Solar Savers is a local government initiative helping households and businesses to install quality and affordable rooftop solar and batteries. This initiative is supported by Manningham Council in partnership with Solar Savers.
Council provides subsidies to pensioners for roof top solar and to all residents who install batteries purchased through Solar Savers. This is an opportunity for pensioners to learn how to reduce their energy cost by installing roof top solar. And for those who want to ensure their power stays on, even during blackouts, energy security for the home is now made more affordable.
In this interactive practical 60 minute presentation find out:
- what to consider when installing solar panels and batteries
- Council subsidies and other available rebates for rooftop solar and batteries through the Solar Savers program
Council Plan 2021-25 was adopted at the Council Meeting on 24 August 2021.
We are developing a new a four year Council Plan, ten year Asset Plan and ten year Financial Plan in pursuit of our Community Vision 2040. A Community Panel will make recommendations to Council on what to include in the Plans.
The Council Plan is our promise to you in pursuit of our community’s vision for the future and to achieve the very best for Manningham.

How council meetings work
The Governance Rules (the Rules) outlines the formal procedures of meetings and debates.
How debates work in meetings
The procedure for debates and decision-making during a meeting item follows the same format. The mayor introduces each item by reading out the number and title. A Councillor will then move a motion.
Generally, the motion can take any of the following forms:
- move the officer's recommendation in the council agenda for that item
- move an officer's alternative recommendation
- move a councillor's alternative motion
- move a procedural motion.
If you attend a meeting, you’ll see that the rules follows the state and federal parliamentary systems of government. As a result, you’ll get to see the considering of a motion, debates and votes on amendments by our councillors. It’s the Westminster system at the local level.

The Manningham Council general elections will be held on 26 October 2024. Voting is by post.
The Local Government Act 2020 and the Local Government (Electoral) Regulations 2020, regulates conduct of council elections. The Victorian Electoral Commission (VEC) manages the process.

Building a better Manningham
We are committed to managing our city’s infrastructure efficiently and sustainably to better meet the needs and expectations of our growing community.
Our capital works program brings this commitment to life by managing the maintenance and improvement of council assets, facilities and community spaces through a number of key projects.
Energy use for streetlights, buildings and fleet are the biggest sources of emissions from Council operations. By choosing clean and smart energy solutions, we have already reduced our energy consumption and emissions and made energy use from operations more environmentally sustainable.
To date, our actions have resulted in a 25 per cent reduction in annual greenhouse gas emissions and a yearly saving of $600,000 in energy bills.
Our achievements so far
- Joined Australia's largest emissions reduction project by local government, to power almost 40% of our electricity needs with 100% renewable energy.
- Reduced greenhouse gas emissions by 25 per cent - ahead of target.
- Installed 450kW + 100kW of solar at Mullum Mullum stadium and the Council Depot.
- Facilitated 750kW of solar/energy saving improvements across 180 Manningham households.
- Upgraded 8,000 street lights to energy efficient lights including LEDs.
- Diverted 56 per cent of waste away from landfill.
- Converted 41 vehicles of Council fleet to hybrid-electric.
- Converted 4 vehicles of Council fleet to full-electric.
Turning our sustainability goals into actions
What we are doing
- Demonstrating leadership in sustainable and innovative environmental practices.
- Undertaking new solar and battery installations at the Pines and Ted Ajani Centres, with similar projects considered across 18 other Council buildings over the next five years.
- Providing residents free energy saving advice and services in partnership with the Australian Energy Foundation — including webinars on easy ways to use less energy, save on energy costs while keeping cool over summer and how to reduce emissions in daily life.
- Committing to a power purchasing agreement in partnership with Darebin Council, the Northern Alliance for Greenhouse Action and almost 50 other Councils for joint procurement of wind and solar grid electricity supply for almost 40 per cent of council’s electricity accounts.
- Entering into ‘GreenPower’ renewable energy contracts for our streetlight electricity accounts.
- Installing electric vehicle charge-points at the Civic Centre and Depot.
- Transitioning more of our fleet to electrical vehicles (EVs) once the infrastructure for EV charge points are in place.
- Introducing sustainable procurement by adopting responsible sourcing strategies based on supplier sustainability and environmental credentials.
- Raising awareness, educating and working together with our local community to further reduce our environmental impact and adapt to climate change through a range of events, initiatives and programs.
- Researching alternative treatments to asphalt resurfacing that extend the life and serviceability of road networks at a lower cost and impact to the environment.

If you are organising a public or private event in an outdoor Council-owned land such as a park, garden, reserve or street in Manningham, you may require approval.
You will need approval from us if you’re organising a public or private event in our:
- parks
- gardens
- reserves
- streets.
We will explain below which events will need approval.
Events that do not require our approval
You will not need approval if your event has:
- 1-80 attendees
- BYO catering that doesn’t require vehicle access into the park
- no infrastructure such as marquees, stages, jumping castles
- low noise impact
- no change to normal traffic and parking conditions.
Events that require our approval
If you are hosting the following types of events, you will need our approval.
Low impact events
If your event has one or more of the following:
- 81-500 attendees
- 1-5 caterers or food vendors
- limited temporary infrastructure such as less than 5 marquees, additional tables and chairs
- low noise impact
- low change to traffic and parking conditions.
Minimum notice we require is 6 weeks.
Medium impact events
If your event has one or more of the following:
- 501–2500 attendees
- 5-10 caterers or food vendors
- moderate temporary infrastructure such as a stage, PA, less than 15 marquees, toilets
- moderate noise impact
- moderate change to traffic conditions, road closures and parking.
Minimum notice we require is 3 months.
High Impact Events
If your event has one or more of the following:
- 2501 or more attendees
- 15 or more caterers or food vendors
- substantial temporary infrastructure such as multiple stages, PA, 15 or more marquees, toilets
- high noise impact
- substantial additional traffic, multiple road closures and changes to traffic and parking conditions.
Minimum notice we require is 6 months.
High risk activities
You will need our approval if your event includes:
- alcohol
- amusement rides such as jumping castles or inflatables
- road closures
- any pyrotechnics such as fireworks or firecrackers.
Events on private property
You will not need approval if your event is on:
- private property
- schools
- federal or state owned land.
If your event will impact surrounding areas that includes traffic, noise and waste, please speak to us on how to best manage these impacts.

How to apply for event approval
If you are holding an event and need our approval, please follow the application process.

We’ll let you know when we’ve received your application and if the date and location you’ve requested is available. We’ll also send you a list of requirements you must submit as part of the approval process.

If your event impacts traffic conditions or parking at a Council owned venue, you will need a traffic management plan. This needs to be approved before event approval can be supplied.

Once your event application has been received, you will be asked to provide supporting documentation, such as:
- Certificate of Public Liability Insurance
- Event Plan
- Risk Management Plan

When all documentation has been received and approved, your event approval will be sent.
Paying bonds
You might need to pay a bond if your event is on Manningham land. The amount for a bond ranges from $50 to $5,000. The bond amount will depend on the size and nature of the event.
The purpose of a bond is to cover costs if there’s damage to any:
- infrastructure, including trees
- bollards
- pathways.
Bonds will also cover any costs to replace gate keys or charges to clean leftover waste.
You’ll receive a full refund after a post site inspection if we determine there’s no requirement for reinstatement.
Demonstrations, rallies and public assemblies
If you are planning on organising a demonstration, rally, or public assembly on Manningham Council land let us know so that we can communicate to nearby stakeholders, residents or businesses that may be impacted.
Prior to reaching out to us you must contact Victoria Police for advice and to discuss potential police resourcing.

In accordance with the requirements of the Local Government Act 2020, Manningham Council produces an Annual Report that provides the community with an update of Council's operations during the financial year and contains a range of information including:
- A review of Council’s performance against the Council Plan
- An overview of the legislative, economic and other factors that have had an impact on Council's performance
- Major policy initiatives, operations and works undertaken
- Performance statement and financial statements
- Activities and services delivered by Council
- Achievements and challenges for the year.
With almost 800 local people taking part in our consultation on this year’s Budget and 10 Year Financial Plan, we’re all set to deliver for our community in 2024/25 and beyond!
Councillors endorsed the key documents at their meeting last night (25 June).
With an operating budget of $155 million, we’ll provide more than 100 valuable services for our residents, businesses and visitors. We’ll maintain and enhance community assets with a $55 million capital works program, including:
- $12 million for roads and bridges
- $6 million for footpaths and cycleways
- $4 million for drainage
- $3.1 million for the Schramm's Cottage Museum Complex Visitor Centre
- $1.6 million for playspace renewals
- $1.2 million for Ruffey Lake Park Masterplan implementation
- $1.1 million for Rieschiecks Reserve Management Plan
- $1.0 million to commence works on a co-working hub
- $1.0 million for a battery for Mullum Mullum stadium
- $0.3 million for a youth hub
We’ll also continue to deliver on our Climate Emergency Action Plan to reduce the impacts of climate change. We’ve allocated $11 million in our capital works program over the next ten years for Circular Economy, sustainability initiatives.
With inflation continuing to be higher than average, we’re conscious of cost-of-living pressures in our community. Council will continue to support rate payers through:
- Freezing the waste service charge well below the 4.80 per cent increase in the cost of waste services to Council.
- Financial hardship provisions including rates rebates for Low Income (LI) Health Care Card holders.
- $2.25 million for community grants and contributions programs.
- Continued financial support to agencies that provide emergency relief to those in need in our community.
- Funding for the provision of food relief for those in need in the community.
- Subsidies for school holiday programs.
- An average general rate increase in line with the State Government’s rate cap of 2.75 per cent.

Budget highlights
$3.1 million to build the Schramm's Cottage Museum Complex Visitor Centre in Doncaster East
We’ll build a new, multipurpose visitor centre in Rieschiecks Reserve as part of the Waldau Precinct Master Plan. The Visitor Centre will include spaces for exhibitions and meetings, as well as accessible public toilets. We’ll also upgrade the paths surrounding the centre and expect the project to be completed in early 2025.
$1.35 million to deliver the main phase of works for the Templestowe Route upgrade in Templestowe
The Templestowe Route is a 1.8km series of important local link roads between Templestowe Road and Williamson Road, including Parker, Swilk, James and Anderson streets. The upgrade will improve safety, pedestrian connectivity and the quality of infrastructure along the route.
$1.0 million to start work on a co-working hub at MC Square in Doncaster
The co-working business hub at MC Square will be far more than a professionally designed and operated space to conduct business. It will support a healthy economy and the business community, with a concierge and tailored calendar of events to create excitement and stimulate cooperation, as well as spaces for 30 to 40 users. We expect the co-working business hub to open in July 2025.

The Victorian Local Government elections will be held in October 2024 with the vote to take place by post. Councils are the closest level of government to community. To ensure our communities are successfully represented we need quality candidates to nominate for election.
Are you interested in becoming a councillor? If so, here are some things you need to know:
There is a range of eligibility criteria for candidates, including:
- being an Australian citizen or an eligible British subject
- being at least 18 years of age on election day
- being enrolled to vote in the municipality.

To help protect the welfare of cats and wildlife in Manningham, Council will consider introducing a pilot 24-hour cat confinement order at its meeting on Tuesday 12 December 2023.
If endorsed by Council, from 1 April 2024 cats in Manningham must be confined within the boundary of their owners’ property 24 hours a day.
The proposed implementation will be phased over two years, including an amnesty period between April and December 2024 and an evaluation period in December 2025.
If the pilot is endorsed, we will be focused on community awareness and education on the benefits of cat confinement prior to and during the amnesty period. Manningham’s Domestic Animal Management Plan contains a number of endorsed initiatives to promote responsible pet ownership, one of which is the pilot a 24-hour cat confinement order.
This plan was informed by extensive community consultation and adopted by Council in May 2022. The purpose of the cat confinement order is to:
• Protect the welfare of cats from other animals and cat cruelty caused by human behaviour
• Reduce the risk of cats getting lost or being exposed to extreme weather
• Reduce the risk of cats sustaining traumatic injuries from vehicles
• Protect the health of cats from the transmission of disease from other cats including feline immunodeficiency virus (such as feline AIDS)
• Reduce the risk associated with the transmission of disease from cats and people
• Protect wildlife from the predatory behaviour of cats

Manningham Council will engage local community groups to help plan the future direction of community facilities in Warrandyte.
Engagement will commence in July as part of the Warrandyte Community Facilities Review (Review) – a key project under Manningham’s Community Infrastructure Plan (CIP).
Manningham Mayor, Councillor Carli Lange said Council is looking for future improvements to community facilities that will better support local services and connectivity for residents.
“Last year’s consultation on the Community Infrastructure Plan highlighted the need for a holistic review into the provision of community facilities in Warrandyte. With an increasing demand for services, we need to ensure the right infrastructure is in place to support community need,” Cr Lange said.
“The Review will help guide future investment into community facilities in Warrandyte,” she said.
During the consultation, community groups will provide information on their usage, needs, and expectations of facilities. They will also share ideas for future services and buildings, including opportunities for partnerships and facility sharing.
“We want to better understand the needs, priorities and aspirations of our local community groups.
“These discussions will guide the preparation of our draft recommendations, which will be shared with the broader community for further feedback early next year,” the Mayor added.
Community groups and services will be contacted directly to participate in the consultation.

The final plan will be presented to Council for endorsement in 2025.

We received a fantastic response to our initial 2024-2025 Budget survey with more than 650 community members taking part.
You told us your top six priorities for Council spending (in order) were:
- Sport (courts, ovals, fields and pavilions)
- Parks, reserves and other open spaces
- Roads and traffic and parking management
- Maintenance and cleaning of public spaces
- Footpaths, cycling and pedestrian infrastructure
- Recycling and waste management
We’re really keen to hear more about why you’re so passionate about these topics and your ideas for projects and services you would like to see delivered (specifically in these areas), now and in the future.
As such we’ve decided to include an additional phase in our Budget 2024-2025 consultation.
As part of this new opportunity, we’re offering you the chance to pitch your idea to Councillors at an in-person, meeting at the Manningham Function Centre on the evening of Monday 18 March. Each submitter will have three minutes to present their pitch.
Don’t worry though, pitching in person is optional and we will still consider your ideas if you choose not to present or aren’t shortlisted.
We will shortlist a maximum of six pitches from each of your six priority areas above to be presented and are looking for:
- A range of ideas on diverse topics
- Pitches from individuals and organisations
- Ideas from across Manningham suburbs
- Ideas which will benefit our community
Applications are also open for our Community Grants Program so it may be worth considering whether your community group’s project is more suitable for funding through a community development, arts or festivals and events grant.

The final 2024-25 Budget and 10 Year Financial Plan will be considered for endorsement by Council at its meeting on Tuesday 25 June 2024.
