We are responsible for providing, installing and maintain the CCTV systems.

Body Worn Cameras
We’ve introduced Body Worn Cameras (BWCs) for our Local Laws, Planning Compliance and Environmental Health Officers.
The BWCs will be clearly visible and attached to the officers’ uniforms during their duties. They aim to promote public reassurance, modify behaviour, prevent harm and deter people from committing offences. This is an additional tool to help improve officer safety, community trust, accountability and transparency.
BWC recordings can also support professional development through training and review, as well as assist with investigations involving allegations made against Council officers.
When BWCs will be used
BWCs will be activated during interactions where officers are performing their normal duties. The cameras are used in situations that require professional judgement to ensure safety and transparency.
How to know when a camera is recording
The BWCs are in pre-record mode but will only record when necessary. A clear light indicator on the camera will signal when it is actively recording.
What happens to the data
All footage recorded by BWCs is stored in a secure electronic location with strict controls and restricted access to protect against unauthorised viewing, copying, alteration and disclosure. Data that is not required for further investigation or in accordance with statutory requirements will be deleted after 90 days from date of being filmed, however this may be altered to 30 or 60 days based on operational needs.
For evidential files used in enforcement/prosecution proceedings, data retention periods are as follows:
- files related to court proceedings are retained for minimum seven years
- files related to enforcement outside the courts (for example, by way of infringement or notices to comply) are retained for minimum three years.
Law enforcement requests for BWC footage will be dealt with pursuant to the provisions of the Crimes Act. Access will be approved where Council is satisfied that the use or disclosure is required or authorised by law.
Accessing BWC footage
The data collected from the use of BWCs is subject to the Freedom of Information Act 1982. Any written requests for access to data collected within 30 days of the data being taken will be held pending the outcome of the Freedom of Information application.

Once the request is valid, we will process your request in accordance with the FOI Act.
How long does it take to process a FOI request?
Council has 30 days from the date of receiving a valid request to decide on whether to release the documents.
Please note: the decision timeframe outlined above may change or be extended as we process your request. This may occur for the following reasons:
- under section 21 of the FOI Act, the time period may be extended
- an additional 15 days if it is determined that mandatory third-party consultation is required when considering certain exemptions under the FOI Act
- up to an additional 30 days with your agreement
- if it is determined under section 22 of the FOI Act, that you are required to pay an access charges deposit, on account of the access charges estimate being $50 or more
- payment of this deposit will reset the initial 30-day timeframe, restarting it from the day on which the deposit payment is received by us.
We will notify you if there is a change to the decision timeframe and the reasons for it.
Are there documents that can’t be requested?
The FOI Act outlines certain exceptions and exemptions where Council may refuse access to certain information contained in documents. These documents are often referred to as 'exempt documents'.
We will review any requested documents and decide if the information contained in the documents can be released. In some cases, we may refuse access to an entire document or give you access to a document with the exempt information deleted.
Examples of exemptions include:
- internal working documents, where it would be against public interest to disclose
- law enforcement documents
- documents covered by legal privilege (e.g., legal advice)
- documents containing personal information of other people
- documents containing information provided to Council in confidence
- documents containing information from a business
- documents covered by secrecy provisions in other legislation.
If we decide to refuse access to some or all documents, we will tell you about that decision and the reasons why. We will also tell you of your review rights.

You must request a review within 28 days of receiving the decision letter.
If you are not satisfied with our decision on access, you can ask for a review. You can do this by contacting the Office of the Victorian Information Commissioner.

Hermann Reserve provides conservation value, as part of the Porter Street, Biosite 35 in Council’s Healthy Habitats Bushland Management Strategy 2012. This includes significant remnant Red Gum trees and additional Red Gums that have naturally regenerated in the vegetated parts of the Reserve. Further planting of Red Gums in some areas that are currently mown is supported.
The reserve provides pedestrian access between Hermann Court, Dora Court and Porter Street and an attractive green buffer in this residential area. There is a Melbourne Water main drain running through the reserve and a natural wetland area. The walking/ bicycle path along Porter Street has been upgraded.

Aloha Reserve comprises most of the Urban Miscellaneous (Reynolds Road), Biosite 35 in Council’s Healthy Habitats Bushland Management Strategy 2012. The large local park 7340m2 (0.75 ha) runs along a drainage line and is well established with mature, remnant vegetation.
The Reserve connects Reynolds Road to Aloha Gardens but due to lack of footpaths or bus stops along this section of Reynolds Road, there is little pedestrian traffic through the Reserve. This steep site should be managed primarily as a conservation site. Consideration could be given to seating.
