Coronavirus (COVID-19)

Members of the public can attend Council meetings in person. We have reviewed our Council meeting practices to ensure we provide a safe environment for Councillors, staff and the community at meetings.  Council meetings will continue to be live streamed and we encourage you to follow the meeting on our Facebook page (even if you don’t have a Facebook account) or website. The live stream is not interactive. Any comments or private messages directed to us while the stream is live will not be presented to Council or have a bearing on the conduct of the meeting.

Public Question Time – At this time, anyone wanting to ask a question of Council should submit their question via email by 5.00pm on the Monday before the meeting. The Sustainable Gardening Australia, Edible Gardening Seminar Series is a complete home gardening program that will teach you how to grow your own delicious fresh, healthy, and nutritious food at home.

Growing your own food can be not only rewarding and enjoyable but can also save you money as well.

Each seminar will cover a different aspect of growing organic food including soil preparation, pest and diseases and selecting what fruits and vegetables are right for your garden. 

 

Edible gardening topics

  • Tuesday 11 October: Getting Started with Veggie Gardening
    The first step is to want to grow organically, but where do you start? This workshop will set you up to start your veggie gardening journey so you can enjoy the benefits of growing your own fresh, healthy, and nutritious food.
  • Tuesday 18 October: Healthy Soil for Produce Gardening
    Healthy soil is full of life and fundamental to the health of our gardens, providing plants with all the nutrients and water they need to grow. Good soil is essential for growing produce.
  • Tuesday 8 November: Dealing with Garden Pests without Harsh Chemicals - CANCELLED
    Garden pests can be managed using nature and its resources to strengthen the balance within your garden, avoiding unnecessary chemical use.
  • Tuesday 15 November: Composting and Worm Farming
    Using compost, worms, bokashi or chooks to turn kitchen and garden waste into black gold for your garden.
  • Tuesday 22 November: Preparing for Summer Harvest
    Everything you need to know to grow fresh produce at home this summer.

 

Food and gardening swap

Bring along your home-grown foods, seedlings, and other gardening items to share with someone else. The home-grown food and seed swap takes place 20 minutes prior to the start of the seminar. So don't forget to bring your own treats to share.  

This program is part of the wider Spring Outdoors Sustainable Gardening Australia Seminar Series. This series includes seminars and webinars at Nillumbik and Banyule councils.

Learn which AI tools are available to you and will help you market your small business. We will look at how they can help, things to be aware of and provide you with lots of ideas on how you can use AI tools for your small business to do more, do better or both! We will cover:

  • the state of AI currently
  • the range of AI tools available and how they can help you as a small business owner
  • tips and tricks to get the most out of the tools and how to assess and test them for your business
  • the skills you need to make the most of using AI in your small business marketing program.

Painted Country – a new major exhibition featuring the work of five First Nations artists – is now open at the Manningham Art Gallery in Doncaster. 

The artists – Nellie Ngampa Coulthard, Brenda Napaltjarri, Clara Napurrula, Rene Sundown and Adrian Jurra Tjungurrayi – bring diverse practices and perspectives to reveal their unique depictions of the Australian landscape in their work.

The senior and emerging artists represent two Indigenous arts centres – Iwantja Arts in South Australia and Papunya Tula Artists in the Northern Territory.

The exhibition has been timed to coincide with National Reconciliation Week, which is held each year from 27 May to 3 June, with the 2025 theme Bridging Now to Next.

Aboriginal writer, artist, arts worker and Aboriginal affairs advocate from Cape York Peninsula Jack Wilki-Jans has described the 14 artworks featured in Painted Country as “hypnotic visions” of the artists’ Country.

“Visions of a wide country, a country of colour and texture, of sand dunes and salt lakes, scorched earth and radiant sunsets, of brushes and sweeping tufts of grasses with flowers – Australia!” Jack Wilki-Jans  said.

“It isn’t the hand that paints which this exhibition exalts, it’s the eyes which see.”

This celebration of First Nations contemporary painting is presented in collaboration with Alcaston Art Gallery, with special thanks to the artists, Iwantja Arts in South Australia and Papunya Tula Artists in the Northern Territory.

You’re invited to an exclusive after-hours event to celebrate Painted Country on Thursday 22 May, ahead of National Reconciliation Week. 

Drop in anytime between 5.00pm and 8.00pm to see the exhibition, with Manningham Mayor, Cr Deirdre Diamante, formally opening the evening at 5.30pm. 

There will also be the opportunity to see our installation for Melbourne Design Week, Beyond the Table: The Dinner Party Reimagined, by local artists Isobel Goodman and Jade Piltz.

We are committed to managing our city’s infrastructure efficiently and sustainably. ...

Did you know that Manningham is one of the leafiest areas of metropolitan Melbourne with more than 656 hectares of Council-managed parks and reserves?

With more than 60km of shared trails, 300 individual parks and reserves, 163 play spaces, numerous picnic areas and walking paths to manage, our Parks Improvement Program sets out a plan for the future upgrades of all our parks over the next 20 years.

We are guided by our Open Space Strategy, the Eastern Region Sport, Recreation and Trail Strategy, specific park masterplans, community requests and planned facility renewal programs.

Our Parks Improvement Program identifies opportunities for improvements and ensures our parks and reserves are well maintained and upgraded as our population grows.

 

What is the Parks Improvement Program?

The Parks Improvement Programs sets out a plan for the future renewal and upgrade of all parks in Manningham over the next 20 years.

 

How was this program developed?

The Parks Improvement Program is based on recommendations from our Open Space Strategy, Eastern Region Sport, Recreation and Trails Strategy, specific masterplans for our parks, feedback and requests from our community and planned facility renewal programs.

 

What are the objectives of this plan?

This program will ensure our parks and reserves remain relevant and accessible to everyone into the future. It will make sure that facilities are in good condition and adapt to changing needs.

 

How is the schedule of renewal and upgrade determined?

For most park facilities like playspaces, furniture, paths and garden beds they need to be renewed every 20-25 years to ensure they are in a good and safe condition. Other factors are the level of use, i.e. Regional parks and playspaces get much higher use and wear out more quickly; the population growth in that neighbourhood; and demand for new facilities like fitness equipment, lighting and trails.

 

Does the program factor in new parks in the future?

Yes a number of new parks or expansion of existing ones has been determined in the Open Space Strategy to cater for gaps in provision, links to other parks or where there is higher density living occurring. These sites will gradually be acquired and developed as they become available.

Current park and playspace upgrades

Manna Gum playspace upgrade

Share your feedback and ideas for our Manna Gum playspace upgrade.  The proposed improvements will include upgrade and replacement of play equipment, more nature play opportunities, improvements to the access path, new tree and garden bed planting.

Koonung Creek Linear Park upgrade

We are adding a new outdoor fitness hub to the Koonung Creek Linear Park. New equipment will include trapeze rings, inclined sit up board, push up bar, step up platform, chin up bar, Tai Chi wheels, leg and shoulder press, a seat and possibly solar lighting. 

Due to construction works associated with the North East Link Project, this has been put on hold until a suitable site is confirmed.

Katrina Gully playspace upgrade

As part of our Parks Improvement Program, we're upgrading the playspace at Katrina Gully. Improvements include new play equipment, nature play, outdoor fitness hub, improvements to the shade sail, seating area for rest and recovery, new landscaping and new basketball pad.

We’re expanding Carawatha Reserve to create more open space for local residents and visitors to Doncaster Hill.

Doncaster Reserve playspace upgrade

We're upgrading the playspace at Doncaster Reserve. The upgrade will include outdoor seating, drinking fountain, combination play unit, swing set, nature play, balance  walk, path improvements, and more.

Maggs reserve
Maggs Reserve playspace upgrade

We’re upgrading and extending the playspace at Maggs Reserve. The upgrade will include a play tower with double slide unit and fire pole, with timber shop counter under a triple swing set with pendulum swing, monkey bar and track ride, new picnic setting and park seats, landscaping with rock and log edging for nature play opportunities.

Mossdale Reserve playspace upgrade

We’re upgrading the playspace at Mossdale Reserve. The upgrade will include a double tower play unit with a double slide and fireman's pole, climbing and scrambling elements, monkey bar and turnover bars, spinning rocker and spring rocker, and triple swing set with basket swing.

Hillcroft Reserve playspace upgrade

We're upgrading the playspace at Hillcroft Reserve in Templestowe, as well as providing a new pedestrian path and rock stairway connecting both ends of Hillcroft Reserve, from Hillcroft Drive to Lawanna Drive.

Burgundy Reserve upgrade

We are upgrading the facilities at Burgundy Reserve. The upgrade will include improved facilities for informal dog off lead activities as well as a new public toilet, an upgraded playspace, and a shelter.

Warrandyte Reserve northern oval upgrade

We are upgrading the facilities at Warrandyte Reserve northern oval. The upgrade will include improvements to the path network, a new shelter at the northern oval, a new drinking fountain, and improved fencing and drainage.

Dellfield Reserve playspace upgrade

We're upgrading Dellfield Reserve playspace. The proposal will include upgrade and replacement of play equipment, improvements to the access path, increased natural shade, improved furniture and drinking fountain.  

Eric Reserve playspace

We’re building a new playspace at Eric Reserve. The proposal includes a new play unit with slides, monkey bars, a covered platform, a new double swing, a new picnic table, new drinking fountain, new seat and new trees for natural shade.

We're upgrading the playground at Wombat Bend. The proposed upgrade will include minor enhancement of some play items and existing picnic facilities, as well as replacement of some play equipment that is no longer fit for purpose.

The new Manningham Community Awards recognise the outstanding contributions of those who are helping to shape our vibrant community.

The expanded program celebrates individuals and groups who have gone above and beyond in making Manningham a better place to live, work and visit over the past 12 months.

Winners will be announced at the Awards Ceremony on Tuesday 16 September 2025.

The awards recognise achievements in eight categories and one of these individual category winners will be named the Manningham Citizen of the Year.

Manningham Community Award categories

  • Doreen Stoves Excellence in Volunteering: Recognising an individual who has demonstrated an ongoing commitment to volunteerism.
  • Active Community: Recognising an individual or group who has contributed to community participation in active lifestyles, sports or physical activity. 
  • Ageing Well: Recognising an individual or group who has contributed to enhancing the lives of older residents, fostering social connection, safety or active ageing.
  • Artistic Achievement: Recognising an individual or group who has contributed to Manningham’s creative community, sparking artistic, cultural or creative expression.
  • Community Excellence: Recognising a community organisation or group that has delivered outstanding programs or initiatives contributing to the wellbeing, development and cohesion of the Manningham community.
  • Community Health and Wellbeing: Recognising an individual or group who has enhanced health, wellbeing or resilience in the community, whether through advocacy, program development or direct service delivery.
  • Inclusive Community: Recognising an individual or group who has actively contributed to community accessibility, inclusivity or diversity.
  • Young Achiever: Recognising a young person aged under 25, who has made a positive impact within the Manningham community through demonstrated leadership, innovation, or commitment to helping others.

Who can make a nomination?

Anyone can make a nomination. 

To nominate, you must have the permission of the person or group you’re nominating before you submit the nomination.

You can nominate yourself, however written references will be required to support your nomination.

How to nominate

To nominate a person or group for a Manningham Community Award, complete the online nomination form. You can also pick up a hard-copy nomination form from the Manningham Civic Centre. 

Nominations must include:

  • Details of nominee and nominator
  • Supporting information, including any supporting evidence
  • At least one referee to support your nomination.
How are the awards judged?

Nominations are assessed against a set criteria and are judged by a panel, which includes the Manningham Mayor, Director Connected Communities, the previous Citizen of Year recipient (in 2025 this will be the previous Manningham Civic Awards Citizen of the Year) and two members of Manningham Council’s advisory committees.

When can I make a nomination?

Nominations for the 2025 Manningham Community Awards open on Monday 16 June and close at 11.59pm on Sunday 20 July 2025.

Eligibility

To be eligible for nomination, the nominee must meet the following criteria: 

  • The nominee must reside in Manningham. 

  • Nominators must have the permission of the person/group they are nominating, prior to applying. 

  • Previous recipients of the Manningham Community Awards, or preceding Manningham Civic Awards, are ineligible to receive the same Award within a 10-year period. 

  • For the Manningham Young Achiever Award, the nominee must be under 25 years old on 30 June of the nominating year. 

  • Manningham Councillors, Manningham Council employees, Manningham Council Programs and Committees, State and Federal politicians are not eligible, but are encouraged to nominate others.

Nomination Terms and Conditions
  • Self-nominations are accepted, however written references will be required to support the nomination. 

  • Nominees can only be nominated once, although multiple supporting documents can be attached to the nomination. 

  • All questions on the nomination form must be answered. 

  • All nominators will be told the outcome of their application in August 2025, with each category having a maximum of three finalists. 

  • The winner of each category will be amongst the notified finalists and will be announced at the Awards Ceremony in September 2025. 

  • All finalists must be able to attend the Award Ceremony on Tuesday 16 September 2025. 

  • Each finalist will be issued a complimentary ticket plus two tickets for additional guests (3 in total per finalist). 

  • The winner of each category must be willing to share their achievements within the 12 months following the award, including promotional campaigns and photo opportunities. 

  • The winner of the Manningham Citizen of the Year Award will be invited to join the assessment panel for the subsequent year’s awards. 

  • Unsuccessful nominees and finalists may be re-nominated in subsequent years. 

The decision of the judging panel is final, and no correspondence will be entered into in respect of the decision. 

Awards selection criteria

Manningham Citizen of the Year Award
  • This award is not open for direct nomination. 

  • The Citizen of the Year will be chosen by the judging panel from the winners of all other categories, excluding: 

    • The Manningham Community Excellence Award. 

    • Any category winner which was a group, not an individual. 

  • The panel will assess each eligible finalist for their outstanding contribution to the Manningham community within the last 12 months. 

  • This is an individual-only award.  

  • There is no age limit on this award. 

Doreen Stoves Excellence in Volunteering Award
  • The nominee must have demonstrated ongoing commitment to volunteerism over the past 12 months and reflect the values and dedication exemplified by the late Doreen Stoves AM PSM JP. 

  • This is an individual-only award.  

  • There is no age limit on this award. 

Manningham Active Community Award
  • The nominee must have contributed to community participation in active lifestyles, sports or physical activity in Manningham over the past 12 months. 

  • This is an individual or group award.  

  • There is no age limit on this award. 

Manningham Ageing Well Award
  • The nominee must have contributed to enhancing the lives of older residents in Manningham, fostering social connection, safety or active ageing over the last 12 months. 

  • This is an individual or group award.  

  • There is no age limit on this award. 

Manningham Artistic Achievement Award
  • The nominee must have contributed to Manningham’s creative community, sparking artistic, cultural or creative expression in the last 12 months. 

  • This is an individual or group award.

Awards announcement

The 2025 Manningham Community Awards will be announced at the Award Ceremony on Tuesday 16 September. Please note this has changed from the 11 September date advised in the June edition of Manningham Matters.

Tickets will be available for purchase at a subsidised cost for Manningham community members from Monday 28 July.

An exciting new water play area and improved café will be part of the major redevelopment of the outdoor area at Aquarena Aquatic and Leisure Centre. 

The project's detailed design is now underway, following Council's endorsement of the Aquarena Outdoor Masterplan last August.

Our Mayor, Councillor Carli Lange, said the community is eagerly awaiting the redevelopment, which will bring Aquarena’s outdoor area up to the centre’s modern, state-of-the-art indoor areas.

“Around 2,500 people visit Aquarena each day, and we love welcoming the regular swimmers, local families, swim clubs, and community and school groups.

The centre is highly valued by the Manningham community and visitors alike,” Cr Lange said.

“This redevelopment will ensure the outdoor space continues to meet the diverse and evolving needs of the community for generations to come.”

We have appointed Co.Op Studios as the architect to design the new space, and bring the Aquarena Outdoor Masterplan vision to life. 

“The design process has been informed by the Aquarena Outdoor Masterplan, which involved extensive consultation with community users and industry experts, to guide the redevelopment of the outdoor spaces,” Cr Lange said.

“I want to thank everyone who shared their passion and interest in the future of the outdoor space. More than 800 people provided feedback to inform the development of the Masterplan. We’re excited to be delivering what the community asked for, and more”, she added.

Feedback from the community and stakeholders emphasised the need for more seating, shade, change rooms, a fun water play area, better spaces for schools and clubs, and a sustainable design to reduce environmental impact.

“An enhanced café will now serve both indoor and outdoor areas. The new outdoor change rooms will be only metres from the outdoor pool, and the outdoor pool will now have ramp access and a swim wall to swap between 50 metre and 25 metre lanes,” the Mayor said.

Other enhancements include state-of-the-art landscaping and the electrification of outdoor pool equipment, marking another significant step toward achieving Manningham’s emissions targets. 

“Aquarena is currently our largest gas user. Making the switch from gas to energy efficient heat pumps, we can heat the outdoor area in an environmentally sustainable way,” the Mayor added.

The replacement of the centre's 50-metre outdoor pool will take place at the same time as the redevelopment works.

“Aquarena’s outdoor area has a rich history of over 50 years and has been a source of community pride for generations. For many in our community, this is their backyard – we’re embracing the theme of your backyard to create an inviting space where our community can get active, play, socialise, host events and relax,” Cr Lange said.

“We’re excited to start sharing the draft designs and offering on site consultation opportunities in the coming weeks. We’ll also be connecting with various user groups to keep them informed as the project progresses,” she added. 

The redevelopment works are planned to begin in late 2025, with project completion expected in late 2027.

We have signed the contract to purchase 576-578 Park Road, Park Orchards as part of its planning for a new Park Orchards Community House and Learning Centre.

A priority action in our Community Infrastructure Plan, discussions and advocacy have already commenced for the replacement of this popular neighbourhood house and it is hoped that this significant investment will be the catalyst for investment from other levels of government.

Our Mayor, Deirdre Diamante, said the existing community house needs replacing to bring programs and services together.

"The Community House is widely used and offers a variety of programs and services in learning, fitness and art for all ages, and includes a well-loved childcare facility.

“The current building is coming to the end of its useful life, has limited accessibility and is too small to cater to all programs. These limitations have resulted in programs moving to different locations and spread across multiple local venues.

“By bringing these programs together into one building with better access and more space, we can improve efficiency and better support the community’s growing needs.”

The location of the new property, adjacent to the existing Community House at 572 Park Road, will allow for more space for the variety of programs on offer.

“Located in the heart of Park Orchards, as part of a community and education precinct and near public bus transport, the site will maintain convenient access to childcare, schools, recreational areas, and shops.” Cr Diamante added.

The purchase of 576-578 Park Road is part of our long-term planning to replace this important neighbourhood house for Park Orchards.

Neighbourhood houses are predominantly funded by government grants and additional state and commonwealth government funding will be needed to deliver this new community facility.

“We have purchased this property as part of our long-term plan for the community house and local area. We’re pleased to be able to secure a site for a new centre in Park Orchards and will continue to advocate for State and Federal funding to deliver it.”

The purchase was funded by our Strategic Fund which is part of our 10 Year Financial Plan 2024/25 to 2033/34.

Funding boost a win for local sport and recreation

We've received more than $450,000 in Victorian Government funding to support three major recreation and leisure projects, including the Aquarena Aquatic and Leisure Centre outdoor redevelopment.

Mayor Cr Deirdre Diamante met with North-Eastern Metropolitan MP Sonja Terpstra, and the new Federal Member for Menzies, Gabriel Ng, MP, at Aquarena this week for the funding announcement. The three projects that have received support through the 2024-25 Local Sports Infrastructure Fund, are:

  • Aquarena outdoor redevelopment: $250,000
  • Domeney Reserve sports field LED floodlight upgrade: $162,937
  • Manningham Recreation Strategy: $40,000.

“We’re grateful to receive this critical financial support through Sonja Terpstra and the Victorian Government’s 2024-25 Local Sports Infrastructure Fund,” Cr Diamante said.

“This funding will go toward important projects that benefit the health, wellbeing and safety of our community in Manningham.

Sonja Terpstra said, “The Allan Labor Government is delivering on its promise to upgrade Aquarena at Doncaster. As a seasoned swimmer myself, I couldn't be more excited about what this means for locals in Doncaster and surrounding suburbs who love to swim.

“We're also investing $162,937 for LED lighting at Domeney Reserve in Park Orchards and $40,000 towards Manningham Council's recreation strategy. These investments ensure our community sporting facilities are modernised and accessible, which means more people can enjoy playing local sport right on their doorstep.”

The redevelopment of the outdoor precinct at Aquarena will see a new 50m outdoor pool, family zone with interactive water play, splash pad and toddler pool, spectator seating, change rooms, a new café and more.

At Domeney Reserve, the sports field floodlighting will be upgraded to a minimum of 100LUX to meet the needs for evening AFL play. This will improve facility capacity and participant safety and ensure the lighting meets appropriate standards.

A new Manningham Recreation Strategy will help guide the future provision of community-based sport, recreation and leisure opportunities for residents over the next 10 years.

Manningham Council has welcomed more than $450,000 in Victorian Government funding to support three major recreation and leisure projects, including the Aquarena Aquatic and Leisure Centre outdoor redevelopment.

Mayor Cr Deirdre Diamante met with North-Eastern Metropolitan MP Sonja Terpstra, and the new Federal Member for Menzies, Gabriel Ng, MP, at Aquarena this week for the funding announcement. The three projects that have received support through the 2024-25 Local Sports Infrastructure Fund, are:

  • Aquarena outdoor redevelopment: $250,000
  • Domeney Reserve sports field LED floodlight upgrade: $162,937
  • Manningham Recreation Strategy: $40,000.

“We’re grateful to receive this critical financial support through Sonja Terpstra and the Victorian Government’s 2024-25 Local Sports Infrastructure Fund,” Cr Diamante said.

“This funding will go toward important projects that benefit the health, wellbeing and safety of our community in Manningham.

Manningham Council property purchase sets the stage for new community house

Manningham Council has signed the contract to purchase 576-578 Park Road, Park Orchards as part of its planning for a new Park Orchards Community House and Learning Centre.

A priority action in Council’s Community Infrastructure Plan, discussions and advocacy have already commenced for the replacement of this popular neighbourhood house and it is hoped that this significant investment by Council will be the catalyst for investment from other levels of government.

Manningham Mayor, Deirdre Diamante, said the existing community house needs replacing to bring programs and services together.

"The Community House is widely used and offers a variety of programs and services in learning, fitness and art for all ages, and includes a well-loved childcare facility.

“The current building is coming to the end of its useful life, has limited accessibility and is too small to cater to all programs. These limitations have resulted in programs moving to different locations and spread across multiple local venues.

“By bringing these programs together into one building with better access and more space, we can improve efficiency and better support the community’s growing needs.”

The location of the new property, adjacent to the existing Community House at 572 Park Road, will allow for more space for the variety of programs on offer.

“Located in the heart of Park Orchards, as part of a community and education precinct and near public bus transport, the site will maintain convenient access to childcare, schools, recreational areas, and shops.” Cr Diamante added.

The purchase of 576-578 Park Road is part of Council’s long-term planning to replace this important neighbourhood house for Park Orchards.

Neighbourhood houses are predominantly funded by government grants and additional state and commonwealth government funding will be needed to deliver this new community facility.

“We have purchased this property as part of our long-term plan for the community house and local area. We’re pleased to be able to secure a site for a new centre in Park Orchards and will continue to advocate for State and Federal funding to deliver it.”

The purchase was funded by Council’s Strategic Fund which is part of its 10 Year Financial Plan 2024/25 to 2033/34.
