It is with sadness that we learned last week of the passing of the Honourable Kevin Andrews.
As the Federal member for Menzies for more than 30 years, Kevin Andrews was a long-standing advocate and supporter of our Manningham community.

We're investigating options to rehabilitate the site of the former Doncaster Quarry after identifying issues that prevent the land from being developed in its current state.
Earlier this year, we sought expressions of interest for the potential development of the former quarry site, located at 620-628 Blackburn Road in Doncaster East.
This process was part of our Strategic Property Portfolio initiative, which aims to find new ways of funding the increasing costs of services and infrastructure locally.
Due to issues with the quarry site limiting the financial return of any proposed development, the expressions of interest received were not found to be feasible.
Our Chief Executive Officer Andrew Day said due to issues with fill, compaction, water and slope, the site will need to undergo rehabilitation before it could be developed.
“Our focus for the former Doncaster quarry site has shifted to rehabilitating the land site to support potential further development.”
The first step will be an investigation into what is required to remediate the land for future use and development.
The findings of this investigation will be presented to Council mid next year.
“We only get one opportunity to determine the future of this site, and we want to ensure the best financial return for the community. Once we understand what is required to rehabilitate the site, we will be in a better position to assess its potential,” Mr Day added.

Understanding the lived experiences of our residents will be a crucial step to improving road safety in Manningham.
We're seeking your input on road safety issues to inform the development of our new 10-year Road Safety Strategy.
We'll use community feedback, along with the latest crash and incident data, and feedback from Victoria Police and other road safety partners to develop the strategy.
Since implementing the previous Road Safety Strategy in 2010, we have seen a downward trend in crash incidents. However, between 2017 and 2023, there were still 409 serious injuries and 11 fatalities on our roads.
"We're striving for vision zero in Manningham, which means nobody is seriously injured or killed on our roads. Because one is one too many," said our Mayor, Councillor Carli Lange.
"We're taking a data-driven approach to road safety. Hearing from our community about their lived experiences is critical to ensure we can draw a bigger picture and help people feel safe on our roads."
The previous Road Safety Strategy delivered improvements to infrastructure through the Manningham Bicycle Strategy and roads program. It also supported the ongoing implementation of awareness and behavioural programs such as the Manningham-Whitehorse L2P and Wise Driver programs.
The new strategy will provide a framework and action plan that aligns with the Victorian and National Road Safety Strategies 2021-2030 and adopt Safe System principles to reduce crashes, particularly those involving pedestrians and cyclists. It will consider infrastructure maintenance and improvements, advocacy to state and federal governments, and road safety education and outreach programs.
The Transport Accident Commission is funding the strategy renewal under its Local Government Grant Program.
The community survey will close at 5.00pm on Monday 17 June.

Youth gambling harm has become a significant issue, research indicates that it will get worse – unless something changes.
Harm starts early
Alarmingly, one in five adults who suffer significant gambling harm start gambling before the age of eighteen.
Research shows that in Victoria, young men between the ages of 18 to 24 years bet on sport more than any other age group. They make up a third of all sports gambling.
Young people are a vulnerable group and are particularly at risk
The earlier that a person starts gambling, the greater the risk for serious harm.
Young people feel social pressure and want to be accepted. Gambling, like vaping and underage drinking, can be perceived by young people as a normal. It can be considered a fun thing to do and something that everyone is doing.
Opportunities to gamble are easy to find, in social media, games, apps and advertising. Online forms of gambling are available 24/7, with the click of a button.
How you can make a difference
You don’t need to be an expert about gambling harm to start a conversation about it.

The awards recognise individuals and community organisations improving the local area through volunteer, paid or unpaid work.
Manningham Mayor, Councillor Carli Lange encouraged the community to nominate.
“Nominating a friend, family member or someone you work with is a great way to show how much you value and appreciate the difference they make,” Cr Lange said.
“Civic Awards are important because they raise awareness of all the good things happening in our community and acknowledge individual and group contributions.”
There are five award categories:
The Citizen of the Year Award – recognises a Manningham resident whose outstanding contribution has improved the lives of the local community.
The Young Citizen of the Year Award – for an outstanding contribution made by a young Manningham resident to improve the lives of the local community.
The Doreen Stoves Volunteer of the Year Award – recognises the contribution made by a volunteer in the local community.
Sports Volunteer of the Year Award – for individuals who demonstrate leadership in the Manningham sporting community.
Community Organisation of the Year Award – acknowledges community organisations, clubs or groups who have gone ‘above and beyond’ to improve the lives of the Manningham community.

Hear from Berry - 2023 Young Citizen of the Year
Manningham’s 2023 Young Citizen of Year, Berry Eain, received her award for her commitment to bridging the gap between local and international students within her school and the wider community.
Berry, an advocate for student voice, shared her gratitude for receiving an award.
“Growing up, I have always had strong intentions of striving for the betterment of myself, my family and my community. Unfortunately, this was not the reality in my home country, Myanmar.” Berry said.
“I was genuinely surprised by the emphasis on student voices and youth engagement in Manningham. It was a whole new concept to me to see young people actively undertaking volunteering and leadership roles.
“I am honoured to be able to use my agency and voice for those in my home country, spreading awareness that despite lack of opportunities, we can still be leaders for ourselves one day.”

Grace Dlabik is a Manningham resident and trailblazing interdisciplinary artist. Over her 25-year career, Grace has been highly sought after for her vision and strategic work in future thinking and community building. Grace’s work has been deeply informed by her Melanesian heritage as she creates connected environments with community care and culture at its core.
Manningham Mayor, Councillor Carli Lange, said the exhibition is a fantastic opportunity to experience the works of local resident and distinguished artist Grace Dlabik.
“This immersive exhibition explores the themes of culture, connection and community and I encourage everyone to visit the gallery and enjoy.” Cr Lange said.
Grace was awarded the 2023 Mordant BLAK C.O.R.E Fellowship, during which she led karu kin, a project focused on connecting indigenous women and non- binary folk through clay making. This project informed her upcoming exhibition at the Manningham Art Gallery, titled kose karu kin.
We asked Grace about her creative process and the inspiration for her upcoming show
Tell us about your upcoming show, kose karu kin?
This exhibition is a combination of my own art, titled kose, and a special project karu kin that I led during my fellowship.
kose is comprised of limestone sculptures that represent pillars of strength in community, kinship systems of care and nourishment. A reminder of who I am, who we are and where we come from and honouring my matrilineal bloodline.
karu kin is the project that speaks to the kinship relationality and ways of connection through gathering and sharing through clay making. This involved seven indigenous women and non-binary people.
Both projects of work use nature as a way of deeply connecting to our culture and the body of work that combines the use of both materials of the earth, limestone and clay.
Tell us a bit about your current artistic practice and what you’re currently exploring and making?
My practice is intrinsically connected to my cultural roots from my mother’s side who are makers, great orators, voyagers, singers and feasters. I have found myself longing for a deeper connection to this part of myself and have felt called to explore these parts of myself more deeply.
My artistic practice informs the way I am thinking about restorative cultural practices and the continuation of culture through contemporary ways. Through the yearning for using my body; my hands, and breath – I’m exploring clay making, limestone sculpting, wood carving and printing.
What are some of your first experiences of connecting to art?
I have always been a big dreamer. I remember often laying on the grass in the backyard and drawing
imaginary shapes with my hands against the backdrop of the clouds and sky and other times I would draw with sticks into the earth. Such big foundational anchors that have informed my imagination and my art practice today. I come from the Botai clan of Hanuabuda and the Lavaipia clan of Lese Oali, songlines would be my first memory of sound art – hearing through song and language and then learning traditional dances from Papua New Guinea.
How does living in Manningham on Wurundjeri Country inform your practice?
I am a settler here on Wurundjeri Woi-wurrung Country and often reflect on the inherent care and connection that First Peoples have for the waterways, land and so I consciously and deeply care and respect this land I am privileged to live, create and make art on.
I am often creating works in the garden and on the property so immersed in my beautiful surroundings.

The Get Active Kids Voucher Program has delivered over 147,000 vouchers to eligible families to date!
The vouchers can help pay for sporting equipment, uniforms, and memberships in a range of activities from cricket to dance.
This initiative is part of Get Active Victoria’s efforts to inspire all Victorians – regardless of age, ability or location – to move more, every day.

With electric vehicle (EV) sales accelerating, rising by 160 per cent last year (2023), our community is requesting more public places to charge them.
At Manningham Council, we’re exploring opportunities that offer convenience, including the potential for charging hubs at key commercial precincts and visitor destinations.
Our recent EV survey revealed 75 per cent of respondents would like to see more public charging stations around Manningham as 40 per cent of EV drivers depend on public charging facilities.
We’re investigating the installation of universal EV chargers that run on 100 per cent renewable energy and meet strict safety standards.
The focus is to leverage private sector investment to foster a sustainable service model where costs are covered by users rather than ratepayers. Under this model, third party providers design, supply, install and operate the chargers.
This is all part of our commitment to reduce community transport emissions by 2035 through better public transport, easier access to car sharing and providing charging infrastructure for all electric vehicles, e-bikes and e-scooters. We’re leading the way at Council, by transitioning our work vehicles to electric. We already have more than 40 hybrid and fully electric cars in our fleet.

We’re seeking feedback on our draft Road Safety Strategy 2025-2035, which identifies road improvements, targeted education and speed zone reviews as our key priorities.
The draft strategy outlines clear objectives and a detailed action plan to enhance road safety and reduce traffic-related accidents, injuries and fatalities
Our Mayor, Councillor Deirdre Diamante, said this strategy will guide proactive projects and programs over the next decade.
“We’re committed to improving our transport system as we strive for ‘Vision Zero’— where nobody is seriously injured or killed on our roads,” said Cr Diamante.
“To plan for safer roads, we first needed to understand the local issues and experiences of road users in Manningham.
“We received more than 200 responses to last year’s community survey, which told us what matters most to our community.
“Now we want to ensure the proposed strategy and action plan accurately reflects community priorities,” she said.
Key proposed actions include:
road safety audits in high-risk areas
infrastructure upgrades
speed limit reviews
continual road user education
updates to the Manningham Walking and Cycling Strategy
The draft strategy was informed by feedback from last year’s community consultation, local road safety data, input from road safety partners and aligns with State and Federal strategies.

The Manningham Community Panel has reached a significant milestone, charting a course for the future after delivering its final recommendations to Council.
Manningham Mayor Councillor Deirdre Diamante said the Panel’s insights will be invaluable in ensuring that the Council’s strategic plans are grounded in the community's needs and aspirations.
“By listening to the voices of our community, we’re ensuring that our decisions and actions reflect and align with what matters most to our residents,” Cr Diamante said.
“The Panel has played a crucial role in this process, comprising members from diverse age groups, cultural backgrounds and geographic locations that represent the unique tapestry of our community.
“This collaborative approach will help enable us to create a more inclusive, resilient, sustainable and vibrant community for all.”
The Panel was established to identify Manningham's key priorities, challenges and opportunities – to help guide the Council’s strategic plans. This includes the Community Vision 2040, the four-year Council Plan, and the 10-year Asset and Financial Plans.
Throughout the process, Panel members deliberated for approximately 1,680 collective hours and heard from over 50 speakers from Council and community.
They handed over their recommendations to Council at the final meeting on 1 February 2025. They span several themes including community safety, transport, open spaces and more.
“Over the coming weeks, we’ll prepare a response to each of the panel’s recommendations, including how they will be implemented or the reasons for not supporting any recommendation,” Cr Diamante said.
“We’re sincerely grateful to the panel members for their time and efforts during this dynamic process and committed to implementing the panel’s recommendations to the fullest extent possible. We’ll ensure their insights are carefully considered in all our decision-making as we plan ahead for Manningham,” the Mayor added.

Join us at the Manningham Asian Cultural Festival this Sunday for a free community celebration that will finish with a spectacular fireworks display.
Thousands of people are expected to attend the event at Doncaster Reserve on Sunday 9 March from 10.00am to 10.00pm.
A celebration of culture and community, the program will feature live music and performances including lion dancing and drumming, mouthwatering street food, rides and family friendly activities. The fireworks are expected to start at 9.00pm.

Manningham Council has launched an exciting new program to boost the local live music scene.
Live and Local is designed to celebrate, develop and support our local musicians, bands and businesses.
This free program offers professional development workshops as well as performance and networking opportunities, providing valuable resources and support to musicians, venues and music lovers within the Manningham community.
Manningham Mayor, Cr Deirdre Diamante, said Council wanted to support and grow the grassroots live music scene.
“We have so many talented musicians, and music industry professionals in our local area. We want to support our local industry so our community can enjoy live music close to home,” Cr Diamante said.
“This in turn will boost small businesses, bringing more patrons to local venues and activity centres.”
To launch the program, Council is seeking expressions of interest from musicians and local venues and businesses to get involved.
Musicians will have the chance to showcase their talents and get paid, while connecting with other local industry professionals. This opportunity will build their experience and contribute to the growth of the local live music scene.
Businesses don’t need to be a traditional live music venue to take part. All is required is a space for small-scale performances. Examples include retail spaces, cafes and galleries, as well as hotels, restaurants and bars.

We’re reviewing our Road Management Plan to ensure local roads remain well-maintained, safe and functional for everyone.
Manningham’s Road Management Plan (RMP) sets our responsibilities, standards and procedures for managing our road network, which consists of more than 680 kilometres of local roads.
The plan doesn’t include the management of road safety issues or the maintenance of trees, vegetation, nature strips or private assets, such as vehicle crossings.
Proposed changes to the Road Management Plan
As part of our review, we’re proposing some updates to the RMP, including clear, concise language and a streamlined format, consistent with the latest industry-standard template from the Municipal Association of Victoria.
These changes aim to make it easier for you to understand our road maintenance standards and what you can expect from our services.
Our Mayor, Councillor Deirdre Diamante said community feedback will help ensure the revised plan responds to emerging needs and priorities.
“Maintaining our roads and footpaths is one of Council’s most important services – helping keep our community safe and connected,” Cr Diamante said.
“I encourage all residents to share their feedback to help us create a plan that will deliver outcomes that matter most to our residents,” she said.

An exciting new water play area and improved café will be part of the major redevelopment of the outdoor area at Aquarena Aquatic and Leisure Centre.
The project's detailed design is now underway, following Council's endorsement of the Aquarena Outdoor Masterplan last August.
Our Mayor, Councillor Carli Lange, said the community is eagerly awaiting the redevelopment, which will bring Aquarena’s outdoor area up to the centre’s modern, state-of-the-art indoor areas.

“Around 2,500 people visit Aquarena each day, and we love welcoming the regular swimmers, local families, swim clubs, and community and school groups.
The centre is highly valued by the Manningham community and visitors alike,” Cr Lange said.
“This redevelopment will ensure the outdoor space continues to meet the diverse and evolving needs of the community for generations to come.”
We have appointed Co.Op Studios as the architect to design the new space, and bring the Aquarena Outdoor Masterplan vision to life.
“The design process has been informed by the Aquarena Outdoor Masterplan, which involved extensive consultation with community users and industry experts, to guide the redevelopment of the outdoor spaces,” Cr Lange said.
“I want to thank everyone who shared their passion and interest in the future of the outdoor space. More than 800 people provided feedback to inform the development of the Masterplan. We’re excited to be delivering what the community asked for, and more”, she added.

Feedback from the community and stakeholders emphasised the need for more seating, shade, change rooms, a fun water play area, better spaces for schools and clubs, and a sustainable design to reduce environmental impact.
“An enhanced café will now serve both indoor and outdoor areas. The new outdoor change rooms will be only metres from the outdoor pool, and the outdoor pool will now have ramp access and a swim wall to swap between 50 metre and 25 metre lanes,” the Mayor said.

Other enhancements include state-of-the-art landscaping and the electrification of outdoor pool equipment, marking another significant step toward achieving Manningham’s emissions targets.
“Aquarena is currently our largest gas user. Making the switch from gas to energy efficient heat pumps, we can heat the outdoor area in an environmentally sustainable way,” the Mayor added.
The replacement of the centre's 50-metre outdoor pool will take place at the same time as the redevelopment works.

“Aquarena’s outdoor area has a rich history of over 50 years and has been a source of community pride for generations. For many in our community, this is their backyard – we’re embracing the theme of your backyard to create an inviting space where our community can get active, play, socialise, host events and relax,” Cr Lange said.
“We’re excited to start sharing the draft designs and offering on site consultation opportunities in the coming weeks. We’ll also be connecting with various user groups to keep them informed as the project progresses,” she added.
The redevelopment works are planned to begin in late 2025, with project completion expected in late 2027.
