ASV astronomers will be on hand with telescopes and demonstrations.

Key details

Please bring a torch covered with red cellophane (to keep your night vision), mosquito repellent, snacks and warm clothes. 

Telescopes will be arranged near Mimi's Memorial Tree in Ruffey Lake Park.

Parking will be available at The Boulevard Playground car park.

Please note, this event may be cancelled due to cloud cover (>25% cover) or in the event of a total fire ban or poor weather. Please provide a contact email for an automated update of any event changes.

Children must be supervised by a parent or guardian at all times.

Coronavirus (COVID-19) and Council Meetings

As part of our efforts to contain the spread of COVID-19 we have reviewed our Council meeting practices to ensure we provide a safe environment for Councillors, staff and the community. This Council meeting will proceed in the Council Chamber adhering to our COVID-Safe Plan to minimise potential transmission of COVID-19. 

Physical attendance by members of the public at Council meetings is currently not permitted. Council meetings will continue to be live streamed and we encourage you to follow the meeting on our Facebook page (you can view the livestream on our Facebook page even if you don’t have a Facebook account). The live stream is not interactive. Any comments or private messages directed to us while the stream is live will not be presented to Council or have a bearing on the conduct of the meeting.

Other temporary changes to our Council meetings:

  • Public Question Time – At this time, anyone wanting to ask a question of Council should submit their question via email by 5.00pm on the Monday before the meeting. As you cannot be present in the chamber to read your question, your question will be read out by our CEO.  Public Question Time form.

How council meetings work

The Governance Rules (the Rules) outlines the formal procedures of meetings and debates.

How debates work in meetings

The procedure for debates and decision-making during a meeting item follows the same format. The mayor introduces each item by reading out the number and title. A Councillor will then move a motion.

Generally, the motion can take any of the following forms:

  • move the officer's recommendation in the council agenda for that item
  • move an officer's alternative recommendation
  • move a councillor's alternative motion
  • move a procedural motion.

If you attend a meeting, you’ll see that the rules follows the state and federal parliamentary systems of government. As a result, you’ll get to see the considering of a motion, debates and votes on amendments by our councillors. It’s the Westminster system at the local level.

With a vibrant food and art culture with a touch of history, Manningham is a special place to be. Retaining many of its cultural links, there’s something for everyone in Manningham: from sacred sites of the area’s First Peoples to the early gold mining settlements.

Local government

Local government in the area dates back to the election of the Templestowe District Roads Board in 1856. The first meeting of the Board was at Upper Yarra Hotel, Templestowe.

Proclamation that the Shire of Doncaster and Templestowe took place on 28 February 1967. Up until 15 December 1994, Doncaster and Templestowe Council administered the area until the creation of the City of Manningham. The new city included Doncaster, Templestowe and small sections of the Shire of Lilydale. Wonga Park and part of north Ringwood also became part of Manningham. Three State Government appointed commissioners managed the city until 24 march 1997 when 8 councillors were sworn into office.

Our First Nations heritage

You can see the rich cultural heritage of the area through local landmarks and places of significance. First Peoples have been in Victoria for over 30,000 years and we can still see evidence of the Wurundjeri Woi-wurrung presence in Manningham.

From the mid-1800s, European settlement began in Manningham with the earliest building constructed in the 1840s. We still have plenty of places of heritage significance where visitors and locals can explore and admire.

Bulleen

Bulleen's name is from Bolin Bolin, a Wurundjeri name for a nearby billabong on the Yarra. Dairy farms dominated the area until the 1930s. It remained a rural district until the post war era with a lack of public transport and difficult river crossings delaying development.

Residential subdivision and development gained momentum in the 1950s.

Doncaster

Doncaster's name comes from John Robert Wilson, who opened the Doncaster Arms Inn in 1854 on his way to the Warrandyte gold diggings. Wilson named the inn after his English hometown, Doncaster.

A number of settlements started along the Koonung Creek in the 1850s and the early settlers made a living from timber, but as time passed orcharding became the major local industry.

The Doncaster Shire came into being in 1890.

The area gained a reputation as one of Victoria's best fruit producers and remained a thriving local industry until after WWII. The orchards were progressively subdivided for residential development from the 50s.

Doncaster East

Development in Doncaster East began on the southern part of the suburb in the 1950s and continued into the 1980s. Doncaster East is now an established residential area with a stable population.

Valepark Reserve, Donvale

Donvale and Nunawading

Development in Donvale and Nunawading began in the 1950s. Low density development continued into the 1980s. Both Donvale and Nunawading are now well established residential areas with growing populations.

Park Orchards and Ringwood North

Development of the Park Orchards area began in 1925 when a portion of one of Tom Petty's orchards known as 'the park' became a country club estate after subdivision. Saxil Tuxen, a protégé of Walter Burley Griffin, designed the subdivision drawing inspiration from Griffin's Ranelagh Estate in Mount Eliza.

Templestowe

In the 1850s, Templestowe was as a village on the Yarra on the route to the Warrandyte gold fields. It’s one of the oldest areas of settlement in Manningham. The village remained a relatively small settlement well into the 20th century, with the area outside the town remaining as orchards.

The name Templestowe comes from a mythical place in Sir Walter Scott's novel Ivanhoe.

Templestowe Lower

The development of Lower Templestowe preceded that of greater Templestowe. The area is predominantly a post-war suburb with substantial development occurring in the 1950s and 1960s.

Warrandyte and Warrandyte South

Warrandyte is one of the original villages of Manningham. It’s believed that the name Warrandyte is a combination of the Wurundjeri Aboriginal words warran (to throw) and dyte (the object aimed at).

Development began in Warrandyte after the first discovery of gold in Victoria in 1851. Commercial gold mining was undertaken by a number of companies throughout the latter half of the 19th century without the success of the Ballarat and Bendigo diggings.

Located on the beautiful Yarra River, Warrandyte is a thriving residential area and tourist and arts destination. Warrandyte South remains a semi-rural area.

Wonga Park

Wonga Park's name comes from the Wonga Park grazing property. The owner of the property, Simon Wonga was also an elder of the Wurundjeri people.

The area was a mixture of orchards, grazing properties and timbered land. It was part of Mooroolbark until the late 1880s when the property came into the hands of an insurance company and other holdings. The land was then sold by the Wonga Park Land Co.

Four years later when small settlements were a way of relieving unemployment after the failure of the land boom, about 20 members of an Eight Hours Pioneer Memorial Association took up small holdings on a former timber reserve.

Development of the township and surrounds was relatively slow until the 1980s after the release of a number of rural and residential subdivisions.

Manningham’s new Councillors have elected Councillor Deirdre Diamante as Manningham Mayor and Councillor Andrew Conlon as Deputy Mayor for the year ahead. 

Unanimously voted in by her fellow Councillors at the Annual Meeting of Council on 19 November 2024, Cr Diamante said it is an honour to lead the newly elected Council in the first year of its four-year term. 

The Tullamore Ward Councillor is passionate about equal opportunity, our natural environment and family, and has been a Manningham resident for more than 40 years. A Councillor since 2020, Cr Diamante previously served as Manningham Mayor in 2022/23. 

“I have grown up in Manningham, in Council Street, and the opportunity to again lead this City in public service is truly amazing,” Cr Diamante said.

“I want Manningham to continue to be a great place to live, learn and grow. I want my children to want to live here and want to raise their families here.” 

Cr Diamante said some of her key priorities over the next year will include advocating for the Manningham community on the North East Link Project, working with local multicultural communities, supporting the work of our healthy ageing unit and enhancing opportunities for local businesses.

“I look forward to collaborating with all of our Councillors in developing our Council Plan, the Budget and our strategic approach for Manningham, harnessing our extensive expertise and experience for our community.”

Cr Andrew Conlon was elected as Deputy Mayor and congratulated Cr Diamante.

“This is an important year to set the tone for our Council term and I know you will support us to collaborate and make the right decisions for our community,” Cr Conlon said.

We’re excited to announce the finalists for the new Manningham Community Awards recognising the outstanding contributions of those who are helping to shape our vibrant community. 

The expanded program celebrates individuals and groups who have gone above and beyond in making Manningham a better place to live, work and visit over the past 12 months.

The awards recognise achievements in 8 categories, with one of these individual category winners to be named Manningham Citizen of the Year.

Winners will be announced at an Awards Ceremony on Tuesday 16 September at the Manningham Function Centre.

How are the awards judged?

Nominations were assessed against a set criteria and reviewed by the judging panel. This year’s panel included the Manningham Mayor, Director Connected Communities, the previous Citizen of Year recipient (in 2025 this will be the previous Manningham Civic Awards Citizen of the Year) and 2 members of Council’s advisory committees.

Eligibility and Terms and Conditions

Eligibility

To be eligible for nomination, the nominee must meet the following criteria: 

  • The nominee must reside in Manningham. 

  • Nominators must have the permission of the person/group they are nominating, prior to applying. 

  • Previous recipients of the Manningham Community Awards, or preceding Manningham Civic Awards, are ineligible to receive the same Award within a 10-year period. 

  • For the Manningham Young Achiever Award, the nominee must be under 25 years old on 30 June of the nominating year. 

  • Manningham Councillors, Manningham Council employees, Manningham Council Programs and Committees, State and Federal politicians are not eligible, but are encouraged to nominate others.

Nomination Terms and Conditions
  • Self-nominations are accepted, however written references will be required to support the nomination. 

  • Nominees can only be nominated once and in a single category. Nominations across multiple categories are not accepted. However, multiple supporting documents can be attached to the nomination.

  • All questions on the nomination form must be answered. 

  • All nominators will be told the outcome of their application in August 2025, with each category having a maximum of three finalists. 

  • The winner of each category will be amongst the notified finalists and will be announced at the Awards Ceremony in September 2025. 

  • All finalists must be able to attend the Award Ceremony on Tuesday 16 September 2025. 

  • Each finalist will be issued a complimentary ticket plus two tickets for additional guests (3 in total per finalist). 

  • The winner of each category must be willing to share their achievements within the 12 months following the award, including promotional campaigns and photo opportunities. 

  • The winner of the Manningham Citizen of the Year Award will be invited to join the assessment panel for the subsequent year’s awards. 

  • Unsuccessful nominees and finalists may be re-nominated in subsequent years. 

The decision of the judging panel is final, and no correspondence will be entered into in respect of the decision. 

Awards selection criteria

Manningham Citizen of the Year Award
  • This award is not open for direct nomination. 

  • The Citizen of the Year will be chosen by the judging panel from the winners of all other categories, excluding: 

    • The Manningham Community Excellence Award. 

    • Any category winner which was a group, not an individual. 

  • The panel will assess each eligible finalist for their outstanding contribution to the Manningham community within the last 12 months. 

  • This is an individual-only award.  

  • There is no age limit on this award.

  • The nominee must have demonstrated ongoing commitment to volunteerism over the past 12 months and reflect the values and dedication exemplified by the late Doreen Stoves AM PSM JP. 

  • This is an individual-only award.

  • The nominee must have contributed to community participation in active lifestyles, sports or physical activity in Manningham over the past 12 months. 

  • This is an individual or group award.  

  • There is no age limit on this award.

  • The nominee must have contributed to enhancing the lives of older residents in Manningham, fostering social connection, safety or active ageing over the last 12 months.
