Every Council is guided by a long term Community Vision and four year Council Plan.
Developed with the local community, they guide the actions we will take to deliver better outcomes for the community.
Manningham is a peaceful, inclusive and safe community. We celebrate life with its diverse culture, wildlife and natural environment. We are resilient and value sustainable and healthy living, a sense of belonging, and respect for one another.
— Manningham Community Panel
The Community Vision 2040 was developed for the community, by the community.
Developed at the beginning of our Council's four year term in 2021, the community discussed priorities of today, as well as those raised by the community in the Generation 2030 Community Plan in 2012.
We now consider the Community Vision and our Council Plan 2021-2025 in all our future planning and how funding is spent.

Managing our trees is essential for maintaining the health and wellbeing of our community and surrounding environment.
We have over 90,000 street trees in Manningham and countless more throughout our reserves and natural areas. We strive to protect and enhance our tree population to benefit us now and our future generations.
How we manage our trees
Our tree management activities include:
street tree pruning program
electric line clearance
tree planting and maintenance
tree risk management
storm response
tree protection
urban greening project.
Tree planting program
Each year we plant up to 3000 trees throughout our streets and reserves. Our tree planting program is a critical part of future proofing Manningham against the negative effects of climate change.
Tree planting schedule
Street tree planting is done between May and September each year. Timings may vary to make the most of planting conditions.
Species of trees planted
Manningham has been divided into 18 precincts. Species have been selected based on urban forest principles, biodiversity values, risk, and landscape amenity. The species palette, a selection of native and exotic trees, will establish the long-term character for a street or main road.

The health and resilience of nature is essential for the long term health of our environment and community.
Threats such as habitat loss, weeds, pest animals, vegetation removal, climate change and the need for fire prevention, pose significant challenges for safeguarding our environment and biodiversity.
However nature has an astonishing capacity to rebound, so by actively working to protect our environment, support biodiversity and reduce the threats, we have the ability to give nature the chance it needs to recover and thrive.
Our achievements so far
Undertook bushfire mitigation works, weed and pest animal control across our bushland reserves.
Planted over 10,000 plants and embarked upon extensive ecological restoration across our parks and reserves annually.
Provided over 50 Local Environment Assistance Fund grants to residents for revegetation, weed and pest animal control, annually.
Supported over 5,000volunteer work hours annually across Landcare and environmental friends groups to protect biodiversity.
Successfully advocated for state funding for pest deer control.
Supported private properties in biologically significant areas with bushfire mitigation and the reduction of woody weeds.
Turning our environment protection goals into action.
What we are doing
Maintaining bushland, reserves, parks and open spaces with weed and pest animal control and ecological restoration and revegetation.
Growing indigenous plants, trees and grasses in the council Nursery as part of the city’s revegetation program.
Supporting private landowners with woody weed removal — to assist with bushfire mitigation — through the Hotspots program.
Continuing to deliver on the Green Wedge Action Plan and Bushland Management strategy to control and monitor pest deer, protect biodiversity of bushland reserves and map vegetation loss.
Consulting with the Country Fire Association and other emergency management agencies to improve the balance between bushfire prevention and protection of our biodiversity.
Providing guidance and advice through the — The Biodiversity Impact Assessment Committee (BIAC) — to protect trees, vegetation and biodiversity across capital works, urban planning and government agency projects including North East Link.
Assisting with permit applications and managing statutory compliance with vegetation removal to reduce illegal activity and preserve Manningham’s Green Wedge.
Raising awareness and educating our community on environmental sustainability and biodiversity protection through a range of activities, events and programs.

As an environmentally forward thinking Council, we believe the decisions we make today have the potential to change the future for generations to come.
We recognise that climate change is a defining issue of our time and requires a collaborative and urgent response. By actively working together — Council, our community, schools, businesses and partners — we have the opportunity to create a more sustainable future for us all.
As part of our response to climate change, we are continuing to focus efforts on building a cleaner, greener and more sustainable future. We are doing this by reducing emissions from Council operations, managing our energy/water/waste in smart, responsible ways and by building awareness, educating and empowering our community to do the same.
Climate change is already impacting our environment, liveability, our health and local economy and it requires an immediate and urgent response. We all need to work together — Council, the community, schools and businesses — to take action to address the impacts of climate change and work towards a more sustainable future.
Timeline for climate action
What we are doing
Motion to declare climate emergency approved by Council
net zero greenhouse gas emissions by 2028 for Council operations
net zero emissions by 2035 for the Manningham community
The climate emergency resolution and the net zero targets empower us to enhance climate action. Community feedback acknowledged a shared commitment with Council to increase action on climate change.
Draft Climate Emergency Action Plan developed
A Climate Emergency Action Plan was developed, outlining actions to address climate change.
Published Climate Emergency Response Plan
In July 2023 after further consultation, Manningham Council published the renamed Climate Emergency Response Plan. The Climate Emergency Response Plan (CERP) outlines the approach to addressing climate change and its impact on Manningham.
Key actions include:
improved public transport and car share services
increased electric vehicle charging infrastructure
conversion to energy efficient LED streetlights
expanding rooftop solar and batteries program
household energy saving measures
diverting food and garden organics (FOGO) waste from landfill
incentives to recycle and repurpose materials

the Pines Shopping Centre
Manningham Civic Centre
MC Square
Manningham Depot
End of 2023 - Manningham netball stadiums and Aquarena will transfer to the contract as well.
1 January 2025 - all our electricity requirements will be powered by 100 per cent renewable energy. This includes:
buildings
street lights
EV charging points
All this new renewable energy comes from two wind farms, located in Horsham and Dundonnell.

We recognise the emerging popularity of car share as a flexible and more sustainable alternative to private vehicle ownership. Car sharing contributes to key sustainability goals by reducing reliance on private vehicles. It acts as a complementary service enabling households to rely more on public transport as their primary form of transport.
Focus areas:
providing Council with a framework to manage all relevant aspects of car share schemes in Manningham in an equitable and fair manner
achieving an increased uptake of car share services by Manningham residents
contributing to a mode-shift from private vehicles towards more sustainable transport options.
