Exciting news for library enthusiasts! We’re upgrading Doncaster Library to create a more welcoming and functional environment for everyone to enjoy.

We will be upgrading key spaces and fixtures at Doncaster Library, including: 

  • Renovating the front counter area
  • Replacing sections of carpet
  • Upgrading lighting fixtures
  • Improving study and program spaces
  • Upgrading staff areas

Works will commence on 5 August and are expected to be completed early September 2024.  

 

Library closure

The library and the returns chute will be closed from Monday 19 August to Sunday 25 August. We encourage you to return your items to one of the other Library branches.

This piece represents joy, life, culture and connection to country and community.

It is a new story being told in this space, one of rejuvenation and new life. These totems are the new protectors of this space, the spiritual protectors of gathering and community.

Through this tough time, our spirit is still strong, and our community is there.

The art aims to bring life and colour to the street and features three local Manningham animals – the black swan, platypus and wombat. 

Robert says the idea is that “the activation of creativity and art in this space helps to bring the community together”.

This project was funded by Manningham Council and the Department of Jobs, Regions and Precincts COVID Safe Outdoor Activation Fund.

We’re currently seeking community input on our proposed upgrade of Larnoo Playground to improve facilities for the community. 

We have created a concept plan and are inviting community members to share their thoughts via Your Say Manningham by Friday 20 December 2024.

The proposed upgrade will include new play equipment, new park furniture, new shade sail, and new tree and garden bed planting.

This project is part of our Parks Improvement Program and will be delivered under our 2024/25 open space capital works program.

Morang Reserve

Morang Reserve is a large 0.7 hectare undulating informal open space. 

Morang Reserve is part of the informal linear connection of parks from Pleasant Reserve to Birrarung Park via Sheahans Reserve, Morang Reserve, the Kimberley Way footpath and Kimberley Reserve. 

The Sheahans Reserve Development Plan 2011 sets out the future development of Morang, Sheahans and Pleasant Reserves. Improvements to Morang Reserve include planting of street trees, reserve trees and a path upgrade.

 

Public transport

Bus Route 280 - Manningham Loop stops outside the Reserve on Sheahans Road and Morang Avenue.

The upgrade of the Templestowe Memorial Reserve is now complete and offers a new space for residents to reflect and enjoy. 

The reserve now includes a new ampitheatre-style standing area and a memorial feature along with additional seating areas and new landscaping.

The upgrade will help ensure the reserve can accommodate the growing crowds at ANZAC Day and Remembrance Day services.

Works included landscaping and planting of notable species such as the Gallipoli Centenary Rose, Callistemon ‘White ANZAC’ bottlebrush and rosemary. 

Funded through Manningham Council’s Capital Works Program, the upgrade aims to honour the significant contribution and memory of our service people.

It also builds on the rich history of the Templestowe Memorial Reserve site, which was originally the Bulleen Shire Hall, until 1910, when it became the Shire Pound. The location became a memorial reserve in 1971.

Manningham Council completed the upgrade with involvement from the Templestowe RSL and Rotary Manningham City.

Residents can visit the upgraded Templestowe Memorial Reserve on the corner of High Street and Foote Street in Templestowe Lower.

Let us walk together depicts aspects of the characteristics, history and development of the municipality. 

The overall form of the panels is curved along the upper edge, which symbolises the rolling hills of the area visible to the north and east, while the staggered lower edge represents the city skyline and the municipality’s built environment.
 

  • Panel 1 - water symbols represent the Birrarung, Mullum Mullum and Koonung Creeks
  • Panel 2 - depicts windbreaks planted to protect the fruit trees
  • Panels 3, 10 and 12 - tell of clearing the land, planting of crops and orchards and the early development of the suburbs
  • Panel 4 - the lizard tracks symbolise animal life
  • Panel 5 - rain and flooding has significantly impacted on the land and habitation
  • Panel 6 - the coming together of artists at Heide
  • Panel 7 - represents fire used to clear the land and the bushfires that have wreaked havoc
  • Panel 8 - the body paint symbolises the dance performed at the meeting of the Kulin Nation
  • Panel 9 - represents multiculturalism, unity and sense of community
  • Panel 11 - the campsites or suburbs and the roads leading to and from Manningham
  • Panel 13 - the x-ray image of an animal stomach represents the possum skin cloaks distinctive to First Nations people from southeast Australia
  • Panel 14 - snake tracks

Scar Tree Shields

Scar trees have had their bark removed by First Nations people.

The removal of bark does not kill the tree but leaves a clearly visible and generally symmetrical scar. The symmetry of the scar is one way of telling whether the scar was caused by human action rather than of natural causes. Scars can range in length from thirty centimetres to five metres. The size of the scar provides a clue as to whether the bark was used for a container, shield, a canoe or a slab for making a shelter.

There are a number of scar trees in the area of the Bolin Bolin Swamp along the Birrarung.  

This work was commissioned to celebrate the Centenary of Federation and the building of the City’s Function Centre. It was supported by the Federal Government through the Federation Community Projects Fund.

About the artists

In 1998 Wathaurong Glass was formed to express Aboriginal art in glass. The techniques used to produce their products include the use of kiln forming (slumping glass), sandblasting or any other technique they feel is suitable to achieve the desired result.


The name “WATHAURONG” (wathawurrung or wadda wurrung) is a recognised tribe, it consisted of 25 groups (clans). The boundaries of Wathaurong are from Geelong, north to Werribee River, northwest to Bacchus Marsh, south west to Cressy, south east to Colac, east to Lorne and north back to Geelong, encompassing the Bellarine Peninsula.

We want to hear from you! What do you love most about Wombat Bend Playground and how can we make it even better?

We’re making some minor enhancements to play items and existing picnic facilities at Wombat Bend Playground, as well as replacing play equipment that is no longer fit for purpose.

The upgrade will include:

  • selective upgrades to play equipment that show signs of wear 
  • new play pieces 
  • minor improvements to the picnic area adjacent to the playground
  • furniture and path improvements
  • review and potential upgrade of exercise equipment and location.

This project supports Burndap Birrarung burndap umarkoo (Yarra Strategic Plan) 2022-2032,  which aims to protect the health of the Birrarung (Yarra River)  and its lands. It also aims to improve parkland and recreational opportunities to support community wellbeing.

Carparking improvements, toilet building works and a major playground upgrade are not part of this project.

Join us and learn more about new public art in Doncaster and take part in an all-ages art activity.

As part of the Ayr St South shopping strip upgrade, a ground mural will be designed and installed by artist Tom Civil.

Tom will share his designs at Greythorn Bowls Club in an information session for the community, where you can meet the artist and discuss his ideas.

The information session will be followed by an all-ages art activity, where you will design your own footpath mural. Use the materials provided to work collaboratively, or own your own to create an artwork for your street.

  • Information session / meet the artist: 11.00am to 12.30pm
  • Art Activity: 1.00pm to 2.30pm

Morning and afternoon tea will be provided

About the artist

Tom Civil is an artist, muralist, community art facilitator and printmaker. 

Tom has been making art in the streets of Melbourne for over 18 years, and has painted over 30 commissioned murals across town in the last ten years.

Tom's ground artworks reference through the language of mapping and symbology, our connection to nature in a heavily urbanised and concrete and asphalt covered world. The ground artworks also allow us to day-dream about how the places we live were in the past, and how they could be in the future. They also create fun interactive play moments in our daily lives.

UPDATED: 4 April 2025 with new JOLT prices.

Owning an electric vehicle (EV) in Manningham will soon be more convenient.

We’re partnering with Jolt Charge and Evie Networks to roll out nine public electric vehicle charging stations in 2025 – powered by 100 per cent renewable energy.

 

What is a public EV charger?

Although they’re privately owned, public EV chargers are on public land and available for everyone to use – all day, every day. The universal chargers are accessible to every electric vehicle.

 

Public EV charging network benefits

Electric vehicle use is booming, with more people switching every day.

  • Ensure that EV charging is accessible and practical 

    Many EV owners rely on public chargers to power up while on the go, or because they don’t have the infrastructure at home. A public charging network will ensure that residents living in apartments, rental properties or areas without dedicated parking can access EV chargers.

  • Reduce our transport emissions 

    Transport accounts for nearly a quarter of Manningham’s carbon emissions. This rate is higher than other local governments in Melbourne – and nationally. 

    Encouraging more people to use electric vehicles powered by renewable energy will help decrease our transport emissions and reach Manningham's net zero emissions target by 2035. 

  • Boost local businesses with enhanced car parking

    It's proven that EV users visit shops and activity centres that provide EV chargers. While charging, they can explore nearby shops, businesses, and recreational facilities. 

  • Increase driver confidence 

    EV users can travel confidently in and around Manningham, knowing they can rely on a network of fast chargers to top up on the go.

  • Create a cleaner and greener Manningham

    Powered by 100 per cent renewable energy, the charging network will help reduce transport emissions, improve local air quality and reduce noise pollution.

 

Charger locations

The nine new public EV charging stations will be conveniently located near commercial, recreational and tourist destinations.

The specific locations of the charging bays will depend on access to power supply.

  • Tunstall Square, Donvale
  • Templestowe Village, Templestowe
  • Bulleen Road, Bulleen
  • Devon Plaza, Doncaster East
  • Donburn Village, Doncaster East
  • Lawford Road (near Westfield), Doncaster
  • Mullum Mullum Stadium, Donvale
  • Pines Learning and Activity Centre, Doncaster East

About the chargers

Each charging station will be operated by either Jolt or Evie.

Both chargers are powered by 100 per cent renewable energy through government accredited GreenPower.

Each provider offers a distinct product and service, giving you more options for charging.

How much will the project cost?

There will be no cost to us to install and operate the infrastructure. The chargers will be located on our land, however Jolt Charge and Evie Networks will cover all expenses for the chargers, including ongoing maintenance. The chargers are based on a user-pay model, with charging costs at standard market rates.

Join the creative team Skunk Control for a fun workshop to create small flower sculptures. You will use optical filters that cast colour shadows in sunlight and create a flower about to bloom. 

In 2023, Skunk Control will be creating a public artwork for a new park in Hepburn Road Doncaster. As part of this project, they are engaging with the community to create these flowers.  

The flowers will be displayed at MC Square and planted for a time at the new park as part of the public artwork.

The first phase of the Melbourne Hill Road drainage upgrade is now complete, and we're preparing for phase two works to start late next year.

Our Mayor, Cr Deirdre Diamante said the completion of phase one marks a significant milestone for the project.

“Phase one has tackled key safety and flooding issues for locals, while also enhancing the local habitat through planting of species of native vegetation to provide shelter and food as well as contributing to the overall biodiversity.”

This major project, covering approximately 35 hectares of residential area, aims to reduce flood risk to protect local properties and businesses.

Commencing earlier this year, with the installation of underground drainage along the roadside, widening of the road, and removal of deep depressions and driveway culverts.

We're now preparing for the second phase of construction, which will focus on upgrading the drainage systems within easements on private properties. This phase will improve stormwater management and provide flood protection for properties by addressing surface water runoff.

“We’re looking forward to the next stage of construction starting next year, as it will provide essential flood protection for properties along Melbourne Hill Road,” the Mayor added.

Construction is expected to begin in late 2025 and take approximately one year to complete. However, the schedule may be affected by weather conditions and the potential relocation of underground service assets.

In the meantime, we will continue the planting program, supporting the establishment of new native plantings over the coming years.

Increasing pedestrian movement

We plan the construction of our city’s footpaths, shared paths and trails by identifying the routes that pedestrians use more often on their journeys.

We use community feedback and other key areas to identify this network and locate where new footpaths are needed and plan for their construction.

Works to build a new footpath are prioritised by:

  • the pedestrian demand
  • the type of road
  • its location relative to various facilities within the community
  • the proximity to public transport. 

Timeframes for new footpath projects can be affected by factors such as major road projects or large scale developments throughout Manningham.

Apply for a hoarding permit
… We have a range of permits to protect the safety of the public, protect our assets and ensure compliance with …

If you need to install a hoarding on land that belongs to Manningham, you will need to get a hoarding permit. You will not need a hoarding permit if the location of the hoarding is within a building site.

This permit is not a report and consent for regulation 116, which is a requirement for the erection of precautions over the street alignment.

To keep the public safe, the placing of hoardings must be in accordance with the hoarding and overhead protective awning plan. This is a document we will endorse and is part of the permit.

 

The works that need a permit

You will only need a hoarding permit if part of the hoarding is

  • outside the property boundary
  • the hoarding changes normal access for the public such as partial or full occupation of the footpath.

The following works will require a permit:

  • carrying out construction works or using a concrete pump
  • store building materials, plants, equipment, site sheds or machinery.

 

Works that require the use of a crane

If you are using a mobile crane or travel tower, you will also need a permit. Please note, if you are applying for a crane permit and the crane overhangs or encroaches above a property that is not part of the work, you will need written consent from the airspace owner.

 

When do you need the permit?

You will need to get the permits before starting any work. We will process your application in 10 business days.

 

How much does it cost?

The application fee is $467 plus a weekly occupation rate of $6 per square meter.

The maximum occupation charge rate is $422 per week and a minimum of $200.

  2. After receiving your application and providing approval, we will send you an invoice for payment.

  4. The permit will be sent to you.

How to cancel

If you’re no longer doing any work requiring a hoarding permit, contact us to cancel your application or permit. If you’ve already made a payment, we’ll give you a refund.

How to make a FOI request

All FOI requests must be in writing.

You can submit a FOI request yourself, or you can authorise someone (e.g. a solicitor) to make the request on your behalf.

It is important that you provide an accurate description of the documents you are seeking to access. Requests must be for specific documents or groups of documents, not 'all documents' in a broad category. Try to identify a relevant timeframe and the type/s of documents you seek access to.

Your application must include:

  • a clear description of the documents you seek access to
  • a non-refundable application fee of $33.60 (from 1 July 2024), or
  • proof that you qualify to have the application fee waived, such as a current pension card or health care card in your name
    • we can provide an invoice for electronic and online payments
  • proof of your identity, such as drivers’ licence, if the documents are about your personal affairs
  • your written authorisation if a legal firm is submitting the request on your behalf
  • your contact details, including telephone number and email address. We may need to contact you if we have any queries about your application.

FOI fees and charges

As well as an application fee of $33.60, there are costs to access documents. The charges are made under the Freedom of Information (Access Charges) Regulations 2014.

$25.215 per hour (1.5 fee units hour of part thereof)

Inspection supervision charges

$25.215 per hour (1.5 fee units hour of part thereof)

The Treasurer published in the Victorian Government Gazette on 22 May 2025 that a fee unit will increase to $16.81 from 1 July 2025.

Miscellaneous charges

  • photocopying - 20 cents per black and white A4 page
  • access in a form other than photocopying - the reasonable costs incurred by the agency in providing the copy
  • providing written document - the reasonable costs incurred by the agency in providing the written document
  • written transcript of a tape - the reasonable costs incurred by the agency in providing the written transcript.
     

What happens after you make a request? 

Once we have received a request, we will review the request to ensure it meets the validity requirements of the FOI Act. 

If there are any issues with the request, we will contact you to attempt to resolve those issues. 

Some reasons we may contact you include:

  • to seek payment of the application fee
  • to seek clarification of the terms of your request.

Once the request is valid, we will process your request in accordance with the FOI Act. 
 

How long does it take to process a FOI request?

Council has 30 days from the date of receiving a valid request to decide on whether to release the documents.

Please note: the decision timeframe outlined above may change or be extended as we process your request. This may occur for the following reasons:

  • under section 21 of the FOI Act, the time period may be extended
    • an additional 15 days if it is determined that mandatory third-party consultation is required when considering certain exemptions under the FOI Act
    • up to an additional 30 days with your agreement
  • if it is determined under section 22 of the FOI Act, that you are required to pay an access charges deposit, on account of the access charges estimate being $50 or more
    • payment of this deposit will reset the initial 30-day timeframe, restarting it from the day on which the deposit payment is received by us.

We will notify you if there is a change to the decision timeframe and the reasons for it.
 

Are there documents that can’t be requested?

The FOI Act outlines certain exceptions and exemptions where Council may refuse access to certain information contained in documents. These documents are often referred to as 'exempt documents'.

We will review any requested documents and decide if the information contained in the documents can be released. In some cases, we may refuse access to an entire document or give you access to a document with the exempt information deleted.

Examples of exemptions include:

  • internal working documents, where it would be against public interest to disclose
  • law enforcement documents
  • documents covered by legal privilege (e.g., legal advice)
  • documents containing personal information of other people
  • documents containing information provided to Council in confidence
  • documents containing information from a business
  • documents covered by secrecy provisions in other legislation.

If we decide to refuse access to some or all documents, we will tell you about that decision and the reasons why. We will also tell you of your review rights.

 

Ask for a review

You must request a review within 28 days of receiving the decision letter.

If you are not satisfied with our decision on access, you can ask for a review. You can do this by contacting the Office of the Victorian Information Commissioner.

Manningham Council is seeking community feedback on a concept design for an upgrade at Wombat Bend Playground. 

Wombat Bend Playground is a much-loved regional playground catering to visitors of all abilities – created by the community, for the community. It embraces inclusive design to foster creative development, inspiration and imagination and to encourage the mind to explore.

The concept design developed for the playground upgrade reflects insights gathered from community consultations held in December 2024. The proposed upgrades include:

  • a diverse range of play equipment suitable for all ages and abilities
  • a dedicated swing zone with five different seat types
  • a larger water play area
  • a sand play zone with raised tables and a digger
  • a refurbished maze zone
  • improved access paths for better connectivity and movement
  • upgraded amenities, including new seating, picnic areas, drinking fountains, shelters, and BBQs
  • enhanced shade and expanded grassed areas
  • a new co-located fitness station.

Community consultation now open

Council is also holding an onsite consultation session on Sunday 18 May.

Share your thoughts on our concept design and help us create a more safe, fun and inclusive playground at Wombat Bend, Templestowe Lower. 

The proposed upgrade includes:
