Warrandyte Mountain Bike Club is offering a free women’s mountain bike ride through the beautiful Warrandyte State Forest. 

This is a no-drop ride (meaning no-one will be left behind), aimed at bringing women together through mountain bike riding in a friendly and supportive environment. 

The ride will cover about 14km with some hills and a creek crossing. After the ride the group will gather for lunch and/or coffee at Warrandyte’s famous Grand Hotel. 

All you need to join in is a properly maintained mountain bike, an Australian Standard helmet and basic riding skills. 

What to bring: Mountain bike, helmet and a drink bottle (optional).

What to wear: Appropriate shoes and clothing to ride a bike.

Location: The ride will take in a loop around Warrandyte, starting and ending at Gospel Carpark, opposite Whipstick Gully Road.

Manningham Youth Services presents All Abilities, All Stars - a basketball event for young people to celebrate inclusion and diversity, as part of Youth Fest 2025. 

With the help of Active Manningham and Doncaster All Abilities Basketball, this all abilities, all stars event will be a full day of 3 v 3 basketball, mini games, free shooting, and fun for all young people aged 12 to 25 years.

  • 10am to 12.30pm -  casual shooting, stall holders, mini games and more
  • 1.00pm - 4.30pm - 3 V 3 competition

Please note: Competitions will be split by age and gender:

  • boys - 12 to 14 years
  • girls - 12 to 14 years
  • boys - 15 to 17 years

Enjoy a cup of coffee, cake and some meaningful conversation in a friendly open space with the Seniors Happy Life Club. 

The Seniors Happy Life Club is inviting Manningham residents to  take part in one of two Coffee Chats at Doncaster Bunnings. The event will be bilingual, in both English and Mandarin, and everyone is welcome attend!

The Seniors Happy Life Club are proud to be hosting these chats as part of 16 Days of Activism against Gender-Based Violence (November 25 to December 10) to help raise awareness and promote a world free of violence for women and girls and non-binary people.

 On the day: 

  • Hear from a local police and Council officers about local support services, safety, and what we can all do to help prevent violence.
  • Learn more about how we can all contribute to ending gender-based violence in our communities.
  • Share a safe space for people to discuss the issue and find out how to get help if needed.

Workshops are led by experienced instructors focusing on building skills in a fun and social environment.

Who can attend

All Aboard skate sessions are open to school-aged children and young people of all genders and abilities. No prior experience is needed.

Come to as many or as few workshops as you like. 

What to bring

Nothing! Skateboards, helmets and padding are all provided. If you have your own equipment and prefer to use that, you can bring it along.

As part of 16 Days of Activism Against Gender-Based Violence,  we are are hosting this FREE workshop for you to learn the techniques required to communicate for social causes near and dear to your heart.

Join Nazanin and Attiane from Feminista Melbourne for an amazing poster making workshop. 

No minimum skill level is required. If you can use scissors and glue stick, you can make a collage.

Suitable for

This workshop is suitable for ages 16 years and up. For participants under 18 years of age, we require parental consent to attend this event. We will reach out to confirm prior to the event.

Workshop cancellation

Due to illness, unforeseen circumstances or where a suitable substitute is not available and a workshop has to be cancelled, you will be contacted via email and by SMS 30 minutes prior to the class starting. In these situations, either a class refund will be processed, or the event will be rescheduled.

Parking

Parking is available at Manningham Council MC2 building. There are two ways you can access the building – through the Doncaster library entrance on ground level or via the elevators from the MC2 underground car park.

The library entrance may be closed after hours. In which case, please enter via the underground Carpark at MC2 and take elevator to Level 2, exit right, turn left along walkway to the art studios.

Please note: Carpark entry gate automatically closes at 8pm but has a sensor for exiting as you leave at the conclusion of your class.

State Government Planning Reforms

Victoria is undergoing transformative change, with the State Government’s release of a number of important planning reforms.

These changes will affect the way that Manningham grows and will have impacts on the character and liveability of our neighbourhoods.

We will continue to advocate to the State Government on the implications of these reforms. We’re urging the State Government to continue to consult with us as we work closely with our communities to ensure these reforms align with their needs.

 

Plan for Victoria

The State Government released its new statewide strategy, Plan for Victoria, on 28 February 2025.

The Plan for Victoria focuses on directing housing to activity centres close to stations and public transport. With updated planning controls, activity centres and priority precincts have been identified as the key places for the delivery of more homes.

The identified priority precincts are based around the Suburban Rail Loop precincts, including Box Hill and Burwood. The targeted activity centres are focused around the 60 identified activity centres that have both fixed rail and tram infrastructure.

It’s proposed that new planning controls will provide for taller buildings in the core of these centres and lower rise apartments within walking distance of the centre. None of these precincts or activity centres fall within Manningham.

The Plan Victoria is based around five pillars:

  1. Housing choice at an affordable price and close to daily needs. This includes the Activity Centre Program – planning for more homes in and around activity centres and the housing targets 
  2. Accessible jobs and Services
  3. Great Places, Suburbs and Towns
  4. Sustainable Environments
  5. Self Determination and Caring for Country

 

Housing targets

On 24 February 2025, the Minister released the final housing targets for each local government area within Victoria, for delivery over the next 30 years.
Following Council advocacy, Manningham’ s housing target has been reduced to 28,500 dwellings, from the original target of 39,000 dwellings.

This revised target will have implications on Manningham’s future residential growth strategy and the identification of areas for increased densities.

 

Manningham Residential Strategy

We’re currently preparing a draft Residential Strategy that will respond to this target.

The next stage of consultation on the draft strategy will focus on identifying how housing growth and diversity of housing types will be managed in the urban parts of the municipality.

Townhouse and Low-rise Code

On 25 February 2025, the Victorian Government announced a new Townhouse and Low-rise code to come into effect in all planning schemes.

These changes represent a significant departure to the standards for multi-unit development under ResCode, which have been in place for many years. In addition, where a development proposal is deemed to meet the Code, residents will still be able to lodge an objection to council, however, will be unable to appeal the matter in the Victorian Civil and Administrative Tribunal (VCAT).

 

Activity Centre Program

On 27 February 2025, the Victorian Government announced the final 25 ‘train and tram zone’ locations to the Activity Centres Program.

This program is part of the Victorian Government Housing Statement reforms to provide capacity for 300,000 additional homes to 2051.

No additional activity centres within Manningham have been identified as part of this announcement.

We’re currently preparing detailed draft Activity Centre Design Guidelines to manage built form outcomes for residential development within our neighbourhood activity centres.

We expect that the implications of these reforms will become clearer in the coming months.

The changes will have direct impacts on a number of strategic projects being progressed by Council.

Sporting clubs play in important role in our community. They can be important places of social connections and support, as well as influential structures where attitudes and behaviours, including those towards women and girls, are formed and upheld.

Sporting clubs also have an important responsibility to ensure all members are safe and free from discrimination and harassment. This can be achieved by creating and supporting fair, inclusive and respectful sporting environments on and off the playing field.  

Active Bystander training seeks to support fair, inclusive and respectful sporting environments through skilling participants to not only identify and challenge sexism, but other forms of discrimination such as racism, ableism, homophobia and transphobia. Active Bystander training equips participants to step in when they see or hear sexist or discriminatory language, jokes, behaviours or practices across a range of sports settings and scenarios.  

Research shows that promoting bystander action across your sporting club can support a range of benefits. Some examples of this include:  

  • Improved club culture and relationships for all members  
  • Attract and retain talent and increase performance and morale 
  • Save money and increase profits 
  • Support positive change and enhance your reputation 
  • Contribute to the prevention of violence against women

Toilets allow people to spend more time in public spaces to socialise, exercise, recreate, learn, support local businesses and to engage with their community. Equitable access is critical for the health, wellbeing and diversity of a community.

Focus areas:

  • opening up five existing toilets to provide new public toilet facilities
  • constructing new public toilet facilities in eleven locations
  • upgrading older style toilets to improve safety and be gender inclusive
  • conduct accessibility audits and upgrade access paths to public toilet facilities
  • provide Changing Places at major destinations around Manningham
  • provide public toilets along linear trails at regular intervals as site conditions permit
  • investigate a program of artworks on blank walls of toilet buildings to raise awareness of our toilet facilities, improve perceptions of safety and activate public spaces.

We’re partnering with Jolt Charge and Evie Networks to provide a network of public electric vehicle (EV) chargers in Manningham. 

Our public vehicle charging stations will be rolled out from early 2025. The chargers will be powered by 100 per cent renewable energy, through government accredited GreenPower. Read more about our project.

About the chargers

Each charging station in the Manningham network, will feature either Jolt or Evie chargers. 

The chargers will be powered by 100 per cent renewable energy, through government accredited GreenPower.

Each provider offers a distinct product and service, giving you more options for charging. Their services are summarised below.

The benefits of a public EV charging network

The benefits of a public charging network in Manningham are many and varied.

Ensure that EV charging is accessible and practical

  • Many users rely on public chargers to power up while on the go, or because they don't have the infrastructure at home. 
  • A public charging network will ensure that residents living in apartments, rental properties, or areas without dedicated parking can access EV chargers.

Reduce our transport emissions

  • Transport emissions account for nearly a quarter of Manningham’s greenhouse gasses. This rate is higher than that of other councils in Melbourne – and nationally.  
  • Encouraging more people to use electric vehicles powered by renewable energy will help decrease our transport emissions, which is essential for us to reach net zero emissions in Manningham by 2035. 

Boost local businesses with enhanced car parking

  • EV users will likely be attracted to shops and activity centres that provide EV chargers. While charging up, EV users can explore nearby shops, businesses and recreational facilities.

Increase driver confidence

  • EV users can travel confidently in and around Manningham knowing they can rely on a network of fast chargers to top up on the go.

Support a cleaner and greener Manningham

  • Powered by 100 per cent renewable energy, the charging network will help to improve local air quality, reduce noise pollution and enhance fuel security.

 

Considerations for public charging

We acknowledge that some people in the community have reservations about this emerging technology. The following information will help you understand the strict safety measures and protocols employed by the technology providers.

Are EV chargers a fire risk?

  • Fire risks are generally associated with the batteries in EVs, not the chargers themselves. EV chargers are designed with fire safety measures and must meet Australian standards for safety certification. EVs are significantly less likely to catch fire than internal combustion engine (ICE) vehicles, by about 60 times.

Is my data safe?

  • Both providers operate under the Privacy Protection Act and are held to strict standards to ensure they do not disclose any data. Strict data security protocols are in place to safeguard user information.

Manningham Community Local Law provides rules around lighting fires and open-air burning.

This applies to anyone who wants to light a fire in the open air or incinerator for fuel reduction and fires lit for warmth or cooking.

These laws help make sure that burning is done safely and has no impact on neighbours or the environment.

 

Lighting a fire for warmth or cooking food

You can light a fire for warmth or to cook food without a permit as long as you follow the requirements of the Community Local Law.

 

What you need to know before lighting a fire

Before you light a fire, find out what you can and can't do.

This applies if you are lighting a fire for any reason in Manningham.

Do not light a fire:

  • on a road, Council, Crown land or in a public place
  • on vacant land
  • when a smog alert has been declared by Environment Protection Authority of Victoria
  • when a day of total fire ban has been declared by the Country Fire Authority
  • when a fire danger period has been declared under the Country Fire Authority Act 1958.

Make sure:

  • the fire is always supervised by an adult
  • you have equipment and can put the fire out if required or directed
  • material burning is dead and dry, and the wind is not exceeding 20 km/h
  • there is a 3 metre clearing around the fire for safety
  • smoke from the fire is not hazardous to health, excessive, offensive or a nuisance
  • do not burn anything which is offensive, noxious, or toxic.

 

Do I need a permit to burn off on my property?

Open air burning (burning off) can be conducted on properties as long as you follow the follow the conditions of the Local Law.

If your land is less than 2,501 square metres: Open air burning is not permitted. You can only light a fire for the purposes of warmth and food preparation.

If your land is 2,501 square metres and larger: You can conduct open air burning without a permit, provided certain conditions are met.

Open air burning means: a fire lit in the open air or within an incinerator for the purpose of burning vegetation for fuel control or reduction purposes.  

If you cannot comply with the requirements you cannot light your fire without a permit from Council.

Additional requirements for open air burning

Before you conduct open air burning you must understand your requirements under the Community Local Law.

Burning must be done safely and have no impact on your neighbours or the environment.

Look at alternative options like booking a bundled branches collection.

 

Is your land located west of Mullum Mullum Creek?

Open air burning can only be conducted during the months of May, October and November for land located west of Mullum Mullum creek. 

 

Do not burn:

  • if your land is less than 2,501 square metres
  • on vacant land
  • on Sunday
  • within 10 metres of a neighbouring property
  • between sunset and sunrise
  • if you can not comply with the general burning provisions in clause 33 of the Community Local Law

 

When burning off make sure:

  • your land is 2,501 square metres and larger
  • the material to be burnt is not larger than 200mm in diameter
  • only a single pile is ignited at any time
  • only one pile of material is lit at any time 
  • the ignited pile is not larger than two cubic metres in size
  • notify Triple Zero Victoria (firepermits.vic.gov.au/notify) prior to ignition.

Community Local Law

Section 32. Fires on public land

A person must not light a fire:

  • on a road (including a road reserve, footpath or nature strip)
  • on Council land
  • on Crown land that is vested in or is under the control of Council; or
  • in a public place

unless they have obtained Council’s prior written consent. 

Section 33. General provisions when lighting fires 

33.1 A person who has lit or allowed a fire to remain alight must ensure that:

  • the fire is supervised by an adult at all times
  • sufficient fire protection equipment is available to extinguish the fire if required or directed
  • the material to be burnt is:
    i. dead and dry prior to lighting it
    ii. a specific material designed for the purposes of meal preparation or personal comfort
  • at the site of the fire, the wind speed must not exceed 20 kilometres per hour
  • the ground and air space within a distance of three metres from the outer perimeters and uppermost point of the fire are clear of flammable material; and
  • the land is not vacant.

 33.2 A person must not light a fire on any land:

  • when a smog alert has been declared by Environment Protection Authority of Victoria
  • when a day of total fire ban has been declared by the Country Fire Authority
  • when a fire danger period has been declared under the Country Fire Authority Act 1958 without first obtaining a permit from the Municipal Fire Prevention Officer or the Country Fire Authority
  • where the smoke from that fire is excessive, offensive or a nuisance to another person in the vicinity, or beyond the property boundary
  • where the fire causes a hazard to a person’s health
  • where the fire has an adverse impact on visibility beyond the property boundary, including reducing the visibility of motorists and other users of a public road
  • where the fire creates a hazard on, or near, a public road. 

 33.3 A person must not light a fire on land to burn, cause or allow to be burnt any:

  • green or wet material
  • non timber based building materials
  • rubber or plastic, including plastic mulch, plant pots and packaging materials
  • furnishings and carpet
  • manufactured chemicals
  • petroleum or oil products
  • paint, including any container in which item is kept
  • food waste, manure and straw
  • carcasses or dead animals, unless prescribed by the Department of Primary Industries as the only means of disposal
  • other offensive, noxious or toxic matter. 
Section 34. Open air burning

DEFINITION: For the purposes of clause 34, the term ‘Open air burning’ is defined under the Local Law to mean a fire lit in the open air or within an incinerator for the purpose of burning vegetation for fuel control or reduction purposes.

34.1 A person must not conduct open air burning on land having a total area less than or equal to 2,500 square metres.

34.2 The restriction in sub-clause 34.1 does not apply to:

  • a barbecue, pizza oven or other properly constructed appliance while it is being used for cooking food
  • a fire in a brazier or chimenea while it is being used for heating
  • a tool of trade while being used for the purpose for which it was designed
  • a fire lit during the course of duty by a member of a fire and emergency services agency
  • a fire where the Council has granted a permit because it considers that the specific circumstances of the case enable it to provide an exemption
  • a fire lit for the purposes of meal preparation or personal comfort. 

34.3 Where a person wants to burn in the open air under this clause and the requirements in sub-clause 34.4 cannot be complied with, a person must first obtain a permit from Council.

34.4 A person may conduct open air burning on land where the land size is equal to or greater than 2,501 square metres provided that:

  • the general burning provisions in clause 33 are complied with
  • the land is not vacant
  • it is not a Sunday
  • no burning, or any fire remains alight in the open air prior to sunrise, or after sunset
  • the fire is not within 10 metres of any neighbouring property
  • the maximum diameter of any material which is to be burnt is 200mm
  • only a single pile is ignited at any time and must be no greater than 2 cubic metres in size
  • prior to ignition, the fire has been registered to burn with the Emergency Services Telecommunications Authority (firepermits.vic.gov.au/notify)
  • if the land is located to the West of the Mullum Mullum Creek, the open air burning is only conducted on that land during the months of May, October and November.  
Section 35. Extinguishing fires

A person who has lit or allowed a fire to remain alight contrary to the provisions in this Part or any condition contained in a permit, must extinguish the fire immediately on being directed to do so by:

  • an Authorised Officer, or
  • a member of Victoria Police, Country Fire Authority or Fire Rescue Victoria. 
Section 36. Chimneys

A person who owns or occupies land must not allow any chimney on that land to discharge, ash, smoke or dust to such an extent that it becomes a public nuisance, or is dangerous or is likely to be dangerous to the health and safety of any person or animal, or is harming or likely to be harmful to the environment. 

Frequently asked questions

 

Who can light fires and conduct open air burning

I live on land less than 2,501 square metres. Can I light a fire?

There has been no change to current laws. On land of this size a fire can only be lit for the purposes of warmth and food preparation.

You must comply with the General Provisions for burning as listed in Clause 33 of the Local Law.

I live on land greater than 2,501 square metres. Can I light a fire?

The change to the Local Law means properties that are 2,501 square metres and larger will no longer require a permit for open air burning provided certain conditions are met.

These conditions are contained in Local Law Clause 34.

Please note that the existing provision which applies to properties located to the west of Mullum Mullum Creek still limits open air burning to the months of May, October and November.
As the person lighting the fire you must ensure you comply with ALL the requirements set out in the Local Law in Clause 33 and 34.

You will still need to give notice to Triple Zero Victoria prior to the burn (Prevents unnecessary response from fire brigades).

I live on a property west of Mullum Mullum Creek on a site with an area greater than 2500 sqm. Can I conduct open air burning for fuel reduction purposes?

Yes.
You can carry out open air burning but only during the months of May, October and November.

You must also comply with Clause 33 and Clause 34 of the Manningham Community Local Law.

I want to conduct open air burning but can’t comply with the requirements as set out in Clause 34

Open Air Burning outside these regulations will require landowners to obtain a permit from Council before burning off.

Can I light a fire for warmth or to cook food in my back yard?

Yes.

You can light a fire for warmth or to cook on your property. You must comply with the General Provisions for burning as listed in Clause 33 of the Local Law.

Can I light a fire on Council land, such as a reserve, nature strip or road reserve?

No.

You are not permitted to light any fires on Council land, Crown Land or public place without first getting written approval.

See Clause 32 of the Manningham Community Local Law.

Can I conduct an open air burn on my land to reduce fuel loads (vegetation) and prepare my property for the summer?

Yes.
Make sure you meet all the requirements of Clause 33 and Clause 34 of Manningham Community Local Law.

What are the requirements around burning?

Can I let my fire burn overnight if I'm burning off on my land?

No.

If you want your fire to burn overnight, you will need to get a Permit to conduct an Open-Air Burn from Council before you begin burning off.

Can I burn off during the declared fire danger period?

No.

The Community Local Law prohibits open air burning during the fire danger period.

However, the Country Fire Authority (CFA) may issue a Permit under the Country Fire Authority Act.

Do I have to put out my fire if told to?

Yes.

You must put your fire out if Council, a member of Victoria Police, Country Fire Authority (CFA) or Fire Rescue Victoria (FRV) tells you to.

Permit to burn

How do I know if I am eligible for a permit to burn?

There may be circumstances whereby Council will issue a permit to burn to landowners that cannot comply with the conditions as listed in Clause 34.


Council gives due regard to the following when assessing permit applications: 

  • The size of the land 
  • That the land is in a designated bushfire risk area 
  • That the burn off is strictly for fire prevention purposes only 
  • The ability of the landowner to remove the vegetation via more appropriate methods 
  • The proximity to neighbouring assets and property and any smoke nuisance 
How do I determine the general size of my property?

Contact us to confirm the correct size of your property, so you are aware of the regulations that may apply to your land.

How do I apply for a permit to conduct open air burning?
  • You can contact Council and we will discuss the application with you. 
  • As part of an application an inspection of the burn site and material to be burnt will need to occur. 
  • If a permit is issued it will only be issued for prescribed date/s. 
  • Where the permit is for vacant land, a fee is required to be paid prior to a permit being issued. 
  • Please allow up to 10 business days for any application to be processed. Note that a longer period may be required should further information be required. 
What happens if I want to conduct an open-air burn outside of the provisions as listed in Community Local Law Clause 34?

If you are unable to meet the requirements of this clause, you will need to apply for a Permit to Burn from Manningham Council.

You will need to tell us why you can’t comply with Clause 34 of the Manningham Community Local Law 2023.

Your permit application will be assessed by an officer, including an inspection of the land.

Where a Permit to Burn is to be issued, it will be issued with specific conditions and only for a set time frame.

Can I light a fire on vacant land without a permit?

No.

A Permit to conduct an Open-Air Burn will need to be applied for from Council.

The Warrandyte Historical Society invite you to come and learn about the discovery of gold in Warrandyte and how it shaped the township and community.

Warrandyte is justifiably proud of its place in the gold history of Victoria. Gold was first discovered at Anderson's Creek in June 1851. It was the first officially published goldfield, named the 'Victoria Field', in honour of the new Colony. It was also the first place in the Colony to issue gold mining licences.

This exhibit celebrates the 170th anniversary of the first discovery by Louis John Michel and his team. You'll find interesting and colourful banners on display inside and outside the Museum, showcasing
 the discovery of gold and how this has shaped the township and community. They share the lure of gold and excitement around the discovery that continues today. 

You can visit to see the outside banners placed on the fence-line of the Museum at any time during the Heritage Festival. To access the banners inside the Museum, please see the exhibition times.

This exhibition is open from 18 April to 22 May 2022.
The indoor exhibition inside the Museum, is open on Sundays, from 1:30 pm to 4:30 pm.

There is both on-street parking, and off-road car parks available on Yarra Street.

Term 4 Superkick Program at Doncaster Junior Football Club.

Superkick is designed specifically for children of all genders aged 7 to 12 years to help develop their skills, without the pressure.

Each session starts with 15 minutes of practice before putting skills into action with up to 45 minutes of modified game play.

One-handed tag replaces any form of tackle, removing any pressure on participants and allowing them to develop in an inclusive environment at their own pace.

All girls groups are available.
