Why register your pool or spa?

New swimming pool and spa laws were introduced by the State Government in 2019 to enforce safety barrier standards and reduce the number of deaths by drowning among young children.

The new laws require your private pool or spa to:

  1. be registered with your local council
  2. provide proof that you're complying with existing safety barrier standards

You are responsible for ensuring your private pool or spa remains compliant at all times.

 

Which type of pools and spas need to be registered

Swimming pools and spas need to be registered. What is the definition of a swimming pool or spa?

Yes it needs to be registered if:

  • Relocatable pool or spa capable of containing a water level of 300mm (30cm) or above
  • Permanent pool or spa capable of containing a water level of 300mm (30cm) or above

When to register by?

Existing pools or spas must be registered by 01 November 2021.
New pools or spas must be registered within 30 days of completion.

Failure to register in time may result in fines or legal action.

 

How much does it cost

The registration cost depends on when your pool or spa was built. The fee includes:

  • administration costs
  • Information search fee for pools and spas construction prior to 1 June 2020 (only for existing)

What happens next?

After you have registered your pool or spa, you'll need to:

  • Get your pool or spa certified by a registered inspector to provide you with a certificate of compliance
  • Lodge the certificate of compliance with us within 30 days of its issue date.
  • Continue to maintain your pool or spa barrier. You'll need to submit a new certificate of compliance to us every four years.
  • Let us know if your pool or spa is removed

The State Government has a zero tolerance approach to any owners not committed to ensuring adequate water safety for young children. Significant penalties apply if a matter is brought before the court.

If your pool or spa no longer exists, you can remove your pool or spa from our records.

Starting a food business?

Visit the Department of Health website for information on starting a food business.

 

In Victoria, you need to register these activities with your local council:

  • any home or commercial business selling food or drink
  • any place where food is prepared, sold, or provided as part of a service.

We check that your business meets the Food Act 1984 and Food Safety Standards so the food you sell is safe to eat.

 

What is a food business?

Any home or commercial business that includes these services is considered a food business:

  • cafes
  • restaurants
  • home business kitchens
  • mobile food vehicles
  • catering
  • food stalls
  • grocers
  • supermarkets
  • child care centres
  • aged care facilities
  • any businesses that offers or distributes food for sale

 

What risk rating is my business activity?

Your food safety risk is set by your food handling activities at the premises.

Classes 1, 2, 3 and 3A must register, Class 4 must notify your local council.

    Send your completed form to foodsafety@manningham.vic.gov.au.

What happens next?

  1. We contact you and send you an invoice.

  2. You will need a Food Safety Supervisor Training certificate if you are a Class 1 or 2.

  3. We will visit your business to make sure it meets the requirements.

  4. We will offer ongoing advice and education.
    If you change your business activity, contact us as this may change your risk rating.

    Before you buy a food business, we recommend you request a pre-sale inspection to check that it meets standards and regulations.  You can use this to negotiate outstanding items before settlement.

How to cancel your registration?

  2. You will need to include the following details:

    • the proprietor's name
    • the proprietor's address
    • date of closure.
  3. If you can get a partial refund, submit the refund request form with your closure advice email.

The amount refunded depends on your closure date.

  • before 1 April - we refund 50 per cent of the paid registration fee
  • before 1 July - we refund 25 per cent of the paid registration fee

Why do you need to register your business?

In Victoria, you need to register any accommodation business with your local council.

We check that your business aligns with the Public Health and Wellbeing (Prescribed Accommodation) Regulations 2020 and any other standards to ensure that you:

  • meet hygiene, maintenance and other standards and requirements
  • minimise public health risks from the shared use of facilities, high turnover of occupants and/or overcrowding.

 

What is an accommodation business?

Any home based or commercial business that includes these services is considered an accommodation business:

  • hotels and motels
  • hostels
  • student dormitories
  • holiday camps
  • caravan parks
  • bed and breakfast accommodation
  • rooming houses
  • residential accommodation (does not apply to an Air B&B where the house is under exclusive occupation).

  • We will issue contact you and issue an invoice once we receive your application.
  • Once you have been registered, we will conduct an annual inspection to ensure your business meets the requirements under Public health and wellbeing regulations. We will also offer ongoing advice and education.

How to cancel your registration?

To cancel your registration, email your closure advice to manningham@manningham.vic.gov.au. Include in the email:

  • the proprietors name
  • the proprietors address and
  • if you can get a refund, the bank account details (BSB and account name).

 

Can you get a refund?

You can get a refund if your business is closing permanently. We do not issue refund for the transfer of a 'Registered Premises' to a new operator. 

The amount of the refund depends on when we receive your closure advice email.

  • before 1 April - we refund 50% of the paid registration fee
  • before 1 July - we refund 25% of the paid registration fee
  • after 1 July - no refund available.

Congratulations on your new best friend. Now that you have got your pet, you will need to register your microchipped pet with us.

Registering your pet lets you reunite with them quickly if they ever get lost.

 

When do you need to register?

Before your pet reaches three months (12 weeks) of age you need to:

  1. microchip your pet with a vet and 
  2. register them with us. 

You can only register your pet after they have been microchipped. 

 

Why does your pet need to be microchipped?

A microchip is a small computer chip about the size of a grain of rice - implanted just under your pet's skin between the shoulder blades at the back of the neck. It is a common, safe and painless procedure that takes a few seconds. Each microchip has a unique number that can be detected with a microchip scanner. 

A microchipped pet allows us to easily identify your pet to safely return to you if they become lost or stray. Always keep your contact details up to date. 

If you need an exemption from microchipping, you have to provide proof from a vet documenting why your pet's health would be harmed by the procedure.

Pet registration fees vary depending on your pet's circumstances. Check below if you are eligible for a discounted registration fee.

Who is eligible for a discount

If you are a pensioner or a member of certain organisations, you may be eligible to get a discount.

You might be eligible for a discount if you are one of the following groups

Pensioners

Holders of a Pension Concession card issued by Services Australia or The Department of Veterans Affairs are entitled to a discount on pet registrations. You will need to provide proof of a Pension Concession. 

Health Care Cards and Seniors Cards are not applicable.

Approved organisations

If you are a member of one of the following approved organisation you are entitled to discounted pet registration:

  • Australian National Cats Inc.
  • Dogs Victoria
  • Feline Control Council (Victoria)
  • The Governing Council of the Cat Fancy Australia and Victoria Inc.
  • Master Dog Breeders and Associates
  • Responsible Pet Breeders Australia (RPBA)

If you are a member of one of these organisations and wish to apply the discount you will need to download an application form and apply manually to register your pet. You will also need to supply proof of your membership. 

Approved training organisations - obedience training

If your dog has successfully completed obedience training from an approved training organisation you are entitled to a discounted pet registration.

Approved Obedience Training Organisations:

  • Australian Association of Professional Dog Trainers
  • The Delta Institute
  • The Gentle Dog Trainers Association
  • Four Paws K9 Training
  • The Kintala Dog Club Association Inc

If you have received a training certificate from one of the above organisations and wish to apply the discount you will need to download an application form and apply manually to register your pet. You will need to supply evidence of the training certificate.

Fee exemptions: Assistance dog registration scheme

Assistance dogs are now exempt from local council registration fees.

To be eligible for a registration fee exemption, the owner of an assistance dog is required to provide reasonable evidence to Council, that: 

  • the applicant has a disability that necessitates an assistance dog 
  • the assistance dog has been trained to alleviate the effect(s) of the disability (as per the definition of assistance dog under Equal Opportunity Act 2010 (EO Act))
  • the assistance dog has completed obedience training, as defined in the GiC Order 
  • the assistance dog is at least 12-months old
  • the assistance dog is microchipped
  • the assistance dog is desexed.

Evidence must be attached when registering or renewing your pet. If your eligibility changes at any time, contact us.

An applicant is not eligible for free registration of their assistance dog if: 

  • not all eligibility criteria are satisfied
  • the applicant has been found guilty of two or more offences under the DA Act with respect to the same assistance dog
  • the assistance dog has been declared menacing or dangerous
  • the assistance dog is a restricted breed dog.

 

Fee Exemption: Initial registration for pets under 6 months of age

*If your pet is under 6 months of age you are eligible for a fee free first year of registration. You must supply proof of age at the point of registration for the exemption to apply.

After the first year your registration renewal fee will be applied per the fees relevant for that period.

Discounts also apply pets who are:

  • desexed (see above fee table)
  • over 10 years (see above fee table). 
     

How to register your pet

To register your pet, choose from the options below. Complete an application for each pet you are registering. Check if you need to apply for an excess animal permit.

To register a pet, you will need:

  • your pet’s microchip number
  • proof of desexing (desexing certificate) where appropriate
  • a copy of pension concession card if you have one.

Renew your pet registration

Each year, you need to renew your pet registration(s) by 10 April. We will send your renewal forms before this deadline so that you can review your pet's details and let us know if there are any updates or changes.

If any details are incorrect or incomplete, please contact us before making payment.

If all details are correct, pay the amount specified on the renewal form by the due date. This will ensure we can register your pet on time and avoid any extra costs being charged.

Enjoy jogging and cycling opportunities along our regions trails.

Encounter native flora and fauna on the Mullum Mullum Trail and cross the suspension bridge at Finns Reserve and you may even be lucky enough to spot a platypus in the Yarra. Continue onto the Main Yarra Trail you can ride your bicycle all the way to the city or complete a 42km circuit by joining the Koonung Trail and the Eastlink Trail back to your starting point.

Why do you need to register your business?

In Victoria, you need to register the following with your local council:

  • any health or beauty business.

We check that your business meets the Public Health and Wellbeing Act 2008 and standards to reduce the risk of certain infections.
 

What is a health or beauty business?

Any home based or commercial business that includes these services is considered a health or beauty business:

  • hairdressing and make-up, spray tanning
  • all beauty therapy services (i.e. waxing, manicure or pedicure, microdermabrasion)
  • colonic irrigation
  • skin penetration (i.e. ear-piercing, needling, micro-blading, feathering or electrolysis)
  • tattooing and cosmetic tattooing.

What happens next?

  1. We will contact you and send an invoice after we receive your application.

  2. Once you are registered, we will visit your business to make sure it meets the Health and Wellbeing Act 2008 and regulations. We will also offer ongoing advice and education. Hairdresser-only businesses are exempt from annual inspections. 

  3. If you change your business activity, contact us as this may affect your risk rating.

How to cancel your registration?

Email your closure advice to manningham@manningham.vic.gov.au.

Include in the email:

  • the proprietors name
  • the proprietors address
  • date of closure

If you are eligible for a partial refund of your registration, complete the request form below and include it with your closure advice email. 

 

Can you get a refund?

You can get a refund if your business is closing permanently. We do not issue refunds for the transfer of a 'Registered Premises' to a new operator. 

The amount of the refund depends on when we receive your closure advice email.

  • before 1 April - we refund 50 per cent of the paid registration fee
  • before 1 July - we refund 25 per cent of the paid registration fee
  • after 1 July - no refund given

The Doncaster Templestowe Historical Society Inc, formed in 1967 maintains Schramm's Cottage museum complex located in Muriel Green Drive (off Victoria Street) Doncaster, a local history archive and promotes knowledge and understanding of the history of the local area.

The Warrandyte Historical Society, established 1976, is a small band of volunteers dedicated to preserving and displaying the history of Warrandyte. The Society maintains the Old Post Office Museum.

Reconciliation Manningham Group

Reconciliation Manningham is a small, committed group working to advance reconciliation through partnerships between Aboriginal people, Wurundjeri Tribe Land and Compensation Cultural Heritage Council, Manningham Council and the local community.

The group aims to preserve, protect and promote respect for, and pride in our Australian Aboriginal culture and heritage. They achieve this through offering a host of activities, programs, events and services that directly involve, support and include Aboriginal people.

Through Heritage Week, Reconciliation Week and other key times throughout the year, the group leads local Indigenous heritage walks and history presentations, and are also available to present indigenous history education within local schools. Fascinating information about local sites of significance and the process of reconciliation is presented on their website. New members are welcome.

What is a community learning centre?

Community learning centres, such as Neighbourhood Houses, encourage members of the community to participate in local activities, learning and education, and play an important part in strengthening local communities. There are five Neighbourhood Houses in Manningham, which Council supports through the provision of funding and facilities.

These five Neighbourhood Houses are managed by voluntary community-based committees of management, who are responsible for the overall operation of each centre. Neighbourhood Houses employ professionally trained staff and tutors as well as experienced volunteers.

 

What courses are included?

Courses at Neighbourhood Houses can include:

  • Strength, fitness and wellbeing classes
  • Yoga, Tai-Chi, Pilates
  • Computer and technology courses
  • Art, craft, music and language classes, including English classes
  • Adult education courses
  • Certificate courses
  • VCAL (Victorian Certificate of Applied Learning)
  • VET (Vocational Education and Training)
  • Children's courses and playgroups
  • Personal development, and
  • Social and support groups.

Several centres also have a registered childcare centre.

Emergency food relief

These community-based agencies and organisations provide emergency relief and material aid such as food hampers, vouchers and pantries to people in financial crisis living in Manningham as part of the Food Relief Network.

Homelessness and crisis accommodation and support 

We take a dignity first approach to homelessness, recognising that homelessness or sleeping rough in public places is not illegal. With the ever-increasing cost of living, and any one of a number of life changing events, people can find themselves needing crisis accommodation when they least expect it.   

We work closely with a range of service providers to enable people experiencing homelessness, sleeping rough and/or needing crisis accommodation to find a safe place to rest.  

If you do have a welfare concern for a person who appears to be experiencing homelessness and/or sleeping rough, contact us on 9840 9333 and we will make a referral to the appropriate service provider.

There is a range of indoor sports courts across Manningham including five stadiums with indoor sports courts.

We also have agreements with four schools (and the Department of Education and Training) to manage four single court school stadiums outside of school hours.
