JamFactory ICON Angela Valamanesh: About being here is Angela Valamanesh’s exploration into the interconnectedness of life on earth – between human, animal, and plant beings. This life view, first felt intuitively by the artist; is reinforced through her ongoing research at leading libraries and scientific institutions both in Australia and abroad.

Inspired by the symbiosis between science and poetry, Angela Valamanesh’s artworks elicit intrigue and a strong sense of personal investigation as she manipulates seemingly familiar anatomical, botanical, and parasitic forms in beguiling and unusual ways.

Primarily known for her biomorphic ceramic sculptures, this exhibition also celebrates the artist’s evocative drawings, watercolours, and mixed media works from her developing style of the late 1990s until present.

Historically, links have been made between the human form and plant species, not only structurally but also through language: the family tree, our roots, or a severed limb, while early medicine made connections between plants that resembled parts of our bodies and their therapeutic effects on those body parts.

JamFactory’s Icon series celebrates the achievements of South Australia’s most influential artists working in craft-based media.

JamFactory ICON Angela Valamanesh: About being here will tour to 14 venues nationally and is accompanied by a 40-page catalogue featuring images by Michael Kluvanek with essays by Dr. Mike Lee and Wendy Walker.

About the artist

Angela Valamanesh was born in Port Pirie, South Australia in 1953 and currently lives and works in Adelaide. Angela holds a Diploma in Design in Ceramics from the South Australian School of Art (1977), a Master of Visual Arts from the University of South Australia (1993), and a PhD from the University of South Australia (2012).

Her drawings, ceramic objects, and watercolours are the result of an incredible depth of research, referencing complex scientific, historic, and philosophical ideas. Angela’s imagery stems from micro- and macro- biology, historical anatomical and botanical illustrations, natural history collections, and rare books.

Valamanesh’s oeuvre is populated with the animal, vegetable, and mineral with glimpses of microbes, bacteria, pathogens, and spores. Valamanesh’s works elicit ambiguity and present a strong sense of personal investigation. In the artist’s own words:

“It is important that the work is not prescriptive but offers the viewer the opportunity of personal engagement with the work and time to reflect on their own personal experiences.”

Instrumental in Valamanesh’s bourgeoning visual arts practice was her Samstag Scholarship undertaken at the Glasgow School of Art. This residency resulted in the seminal work For a long while there were only plants, 1997, and is the point of departure for this exhibition. This artwork – a watercolour, pen and ink work on paper and dipped in wax – is a repository for images and ideas that have fuelled Valamanesh’s practice ever since.

How to make a FOI request

All FOI requests must be in writing.

You can submit a FOI request yourself, or you can authorise someone (e.g. a solicitor) to make the request on your behalf.

It is important that you provide an accurate description of the documents you are seeking to access. Requests must be for specific documents or groups of documents, not 'all documents' in a broad category. Try to identify a relevant timeframe and the type/s of documents you seek access to.

Your application must include:

a clear description of the documents you seek access to
a non-refundable application fee of $33.60 (from 1 July 2024), or
proof that you qualify to have the application fee waived, such as a current pension card or health care card in your name
- we can provide an invoice for electronic and online payments
proof of your identity, such as drivers’ licence, if the documents are about your personal affairs
your written authorisation if a legal firm is submitting the request on your behalf
your contact details, including telephone number and email address. We may need to contact you if we have any queries about your application.

FOI fees and charges

As well as an application fee of $33.60, there are costs to access documents. The charges are made under the Freedom of Information (Access Charges) Regulations 2014.

$25.215 per hour (1.5 fee units hour of part thereof)

The Treasurer published in the Victorian Government Gazette on 22 May 2025 that a fee unit will increase to $16.81 from 1 July 2025.

What happens after you make a request?

Once we have received a request, we will review the request to ensure it meets the validity requirements of the FOI Act.

If there are any issues with the request, we will contact you to attempt to resolve those issues.

Some reasons we may contact you include:

to seek payment of the application fee
to seek clarification of the terms of your request.

Once the request is valid, we will process your request in accordance with the FOI Act.

How long does it take to process a FOI request?

Council has 30 days from the date of receiving a valid request to decide on whether to release the documents.

Please note: the decision timeframe outlined above may change or be extended as we process your request. This may occur for the following reasons:

under section 21 of the FOI Act, the time period may be extended
- an additional 15 days if it is determined that mandatory third-party consultation is required when considering certain exemptions under the FOI Act
- up to an additional 30 days with your agreement
if it is determined under section 22 of the FOI Act, that you are required to pay an access charges deposit, on account of the access charges estimate being $50 or more
- payment of this deposit will reset the initial 30-day timeframe, restarting it from the day on which the deposit payment is received by us.

We will notify you if there is a change to the decision timeframe and the reasons for it.

Are there documents that can’t be requested?

The FOI Act outlines certain exceptions and exemptions where Council may refuse access to certain information contained in documents. These documents are often referred to as 'exempt documents'.

We will review any requested documents and decide if the information contained in the documents can be released. In some cases, we may refuse access to an entire document or give you access to a document with the exempt information deleted.

Examples of exemptions include:

internal working documents, where it would be against public interest to disclose
law enforcement documents
documents covered by legal privilege (e.g., legal advice)
documents containing personal information of other people
documents containing information provided to Council in confidence
documents containing information from a business
documents covered by secrecy provisions in other legislation.

If we decide to refuse access to some or all documents, we will tell you about that decision and the reasons why. We will also tell you of your review rights.

Ask for a review

You must request a review within 28 days of receiving the decision letter.

If you are not satisfied with our decision on access, you can ask for a review. You can do this by contacting the Office of the Victorian Information Commissioner.

Local Government Act 2020

Local Government in Victoria is administered under the Local Government Act 2020, which provides a framework for the establishment and operation of councils.

The Act is the main legislative instrument for Victoria's seventy-nine councils.

Part 1A of the Local Government Act contains the Local Government Charter, which describes the purpose, objectives and functions of council.

In addition to these matters, the Local Government Act also includes provisions for:

entitlements for residents and ratepayers to vote in council elections
the conduct of local council elections, nominations and vote counting
independent Electoral Representation Reviews by an electoral commission
council governance requirements, including codes of conduct and disclosure of conflicts of interest
council decision making, including records of meetings, confidentiality and limits on decisions during election periods
levying and payment of council rates and charges
preparation of Council Plans, budgets and annual reports
council's powers to make and enforce local laws.

Community Local Law

Manningham’s Community Local Law 2023 is a local law made under Part 3 of the Local Government Act 2020 and section 42 of the Domestic Animals Act 1994.

This Local Law is made in recognition of Manningham’s Generation 2030 Community Plan and the Council Plan, which, as Council’s overarching strategic documents, provide a long-term shared vision for Manningham and the community by guiding the development of policy and strategies.

Human Rights Charter

The Victorian Charter of Human Rights and Responsibilities Act 2006 is a law that protects the human rights of all people in Victoria.

The Charter requires all public authorities and their employees to act compatibly with human rights in the delivery of services and when making decisions.

Manningham City Council recognises and respects that everyone has the same human rights entitlement to allow them to participate in, and contribute to, society and our community. We recognise that all persons have equal rights in the provision of, and access to, Council services and facilities. We also recognise that, at times, such rights may be limited, insofar as to strike a balance between individual rights and the protection of public interest.

The Charter complements other laws such the Equal Opportunity legislation and protects rights such as freedom of speech, freedom from forced work and freedom from degrading treatment which previously had no legal protection. The Charter sets out a list of twenty rights that assist all people to live with freedom, respect, equality and dignity.

Fraud and Corruption Control

Council is the custodian of significant public funds and assets therefore it is important that the community has assurance that these are adequately protected.

In December 2022, Council approved the Manningham Council Fraud and Corruption Policy.

The Policy sets out specific guidelines and responsibilities regarding appropriate actions that must be followed for the investigation of fraud and corruption and other similar irregularities.

The Policy should be read together with the Manningham Risk Management Strategy and relevant legislation.

Public Interest Disclosures Procedures

The Public Interest Disclosures Act 2012 (the Act) facilitates the making of public interest disclosures about improper conduct within the public sector without fear of reprisal. The Act aims to ensure openness and accountability by encouraging people to make disclosures and protecting them when they do.

Manningham is committed to the aims and objectives of the Act and encourages the making of disclosures about improper conduct. Council will not tolerate improper conduct by the organisation, its workers or Councillors nor the taking of reprisals against anyone who discloses such conduct.

What is a public interest disclosure?

Public Interest Disclosures (PID) are reports about:

Improper conduct of public bodies or public officers (such as corrupt conduct).
Detrimental action that a public body or public officer has taken against a person in reprisal for them (or another person) having made a PID or cooperating with the investigation of a PID.

A person making a disclosure must believe, on reasonable grounds, that the Council, worker or Councillor has engaged in, or proposes to engage in, improper conduct.

How do I make a public interest disclosure?

A PID may only be made by a natural person or a group of people making a joint disclosure. A PID cannot be made by a company or organisation.
We can only address disclosures that relate to Manningham City Council and its workers. A person making a disclosure can do so by contacting Council or the Independent Broad-based Anti-Corruption Commission (IBAC).

Council recommends that a written disclosure is sealed in an envelope and clearly marked:

“Private and Confidential – Attention Mr Andrew McMaster, Chief Legal and Governance Officer”.
Or by email to Andrew McMaster: andrew.mcmaster@manningham.vic.gov.au.

If your disclosure is about a Councillor, your disclosure must be made to the IBAC or the Victorian Ombudsman.

How will Manningham protect me if I make a disclosure?

Manningham will take all reasonable steps to protect a person who makes a public interest disclosure. All correspondence, phone calls and emails from a discloser will be referred to the Public Interest Disclosure Coordinator.

The Public Interest Disclosure Coordinator will take all necessary steps to ensure that the identity of the discloser and the person who is the subject of the disclosure are kept confidential. Where appropriate welfare support will also be provided.

Anyone considering making a disclosure is encouraged to read Manningham’s Public Interest Disclosure Procedures on this page. The procedures will guide you through the process and help you understand how to make a disclosure and activate the protections available under the Act.

Alternatives to making a public interest disclosure

The Public Interest Disclosures Procedures are designed to complement normal methods of submitting a complaint to Council and existing communication channels between workers and line managers. If your complaint does not meet the threshold of a public interest disclosure, it will be referred through to the appropriate person for action.

This is the perfect venue for private functions, birthdays and family gatherings. The timber floored hall is close to public transport and will also be suitable for anyone wishing to hold classes on a regular basis.

Hosting a birthday party? Our facilities cater for children aged 12 years or under and adults aged 22 years and above.

How much does it cost?

We have a pricing structure to suit your needs. Bookings during the week are for a minimum of 2 hours, and 4 hours during the weekend.

If you book more than 10 times during a year, you are eligible for the regular hirer rate.

We’re proposing to install a new public toilet along the Mullum Mullum Trail, near the park at 16 Conos Court in Donvale.

This location was carefully chosen for its accessibility, ease of maintenance, and minimal environmental impact, avoiding the sewer pipe on the eastern side of the trail.

Why it’s needed

Public toilets make trails more accessible and allow more people to use them – for longer.

Whether you’re a walker, runner, cyclist, or family with young children, this new facility would provide a much-needed convenience for trail users.

What’s included?

A standard and accessible toilet to cater to all users
Baby and child change facilities for family-friendly use
Natural and powered lighting, inside and out
A water tank for environmentally friendly natural water supply.

The facility would be well maintained,cleaned daily and open between 6.00am and 10.00pm.

We are looking for two emerging mural artists to work with acclaimed First Nation's mural artist Robert Michael Young. Together you will create a ground mural as part of the activation of Templestowe Village Pop-Up Park.

What you will do

Design and install a temporary public ground mural within Templestowe Village

Each artist will deliver a ground mural measuring approximately 4 x 2 metres.

Robert will guide you through the creative process from concept to installation.

Robert’s stunning native animal mural, situated outside the Templestowe branch of Bendigo Bank, will be used to inspire and reflect on cultural modes of storytelling and explore connection to place.

Participate in a one-day community workshop

You will support the development and running of a community workshop.

The workshop will engage with Templestowe community members, young people, traders and visitors to the village.

The outcome of this workshop will be a temporary and public community led artwork.

Who we are looking for

This opportunity is for two Melbourne based emerging artists wishing to gain professional experience in:

public art
working in a community context
working in a collaborative manner

Artists must be 18 years or over.

We encourage applications from underrepresented groups including:

people with an Aboriginal and Torres Strait Islander background
people from different ages, abilities, gender identities, sexual orientation and cultural backgrounds

What you will receive

Each of the two artists selected for this project will receive the following:

Emerging Artist Temporary Public Mural Fee $4,000
National Association for Visual Artists (NAVA) rates for the community workshop

This project is funded by the Victorian Government’s COVID Safe Outdoor Activation Fund.

Eligibility requirements

Artists must be available onsite for up to 6 days over the proposed project timeframe. This is currently scheduled for June 2022. The project contains flexibility to meet evolving COVID-19 restrictions and dates may change.

Manningham Council is a child safe organisation and applicants are required to hold a valid Working with Children Check.

Artists will need to hold Public Liability Insurance up to $20,000,000 and hold appropriate work cover and personal injury insurance.

Proof of COVID-19 vaccination will also be required.
