We’re temporarily closing the Aranga Reserve dog park to prune trees that are extending onto Heatherwood School’s grounds.

When will the park be closed?

The park will be closed from Monday 6 January to Tuesday 7 January 2025.

Why is the park temporarily closing?

Significant tree limbs are extending onto the grounds of Heatherwood School.

We’re temporarily closing the park to prune these trees, which will help prevent any pontential hazards and keep our community safe.

By closing the park, we’re also avoiding startling your dog with loud machinery.

How will this closure affect me?

If you live nearby, you may notice construction noise during this period.

If you regularly visit this park with your dog, we encourage you to explore our nearby parks and reserves during these days.

We’re reviewing Manningham’s Public Toilet Plan and seeking your feedback on local toilet facilities. The Public Toilet Plan is a 10-year plan to ensure a network of sustainable, safe, accessible and quality purpose-built facilities.

 

What’s been delivered so far?

Since the plan was endorsed in 2021, we’ve completed 12 new and upgraded public toilets across Manningham. We’re also on track to upgrade two more facilities by the end of the year at Mullum Mullum Trail and Cat Jump Reserve.

Why are public toilets important?

Public toilets are essential for people to enjoy public spaces without feeling restricted. They help us socialise, exercise, play, learn and engage with the community. Well-placed facilities also support local business by encouraging visitors and residents to spend more time in the area.

Investigating the next steps for former quarry site in Doncaster

We're investigating options to rehabilitate the site of the former Doncaster Quarry after identifying issues that prevent the land from being developed in its current state.

Earlier this year, we sought expressions of interest for the potential development of the former quarry site, located at 620-628 Blackburn Road in Doncaster East. 

This process was part of our Strategic Property Portfolio initiative, which aims to find new ways of funding the increasing costs of services and infrastructure locally.

Due to issues with the quarry site limiting the financial return of any proposed development, the expressions of interest received were not found to be feasible. 

Our Chief Executive Officer Andrew Day said due to issues with fill, compaction, water and slope, the site will need to undergo rehabilitation before it could be developed.

“Our focus for the former Doncaster quarry site has shifted to rehabilitating the land site to support potential further development.”

The first step will be an investigation into what is required to remediate the land for future use and development. 

The findings of this investigation will be presented to Council mid next year.

“We only get one opportunity to determine the future of this site, and we want to ensure the best financial return for the community. Once we understand what is required to rehabilitate the site, we will be in a better position to assess its potential,” Mr Day added.

The following information reflects Council's position on the use of signage by candidates at Federal, State and Local government elections.

Manningham’s Community Local Law requires approval before any signage is placed in any public place, space or on Manningham’s footpaths or roads. 

However, to maintain Council’s neutrality during an election period, applications to erect electoral signage on public land will not be supported.  Any electoral related signs erected on Council land may be impounded.  Infringements may also be issued to anybody who breaches the Local Law.

Locations for electoral signs

Private property

Under the planning scheme a planning permit is not required to display an electoral sign on private land that promotes an election candidate provided all the following are met:

  • only one sign is erected on the site
  • the area of the sign does not exceed 5 square metres
  • the sign is not animated or internally illuminated
  • the sign must not be displayed for longer than three months or 14 days after the event is held.

If these criteria are not met, a planning permit will be required before the display of any signage on private land. 

Displaying a sign before obtaining a planning permit may result in significant penalties being issued under the Planning and Environment Act 1987 to the owner of the land and to the person who erects the sign.

Mobile signage

Signage on vehicles, trailers and/or caravans must be attached to a moving vehicle. When parked these may require additional approvals.

Council property

No signage is permitted on any Council properties and/or at any Council facilities.

We've partnered with two of Australia’s largest electric vehicle (EV) charging operators to set up a network of nine public charging stations across Manningham.

The partnership with JOLT Charge and Evie Networks will deliver universal direct current chargers at key commercial and tourist destinations from early 2025.

The chargers will be situated on our land and powered by 100% renewable energy. Their supply, installation, operation, and maintenance will be fully financed by the private sector at no cost to us.

By providing public charging stations, we aim to accommodate the increasing use of electric vehicles, especially following new legislated vehicle standards.

A 2023 community survey in Manningham revealed strong community support for local public charging facilities and highlighted the dependence of many local EV drivers on public chargers.

Locations for the chargers are being investigated, focusing on areas where the community can take advantage of the 30 to 40 minute charge time to visit local cafes and restaurants, retail outlets, and sporting facilities.

The final locations will depend on technical feasibility, particularly access to adequate power supply.

We’re reviewing our Domestic Animal Management Plan (DAMP) and seeking your input on the priorities for managing dogs and cats in Manningham for the next four years. 

The DAMP will provide a framework for how Council manages pets and supports their owners. 

Residents are invited to provide feedback on several key areas, including:

  • Registration and identification of dogs and cats

  • Nuisance dogs and cats 

  • Dog aggression and attacks

  • Dog walking in Manningham

  • Lost and found animals

Your feedback will help inform the draft Domestic Animal Management Plan 2026-2029.

There’s a new place to play in Bulleen! Manningham’s newest sporting and recreation facility, Powerful Owl Park, is now open for enthusiastic local soccer players and community.

It features:

  • three soccer fields (two natural turf and one synthetic pitch) 
  • a sports pavilion with tiered seating and player change rooms, umpire and first aid amenities 
  • 176 car park spaces
  • a nature play area; and, 
  • walking and cycling connections to the Yarra River. 

The new facility adds to our thriving network of local places where people of all ages, genders and skill levels can participate in soccer and other activities.

Participation in sports is important for a healthy, vibrant and connected community. For young people, it can provide the opportunity to develop valuable lifelong skills like resilience, teamwork, leadership and communication. Adults often find camaraderie and exercise through sport. 

We negotiated a commitment from State Government to deliver this facility in response to the North East Link Program’s impact to our community facilities at Bulleen Park.

The project was delivered by the Victorian Government’s Project Delivery Agency, Development Victoria, with construction contractor 2Construct. Our Recreation and Leisure team will manage usage of the new facilities.

We've provided a submission to the Urban Design and Landscape Plan (UDLP) for the Doncaster Park and Ride Upgrades, as part of the North East Link Project (NELP).

Our recommendations throughout the submission demonstrate our strong commitment to advocating for a mixed-use transit-oriented development due to the wide-ranging benefits to the community, environment, and local economy.

Our detailed submission focuses on key outcomes we're seeking, including: 

  • multi-level car park with increased capacity
  • a mix of retail and commercial development
  • public open space areas
  • increased car parking spaces for bus commuters
  • improved access to retail for surrounding residents
  • improved public transport access
  • pedestrian connectivity to be maintained and improved   
  • noise walls that meet the expectations of our community, and
  • robust future-proofing for our growing population and evolving community needs.

Our submission also provides a detailed assessment of the UDLP, focusing on key areas across: 

  • traffic, car parking and access
  • urban design and architecture
  • open space and landscaping
  • amenity
  • cultural themes
  • as well as other considerations.

We lodged our submission in September 2024.

What’s next?

NELP will consider all written comments and submissions received, then finalise the UDLP and submit it to the Minister for Planning for consideration.

We’re proposing to install a new public toilet along the Mullum Mullum Trail, near the park at 16 Conos Court in Donvale.

This location was carefully chosen for its accessibility, ease of maintenance, and minimal environmental impact, avoiding the sewer pipe on the eastern side of the trail.

Why it’s needed

Public toilets make trails more accessible and allow more people to use them – for longer.

Whether you’re a walker, runner, cyclist, or family with young children, this new facility would provide a much-needed convenience for trail users.

What’s included?

  • A standard and accessible toilet to cater to all users
  • Baby and child change facilities for family-friendly use
  • Natural and powered lighting, inside and out
  • A water tank for environmentally friendly natural water supply.

The facility would be well maintained,cleaned daily and open between 6.00am and 10.00pm.

We have signed the contract to purchase 576-578 Park Road, Park Orchards as part of its planning for a new Park Orchards Community House and Learning Centre.

A priority action in our Community Infrastructure Plan, discussions and advocacy have already commenced for the replacement of this popular neighbourhood house and it is hoped that this significant investment will be the catalyst for investment from other levels of government.

Our Mayor, Deirdre Diamante, said the existing community house needs replacing to bring programs and services together.

"The Community House is widely used and offers a variety of programs and services in learning, fitness and art for all ages, and includes a well-loved childcare facility.

“The current building is coming to the end of its useful life, has limited accessibility and is too small to cater to all programs. These limitations have resulted in programs moving to different locations and spread across multiple local venues.

“By bringing these programs together into one building with better access and more space, we can improve efficiency and better support the community’s growing needs.”

The location of the new property, adjacent to the existing Community House at 572 Park Road, will allow for more space for the variety of programs on offer.

“Located in the heart of Park Orchards, as part of a community and education precinct and near public bus transport, the site will maintain convenient access to childcare, schools, recreational areas, and shops.” Cr Diamante added.

The purchase of 576-578 Park Road is part of our long-term planning to replace this important neighbourhood house for Park Orchards.

Neighbourhood houses are predominantly funded by government grants and additional state and commonwealth government funding will be needed to deliver this new community facility.

“We have purchased this property as part of our long-term plan for the community house and local area. We’re pleased to be able to secure a site for a new centre in Park Orchards and will continue to advocate for State and Federal funding to deliver it.”

The purchase was funded by our Strategic Fund which is part of our 10 Year Financial Plan 2024/25 to 2033/34.

Manningham’s housing growth projections have been reduced by more than 25 per cent, following the State Government’s decision to scale back its proposed targets. 

The revised housing target for Manningham is 28,500 new dwellings by 2051, down 10,500 from the proposed figure released in June 2024.

However, the target is still significantly higher than what Council had been planning for (8,000 dwellings by 2036), increasing Manningham’s existing housing stock by more than 50 per cent.

Manningham Mayor, Councillor Deirdre Diamante said: “While the reduced target is positive, we’re still concerned about the impact this will have on Manningham’s character and liveability, particularly without detailed information and meaningful consultation.”

“We’re eager to better understand the thinking and data behind the targets, as well as how the state and federal governments will support the market to provide this additional housing.

“We’ve raised concerns about how the necessary infrastructure and community services will be funded to support these housing targets.

“Our ongoing efforts to engage with the state government, specifically on our draft target number, have been met with silence.

“The state’s decisions have progressed without transparent consultation and adequate consideration of their potential impact, and we have no visibility of how the targets will be enacted,” Cr Diamante said.

In mid-2024 Council undertook extensive community consultation on both its Residential Discussion Paper and Activity Centre Design Concepts.

“We understand the need for housing development in Manningham and are reviewing our Residential Strategy in response to this need with input from our local community.”

The initial phases of engagement aimed to help Council better understand the community’s needs and aspirations for the future of housing and managing growth in Manningham.

As part of the Residential Discussion Paper consultation, more than 70 per cent of respondents said the ‘look and feel of their suburb’ was their main reason for living there.

These community’s insights are now helping inform the preparation of the draft Manningham Residential Strategy and draft Activity Centre Design Guidelines, which will both open for community consultation later this year and will now also consider the final housing target.

“Planning needs to ensure that the housing delivered is diverse and provides for a range of incomes, lifestyles and life stages. It should also consider the impact on core infrastructure, the environment, public transport, traffic and more,” Cr Diamante said.

“We’re committed to ensuring that our community’s values are reflected in the plans for Manningham’s housing future, while aligning with the state’s requirements.”

Planning for the provision of infrastructure and community services is a joint responsibility of both levels of government, with each level of government responsible for different infrastructure and community services.

“Like many councils, Manningham also faces significant challenges to long-term financial sustainability due to cost shifting by the state government, rate capping, rising costs, increasing population and rising community expectations.

“To address this, we need to engage with and seek support from other government levels to find sustainable solutions. Rate capping and funding gaps hinder our ability to meet increasing demands and provide essential services and infrastructure.

“We’ve reached out to the state government with the goal of collaborative understanding and planning as we plan ahead for housing in Manningham.  

We want to achieve best outcomes for our community and will await their response with anticipation,” the Mayor added.

 “Our aim was to improve our home’s efficiency and reduce our reliance on the grid,” explains Ken.

While the couple initially dreamed of being off-grid, they found a powerful alternative: a well-insulated home with rooftop solar and a battery system.

For Ken, who comes from the country and doesn’t identify as an environmentalist, it was clear that “this is the way we must go.”

So, in 2023, Ken and Joan upgraded their 1kW solar panels to a 10kW system and also purchased a Sungrow battery through the Solar Savers scheme.

The battery offers three-phase backup protection, which keeps their home steady if there’s a power outage or problem with the grid. They can also add extra units to increase the battery’s capacity – if their energy needs grow or they add more appliances.  

The impact? Less grid outages and more reliable energy. Plus, with an interest-free loan from Solar Savers, the upgrade was more affordable.

“While the total cost was around $20,000, I only paid $7,000 upfront, with the rest on an interest-free loan. It’s a great deal that’s made a huge difference for us.”

North East Link Project (NELP) has released designs for the redevelopment of the Doncaster Park and Ride, which you can now provide feedback on and have your say. 

The designs are within a draft Urban Design and Landscape Plan (UDLP), which shows that the Doncaster Park and Ride will connect to a new dedicated busway along the Eastern Freeway, known as the Eastern Busway. 

The plan is to construct the facility into a modern version of its existing state (like-for-like), resulting in the Park and Ride being retained as a car park and bus interchange only, with a similar number of car parking spaces. The draft UDLP is currently on exhibition for public comment.

Council will be providing a submission in response to the UDLP to propose that the current plan is a missed opportunity to reconstruct the Doncaster Park and Ride as a mixed-use Transit-Oriented Development (TOD). 

While the facility being redeveloped into a modern interchange is positive, this is a key opportunity for TOD, which could provide wide-ranging benefits to the community, environment and local economy.

We will be advocating that there is a growing demand for park and ride facilities due to population growth and the lack of any rail infrastructure in Manningham. This is shown through the high-usage of the newly opened Bulleen Park and Ride which consistently operates at capacity, and reinforces the significant opportunity this Doncaster Park and Ride site offers for our community.

As such, our submission seeks to include a multi-level car park with increased capacity, new open spaces areas, as well as retail and other commercial opportunities. This is in-line with our commissioned 2022 site design concept which was endorsed on 26 July 2022 as Council’s preferred redevelopment outcome for the Doncaster Park and Ride site.

We ask you to join us in advocating that Doncaster Park and Ride be reconstructed to include: 

  • mixed-use transit-oriented development
  • increase in carpark spaces, or
  • flexibility to address population growth and allow for mixed-use development in future.

As part of the North East Link Project (NELP), Doncaster Park and Ride will be closed from January 2025 and temporary bus stops will be put in place along Doncaster Road.

Buses will remain operational across all bus routes, including the 207, 280, 282, 284, 285, 303 and the 907 and 908 DART SmartBuses. The Park and Ride will be closed and temporary bus stops will be in place until 2028.

This is part of NELP’s upcoming redevelopment of the Doncaster Park and Ride to connect it to the Eastern Busway, a new dedicated busway along the Eastern Freeway.

We understand that the community and residents will be impacted as a result of the closures and are actively advocating on your behalf to improve commuter options. Our suggestions to North East Link Project and the State Government include:

  • developing a temporary car park at a nearby site
  • developing a temporary pick up/drop off area nearby
  • providing a dedicated shuttle service
  • adding secure bicycle parking, or
  • funding improvements to active transport connections from key Manningham locations to the temporary bus stops.

Over the next few weeks, NELP officers will be distributing flyers and doing a door-knock in the local area. You’ll also start to see signage appear soon. 

We’ll keep you updated as more information becomes available and will continue to advocate for ways that can minimise the impact for our community.

We’re also seeking reliable and sustainable transport options for the Manningham community while the Eastern Busway is being developed. Continue to check back here for updates.

Manningham’s housing growth projections have been reduced by more than 25 per cent, following the State Government’s decision to scale back its proposed targets. 

The revised housing target for Manningham is 28,500 new dwellings by 2051, down 10,500 from the proposed figure released in June 2024. 

However, the target is still significantly higher than what Council had been planning for (8,000 dwellings by 2036), increasing Manningham’s existing housing stock by more than 50 per cent.

Manningham Mayor, Councillor Deirdre Diamante said: “While the reduced target is positive, we’re still concerned about the impact this will have on Manningham’s character and liveability, particularly without detailed information and meaningful consultation.”

“We’re eager to better understand the thinking and data behind the targets, as well as how the state and federal governments will support the market to provide this additional housing.

“We’ve raised concerns about how the necessary infrastructure and community services will be funded to support these housing targets.

“Our ongoing efforts to engage with the state government, specifically on our draft target number, have been met with silence.

“The state’s decisions have progressed without transparent consultation and adequate consideration of their potential impact, and we have no visibility of how the targets will be enacted,” Cr Diamante said.

In mid-2024 Council undertook extensive community consultation on both its Residential Discussion Paper and Activity Centre Design Concepts.

“We understand the need for housing development in Manningham and are reviewing our Residential Strategy in response to this need with input from our local community.”

The initial phases of engagement aimed to help Council better understand the community’s needs and aspirations for the future of housing and managing growth in Manningham.

As part of the Residential Discussion Paper consultation, more than 70 per cent of respondents said the ‘look and feel of their suburb’ was their main reason for living there.
