Becoming an Australian citizen represents a commitment to Australia and its people.

All applications for Australian citizenship are processed by the Department of Home Affairs. Further information on how to apply for Australian Citizenship is available from the Australian citizenship website or the Citizenship Information Line on 131 880.

For most people, the final step in becoming an Australian citizen is making the pledge of commitment at an Australian Citizenship Ceremony. Applicants for Australian Citizenship will generally be invited to attend a ceremony within 3 to 6 months from the date their application is approved. You will receive a written invitation to your ceremony from the Department of Home Affairs.

While Manningham hosts Australian Citizenship Ceremonies, the Council is unable to provide further information regarding the timing of your ceremony.

Designed to provide a calm and relaxing environment, during Sensory Quiet Time, we will:

  • Keep the lights dimmed to reduce visual stimuli.
  • Turn off the spa jets to minimise noise and vibration.
  • Refrain from making PA announcements unless there is an emergency.
  • Encourage all patrons to keep noise to a minimum.

Sensory quiet time starts Sunday 13 July 2025 and will be running every Sunday between 3.00pm to 4.00pm transforming our indoor pool into a sensory-friendly space

Patrons need to pay entry to the centre. Adult and concession prices available. See the Active Manningham website for more information.

Come along to our 2025 Inspired Living Series presentation on the exciting world of sustainable food!

Jo Barrett 

Jo is one of Australia’s most innovative chefs, specialising in sustainable and low waste cooking. Having released her cookbook 'Sustain: Groundbreaking Recipes And Skills That Could Save The Planet', she went on to be named 'Chef of the Year' at the Good Food Guide 2024 awards.

Jo is a longtime collaborator with sustainability legend Joost Bakker, taking part in the groundbreaking eco-living experiment futurefoodsystem, a self-sustaining, zero waste, highly productive house at Federation Square. 

Jo also works with Wildpie, using invasive game species in pies, and is collaborating with the Commonwealth Scientific and Industrial Research Organisation (CSIRO) to develop creative, edible ways to use the 456 million loaves of bread wasted in Australia every year. Jo will discuss her journey to sustainable food and inspire audience members to embrace new ways of eating.

Serenity Hill

Serenity is a farmer at Pukawidgee Farm in Northeast Victoria and a food system innovator working with Open Food Network. Open Food Network supports regional supply networks and runs Discover Regenerative - a national website that makes it easy to find regenerative farmers, and Good Food for All - a voucher program that supports access to good food for low-income households. 

Serenity also provides advisory services to Sustainable Table and VicHealth on agro-ecological diet and supply networks, regional food activation and landscape regeneration. She is passionate about continually learning what makes 'good food' and increasing people's ability to access it, no matter their income, skill level or access to land. 

Inspired Living Series – keynote speaker events

Our 2025 Inspired Living Series showcases five insightful, not-to-be-missed evenings. The series will introduce you to a diverse lineup of local keynote speakers who will offer unique insights on embracing sustainability.

Topics range from sustainable food to low waste lifestyles. Each speaker will share their journey – inspiring our audience to embrace positive choices, nurture a connection to nature, and foster community for a stronger, more resilient future.

Registration for this event is essential.

We advocate for you

Advocacy is an important way for us to provide a voice for the community on issues that matter. This is an essential role of local government.

We are advocating to influence state and federal governments to fund important priority projects around planning, transport, infrastructure and services.

We are calling for Federal Government support for a number of priority projects ahead of this year’s Federal election.

This includes seeking funding support for seven major projects as well as a series of local sports infrastructure, road and footpath upgrades in Manningham.  

Aquarena outdoor redevelopment

Aquarena is Manningham’s sole aquatic centre, the outdoor area (built in 1960s) is a much-loved space, however, is at the end of its lifespan and requires a total refresh.

This facility serves the entire municipality, receiving 1.14 million visits annually, and without this redevelopment, Manningham Council will struggle to accommodate the growing demands of the community and the delivery of essential health and wellbeing outcomes effectively.

High Frequency Busway

Manningham is the only municipality in metropolitan Melbourne without train or tram, making buses the only form of public transport for our residents.

Manningham Council has continuously advocated for a High Frequency Busway link along Doncaster Road corridor from Mitcham Station to the CBD.

5 Ways intersection safety improvements

Our community continue to raise concerns regarding the safety of the intersection at Ringwood-Warrandyte Road, Croydon Road, Husseys Lane and Brumbys Lane in Warrandyte South (commonly known as ‘5-ways’).

Manningham Council has been advocating to the State Government and directly to the Department of Transport and Planning (DTP) for multiple years seeking help to fix this serious safety issue.

The North East Link project

NELP has committed to deliver a like for like replacement of Doncaster Park and Ride whereas we are seeking a Transit Oriented Development with increased capacity.

There has been concern from the community over instances of noise and dust that have not triggered intervention.

We have been advocating for filters to be installed within the ventilation stack since 2019 through the Environmental Effects Statement (EES) Hearings.

Park Orchards Community House and Learning Centre

The Park Orchards Community House and Learning Centre is a highly successful service, engaging over 1200 individuals each week. The development of a new community house was identified as a high priority in Council’s Community Infrastructure Plan.

Neighbourhood/community houses are a shared responsibility with the State Government. Manningham Council has already demonstrated its commitment to this new building by purchasing the land for a new community house.

What we are asking for

Council calls on the Federal and State Government for significant funding.

Community legal services

There is no dedicated community legal service located in Manningham. 

Manningham has a high percentage of overseas born residents (44%) and an increasing number of very low-income residents (25%). These factors indicate that our population has a range of vulnerabilities and needs for a legal service that provides free or low-cost assistance in a service that caters for cultural and linguistic diversity.

Open space upgrades

Manningham’s open space network is facing increasing pressure from increased population density, major projects such as the North East Link, loss of private open space and tree canopy cover, climate change and increased demand for recreation facilities . Population forecasts an increase from 133,00 today to 149,000 by 2036, which will exacerbate the pressure on our open spaces.

Jumping Creek Road in Wonga Park

Jumping Creek Road Wonga Park is in a unique and environmentally sensitive area. The road is being upgraded to improve safety for all users, including motorists, cyclists and pedestrians, whilst also protecting our wildlife and vegetation.

The works are expected to cost up to $21 million over the project life. This is a significant burden for the Manningham community, and we seek contributions from all levels of government to enable this project to proceed.

Here is a summary of the planning permit process.

1. Before you apply

  • When do you need a permit for property and development

    New to planning? Get a general understanding of what permits you will need before making any applications

  • Request a planning property enquiry

    Get advice in writing about whether or not your proposed building, works or land use needs approval from us.

  • Request pre-application advice

    Get feedback on your draft proposals, concepts or plans, before you submit a formal planning permit application.

  • Guides and maps

    Check out some common scenarios and resources to help you understand what is needed before applying

2. Apply for the permit

3. After we receive your application

  • Track your planning application

    Stay up to date with your application's status in the planning applications portal.

  • Request further information

    Find out what you need to do if you have received an RFI letter from us

  • Apply for a section 50 amendment

    Find out what you need to do to amend your permit before the public notification stage.

4. Public notification of your application

  • View planning applications being advertised

    Review all Applications currently undergoing assessment.

  • Object to a planning permit application

    Any person who believes they will be affected by a planning application can lodge an objection during advertising.

  • Apply for a section 57a Amendment

    Find out what you need to do to amend your permit before the decision stage.

5. We notify you of our decision once permit issued

  • Review of a planning decision at VCAT

    Only the Victorian Civil and Administrative Tribunal (VCAT) can review an application. After we have made a planning permit decision, we cannot undertake an internal review.

  • Pay or transfer landscape bond

    Landscape bonds are a condition of a planning permit. We ask for payment of bonds to ensure landscaping works are properly completed.

  • Get an extension of time for your planning permit

    If you need more time for development or commencement of land use, you will need to ask for an extension to the planning permit.

  • Request a section 173 agreement

    An Agreement under Section 173 of the Planning and Environment Act (or Section 173 Agreement) is a legal agreement between us and the owners of a property that is registered on a property title.

  • Amend a Planning Permit

    If you would like to to amend approved plans or conditions of a Planning Permit, you can find out more information and submit your application here.

  • Submit a construction management plan

    If you are developing land in Manningham, you may need to submit a Construction Management Plan (CMP) as required by a condition of your planning permit.

6. Once your development is completed

  • Apply for a landscape bond refund

    If your Planning Permit required payment of a landscape bond, you will need to apply for a refund once your development is completed.

Follow these easy steps to change your planning application details:

  1. Search for your planning application on the planning applications portal.
  2. Select change applicant details or withdraw your application.

Come and learn more about the importance of looking after your mental health and wellbeing, and the support that is available in your local community.

Our next Strength Through Connection event is a forum on Mental Health and Multicultural Communities as part of national Mental Health Week.

This event will feature:

  • specialists in multicultural mental health
  • a panel of experts
  • local mental health and wellbeing service providers
  • plus the launch of Manningham Council's mental health services webpage by Mayor Michelle Kleinert

Mental health is a key component of overall health and well-being. 1 in 5 (21.4 per cent) Australians aged 16 to 85 have experienced a mental disorder in the past 12 months.

Many people may not be aware of what poor mental health means, how to support someone or how they can get help. The individual needs, backgrounds and identities of people can impact how, or even whether, they will seek support.

We will have a broad range of speakers who will provide information about:

  • types of mental health issues
  • stories of lived experience
  • what treatments are available
  • how can you support someone
  • how to get help
  • hope for recovery

Perfect for young sports fanatics, Ready Steady Go is Australia’s largest multi-sport program. Enroll today and help your kids build confidence and self-esteem, providing a platform of knowledge, and boosting school readiness skills.

Program information

  • suitable for all genders
  • classes are for kids aged two to six years with the following sessions: 
    • two to three years - 9.00am to 10.00am
    • three to four years - 10.00am to 11.00am
    • four to six years - 11.00am - 12.00pm

Terms and conditions

  • Participants must be Manningham residents to qualify for the subsidised rate of $5. All other participants will be charged $10.
  • Eligible families can apply for multiple children. Only one session application at the discounted rate can be submitted per child per program.

How to apply

To secure one of the low-cost places, you will need to:

  1. complete the online form to receive your discount code
  2. register with your discount code via the Ready Steady Go Kids website and complete payment.

About Home Harvest

Our monthly gardening program, Home Harvest, teaches you how to grow delicious and nutritious food at home. 

From discovering how to choose the right crops to diving deeper into growing Asian vegetables, there’s a diverse array of topics on offer. 

Your new skills will lead to homegrown produce – and can even boost your physical and mental health. 

It’s also a simple, enjoyable and empowering action you can take against climate change.

Our 2025 program

Sessions run on a Wednesday evening from 6.30pm to 8.30pm, with a food swap commencing at 6.15pm. 

Everyone with an interest in gardening is welcome. No experience necessary.

This exhibition is no longer showing in the Manningham Art Gallery.

I Fall to Pieces brings together artworks by two Naarm-based artists, Matthew Harris and Nicholas Currie. The exhibition traverses topics of mental health and healing. 

Rich and differing First Nations materials and processes are deployed along with key tenants of Western Abstraction, offering conceptual and immediate encounters with paint and form.

Matthew Harris, of mixed European and Koorie descent, debases dominant hierarchies through socially critical painting and sculpture. Nicholas Currie is an emerging artist, curator, and descendant of the Mununjali clan of Yugambeh people of Brisbane and Beaudesert.

Hosted by the Department of Transport and Planning, this 1.5 hour road safety awareness presentation is designed for older drivers and their families or carers.

The presentation provides advice on how older drivers can stay safe and mobile, including information on:

  • how age-related changes can affect driving
  • tips to optimise driver safety including a self-assessment checklist, vehicle design and road law
  • the potential impacts of medical conditions, disability and medication on safe driving
  • planning for the future
  • where to access support and advice

We will also hear from Manningham Community Transport Partner, EV Strengthening Communities around alternative transport options for those who do not drive.
