Property owners must ensure that their land is well-kept.

Where visible from a public space, properties with excessive rubbish or disused excavation materials may be classified as unsightly and the owner may be required to clean up their property.

How to report an issue

    • Photo of property (if possible)
    • Historic details leading up to you reporting this issue.
    • Your contact details if you'd like an update. Or, you can remain anonymous.

Why didn't we collect your bin?

We may not have collected your bins if they were:

  • heavy, overfilled and/or contaminated
    The hydraulic arm on our trucks cannot collect bins that weigh more than 75 kg.

  • obstructed or too close to a car, pole or another object.

If neither of these reasons apply, report your missed bin collection below.

Many noise issues can be resolved by speaking to the person or business creating the noise. Often the person making the noise isn’t aware that they’re causing a problem and will fix the situation.

What is report and consent?

For some building projects, you'll need to provide us your proposed plans to get a report and consent (special permission) from us when building or making changes. 

These report and consents will form a part of your building permit.

We have three types of report and consent. Check you are applying for the correct one.

  • Siting, design and fences: proposed buildings or changes that sit outside building regulations - like building a fence higher than what's allowed
  • Land liable to flooding: proposed buildings or changes that are on flood prone land
  • Section 29A: proposed demolishing of a property or changes to a property's facade

 

Apply for siting, design and fences report and consent

Any time you wish to build or make a change that sits outside building regulations, you'll need our consent before you begin construction. Some common examples include:

  • wanting to build your front fence higher than what's allowed
  • reducing how far your works can be from your front boundary than what's allowed
  • wanting to build your wall higher on your side boundary than what's allowed.

  • Details to verify that the application meets the relevant Minister’s guidelines
  • Architectural drawings clearly highlighting areas of non-compliance
  • Written submission clearly outlining details of non-compliance
  • A clear current copy of title including a copy of any covenants or section 173 agreements
  • Signed plans and comments from affected adjoining owners (if deemed necessary)
  • Submission to verify that a front fence request within a GRZ1 zone complies with the street assessment according to the front fence height and design requirements building information sheet:

To find out if your property is located in an area liable to flooding within the meaning of Regulation 153 or 154, you will need to apply for a Regulation 51.2 statement.

  • One set of dimensioned plans drawn to scale showing a site plan, floor plan(s) and elevations. Plans must highlight the areas of non-compliance with the Building Regulations

Vandalism, graffiti and bill posting negatively impact our neighbourhoods and individual properties. Rules exist which prohibit, regulate and control the adverse nature of these activities.

If graffiti or street art is placed on a building or infrastructure without permission of the owner, it's considered illegal and may be removed.

What to report

Graffiti on council owned property

  • We will remove graffiti from council owned properties, buildings and facilities.
  • We will remove graffiti from council owned items such as park furniture, council signs and rubbish bins.

Graffiti on private property or non-council owned property

  • For all other private property, it is the owner's responsibility to remove the graffiti.

 

We will continue to maintain a zero–tolerance approach in managing graffiti with our graffiti removal maintenance program.

The maintenance program identifies and removes graffiti on Council assets.

Vandalism

  • You can report vandalism to Victoria Police on 131 444.

Barking dogs can be disruptive to the community. Dogs often bark because they are bored, lonely or frustrated due to lack of exercise and mental stimulation.

Keep track of the barking as we may ask you to keep a diary of the frequency of the noise.

Before you report a barking dog to us, try speaking to your neighbour to resolve the issue first. Often they may not know their dog is barking.

How to report an issue

  1. Prepare the following information before you report:
    • The breed or type of dog (if you are aware).
    • The location of the issue.
    • The date and time of when the issue occurred.
    • Historic details leading up to you reporting this issue.
    • Your contact details.
    • Other details that will help us with your specific issue.
  2. Report the issue to us

    You can make a report online, in person or over the phone.

What happens after you have reported an issue?

  • We will contact the dog owner and provide information to help reduce the barking.
  • We will ask you to keep a diary for a few weeks to monitor the frequency of the barking.
  • We may also contact other neighbours to get their perspective on the barking.
  • If barking persists and we deem it to be unreasonable, we may take legal action.

Litter is one of our major environmental problems. Litter and littering includes:

  • Anything left where it's not meant to be.
  • Rubbish and furniture put on roadsides or outside shops (including charity shops).
  • Building materials outside of a construction site.
  • Rubbish thrown from motor vehicles.
  • Cigarette butts.
  • Putting household or business rubbish in a public litter bin.

  • Problems with a connection from a private property into a council drain.

What to report

You can report a tree or tree branch that is obstructing the road, footpath or is in danger of falling or causing damage.

If unsure, contact us.

What types of tree issues can you report?

On public land

  • Fallen trees or branches on nature strips, footpaths, parks and roads.
  • Overhanging branches onto public land.
  • Council trees that need maintenance.

On private property

  • If the fallen tree or branch originates from private property please call the SES on 132500.

Trees over power lines

  • If the tree or branch has fallen on the power lines or communication cables contact your Electricity provider.

    • Other details that will assist us with your specific issue. For example, car registration number.
  2. Report the issue to us

    You can make a report online, in person or over the phone.

What happens after you have reported an issue?

We will:

  • Check the vehicle is registered.
  • Attempt to contact the last known owner to move the vehicle.
  • Keep an eye on the vehicle while we wait to hear from the owner.

This process can take anywhere from seven to 60 business days.

Every planning permit issued within Doncaster Hill will include conditions for the submission of a Sustainability Management Plan (SMP) which achieves best practice outcomes. The SMP addresses a range of matters including water, energy and indoor environment quality.

With respect to water, it is a permit condition that the development must connect to Yarra Water’s recycled water and meet our stormwater objectives.

Council Plan 2021-25 was adopted at the Council Meeting on 24 August 2021.

We are developing a new a four year Council Plan, ten year Asset Plan and ten year Financial Plan in pursuit of our Community Vision 2040. A Community Panel will make recommendations to Council on what to include in the Plans.

The Council Plan is our promise to you in pursuit of our community’s vision for the future and to achieve the very best for Manningham.

The Council Plan 2021 – 2025 sets out our priorities and goals over Council’s four year term.

  • community wellbeing — particularly for younger and older people
