water play areas and swings.
The playspace also features:
- an adventure play circuit
- expanded sand and water play area
- giant basket swing
- lookout tower with slide and rope play
- additions and improvements to the existing Hummel tower
- inclusive spinner
- three new swing sets
- nature play areas
- fresh landscaping and seating surrounding the playspace
- improved pathways.

Noral Reserve has been upgraded to include a fantastic new playground and park for everyone to enjoy.

Domeney Reserve provides a range of community facilities including sporting oval, netball / basketball court, Domeney Recreation Centre which includes a community centre and sports pavilion, playground, barbecues and picnic shelters.
It plays an important role in the provision of informal recreation and cultural opportunities within its district catchment, including the annual event, Carols by Candlelight. The playground is next door to St Anne’s Primary School and accessibility for Park Orchard residents in general will be improved once the long term bicycle network is implemented.

Domeney Reserve playground provides a range of equipment suitable for children aged 2 to 8 years. Play opportunities include two slides, swing set, track glide, crawl tunnel, shop front and some climbing challenges. Invite some friends along and stay for barbecue under the picnic shelter in the playground. There is also a drink fountain.

Carpark
Access is from Knees Road. Domeney Reserve provides off street carparking and is the arrival point for the 100 Acres Reserve (next door). The walking path from Domeney Reserve links to 100 Acres Reserve at the back of the sportsground (next to the netball court).

Bushfire Neighbourhood Safer Place
Manningham Council has designated the Domeney Pavilion Verandah as a Neighbourhood Safer Place - Place of last resort during a bushfire.

Fixed soccer goals removed until January 2025
To allow the turf to recover and to perform renovations, we've removed the fixed soccer goals. They will return in January 2025.
Powerful Owl Park is a new sporting and recreation facility in Manningham's Open Space Network. The Reserve contains three soccer fields, a sports pavilion, spectator area, small nature play area, toilets, BBQ and a short walking path around the site.
Powerful Owl Park has an outlook towards the Yarra River and borders Parks Victoria land to the north. It has a large prominent gumtree near the entrance, leading to onsite carparking and a sports pavilion with public amenity.
The Reserve is situated along Templestowe Road close to Birrarrung Park, the local bus network and nearby housing.
