What is an accessible parking permit?
Formerly called a disabled parking permit, an Accessible Parking Permit (APP) is for drivers or passengers with a disability. It's also for organisations helping transport people with disabilities.
The Victorian Government introduced the Accessible Parking Permit Scheme to help make a simpler and more consistent process.
All councils across the state will use the same application process. This aligns with the Australian Disability Parking Permit Scheme.
What improvements have been made to the process?

temporary permits will be available for six, 12 or 24 month periods
-
permanent permits will be valid for five years rather than three years
-
the introduction of a permanent disability classification, so functional assessments aren’t required for future permit renewals
-
a single and secure state wide permit design that will reduce permit misuse
-
the inclusion of occupational therapists as assessors and GPs
-
permits for organisations will continue to be available for 12 month period.
Which types of permits can you apply for?
There are two types of permits available:

Australian disability parking permit (ADP) - allows you to park in:
-
an accessible parking bay for the specified time limit.

a standard parking bay for twice the time limit specified.

Victorian double time accessible parking permit – allows you to park in:
-
a standard parking bay for twice the time limit specified.

A GP or occupational therapist functional assessment will decide on whether to issue a permit and the permit type.
How to apply or renew your accessible parking permit
For individuals

If your permit is lost, damaged or stolen, you can apply for a replacement online.

What if you have an existing permit?
All existing permits that are not a part of the current Accessible Parking Permit scheme will remain valid until their expiry date or until 30 June 2023, whichever date occurs first.

Not all residents are entitled to Parking Permits.
In 2019 Council reviewed its parking permit policy. This policy clarifies who can obtain a permit to park within a residential parking zone.
Residential Parking Permits are valid for 12 months from the date of issue.
Residential parking permits will only be issued where the property is the applicant’s primary place of residence and not property owners (landlords) who lease their property out.
Residential Parking Permits will not be issued to properties not used for residential purposes (ie used solely for commercial or another non-residential purposes).
Permits are not transferrable between residents of different addresses.

We issue carer permits to a person or an organisation that provides care service.
A carer permit will exempt a vehicle:
- from time limited parking restrictions greater than 15 minutes
- within residential permit zones when delivering a care service.
Carer Permits are issued to an individual employed in the delivery of a care service or to an organisation that provides a care service between 6 and 12 months based on need of the recipient of the care service.

Some Council managed carparks have limited trader parking available.
We will only issue a trading parking permit to either:
- an individual business
- a recognised traders association.
Permits will be issued for areas where trader parking restrictions apply and that we monitor.
We may not issue a permit to businesses that have access to off street parking for their business.
If you require a replacement Trader Permit for a lost or stolen permit you must provide a Statutory Declaration and pay a fee.

We issue tradesperson permits for building works within an existing residential development.
The number of permits available is limited to a maximum of four permits at any one time.
A permit can only be issued for a period of up to 12 weeks and generally will not be renewed.
The tradesperson's vehicle permit will enable a vehicle to park in a residential parking zone between Monday and Friday 7.00am to 5.00pm (each day). Outside of these hours any existing parking controls will apply.
Permits are only valid when being used to complete on-site works at the property to which they are issued. They are not for private/personal use at any time.
Application can be made by:
- A resident of the property.
- The owner of the property (regardless of whether or not they are living at the property)
- The tradesperson who will be doing the works.
Where construction works are to take longer than 12 weeks, an application for the installation of a Work Zone should be applied for.

The current Local Law regulates the parking of an oversize vehicle on private residential land.
In certain circumstances a Permit will be issued to the owner of the land to permit the parking.
The purpose of the permit assessment is to ensure that the oversize vehicle does not impact on neighbouring properties, public safety or cause damage to Council assets.
Prior to approval being granted a number of considerations will be assessed.
When applying for a permit, provide as much information as part of an application to outline why consideration should be given.
Can I park my truck on residential land?
You cannot park your vehicle on residential land if:
- it is in excess of 4.5 tonnes
- it is longer than 7.5 metres
The Manningham Community Local Law 2023 Clause 26
- The Manningham Community Local Law 2023 Clause 26 states that the owner or occupier must not, without a permit, keep or allow to be kept, a vehicle that has a gross vehicle mass of in excess of 4.5 tonnes or together with any load or projection, measures 7.5 metres or more in length on residential land. This does not includes a caravan.

Playground
There are three playgrounds at Wonga Park Reserve.
The playground between the tennis courts and community hall caters for children aged one to seven years, with a junior play unit.
The playground overlooking the main sportsground and next to the barbecues is more challenging with fun climbing, swinging and balancing opportunities.
The Gooligulch playground is based on the Graeme Base book My Grandma Lived in Gooligulch. This playground allows children to ride kangaroos, befriend wombats, emus and other characters under the watchful eye of Grandma.
BMX track
This popular facility provides a place for young people to come together and improve their BMX skills on a dirt bike track. Three jump circuits of varying skill levels are provided and jumps should not be modified to exceed 1.5 metres.

With more than 60km of shared trails, 300 individual parks and reserves, 163 play spaces, numerous picnic areas and walking paths to manage, our Parks Improvement Program sets out a plan for the future upgrades of all our parks over the next 20 years.
We are guided by our Open Space Strategy, the Eastern Region Sport, Recreation and Trail Strategy, specific park masterplans, community requests and planned facility renewal programs.
Our Parks Improvement Program identifies opportunities for improvements and ensures our parks and reserves are well maintained and upgraded as our population grows.
What is the Parks Improvement Program?
The Parks Improvement Programs sets out a plan for the future renewal and upgrade of all parks in Manningham over the next 20 years.
How was this program developed?
The Parks Improvement Program is based on recommendations from our Open Space Strategy, Eastern Region Sport, Recreation and Trails Strategy, specific masterplans for our parks, feedback and requests from our community and planned facility renewal programs.
What are the objectives of this plan?
This program will ensure our parks and reserves remain relevant and accessible to everyone into the future. It will make sure that facilities are in good condition and adapt to changing needs.
How is the schedule of renewal and upgrade determined?
For most park facilities like playspaces, furniture, paths and garden beds they need to be renewed every 20-25 years to ensure they are in a good and safe condition. Other factors are the level of use, i.e. Regional parks and playspaces get much higher use and wear out more quickly; the population growth in that neighbourhood; and demand for new facilities like fitness equipment, lighting and trails.
Does the program factor in new parks in the future?
Yes a number of new parks or expansion of existing ones has been determined in the Open Space Strategy to cater for gaps in provision, links to other parks or where there is higher density living occurring. These sites will gradually be acquired and developed as they become available.

Bring your dog
Off lead reserve, except within 15 metres of a playground, barbecue area or where a sporting event is in progress. Once the trail is completed (refer Ruffey Creek Linear Park Management Plan 2017), dogs will be required to be on-lead within five metres of the trail.
Vegetation
Within the Linear Park, Ruffey, Biosite 30 comprises 7.35 hectares remnant vegetation located in three sections; one at the Yarra River at Finns Reserve, another upstream of Foote Street at St. Kevins Primary School and the third in Ruffey Lake Park. The vegetation is considered high priority in Council’s Healthy Habitats Bushland Management Strategy 2012. The creek valley has always been considered important as a wildlife corridor and appropriate screen planting of indigenous vegetation, weed management and integration of these adjoining reserves should continue.
Ruffey Trail
The Ruffey Trail, a major feature of the Linear Park, offers a bushland experience for pedestrians and cyclists on an off-road three kilometre shared path. The trail crosses four major roads between Finns Reserve and Ruffey Lake Park. There are underpasses (with lighting) at King Street and Williamsons Road and road crossings at Foote Street and Parker Street. Cyclists and pedestrians currently also use Eumeralla Avenue as there is no footpath or trail in this section.

This is a great place for kids to explore and immerse themselves in the outside world.

Can you spot the kangaroo? Play in the woven cubby, curl up in the giant nest or count the ants the echidna is about to eat.
See if you can spot the native birds, lizards and frogs on your adventure, or maybe you will be lucky enough to catch sight of a wombat, or koala.
Stay for a bite to eat and enjoy a picnic in the bush, or cook up a feast using the onsite barbecue.

There are many tracks around the park to explore on foot. Our self-guided walks will familiarise you with different areas such as the scar tree and the billabong:

- Currawong Bush Park Walks are a series of eight walks, each focusing on different aspects of the reserve. All of these walks start and finish at Currawong bush Park. Downloading the audio guides will enhance your Currawong experience
- Mullum Mullum Trail is popular with nature loving cyclists and walkers. The trail runs on the other side of the Mullum Mullum Creek and is connected to Currawong Bush Park with a pedestrian bridge just north of Reynolds Road.
- Conference Centre available for hire for your next functions, meetings or seminars
Getting there and car parking
You can park your car at one of the two carparks from the Reynolds Road entrance.
- The first carpark is at the top of the driveway and is closest to the conference centre.
- The second carpark is closer to the park, you will find the carpark further along the road.
Walk to the park and enjoy the surroundings. Cross the pedestrian bridge near the Mullum Mullum Trail north of Reynolds Road. This track forms part of a 4.5 kilometer circuit walk through the park or for a shortcut, take the driveway to the central area.
Take the bike and use the pedestrian bridge from the Mullum Mullum Trail and the vehicle track from Arnold Drive. To protect the park and animals that live here, you can only use bikes on vehicle tracks.
Please also check the weather before arriving, the park will be closed on total fire bans days.
Please don't bring your dog
Dogs are not allowed at Currawong Bush Park because it is a protected habitat.

Finer fuels such as leaf litter, tree branches and twigs raise the level of risk within reserves. Large fallen trees require a much higher level of heat to burn and provide habitats for native wildlife.
Here are some actions we take throughout the year to reduce the fire risk at this reserve:
- create and maintain fuel breaks within the reserve
- maintain grass heights with slashing, brush cutting and tractors year round
- remove fine fuels such as loose and fallen branches
- annual inspection and maintenance of Fire Access Tracks, to ensure emergency service vehicles can access the reserve
- inspect access points, gates and locks
We manage 20 per cent of the land in Manningham, but the other 66 per cent is privately owned. Visit the CFA website for information on how to prepare your private property for fire.

Green Gully Linear Park is a popular linear park for local residents. It is located along a pleasant open grassed gully formed from a drainage line which leads ultimately to the Yarra River. It provides for a range of recreational facilities and features a wetland system, playground, picnic facilities and pedestrian and cycle path, as well as significant remnant vegetation. It extends from Heidelberg-Warrandyte Road across Porter Street to Reynolds Road, where it links to Jenkins Playspace via a pedestrian underpass.

Jenkins Park (also known as Jenkins Playground) forms part of Green Gully Linear Park. It is well located to serve local recreation needs as well as those of the wider district. We've identified this park for sporting use. The Reynolds Road underpass provides safer pedestrian and cycle access from the north and around the playground contains a series of paths including a circuit and pedestrian lighting.
The playground is suitable for children aged 1 to 8 years and consists of a combination unit with lots of climbing and sliding fun and swings. It is part of a very large space (5.0 hectares) which contains a series of paths, including a circuit, two exercise stations and pedestrian lighting.
It is earmarked for an upgrade to include play opportunities for all abilities alongside toilet and barbecue facilities.
Exercise equipment
Green Gully Linear Park (Jenkins Park) is one of three reserves in Manningham to have exercise equipment installed as part of a grant from the State Government's 2015 Community Facility Funding Program.
The exercise and stretching equipment suitable for adults includes:
- sit up bench
- power bike
- cross trainer
- free runner
- flex wheel
- body flexor.

Tikalara Park is located where the Mullum Mullum Creek and the Yarra River join. It forms part of the Yarra Valley Parklands on Crown Land managed by Parks Victoria (which supports the Mullum Mullum/Main Yarra Trail) and Manningham freehold land parcels.
Generally Tikalara can be defined as the area north of Websters Road and between Mullum Mullum Creek/Yarra River to the west and Blackburn Road to the east.
The reserve provides flora and fauna, informal recreation, linear park and unstructured nature play.

Fahey Park playspace upgrade
We’re upgrading the playspace at Fahey Park for local residents and visitors to Donvale.
The playspace will be relocated to the park centre. This project is part of our Parks Improvement Program and will be delivered under our 2024/25 Open Space Capital Works Program. Works will start in late October 2024 and take around seven weeks to complete.
The reserve will be closed while works are underway. The nearest alternative parks are Daniel Reserve, 260 metres away at 19 Daniel St, Donvale, and Cat Jump Park, 500 metres away at 103 Bellevue Avenue Donvale.

Located by the Yarra River at the back of Bulleen Park, this playground provides excellent play opportunities for all ages with interesting and engaging climbing equipment, slides, spinners, rockers, a see-saw and an ever-popular basket swing. There are also picnic tables and barbecues, making this is an ideal place for social gatherings. Bring your bikes and explore the surrounds along the shared path.
Public toilets are located 300 metres away at the archery field.
