Get involved at our next council meeting
Managing our trees is essential for maintaining the health and wellbeing of our community and surrounding environment.
We have over 90,000 street trees in Manningham and countless more throughout our reserves and natural areas. We strive to protect and enhance our tree population to benefit us now and our future generations.
How we manage our trees
Our tree management activities include:
- street tree pruning program
- electric line clearance
- tree planting and maintenance
- tree risk management
- storm response
- tree protection
- urban greening project.
Tree planting program
Each year we plant up to 3000 trees throughout our streets and reserves. Our tree planting program is a critical part of future proofing Manningham against the negative effects of climate change.
Tree planting schedule
Street tree planting is done between May and September each year. Timings may vary to make the most of planting conditions.
Species of trees planted
Manningham has been divided into 18 precincts. Species have been selected based on urban forest principles, biodiversity values, risk, and landscape amenity. The species palette, a selection of native and exotic trees, will establish the long-term character for a street or main road.
Request a new street tree
You can make a request for an additional tree on your nature strip or to replace a dead or damaged tree.

Requests for new trees can be made via the online form or by calling our Customer Service team on 9840 9333.

What happens next?
The site will be inspected by our arborist to determine if the location is suitable for planting.

When will the tree be planted?
If your request is approved, tree planting usually takes place during the following year’s planting season.

What type of tree will be planted?
The type of tree will be decided by our arborist based on our Street Tree Planting Guide.
We’re developing a Stormwater Management Strategy (Strategy) to help identify, manage and reduce flood risk to people, property, infrastructure and the environment.
The Strategy will comprise a two-part document including:
- Stormwater Management Strategy Policy: a framework detailing the methodology and criteria for prioritisation of Council’s future drainage capital works projects.
- Future Works Plan: a prioritised list of future capital works projects within the municipality.
It will guide our planning and investment in the long-term Capital Works Program to support a healthy, safe and resilient community.
It will be informed by a range of Council endorsed documents, existing data sources (customer requests), flood mapping information and internal stakeholder feedback. An external consultant is assisting Council officers to prepare the Strategy.
Council will consider the draft Policy for adoption in late 2024.

What is pre-application advice?
Pre-application advice gives planning officers the opportunity to provide feedback to your draft proposals, concepts or plans, before you submit a formal planning permit application.
We provide the option for either a face-to-face meeting or a response in writing.
This service is optional and not a requirement for getting a planning permit.
How may this advice help your planning application?
This advice can provide guidance and direction on a planning proposal or concept and can identify any potential issues at an early stage. This may save you time, money and effort during the planning application process.
How much does it cost?
A flat fee is charged for each request for pre-application advice.
How to prepare for your request:
Before starting your request, gather the following documents:
- Concept or draft plans and/or details of your proposal;
- A current copy of the title of the property (recently searched). Get your property title through Landata – Victoria Land and Registry Service.
- Any registered restrictions and agreements (covenants or agreements listed on the title)
Any additional information details of your concept, proposal or request for advice can also be included.
How to lodge your request
Apply through our online portal to start your request:
Pay now (credit or debit card)
When lodging your request, select 'Request and pay now' to pay by credit card.
We only accept VISA and Mastercard.
Pay later by invoice (Credit or debit card, BPAY or Post BillPay)
If you need more time to pay, select 'Request and pay later' when lodging your request.
We will send your pre-application advice after we receive payment.
Contact us if you are unable to lodge online or need help.
What happens next?
Once we receive your request, we will either contact you to organise a meeting or provide written advice. Depending on the complexity of your request, our response may take between two to four weeks.

Brackenbury Reserve is a small reserve whose function is mainly as drainage but it also contains buffer habitat linking Fourth Hill and Pound Bend Biosites which are considered to have high value in Council’s Healthy Habitats Bushland Management Strategy 2012.
It is accessible from an informal pedestrian track where Brackenbury Street has been closed to through traffic.

Smedley Reserve provides pedestrian access between Smedley Road and Curry Road with a sealed but steep path. The reserve contains indigenous vegetation and is within the Oban Road Biosite 21 in Council’s Healthy Habitats Bushland Management Strategy 2012.

What is report and consent?
For some building projects, you'll need to provide us your proposed plans to get a report and consent (special permission) from us when building or making changes.
These report and consents will form a part of your building permit.
We have three types of report and consent. Check you are applying for the correct one.
- Siting, design and fences: proposed buildings or changes that sit outside building regulations - like building a fence higher than what's allowed
- Land liable to flooding: proposed buildings or changes that are on flood prone land
- Section 29A: proposed demolishing of a property or changes to a property's facade
Apply for siting, design and fences report and consent
Any time you wish to build or make a change that sits outside building regulations, you'll need our consent before you begin construction. Some common examples include:
- wanting to build your front fence higher than what's allowed
- reducing how far your works can be from your front boundary than what's allowed
- wanting to build your wall higher on your side boundary than what's allowed.

How to prepare your application
Before you apply, prepare the following documents:
- Download and complete the Report and consent application form:
- Details to verify that the application meets the relevant Minister’s guidelines
- Architectural drawings clearly highlighting areas of non-compliance
- Written submission clearly outlining details of non-compliance
- A clear current copy of title including a copy of any covenants or section 173 agreements
- Signed plans and comments from affected adjoining owners (if deemed necessary)
- Submission to verify that a front fence request within a GRZ1 zone complies with the street assessment according to the front fence height and design requirements building information sheet:

To find out if your property is located in an area liable to flooding within the meaning of Regulation 153 or 154, you will need to apply for a Regulation 51.2 statement.
If your property is on land liable to flooding, you will need our consent to build or make changes.

Manningham Council is developing a Stormwater Management Strategy (Strategy) to help identify, manage and reduce flood risk to people, property, infrastructure and the environment.
The Strategy will be informed by Council endorsed documents, existing data, customer requests, flood mapping information and internal stakeholder feedback.
Manningham Mayor, Councillor Carli Lange said: “With a rapidly changing climate, population growth and increased development, effective stormwater management is critical in supporting a healthy, safe and resilient community.”
“As identified in our endorsed Climate Emergency Action Plan (CEAP), we’re committed to sustainably, mitigating against, and adapting to the impacts of climate change. The management of flood risk is also a significant strategic outcome included in the Yarra Strategic Plan,” Cr Lange said.
“Flooding is an inevitable part of our weather cycle. With more frequent and extreme weather events projected, we need to be proactive and consider how we can improve our preparedness and flood resilience.
“To achieve this, we’re leveraging customer and flood data to help inform the Stormwater Management Strategy – setting priorities to help us sustainably meet the challenges ahead,” Cr Lange said.
The Strategy forms part of Council’s approach to managing flooding and stormwater for a resilient future for Manningham. It will provide clear objectives to help guide stormwater planning and delivery of future projects and infrastructure as part of the long-term Capital Works Program.
It will comprise a two-part document including:
- Stormwater Management Policy: a framework detailing the methodology and criteria for prioritisation of Council’s future drainage capital works projects.
- Future Works Plan: a prioritised list of future capital works projects within the municipality.
It will also identify current regulatory obligations relating to stormwater management flood risk and safety controls, considering residual and future flood risk management standards.
Council is undertaking several flooding and stormwater management initiatives, aimed at building a more resilient and liveable Manningham and facilitating robust planning for the future.
Part of this work includes developing a draft Integrated Water Management Strategy, which will respond to emerging water risks and challenges and identify opportunities to adapt to a more water constrained future.
Together with Melbourne Water, Council is also preparing comprehensive flood mapping to better identify and respond to areas of flood risk throughout Manningham.
In August 2022, Council appointed a Flooding and Stormwater Management Community Reference Panel, providing a direct link between Council and representatives of the Manningham community.
In informing Council’s deliberations, the Panel is helping support quality transparent decision making processes, to best place the Manningham community to proactively address emerging water challenges.
Council will consider the draft Stormwater Management Strategy Policy for adoption in August 2024. The Strategy is expected to be completed in late 2024.

Ringwood Warrandyte Reserve contains a natural drainage line, an underground Council drain and a steep hillside at the rear.
It joins directly to Andersons Creek at the eastern end and supports remnant vegetation at its western end as a buffer to Andersons Creek/Colman Park Biosite 27 in Council’s Healthy Habitats Bushland Management Strategy 2012.

Carers sharing through writing is a free carer's writing group.
It is held in a non-judgmental and safe space led by two experienced facilitators. There will be opportunities to share experiences, coping strategies and problem solving.
The Carers Writing Group will consist of between 6 to 8 carers. Meetings will be held once a week in person, but they will also be offered via Zoom for 6 weeks.
Each session will run for 90 minutes.
