Holding a successful event requires careful and considerate planning. We work with event organisers to ensure events are safe and cause minimal disruptions. If you’re organising a public or private event in an outdoor public space, you may need our approval to do so.

Food Organics Garden Organics (FOGO)

Find out what the FOGO service is and how it works. ...

Your food organics garden organics (FOGO) bin (green lid) is used to recycle food waste, grass clippings, prunings, weeds, leaves and other garden waste.

FOGO liners are available for collection from the Manningham Civic Centre and the Manningham Depot. Limits apply. 

 

FOGO liners

Each household with a residential waste service is eligible for one free roll of compostable liners per year. These can be collected from the Manningham Civic Centre or Manningham Depot. You will need to present your proof of residency (a rates notice or driver's licence) when collecting the liners.

FOGO liner contamination

Not all liners are the same, some compostable liners take longer (and require different conditions) to break down. Any liners that are not lime green, or don’t meet the required AS4736 standards will be considered contamination and may result in your FOGO bin not being emptied. 

Although there are compostable liners available at our local supermarkets these cannot be used in our FOGO bins as they are not lime green and may be mistaken as contamination.

About FOGO

When can I collect my annual supply of FOGO liners?

From May 2024 each household with a Council FOGO service will be eligible to collect a free roll of 150 compostable liners (per calendar year). Liners can be collected from

  • Manningham Civic Centre: 699 Doncaster Road, Doncaster 3108
  • Manningham Depot Offices: 620-628 Blackburn Rd, Doncaster East 3109

You will be required to show proof of residency (rates notice or driver's licence) when collecting the liners.

If you are unable to collect your liners you can send a family member or friend to collect your liners. They will need to bring proof of your residency such as a rates notice or driver's licence.

What can go into my FOGO bin?

If you can eat it or it grew in the ground it will be able to go in your green lid FOGO bin.

What can go in:

  • fruit and vegetable scraps
  • meat and bones (raw and cooked)
  • eggs and dairy
  • seafood
  • bread, pasta, rice and cereal
  • loose tea leaves and coffee grounds
  • tissues, paper towel and shredded paper
  • plate scrapings and leftovers
  • grass clippings
  • prunings
  • weeds
  • leaves
  • garden waste
  • small branches (up to 100mm in diameter)

What cannot go in:

  • tea bags
  • plastic and biodegradable bags
  • gardening items, plastic pots, garden hoses and tools
  • animal waste including kitty litter
  • clam and oyster shells
  • liquids, fats, greases and oils
  • soil, rocks or concrete
  • vacuum dust
  • plastic, glass or metal
  • nappies, hygiene products or baby wipes
  • treated or painted timber and building materials
  • food packaging, rubber bands, cling wrap, foil, polystyrene and fruit and vegetable stickers.

What happens to the food and garden waste?

The food and garden waste collected from Manningham households will be sent to the Bio Gro organics facility where it will be transformed into high-grade compost. The compost will be used in farms across Victoria.

What if I'm already composting at home?

Firstly, well done for composting at home. You can keep composting as the FOGO service can complement your existing efforts. You can place certain items into your FOGO bin that some home composting systems can't accept such as cooked foods, meat, bones, dairy and citrus. 

If you don't have a compost bin, we offer a range of discounted composting products through Compost Community. 

Why has Manningham introduced FOGO?

The FOGO service is one of the simplest ways we can all reduce carbon emissions and achieve our state-wide goal of halving the amount of waste that is sent to landfill by 2030. In landfill, food waste creates methane, a harmful greenhouse gas emission that contributes to climate change.

Before the introduction of FOGO, 56 per cent of waste found in the average red lid garbage bin in Manningham was food waste. The FOGO service will divert waste from landfill and instead create compost.

The compost created from Manningham’s food and garden waste will be transformed into high-grade compost for parks and gardens. This compost is also used to support farms across Victoria.

FOGO is a state-wide initiative that will see all Victorian Councils introduce a FOGO service by 2030 as outlined in the State Government's Recycling Victoria Policy. 

Can I get a larger red lid garbage bin for my household?

Yes, you can upgrade a standard size 80 litre red lid garbage bin to a larger size 120 litre red lid garbage bin. Find out more about swapping the size of your bins.

If a 120 litre red lid garbage bin is not large enough to suit your household’s waste needs, you will be able to apply to upgrade your bin to a 240 litre red lid garbage bin.

A one-off administration and delivery fee will be payable if you choose to upgrade your red lid bin.

Households with children in nappies

Households who have two children under the age of four in daytime nappies are eligible to apply for a discounted larger 240 litre garbage bin. You can apply by completing an application form to assess your eligibility. 

FOGO tips and tricks

Does food need to be removed from its packaging before it goes in the FOGO bin?

Yes, only food and garden waste can be placed into your FOGO bin.

Food packaging including stickers, rubber bands, plastic containers, tins, plastic bags or plastic wrapping cannot be placed into your FOGO bin.

How should food scraps be collected and stored?

Use your kitchen caddy and roll of 150 compostable liners that Council has provided. 

It's best to keep your kitchen caddy handy as you prepare food so that you can easily place your food scraps into your kitchen caddy. When full, twist your compostable liner closed and put it back into your kitchen caddy. Carry both out to your FOGO bin then open the lid, take the compostable liner out and drop it into your FOGO bin.

Will the FOGO bin smell?

Here are some tips to reduce odours for your green lid FOGO bin:

  • place food waste in a compostable liner bag or wrap in newspaper
  • try alternating layers of food waste with garden waste, like lawn clippings or dry leaves
  • wrap up food waste like prawn shells, seafood and uncooked meat scraps and store them in the freezer until closer to collection day
  • store your bins in a shady, flat and well-ventilated area
  • rinse your bins occasionally, and always keep the lid closed
  • sprinkle some bicarb soda in the bin to neutralise smells.
What are compostable liners?

Compostable liners sold at supermarkets cannot be used in our FOGO bins. They are not lime green and will be considered as contamination.

Do I have to use the kitchen caddy and liners?

No, you can use any container to collect your food scraps and take these to your green lid FOGO bin.

You can collect and place food scraps into your green lid bin loose or wrapped in newspaper or paper towel.

Please note you cannot use plastic or biodegradable bags, only compostable liners with the certified compostable symbol are able to be placed into your green lid FOGO bin.

Community organisations wanting to erect a community event sign on land we own or manage, must complete an application form and pay a fee.

The requirements for putting up a sign

After receiving approval from us, the following rules apply:

  • no more than 1 sign can be up at any time on a designated site
  • a sign can be up for a maximum period of 6 weeks
  • you can’t display a sign for longer than 14 days after the end of the event.

For sponsorship advertising, the following rules apply:

  • the sign can’t exceed 20 percent of the area of the sign
  • sponsorship advertising can’t exceed 1 square metre for a sign 5 square metres in size.

Advertising on signs should clearly identify:

  • the sponsor’s name
  • address
  • logo, if appropriate, across the bottom of the sign.

 

Sites where you can erect a sign

There are 10 sites available for the display of community event signage. Unless an applicant is a tenant on a reserve and is requesting a community event sign for that reserve. The sites are:

  • North corner of Manningham Road and Thompsons Road
  • North west corner of High Street and Doncaster Road (adjacent to Scout Hall, south of path)
  • Swilks Reserve – Swilk Street (to the east of the Templestowe Bowling Club)
  • Leeds Reserve – Doncaster Road
  • Zerbes Reserve – Blackburn Road
  • Park Orchards Community Centre – Park Road
  • North west corner of Yarra Road and Launders Avenue, Wonga Park
  • North of Springvale Road, entrance Mullum Mullum Reserve
  • 611 Doncaster Road, Doncaster (north-west corner Williamsons Road)
  • Warrandyte Reserve, Warrandyte-Heidelberg Road street frontage

 

Application cost

The application fee is $72.70.

Apply for a community event sign

Any advertised event must be in Manningham.

Community organisations wanting to erect a community event sign on land we own or manage, must complete an application form and pay a fee.

Prepare the following documents with your application.

  1. A drawing of the proposed sign with dimensions, wording, colours, images and pictures.

  2. Certificate of currency for public liability.

  3. Book using the community event sign application form.

  • A panel discussion about barriers and enablers to access and inclusion, with the Manningham Disability Advisory Committee

Art by world renowned artist with disability, Alan Constable, in the foyer of the Civic Centre. This exhibition will run from 17 November to 17 December.

After the event, break for some dinner and then come back at 6.30pm to watch the screening of Australian disability advocacy film Defiant Lives, at Doncaster Library!

Discover where Manningham’s food and garden waste is transformed into compost as part of our Food Organics Garden Organics (FOGO) service.

You can see first-hand how your food and garden waste is processed with the chance to ask questions along the way.

Important information:

  • Closed-toe shoes must worn on the day.
  • Participants must be 18 years or older.
  • Please note that there are stairs leading to the decontamination line, which may not be suitable for individuals with limited mobility.

Where to meet:

The tour includes bus transport to and from the Bio Gro organics facility in Dandenong South.

The tour will depart and return to the Manningham Civic Centre at 699 Doncaster Road, Doncaster 3108.

If you are organising a public or private event in an outdoor Council-owned land such as a park, garden, reserve or street in Manningham, you may require approval.

You will need approval from us if you’re organising a public or private event in our:

  • parks
  • gardens
  • reserves
  • streets.

We will explain below which events will need approval.

 

Events that do not require our approval

You will not need approval if your event has:

  • 1-80 attendees
  • BYO catering that doesn’t require vehicle access into the park
  • no infrastructure such as marquees, stages, jumping castles
  • low noise impact
  • no change to normal traffic and parking conditions.

 

Events that require our approval

If you are hosting the following types of events, you will need our approval.

 

Low impact events

If your event has one or more of the following:

  • 81-500 attendees
  • 1-5 caterers or food vendors
  • limited temporary infrastructure such as less than 5 marquees, additional tables and chairs
  • low noise impact
  • low change to traffic and parking conditions.

Minimum notice we require is 6 weeks.

Medium impact events

If your event has one or more of the following:

  • 501–2500 attendees
  • 5-10 caterers or food vendors
  • moderate temporary infrastructure such as a stage, PA, less than 15 marquees, toilets
  • moderate noise impact
  • moderate change to traffic conditions, road closures and parking.

Minimum notice we require is 3 months.

High Impact Events

If your event has one or more of the following:

  • 2501 or more attendees
  • 15 or more caterers or food vendors
  • substantial temporary infrastructure such as multiple stages, PA, 15 or more marquees, toilets
  • high noise impact
  • substantial additional traffic, multiple road closures and changes to traffic and parking conditions.

Minimum notice we require is 6 months.

High risk activities

You will need our approval if your event includes:

  • alcohol
  • amusement rides such as jumping castles or inflatables
  • road closures
  • any pyrotechnics such as fireworks or firecrackers.

Events on private property

You will not need approval if your event is on:

  • private property
  • schools
  • federal or state owned land.

If your event will impact surrounding areas that includes traffic, noise and waste, please speak to us on how to best manage these impacts.

How to apply for event approval

If you are holding an event and need our approval, please follow the application process.

  1. Submit a request to hold an event on council land form.

  2. We’ll let you know when we’ve received your application and if the date and location you’ve requested is available. We’ll also send you a list of requirements you must submit as part of the approval process.

  3. If your event impacts traffic conditions or parking at a Council owned venue, you will need a traffic management plan. This needs to be approved before event approval can be supplied.

  4. Once your event application has been received, you will be asked to provide supporting documentation, such as:

    • Certificate of Public Liability Insurance
    • Event Plan
    • Risk Management Plan 
  5. When all documentation has been received and approved, your event approval will be sent.

Paying bonds

You might need to pay a bond if your event is on Manningham land. The amount for a bond ranges from $50 to $5,000. The bond amount will depend on the size and nature of the event.

The purpose of a bond is to cover costs if there’s damage to any:

  • infrastructure, including trees
  • bollards
  • pathways.

Bonds will also cover any costs to replace gate keys or charges to clean leftover waste.

You’ll receive a full refund after a post site inspection if we determine there’s no requirement for reinstatement.

Demonstrations, rallies and public assemblies

If you are planning on organising a demonstration, rally, or public assembly on Manningham Council land let us know so that we can communicate to nearby stakeholders, residents or businesses that may be impacted.

Prior to reaching out to us you must contact Victoria Police for advice and to discuss potential police resourcing.

Do you have a talent for music and dance? Perhaps magic is more your speed? Then why not share your talents with the community.

We love our residents displaying their talents in public spaces, while enjoying the benefits of public performance. But before you do, there’s a few things you should know.

If you’d like to busk on land that we own, you must:

  • apply for busking approval
  • follow our guidelines on which sites are appropriate for busking
  • comply with our busking approval conditions, below

 

Places where busking is allowed

You’re able to busk at several shopping precincts and plaza. You should be aware that some shopping precincts are privately owned. So, they’re not within our jurisdiction and permits don’t apply. You should contact the management of the shopping centre for approval to busk.

Busking approval conditions

To busk on Council-owned sites, approval from Manningham Council is required and the following conditions apply:

  1. A Council approved and current approval is to be carried at all times when busking and produced when requested by a Council Local Laws Officer.
  2. Applicants are limited to request a maximum of 4 sites per month.
  3. Buskers under the age of 14 years must be accompanied at all times during their public performance by a parent/guardian.
  4. Busking applications submitted by performers under the age of 18 years must have parent/guardian consent and provide contact details to confirm consent. Manningham Council reserves the right to request a hardcopy parental consent.
  5. Busking is only to be conducted between 9.00am and 9.00pm, or otherwise as requested by the relevant Traders Association
  6. No busker may obstruct any footpath, carriageway, shop entrance and/or exit, or other public or private thoroughfare. Performers and their equipment must be a minimum of 2.5 metres from the shop front to allow for unobstructed pedestrian movement along the footpath. Please refer to Council’s Footpath Trading Guidelines for further details. No electrical cords into shops are to be used to power equipment
  7. Prior to performing, the busker must obtain the verbal permission of the shopkeeper(s)/ trader(s) located directly adjacent to the performance area in order to agree to the location and length of time the busker will perform in that space (limited to a maximum of two hours in one location). The busker must cease performing immediately if requested to do so by any trader adjacent to the performance area.
  8. A performance location must not be within 100 metres of another busker or shopkeeper(s)/trader(s) public performance/activity. A Street Stall or fundraising activity will take precedent over a Busking approvals.
  9. No collection of personal information from the public is allowed. Performers may only distribute their own details using a professional card or flier.
  10. A suitable receptacle for the receipt of public donations or relevant sale items can be placed within the performance area. No active soliciting of money or active selling of audio visual or printed material is permitted.
  11. Buskers must have enough performance content such that they are presenting entertaining and non-repetitive material.
  12. Electronic amplification is not permitted unless otherwise agreed directly with the relevant Traders Association or body corporate. If a music track is required (e.g. to accompany a dance item) the music must be kept at a reasonable level and not require electrical cords or outlets. Music volume must be turned off or reduced if requested by any centre/shopkeeper.
  13. Buskers are required to perform in a manner that is safe for the public realm, undertaking no activities that may present as a risk (or perceived risk) to the public, themselves, property or traders. No fire or other dangerous materials or equipment are to be used in any busking performance.
