Congratulations on your new best friend. Now that you have got your pet, you will need to register your microchipped pet with us.

Registering your pet lets you reunite with them quickly if they ever get lost.

 

When do you need to register?

Before your pet reaches three months (12 weeks) of age you need to:

  1. microchip your pet with a vet and 
  2. register them with us. 

You can only register your pet after they have been microchipped. 

 

Why does your pet need to be microchipped?

A microchip is a small computer chip about the size of a grain of rice - implanted just under your pet's skin between the shoulder blades at the back of the neck. It is a common, safe and painless procedure that takes a few seconds. Each microchip has a unique number that can be detected with a microchip scanner. 

A microchipped pet allows us to easily identify your pet to safely return to you if they become lost or stray. Always keep your contact details up to date. 

If you need an exemption from microchipping, you have to provide proof from a vet documenting why your pet's health would be harmed by the procedure.

How much does registration cost?

Pet registration fees vary depending on your pet's circumstances. Check below if you are eligible for a discounted registration fee.

Who is eligible for a discount

If you are a pensioner or a member of certain organisations, you may be eligible to get a discount.

You might be eligible for a discount if you are one of the following groups

Pensioners

Holders of a Pension Concession card issued by Services Australia or The Department of Veterans Affairs are entitled to a discount on pet registrations. You will need to provide proof of a Pension Concession. 

Health Care Cards and Seniors Cards are not applicable.

Approved organisations

If you are a member of one of the following approved organisation you are entitled to discounted pet registration:

  • Australian National Cats Inc.
  • Dogs Victoria
  • Feline Control Council (Victoria)
  • The Governing Council of the Cat Fancy Australia and Victoria Inc.
  • Master Dog Breeders and Associates
  • Responsible Pet Breeders Australia (RPBA)

If you are a member of one of these organisations and wish to apply the discount you will need to download an application form and apply manually to register your pet. You will also need to supply proof of your membership. 

Approved training organisations - obedience training

If your dog has successfully completed obedience training from an approved training organisation you are entitled to a discounted pet registration.

Approved Obedience Training Organisations:

  • Australian Association of Professional Dog Trainers
  • The Delta Institute
  • The Gentle Dog Trainers Association
  • Four Paws K9 Training
  • The Kintala Dog Club Association Inc

If you have received a training certificate from one of the above organisations and wish to apply the discount you will need to download an application form and apply manually to register your pet. You will need to supply evidence of the training certificate.

Fee exemptions: Assistance dog registration scheme

Assistance dogs are now exempt from local council registration fees.

To be eligible for a registration fee exemption, the owner of an assistance dog is required to provide reasonable evidence to Council, that: 

  • the applicant has a disability that necessitates an assistance dog 
  • the assistance dog has been trained to alleviate the effect(s) of the disability (as per the definition of assistance dog under Equal Opportunity Act 2010 (EO Act))
  • the assistance dog has completed obedience training, as defined in the GiC Order 
  • the assistance dog is at least 12-months old
  • the assistance dog is microchipped
  • the assistance dog is desexed.

Evidence must be attached when registering or renewing your pet. If your eligibility changes at any time, contact us.

An applicant is not eligible for free registration of their assistance dog if: 

  • not all eligibility criteria are satisfied
  • the applicant has been found guilty of two or more offences under the DA Act with respect to the same assistance dog
  • the assistance dog has been declared menacing or dangerous
  • the assistance dog is a restricted breed dog.

 

Fee Exemption: Initial registration for pets under 6 months of age

*If your pet is under 6 months of age you are eligible for a fee free first year of registration. You must supply proof of age at the point of registration for the exemption to apply.

After the first year your registration renewal fee will be applied per the fees relevant for that period.

Discounts also apply pets who are:

  • desexed (see above fee table)
  • over 10 years (see above fee table).

Complete an application for each pet you are registering. Check if you need to apply for an excess animal permit.

To register a pet, you will need:

  • your pet’s microchip number
  • proof of desexing (desexing certificate) where appropriate
  • a copy of pension concession card if you have one.

Renew your pet registration

Each year, you need to renew your pet registration(s) by 10 April. We will send your renewal forms before this deadline so that you can review your pet's details and let us know if there are any updates or changes.

If any details are incorrect or incomplete, please contact us before making payment.

If all details are correct, pay the amount specified on the renewal form by the due date. This will ensure we can register your pet on time and avoid any extra costs being charged.

Pick up your lost animal

We will always attempt to get your registered and microchipped pet home to you.
 

What to bring when collecting your pet?

You will need to bring the following:

  • photo ID such as a drivers licence
  • a dog lead if you're collecting a dog.

 

How much does it cost?

If your pet:

  • is impounded during business hours (between 7.00am and 7.00pm), the release fee is $114.20
  • is impounded outside business hours (between 7.00pm and 7.00am), the release fee is $161.30
  • is not collected on the day it was impounded, an additional daily fee of $18.10 is charged for each subsequent day, to care for the animal.

Additional fees apply if your pet is not already microchipped or registered with us.

Why register your pool or spa?

New swimming pool and spa laws were introduced by the State Government in 2019 to enforce safety barrier standards and reduce the number of deaths by drowning among young children.

The new laws require your private pool or spa to:

  1. be registered with your local council
  2. provide proof that you're complying with existing safety barrier standards

You are responsible for ensuring your private pool or spa remains compliant at all times.

 

Which type of pools and spas need to be registered

Swimming pools and spas need to be registered. What is the definition of a swimming pool or spa?

Yes it needs to be registered if:

  • Relocatable pool or spa capable of containing a water level of 300mm (30cm) or above
  • Permanent pool or spa capable of containing a water level of 300mm (30cm) or above

When to register by?

Existing pools or spas must be registered by 01 November 2021.
New pools or spas must be registered within 30 days of completion.

Failure to register in time may result in fines or legal action.

 

How much does it cost

The registration cost depends on when your pool or spa was built. The fee includes:

  • Information search fee for pools and spas construction prior to 1 June 2020 (only for existing)

What happens next?

After you have registered your pool or spa, you'll need to:

  • Get your pool or spa certified by a registered inspector to provide you with a certificate of compliance
  • Lodge the certificate of compliance with us within 30 days of its issue date.
  • Continue to maintain your pool or spa barrier. You'll need to submit a new certificate of compliance to us every four years.
  • Let us know if your pool or spa is removed

The State Government has a zero tolerance approach to any owners not committed to ensuring adequate water safety for young children. Significant penalties apply if a matter is brought before the court.

If your pool or spa no longer exists, you can remove your pool or spa from our records.

If you are new to Manningham, you need to transfer your pet's registration to us. This will make sure they’re safe at all times and keep pound costs down if they ever get lost.
 

When to update your pet's registration details?

Whenever the contact details change of your pet, you need to contact us in writing to update your pet's registration details. This may include:

  • You have moved house - whether it's within our municipality or from another council in Victoria.
  • Your pet is no longer with you.

If you have moved from outside Victoria, you will need to start a new pet registration.

 

How to update your pet’s registration

To update your contact information and address:

  1. contact us in writing, via email or post, to update your pet's registration details
  2. contact your pet registry to update your pet’s microchip details.
    If you're unsure which registry it is, search using pet's microchip number on pet address.

If you have lost your pet’s original registration tag or it’s damaged, you can contact us to request a new one.

 

How to transfer registration from another council

You can transfer a paid registration from another council in Victoria by downloading:

  • by post
  • in-person.

Don’t forget to bring proof of payment for the current period. We will then register your pet at no extra cost.

How microchips work

A microchip is a tiny computer chip the size of a grain of rice. Each chip has a unique number and when scanned, will identify your pet. The number will be on the microchip registry and other details such as your:

Do microchips hurt

The procedure takes a few seconds and is painless. A vet can microchip your pet.

The microchip implant will be just under your pet’s skin. Usually between the shoulder blades at the back of the neck.

If you find someone else's pet:

  1. Secure the animal

    Always be cautious when approaching strange animals. If the animal appears friendly, secure them to keep them safe from traffic or other dangers.

  2. Note down the number on the registration tag if you are able.

    The registration tag is attached to the pet's collar.

  3. Contact us

    Let us know you have found a lost pet. We will attempt to locate the owner.

    View the options available to pay your valuations and rates notice, including how to pay by credit card or setup direct debit, and how to request a credit refund.

  • Pay or transfer landscape bond

    Landscape bonds are a condition of a planning permit. We ask for payment of bonds to ensure landscaping works is properly completed.

  • Pay a fine

    There are multiple options available to you to pay your infringement. These options are also outlined on your infringement notice.

Call our Interpreter service on 9840 9355.

We value our multicultural community and want to make sure you can communicate with us in the way that you prefer. Over 40 per cent of Manningham residents speak a language other than English at home.

 

Interpreter service

Communicate with us through the Translating and Interpreting Service if you do not speak or understand English.

The interpreter service will contact the relevant council area and act as a direct translator between the caller and Council.

All interpreters are accredited with the National Accreditation Authority for Translators and Interpreters (NAATI) to ensure the highest standards of customer service available to non-English speaking customers.

The 2025 Manningham Asian Cultural Festival will feature a fantastic lineup of cultural performances, delicious street food and family friendly activities.

A celebration of culture and community, the event will finish with a fireworks display.

We encourage you to leave your pets at home so they don’t get frightened by the fireworks. If you live in nearby streets, secure your family pets in a safe, comfortable location or consider bringing them into your house during the display. 

The festival is brought to you by the Asian Business Association of Whitehorse (ABAW), organisers of the popular Lunar New Year Festival in Box Hill.

Manningham Council is proud to be a major sponsor of the event, which is being held for the first time and expected to attract 10,000 people.

Come and join others from all around the community in our Unity Walk for Mental Health.

Show your solidarity and support of mental health and help raise awareness about the importance to talk about it, and NOT stay silent.

Raising mental health awareness is an important initiative to improve understanding and increase access to services for those who need it.

This is a free inclusive event, open to all ages.

Participants who register before 4 November will receive a free T-shirt.

We will be hosting a free ‘E-waste Drop Off Day’ where residents can responsibly dispose of a range of materials that cannot be placed into household bins. All items collected on the day will be recycled.

Registrations are essential and can be made via Eventbrite.

 

What you need to do

When you register, select the time slot you wish to drop off your waste and we’ll take care of the rest.

 

Only the following items will be accepted:

  • Small household electrical items (like toasters, hairdryers and tools)
  • IT and TV equipment (like computers, printers and cables)
  • Computer accessories (like keyboards, mice and storage devices)
  • Game consoles and electronic toys (remove batteries)
  • VCR, DVD and CD players
  • Microwaves
  • DVD and CDs (no VHS tapes)
  • Household and car batteries
  • X-rays
  • Clean polystyrene - blocks only (no pellets or balls)
  • Cardboard (must be flattened - limited to one car boot load per person)

 

We do not accept:

  • vacuum cleaners
  • electric blankets

 

We reserve the right to reject any unsuitable items.
