Coronavirus (COVID-19) and Council Meetings

As part of our efforts to contain the spread of COVID-19 we have reviewed our Council meeting practices to ensure we provide a safe environment for Councillors, staff and the community. This Council meeting will proceed in the Council Chamber adhering to our COVID-Safe Plan to minimise potential transmission of COVID-19. 

Physical attendance by members of the public at Council meetings is currently not permitted. Council meetings will continue to be live streamed and we encourage you to follow the meeting on our Facebook page (you can view the livestream on our Facebook page even if you don’t have a Facebook account). The live stream is not interactive. Any comments or private messages directed to us while the stream is live will not be presented to Council or have a bearing on the conduct of the meeting.

Other temporary changes to our Council meetings:

  • Public Question Time – At this time, anyone wanting to ask a question of Council should submit their question via email by 5.00pm on the Monday before the meeting. As you cannot be present in the chamber to read your question, your question will be read out by our CEO.  Public Question Time form.

Last night, 25 March, a petition to remove from permanent display the Aboriginal and Torres Strait Islander flags from all Manningham flagpoles and the cessation of holding a Welcome to Country ceremony and statement of the Acknowledgement of Country before any Council meeting or function, with 12 signatures was tabled at the Council meeting. The Council vote was to enable the petition to be tabled, and it did not provide any position on the matter.

In accordance with our Council meeting procedures, all petitions are formally tabled at the meeting, and Council votes to receive it.

Manningham Council's use of the Welcome To Country ceremony, statement of Acknowledgement of Country and the flying of the Aboriginal and Torres Strait Islander flags are strategic elements of our Council Plan, endorsed Manningham Reconciliation Action Plan and Flying Flags In The Civic Precinct Policy; and designed to provide a roadmap for Manningham's own commitment to reconciliation.  

No decision has been made to change this current endorsed position.

Valuing free speech means listening to different views regardless of whether we agree or disagree with a position.

In line with our commitment to transparency and our standard procedures, we will respond to the lead petitioner and include that response in the Agenda papers for the April Council Meeting.

Wonga Park Reserve is the hub of the local community and comprises 7.7 hectares of open space. The reserve caters to sporting competition and recreation activities including cricket, netball, tennis, walking and jogging, BMX, playground, barbecues, picnics and connecting with nature.

Enter from either the community centre on Old Yarra Road or Launders Ave, Wonga Park.

Playground

There are three playgrounds at Wonga Park Reserve.

The playground between the tennis courts and community hall caters for children aged one to seven years, with a junior play unit.

The playground overlooking the main sportsground and next to the barbecues is more challenging with fun climbing, swinging and balancing opportunities.

The Gooligulch playground is based on the  Graeme Base book My Grandma Lived in Gooligulch. This playground allows children to ride kangaroos, befriend wombats, emus and other characters under the watchful eye of Grandma.

BMX track

This popular facility provides a place for young people to come together and improve their BMX skills on a dirt bike track. Three jump circuits of varying skill levels are provided and jumps should not be modified to exceed 1.5 metres.

  • Beginners between 0.3 - 0.7 metres
  • Intermediate between 0.5 - 1.0 metres
  • Advanced between 1.0 - 1.5 metres

This is an off lead reserve where dogs may be unrestrained provided that the dog is under effective control and not within 15 metres of the playground, barbecue or a sporting event.

Coronavirus (COVID-19) and Council Meetings

As part of our efforts to contain the spread of COVID-19 we have reviewed our Council meeting practices to ensure we provide a safe environment for Councillors, staff and the community. Pursuant to the Local Government Act 2020, Council meetings will be held virtually until further notice.  Physical attendance by members of the public at Council meetings is currently not permitted. Council meetings will continue to be live streamed and we encourage you to follow the meeting on our Facebook page (you can view the livestream on our Facebook page even if you don’t have a Facebook account). The live stream is not interactive. Any comments or private messages directed to us while the stream is live will not be presented to Council or have a bearing on the conduct of the meeting.

Other temporary changes to our Council meetings:

Public Question Time – At this time, anyone wanting to ask a question of Council should submit their question via email by 5.00pm on the Monday before the meeting. Council officers have today seized two dogs suspected of being involved in animal aggression and livestock losses in the Wonga Park and Warrandyte South area.

This action was taken this morning, after officers were able to formally speak to an individual who is assisting Council with our ongoing investigations.

We are assessing all available evidence. We encourage any witnesses with new information that could assist with our investigation to contact us directly on 9840 9333 at manningham@manningham.vic.gov.au.

We are actively investigating reports of uncontained dogs, animal aggression and livestock losses in the Wonga Park and Warrandyte South area.

Since we received reports early last week, we have:

  • visited 26 local properties that house large dogs, including German Shepherds, to confirm they are appropriately contained and that the owners understand their obligations to contain their dogs
  • met with local residents, taken multiple witness statements and photos related to the reports – however, at this stage, we have not collected evidence that directly links the reported incidents to dogs from an individual property
  • been in contact with local police
  • continued to be available 24 hours a day, seven days a week to attend to emergency reports relating to community safety.

We have not received any reports of further attacks on livestock or wildlife since Monday this week.

As part of our ongoing investigation, we are collecting all available evidence and encourage any witnesses to contact us directly. Timely and accurate reporting will assist with our investigation.

Our officers are ready and available to follow up any new information and will meet with witnesses to take statements and gather evidence, once reported.

Direct evidence is required before we can take legal steps to seize or remove animals from a property. It’s important to note, social media speculation doesn’t assist our investigation, it can just create concern in our community. If you have witnessed something in relation to this matter, please contact us directly as we cannot act on social media content alone. Where we have sufficient direct evidence, we will take all appropriate and available actions.

We have officers on call 24 hours a day, seven days a week to attend to emergency reports related to community safety.

Calls received outside of office hours, between 5.00pm to 8.30am and on weekends, are directed to our on-call after hours emergency service.

This exhibition is no longer showing in the Manningham Art Gallery.

Taking its name from the unofficial description of the present day epoch which has seen human activity dramatically impact the earth's climate and ecology, this exhibition is the expression of four artists' efforts to record, reflect upon and potentially enact change in how humanity views and interacts with the world.

Shifting the Anthropocene features the work of Lesley Duxbury, Ruth Johnstone, Rosie Weiss and Stephen Wickham, who have variously photographed underwater ecosystems and stunning 400 year old eucalypts, and collected and drawn remnants of plants destroyed by bushfire, amongst other creative acts.

The works are descriptions of the immediate and personal effects of climate change as the artists have witnessed them. They also pivot to celebrate instances where individuals and communities have saved endangered species or enacted changes in environment laws through collective effort, thereby giving a hopeful and positive tenor to the exhibition overall.

A rail line to Doncaster

The Victorian Government's proposed underground rail link will connect suburbs from Cheltenham to Werribee.

The Suburban Rail Loop (SRL) includes a Doncaster Station. However construction may be over ten years away.

We are advocating for the Doncaster Station footprint to be set aside as part of Stage 1, to allow for planning of the Doncaster Hill precinct. For an express bus service that mirrors the Suburban Rail Loop Alignment. Providing a public transport connection to key education, healthcare and employment precincts.

Congestion on the Eastern Freeway

Why do we need a rail line to Doncaster?

Over 125,000 people in our community will benefit from a Doncaster Station. Currently our only public transport option is an over-crowded bus network that is often delayed by traffic congestion.

With Doncaster Hill’s population and traffic continuing to grow, we are urging the Victorian Government to include a Doncaster Station in stage two of the SRL and secure a location for the train station now.

Manningham is the only municipality without a tram or train line.

Car ownership per household is considerably high and daily public transport use for employment purposes is below the metropolitan average.

Our bus system is buckling under pressure to provide enough services and meet capacity for our growing city.

Doncaster Station not part of stage one construction

We are strongly advocating to the Victorian Government to include Doncaster Station in Stage two of the SRL.

We are working with stakeholders and the SRL Authority to secure a site location for the future train station.

What’s next?

We will continue to work with the Suburban Rail Loop Authority and the Department of Transport to advocate for improved public transport services to Manningham.

Members of the public can attend Council meetings in person. We have reviewed our Council meeting practices to ensure we provide a safe environment for Councillors, staff and the community at meetings.  Council meetings will continue to be live streamed and we encourage you to follow the meeting on our Facebook page (even if you don’t have a Facebook account) or website. The live stream is not interactive. Any comments or private messages directed to us while the stream is live will not be presented to Council or have a bearing on the conduct of the meeting.

Public Question Time – At this time, anyone wanting to ask a question of Council should submit their question via email by 5.00pm on the Monday before the meeting.
