養育一個孩子需要整個社區的支援,同樣地,提升和支持居民的福祉也需要社區的共同努力。

回顧過去一年擔任市長的經歷,我由衷地為 Manningham 市議會和廣大的本地社區組織之間緊密的合作感到由衷的自豪。

最近,我有幸為位於 Templestowe Lower 社區 Macedon Square 的新商店 Doncare Op Shop 開業剪綵。最讓我印象深刻的是,有如此多的社區團體和商業組織齊心協力地促成了這一專案。

作為市議會,我們往往扮演著紐帶的角色,將各類合作夥伴緊密地聯繫在一起。

我們的 2025-2029 年市議會計畫是與社區合作制定的,體現了我們以誠信和透明的方式服務 Manningham 的承諾。我們得到了社區的信任,做出基於證據的決策,同時我們也與超過 25 個合作夥伴組織協同工作,包括 Access Health 、維多利亞州警察局(Victoria Police),以及 Neighbourhood Houses 和 community transport services 等機構。

  • 社區發展——開發關鍵服務、專案和其他計畫,以滿足我們多元化社區的需求 
  • 小型社區活動——吸引人們來到 Manningham 的活動 
  • 大型社區活動——吸引至少8,000名參與者的活動。

10月,讓老年人成為焦點

在10月「老年人月(Seniors Month)」中,我們很自豪能夠支持豐富多彩的社區活動和項目,以此促進社交聯繫、老年人福祉以及積極老齡化。

維州老年節(Victorian Seniors Festival)

維州老年卡(Victorian Seniors Card)和老年人商業折扣卡(Seniors Business Discount)的持有者可在2025年10月6日至10月13日期間在維多利亞州各地享受8天的免費公共交通。老年人必須持有效的 Seniors Myki 卡,並在上下車時刷卡(不會扣費)。

Manningham Girls Can——一起動起來!

該小組的教練、俱樂部的社區籃球和專案負責人 Jen Hanrahan 表示,隊中的女性成員已經一起訓練了約三年。

Jen 表示:「這是一項適合所有人的活動項目,但對老年人或正在從病痛中恢復的人來說,尤其合適。」

她說:「這群非常了不起的女性來自各行各業,她們彼此建立了緊密的聯繫,互相支持。我們不是來打破紀錄的,我們來這裡是為了鍛煉和享受樂趣的。」

共同建設未來

本屆聯邦選舉結束了,我們迎來了今後三年將在國家層面代表我們社區的本地議員。我們期待與他們的合作。

本次選舉的結果意味著,在整個 Casey、Deakin 和 Menzies 聯邦選區,我們將同時看到新的議員和我們已經熟悉的議員來代表 Manningham。

祝賀 Casey 選區議員 Aaron Violi、Deakin 選區議員 Matt Gregg 和 Menzies 選區議員 Gabriel Ng。

在選舉之前,澳大利亞工黨對各項位於 Manningham 的計畫作出了承諾,包括:

  • 撥款 $25,000,000 用於改善 Warrandyte South 五路路口的安全
  • 撥款 $3,500,000 用於位於 Bulleen 的 Sheahans Reserve Stadium 設施重建
  • 撥款 $187,500 用於維修 Old Warrandyte Fire House
  • 撥款 $50,000 用於支持白馬商會舉辦的亞洲文化節。

我們將與聯邦政府密切合作,交付其他對社區至關重要的關鍵項目。

其中一個專案是 Aquarena 戶外重建。我們期待與 Menzies 選區的新議員合作,並希望聯邦資金能在接下來的預算中到位,確保這一重要項目獲得必要的支援,為我們的社區帶來持久利益。

在競選期間還籌集了用於升級位於 Park Orchards 的 Domeney Reserve 的資金。改善體育場照明將使得成長中的女隊能夠延長訓練時間,持續不斷發展。雖然目前尚無正式承諾,但需求迫切。我們將與我們的新聯邦代表合作,明確並確保為社區提供這些重要升級所需的支援。

最後,我們將積極尋求與所有聯邦議員對話,繼續大力提倡與交通有關的項目,包括 Doncaster Road 沿線的高頻巴士道(High Frequency Busway)可行性研究,並鼓勵州政府作出于東北連接線(North East Link)專案相關的承諾。

我們正計畫改善 Manningham 地區的自行車設施,邀請您對《休閒自行車設施計畫》(Recreational Bike Facilities Plan)草案提供意見。

*年度市民獎獲獎者將由評審委員會評選決定。

我們的市議會目前正在制定 2025/26 年度預算和 10 年財務計畫。與此同時,我們正面臨著重大挑戰:支出轉移、利用市政費通知徵收州稅的問題日益嚴重。

您是否瞭解到,州政府正通過各種手段,將各項支出轉嫁給市議會,再由此轉嫁給您?

在發給您的年度市政費通知上,您會看到一些此類州稅的身影。此類州稅包括緊急服務稅(舊稱消防服務稅)和垃圾填埋稅。

作為市議會,我們並不制定此類費用或徵稅。然而,我們卻受命將這些支出直接轉嫁給您——本質上來說,我們不得不充當州政府的收稅員。今年,我們將更改 2025/26 年度市政費通知的排版,一面列出市議會收取的費用,另一面則列出州政府徵收的稅款。

支出轉移意味著州政府和其他政府機構將責任下放給市議會,卻不提供足夠的資金支援市議會履行責任。支出轉移包括引入新的費用、計畫或規定,或者將資產交移給市議會管理。

州政府要求市議會代表州政府提供重要的社區服務,卻不提供足夠的資金支持,以此達到支出轉移的目的。這導致州政府每年少提供的資金多達數百萬澳元。

例如,州政府提供的資金不足以用于支持當地學校的人行橫道監督者,而這些資金能幫助學齡兒童安全過馬路。我們在 VicRoads 擁有的 Manningham 主幹道上履行草坪修剪、道旁維護的責任,而州政府提供的資金也不足以覆蓋市政廳在這些工作上付出的成本。

我們的社區小組(Community Panel)建議減輕納稅人因州政府支出轉移而面臨的財務壓力和負擔。這將繼續是我們市議會在下一個工作階段中的重心。

在呼籲州政府增加財政支持的同時,我們也優先考慮長期財政可持續性,確保我們能夠為子孫後代繼續提供必要的服務和基礎設施。

嶄新游泳項目引人注目 

Manningham 首輪僅限女性參加的游泳班已在 Aquarena 水上運動和休閒中心(Aquarena Aquatic and Leisure Centre)開展。

歡迎所有年齡、能力水準和文化背景的女性(包括自視為 LGBTQIA+ 社群一員的女性)參加該游泳班。同時也歡迎兒童(包括 6 周歲以下的男孩)前來參加。

該游泳班為女性提供了一個安全、私密和溫馨的空間,供其享受室內游泳池和水療中心。

社區組織 Serenity for Women 參與了該專案的啟動。此組織的發言人表示,該專案將提供機會改善女性健康和福祉——為那些因文化背景或過往創傷(如家庭暴力)而處於封閉狀態的女性消除隔閡。

“關鍵是給她們一個安全的空間,讓她們感到舒適。在那裡她們不必擔心文化元素,而且這個地方離家近、不昂貴。”發言人說道。

Manningham 康樂事務經理 Shannon Mounsey 表示,人們對更包容的空間有著不斷增長的需求。

全國和解周,攜手向前進 

全國和解周(5 月 27 日至 6 月 3 日)為所有澳大利亞人提供了瞭解各族共同歷史、文化和成就,以及探索我們每個人可以如何促進實現和解的機會。

今年的主題是“連接現在與未來”(Bridging Now to Next),反映了過去、現在和未來之間的持續聯繫,並鼓勵我們攜手向前進。

東北連接線計畫(North East Link Program,NELP)對我們的社區產生了重大影響。隨著 Manningham 的施工不斷增加,我們的擔憂也與日俱增。

NELP 於今年一月關閉了 Doncaster Park and Ride,以便騰出空間供未來重建。儘管我們已多次提出請求,州政府仍沒有為受影響的乘客提供替代方案,我們對此感到失望。我們倡議提供更多的出行選擇,以儘量減少對民眾的干擾。更多資訊請參見第 15 頁。

全新電動汽車充電站即將投入使用

Bulleen Cricket Club is excited to host a Women’s Come and Try Evening, inviting female cricketers aged 12 and older, of all abilities and experience levels, to get involved in our welcoming and supportive community. 

The session will be a fun and relaxed introduction to cricket, offering participants the chance to learn new skills, meet new people, and experience the enjoyment of being part of a team.

Qualified coaches and current players will run engaging activities designed for beginners as well as those with some cricket experience. All equipment will be provided, and participants simply need to bring their enthusiasm. The evening is a fantastic opportunity for women and girls to connect, stay active, and see what community cricket at Bulleen is all about.

We encourage anyone interested in trying cricket, returning to the game, or simply seeking a new way to get active and meet people to come along. Everyone is welcome, and no prior experience is necessary.

Walking Basketball is for participants across all ages, genders and abilities, however the program is particularly valuable for seniors or those returning to activity from illness, injury or surgery.

This is a low impact session, focusing on gentle movement, judgment free exercise, moving at your own pace and having a laugh along the way!

The program is a fun and engaging and will give participants a chance to socialise and be active at the same time.

A size five ball is used with lowered and modified rings. The program caters for all levels of walkers, including those with walking aids and limited mobility.

Morning tea is provided after each session.

What do I wear? Loose fitting clothes that allow you to move around in and runners or sport shoes

What do I bring?  Water bottle and a fun attitude

A rail line to Doncaster

The Victorian Government's proposed underground rail link will connect suburbs from Cheltenham to Werribee.

The Suburban Rail Loop (SRL) includes a Doncaster Station. However construction may be over ten years away.

We are advocating for the Doncaster Station footprint to be set aside as part of Stage 1, to allow for planning of the Doncaster Hill precinct. For an express bus service that mirrors the Suburban Rail Loop Alignment. Providing a public transport connection to key education, healthcare and employment precincts.

Congestion on the Eastern Freeway

Why do we need a rail line to Doncaster?

Over 125,000 people in our community will benefit from a Doncaster Station. Currently our only public transport option is an over-crowded bus network that is often delayed by traffic congestion.

With Doncaster Hill’s population and traffic continuing to grow, we are urging the Victorian Government to include a Doncaster Station in stage two of the SRL and secure a location for the train station now.

Manningham is the only municipality without a tram or train line.

Car ownership per household is considerably high and daily public transport use for employment purposes is below the metropolitan average.

Our bus system is buckling under pressure to provide enough services and meet capacity for our growing city.

We are strongly advocating to the Victorian Government to include Doncaster Station in Stage two of the SRL.

We are working with stakeholders and the SRL Authority to secure a site location for the future train station.

Start dancing at dusk and finish dancing in the dark. 

Suitable for women and girls of all ages and abilities.

If the weather is poor, the class will be moved inside to the Warrandyte Community Hall.

What to wear: comfortable clothing that allows you to dance, walk and move around easily.

What to bring: nothing, everything you need will be provided.

Everyone has the right to live their lives free from abuse.

There’s a number of things we can all do to prevent elder abuse from getting out of hand such as:

  • respecting older people and call out ageism
  • listen to older people and their care partner
  • check in with vulnerable older people

Elder abuse is hard to picture, but happens every day. What starts out small doesn't always stay that way.

What is elder abuse?

Actions causing harm to an older person from someone they know or trust is elder abuse. It can include:

  • taking their money or possessions
  • not providing necessary care
  • making threats or stopping an older person’s from contacting others socially
  • physical or sexual abuse.

Anyone experiencing elder abuse may:

  • act fearfully or withdraw
  • show signs of stress, anxiety or depression
  • show signs of bruising or other physical injuries
  • not have the ability to pay their bills and expenses.

Elder abuse often occurs within close relationships and is a form of family violence. It’s unacceptable and we need to call it out.

 

How we can stop elder abuse

There’s several actions we can take to stop elder abuse and includes:

  • staying connected in the community
  • seeking independent advice
  • developing a support network of trusted friends and professionals
  • seeking help.

If you or anyone you know is experiencing elder abuse, don’t be afraid to ask for help.

OPERA: Older People, Equity, Respect and Ageing

The OPERA project is a partnership between Eastern Community Legal Centre and Swinburne University. The project engages with older people about their experiences of ageing and age discrimination in the community.

The aim of the project is to ensure that older people feel valued and respected. It’s also about challenging some of the harmful beliefs and attitudes that can lead to age discrimination.

Every individual has the right to feel safe, respected and valued.

Nate Byrne, is the weather presenter on ABC News Breakfast, meteorologist, oceanographer and science communicator. Nate will discuss the latest climate modelling and how it’s predicted to affect Melbourne’s weather.

Professor David Karoly is an internationally recognised climate change expert. David will explore the latest climate science and how we can help reduce the increasing risk of catastrophic climate change.

Dr Greg Moore is a member of the National Trust of Victoria’s Register of Significant Trees member and inaugural president of the International Society of Arboriculture, Australian Chapter. Dr Moore will discuss how Manningham’s changing climate is impacting local biodiversity.

After a dementia diagnosis, it’s easy for you or your loved ones to feel overwhelmed. Support is available to help maintain a person’s independence and help them live well.

Dementia Australia can help individuals, couples and families by helping you:

  • learn how to live well at home
  • understand more about dementia
  • access local support services.

Free and confidential, the National Dementia Helpline provides expert information, advice and support 24 hours a day, 365 days a year. They can:

  • provide emotional support and guidance
  • connect you to Dementia Australia and community support services and programs
  • discuss government support, including My Aged Care, National Disability Insurance Scheme (NDIS), Carer Gateway and Dementia Behaviour Management Advisory Service (DBMAS).
