We're committed to ensuring that construction works are undertaken with minimal impact and disruption to the surrounding community.

If you are developing land in Manningham, you may need to submit a Construction Management Plan (CMP) as required by a condition of your planning permit.

 

Construction Management Plan Template

A new standardised Construction Management Plan (CMP) template is available to use. Using the template will simplify the CMP process and speed up approval times. 

The CMP template covers the following:

  • Element A1: Public Safety, Amenity and Site Security
  • Element A2: Operating Hours, Noise and Vibration Controls
  • Element A3: Air Quality and Dust Management
  • Element A4: Stormwater and Sediment Control and Tree Protection
  • Element A5: Waste Minimisation
  • Element A6: Traffic and Parking Management

How to submit a completed CMP

Once you have completed the CMP, you can submit it along with any related documents via the online Planning Applications Portal.

 

What other permits are required

To ensure public health and safety, we regulate activities that take place on roads, footpaths and any other Council owned assets. In addition to the CMP, you may also need the following permits:

  • Building Permit - Private Building Surveyor
  • Temporary Road Closure & Traffic Management - City Infrastructure Team
  • Asset Protection Permit - City Infrastructure Team
  • Works and Drainage Permit - City Infrastructure Team
  • Vehicle Crossing Permit - City Infrastructure Team
  • Hoarding Permit - City Infrastructure Team
  • Skip Bin Permit - City Safety Team

Lee Constable 

Lee is a science and sustainability presenter and edu-tainer. She is best known for hosting Network 10 kids’ science TV show Scope, as well as appearing on Studio 10 and War on Waste. Lee is the author of How to Save the Whole Stinkin’ Planet: A Garbological Adventure and How to Save the Whole Blinkin' Planet: A Renewable Energy Adventure. Lee uses comedy and humour on and off screen to reach untapped audiences and tackle the often-daunting topic of climate change. 

Ivy Sheng

Ivy is a 16-year-old student and youth advocate who is passionate about democracy, civic participation and community-led climate action. She is the creator and host of Taught, Not Told, a podcast that bridges generational gaps by sharing practical life lessons and personal stories from guests with diverse experiences – helping young people find clarity, direction and hope in an uncertain world. Ivy volunteers with the Australian Youth Climate Coalition and City of Boroondara’s ‘Youth Voice’ reference group, where she works to make climate conversations more inclusive, grounded and hopeful.

Our 2025 Inspired Living Series showcases five insightful, not-to-be-missed evenings. The series will introduce you to a diverse lineup of local keynote speakers who will offer unique insights on embracing sustainability.

Home Harvest Manningham is a monthly home gardening seminar series that will teach you how to grow your own delicious fresh food at home.

Manningham has more than four seasons. Duncan Cocking from Leaf, Root and Fruit will deep dive into succession planning for local conditions.

Duncan will discuss the patterns that he sees in nature and how easily you can begin observing them too. Use these observations to inspire your gardening activities by working with nature rather than against it. Learn how to refine your succession planting and ripen that elusive Christmas tomato. Apply for a payment arrangement by instalments

If you are you experiencing financial difficulties or anticipate that you'll not be able to pay your fine by the due date, you may be eligible to apply for a payment arrangement with Fines Victoria. 

You may also apply to the Director, Fines Victoria for a payment arrangement should you have multiple fines across different enforcement agencies by using the provided link.

Please make your request to Council who will refer the matter on your behalf to Fines Victoria for assessment.

 

Apply for an extension of time

You can request in writing an extension of time to pay which may be granted at our discretion.

 

How to apply

To apply for a payment plan or extension, email us manningham@manningham.vic.gov.au with the following information:

  • your contact details (including residential address)
  • specify if you are seeking an extension/payment arrangement by instalments
  • a copy of your infringement notice/or reference number
  • a reason for your application.

Otherwise, you can pay your infringement in full now.

In this workshop, learn how to become a ‘Champion for Wildlife’ by incorporating food sources, water, shelter and nesting places in your garden for wildlife.

Presenter: Charlotte Harrison from Sustainable Gardening Australia.

Supper is at 6.45pm, the seminar begins at 7.00pm sharp.

View requirements for water initiatives

Every planning permit issued within Doncaster Hill will include conditions for the submission of a Sustainability Management Plan (SMP) which achieves best practice outcomes. The SMP addresses a range of matters including water, energy and indoor environment quality.

With respect to water, it is a permit condition that the development must connect to Yarra Water’s recycled water and meet our stormwater objectives.

Doncaster Hill is a sustainable, high density, mixed-use village that provides for high quality urban living.

Located in the heart of Doncaster, Victoria, approximately 12kms from Melbourne's Central Business District.

An activity centre for our community.

  • One of the highest points in Melbourne's eastern suburbs.
  • Panoramic views of the Dandenongs, Kinglake and the city's skyline.
  • A 58 hectare area stretching along the major corridors of Doncaster Road, Williamsons Road and Tram Road.

What's happening now?

We’re continuing to update Doncaster Hill to improve the way our community lives, works and enjoys this neighbourhood.

These works form a part of our infrastructure planning for this area and the long standing Doncaster Hill Strategy.

  1. A new park for Doncaster Hill

    The concept design for Hepburn Reserve has been developed in response to community feedback and will include outdoor seating, a BBQ area, a drinking fountain, public art, large open lawn areas, a playspace, nature play, canopy tree planting, bike hoops and more.

  2. Walker reserve upgrade

    This small local open space was upgraded in November 2019 to December 2020

  3. New U-turn lane on Tram Road

  4. Pedestrian signals at the Applewood Retirement Village

  5. Extension to Hepburn Road

  6. Tram Road and Merlin Street intersection traffic lights

With populations on the rise in Melbourne, Doncaster Hill is one of our solutions to meet the challenge of future housing needs. This modern urban village allows those of us who enjoy to live in the suburbs to continue to do so, whilst providing apartment-style living for others.

By bus

Many bus routes that are provided by Public Transport Victoria (PTV) travel through Doncaster Hill.

We're strongly advocating for rail

In addition to bus services, we are strongly advocating for alternate public transport options with the State Government:

Suburban Rail Loop

That Doncaster station be built in the first stage of construction of the Victorian Government's proposed underground rail link to connect suburbs between Cheltenham and Doncaster.

Congestion on the Eastern Freeway
Build Doncaster Rail along the Eastern Freeway

That the North East Link project preserve a future alignment for Doncaster Rail, and the design of the Doncaster Busway is delivered in a manner that allows it to be transitioned to heavy rail, once the bus system reaches capacity.

Extend Tram route 48 to Doncaster Hill

We maintain passive support for an extension of tram route #48 from Balwyn North to Doncaster Hill. This proposal is not currently on the State Government's agenda.

We are pleased to invite 55+ year olds to join our Free CPR for Seniors ‘Resuscitate a Mate’ Session.

This interactive and visual session will be delivered by an experienced Life Saving Victoria Educator, and participants will learn:

• Emergency response
• CPR practice
• How to use a Defibrillator

Participants will use mannequins in a hands-on approach to learning, and although this course does not offer an accredited CPR or First Aid Qualification it does provide extremely valuable lifesaving knowledge. Take advantage of this great session and learn how to save a life!
