Doncaster RSL soundposts

Since its start in 1919 the Doncaster Returned and Services League (RSL) has supported people who have served or are serving in the Australian Defence Force.

The Doncaster RSL Sub-branch has served its local community for over one hundred years.

Among other things, the RSL helped create service, disability and war widow pensions, employment and retraining programs, child health programs and vocational guidance services. In many ways, the RSL was the first national welfare agency in Australia. Welfare continues to be its top priority today.
 

New club rooms

New club rooms were built on the corner of Doncaster Road and Leeds Street in 1953. A number of changes over the years have added to the venue’s symbolic importance. These changes include moving the WWI memorial wall in 1999 from the Athanaeum Hall and incorporating it into the WWII memorial, the addition of two wings to this memorial wall in 2001, the refurbishment of the front landscape in 2019, and the activation of the outdoor space behind the memorial wall in 2020.
 

Museum

There is also museum located at the Doncaster RSL Sub-branch which includes artefacts and books from the Boer War, WWI, WWII, the Korean and Vietnam wars, and East Timor conflict. The collection also features Honour boards, maps, photographs, reproduction paintings, newspapers, diaries, badges, medals, weapons, uniform embellishments, jackets and headgear.

Both outdoor areas received funding from the Victorian Government through the Victoria Remembers Grant Program. This was to help communities make personal connections with the Centenary of World War I, and assist projects or activities that commemorate other wars, conflicts and peacekeeping operations in which Victorians have served.

Both areas:

  • raise awareness of the contribution of Victorian veterans, past and present, through diverse, inclusive and educational projects and activities
  • encourage direct participation and engagement, in learning more about past conflicts and the role of veterans
  • provide social and cultural benefits to the community
  • leave a legacy for future generations.

A red poppy light sculpture was installed behind the memorial wall in June 2020.
 

Soundposts

The five signage soundposts located in the garden behind the memorial wall include information on the following themes:

  • nurses in combat zones
  • Vietnam Veterans stories and war
  • WWI and WWII
  • Indigenous service stories.

A major urban design vision for Doncaster Hill is to develop a strong boulevard character along Doncaster Road, Williamsons Road and Tram Road and active street frontages along Doncaster Road and Williamson Road. Active street frontage areas will be the focal point for vibrant entertainment strips including café and leisure activities focusing on the length of Doncaster Road between Tram Road and the Civic Precinct.

Design principles and guidelines

The boulevard character will be supported by formal tree planting and a well defined built edge, with various pedestrian-generating and retail activities encouraged at street level.

A podium of at least 12 metres height shall be provided along the Boulevard frontages to achieve a consistent scale at street level.

Developments shall provide a uniform 5 metre setback to a podium from their street frontages in support of the boulevard and roadside planting, ceding 2 metres of land to Council ownership.

Vehicle crossings of pedestrian footpaths should be restricted to the minimum necessary to access the site. Pedestrian amenity should be considered a priority in developing appropriate pedestrian and vehicular networks.

Access to sunlight is an important consideration for boulevard areas. It must be demonstrated that the sun can penetrate onto the properties on the south side of Doncaster Boulevard from the building edge to the footpath (and not less than 1.2 metres south of the back of kerb) between 11.30am and 1.30pm at the winter solstice on June 22nd.

Developments shall incorporate high quality, contemporary street furniture and furnishings that contribute to the vibrant character of Doncaster Hill, subject to Council approval.

Boulevard landscape treatment

Landscape treatment of the ceded land and balance of street frontage area (to the back of kerb) shall be in accordance with the standard detail shown below, and carried out by the developer as part of the building development works.

The landscape treatment includes the construction of a 3.6 metre wide paved promenade along both sides of Doncaster Boulevard, Williamsons Road and Tram Road to encourage pedestrian activity, and two staggered avenues of deciduous trees planted at 12-15 metre spacings to the satisfaction of the Responsible

Authority

The promenades are to be reduced to 2.0 metres wide in gateway locations where a transition is required between the 3.6 metre wide path, and existing paths.

The specified species are the ‘Autumn Glory’ Plane tree at 3.5metres off-set from the building, and the ‘Chanticleer’ Pear planted at 1.8 metres from the kerb. Specified species are to be a minimum of 3.5 metres in height at the time of planting.

Basement car parking should be sufficiently set back from the tree alignment to allow for healthy root establishment.

A good quality tree grate (‘Gatic’ 874 x 874) and suitable root barrier are to be installed with each tree.

We will also plant trees where possible in the central road median.

The paving material selected for the Boulevards, side streets and other pedestrian spaces is Quartstone ‘Blue Onyx Honed’ 300 x 300 pavers Headers shall comprise Urbanstone shotblast Terracolour (Code 1563) 298.5 x 298.5 mm pavers.

The pavement is to be laid on a 75mm depth concrete base and nominal 30mm mortar bed. Where the pavement crosses vehicular crossing points, it is to be laid on a 150mm 20Mpa concrete slab ( with F82 centrally placed ) on a 50mm FCR

Class4 subgrade

The 3 metre-wide street frontage areas between the new paved promenade and the front wall of the building will comprise a mix of hard and soft landscape treatment dependant upon the adjoining land use. The street frontage area should not be used for commercial display purposes. Paved areas within the 3 metre strip may incorporate outdoor seating and suitable glazed screens (of a type to be approved by Council) having regard to statutory requirements. Planting, grassed areas and paving works within the frontage areas and side streets should complement the boulevard landscape treatment. Strong architectural plants, either exotic or native, are suitable in these locations.

There may be opportunities to incorporate, integrated artwork within the street frontage area in liaison with the Doncaster Hill Public Art Advisory Committee.

Weather protection shall be provided at important pedestrian nodes along the Boulevards, including pedestrian crossing points.

A standard suite of street furniture including seating, vehicular and pedestrian lighting, rubbish containers, bollards and bicycle hoops will be specified by Council.

Launders Reserve is a small area between the Wonga Park shopping centre carpark and Yarra Street that functions as an urban plaza. It has a pedestrian path, seat, picnic setting and a horse hitching post beneath three large pines, and remnant vegetation which forms a buffer to the adjacent Freyne Street Biosite 7.

Launders Reserve upgrade

We're upgrading Launders Reserve.

What's included in the upgrade?

The upgrade will include:

  • new seats
  • new picnic table
  • new charcoal coloured concrete path
  • rocks and planting.

The existing hitching post and pine trees will be retained.

When will it be done?

Construction is scheduled to begin in mid 2024 and will take up to a month to complete, depending on weather conditions. Construction will generally occur between 7.00am and 5.00pm on weekdays.

Works starting

Works will begin from the 5 August. This includes the footpath and furniture upgrade.

An up-to-date DBE is an essential tool for many of our key functions including:

  • Assisting our planners in making improved decision making, allowing tracking and analysing the changes made throughout the development of a site.
  • Promotional material and grant applications.
  • Council meetings and consultation sessions.

We require your support to keep this DBE up-to-date by providing accurate 3D visualisations of your developments.

Community Survey, Activity Centre Design Concepts

  1. PROPONENT RUNNING THE COMPETITION:

Manningham City Council, ABN 61 498 471 081 of 699 Doncaster Road, Doncaster Victoria 3108.

  1. COMPETITION PERIOD:

The Competition begins at 9.00am on Wednesday 24 April 2024 AEST and entry into the Competition closes at 11.59pm on 16 June 2024 AEST.

  1. ELIGIBILITY:
  1. Entry is only open to persons 18 years of age;
  2. Entry is only open to Victorian residents;
  3. The Proponent’s employees, contractors, Councillors and family members of these groups are not eligible to enter the Competition.
  1. ENTRY REQUIREMENTS:

During the Competition Period, an Eligible Entrant must complete and submit the ‘Community Survey, Activity Centre Design Concepts’ and fully complete all fields on the entry form.

  1. MAXIMUM NUMBER OF ENTRIES:

One entry per Entrant.

  1. JUDGING:
  1. This Competition is a game of chance.
  2. All Eligible Entrants who complete the Entry Requirements during the Competition Period will be entered into the Competition prize draw.
  3. On 30 June 2024, one winner will be randomly selected by the Proponent from the prize draw.
  4. The Winner is eligible for one prize only.
  5. The draw is final and no correspondence will be entered into once the final selection has been made.
  1. PRIZE DESCRIPTION:
  1. One Westfield gift voucher valued at $100.00.
  2. The total prize pool for the Competition is valued at $100.00.
  1. PRIZE TERMS AND CONDITIONS:
  1. Prizes are not transferable, exchangeable or redeemable for cash.
  2. The Proponent is not responsible for any lost, misdirected, or stolen prize.
  3. The Proponent is not responsible for any issues (including delivery failures) experienced in the collection, emailing or posting out of a prize.
  4. Compensation is not payable if a prize or part of a prize expires or becomes void or unusable. 
  1. NOTIFICATION OF WINNER/S:

The Winner will be notified by email and will be announced on the Proponent’s website between 30 June 2024 and 14 July 2024. Upon notification, the Winner will receive their prize by email (the Proponent will email the prize to the Winner using the Winner’s email address as set out in the Winner’s entry form).

  1. TERMS AND CONDITIONS - GENERAL
  1. The Proponent may disqualify any Entrant deemed to not be complying with the Terms and Conditions at its sole discretion. 
  2. The Proponent may modify these Terms and Conditions at any time, with immediate effect and without notice.
  3. The Proponent may cancel or amend the Competition with immediate effect and without notice in the event of a catastrophe, an actual or anticipated breach of any law or due to any event outside of the Proponent’s control.
  4. Failure by the Proponent to enforce any of its rights under these Terms and Conditions at any stage, does not constitute a waiver of those rights.
  5. Entry to the Competition is free.
  6. Entries will not be returned.
  7. Entries may be posted, published, modified, edited or used by the Proponent at no cost (including without limitation across social media and broadcast media channels).
  8. Entrants consent to having their entry, age, first name, last name, postcode (or any combination of these details) displayed by the Proponent and published including on the Proponent’s website or in any publicity material.
  9. Entrants cannot edit or vary their entry once submitted.

The Proponent is committed to compliance with its obligations under the Privacy and Data Protection Act 2014 (Vic). All personal information (including images) collected by the Proponent for the Competition will be used for administering the Competition and for the purpose of understanding community views relating to growth and development across Manningham’s activity centres. The ‘Community survey, Activity Centre Design Concepts’ results may be published once deidentified Personal information will not be disclosed to third parties unless the Proponent is required to disclose under legislation or disclosure is necessary to complete the purpose for which it is collected as set out in these Terms and Conditions. If the information is not collected, it may impede the Proponent from administering the Competition. You may access information you have provided to the Proponent at any time and make corrections if you believe that information is incorrect.
