Through increased climate action, we aim to enhance the liveability of Manningham, promote community health and wellbeing, and boost the resilience of our natural and built environments, as well as the economy.
Climate emergency resolution
In October 2021, Manningham Council unanimously adopted climate mitigation targets. These targets are:
- net zero greenhouse gas emissions by 2028 for Council operations
- net zero emissions by 2035 for the Manningham community.
The climate emergency resolution and the net zero targets empower us to enhance climate action. Community feedback enabled a shared commitment with Council to respond to climate change with decisive action.
Climate Emergency Response Plan
Climate change is the defining issue of our time. That’s why we're pursuing ambitious but achievable goals of our own as part of our climate emergency response.
Focus areas:
- improved public transport and car share services
- more electric vehicle charging infrastructure
- conversion to energy efficient LED streetlights
- more rooftop solar
- household and building energy saving measures
- diverting food and garden organics (FOGO) waste away from landfill
- incentives to recycle and repurpose materials
- preserving and strengthening local biodiversity and bushland
- continuing community education and awareness raising through workshops, events and activities.
What we’re doing
We’re adopting a diverse approach to tackling climate change and its effects. We know a challenge like this requires action on several fronts.
We developed the Climate Emergency Response Plan, our blueprint to address the impacts from climate change for our community. Each year we will publish a Climate Implementation Plan Update to ensure transparency with our community in actions to meet the set targets.
Our key actions include:
Sustainable transport
We've introduced a pilot car share service at Doncaster Hill. We've transitioned more than 60 per cent of our fleet to low emission vehicles. We're increasing the number of electric vehicles (EVs) in our fleet and we've begun electrifying our plant equipment, including:
- a fully electric heavy vehicle
- electric mowers
- gardening equipment such as blowers and hedgers.
We're expanding our EV charging infrastructure, including 14 chargers for Council vehicles and a network of public EV chargers.
Sustainable energy
- a program to convert all streetlights to energy efficient lighting
- transferring all our electricity to renewable power (at lower than business as usual costs)
- rollout of solar and battery storage program (10 buildings per year)
- supporting the Solar Savers Program, an incentive and education program for residents to convert to all-electric homes.
Nature and greening our suburbs
- planting 2000 street trees each year
- maintaining streetscapes and reserves
- preserving and strengthening local biodiversity and bushland reserves.
Community education
We run monthly biodiversity walks and produce a monthly What's On e-newsletter. We run webinars and workshops to educate and raise awareness on the circular economy, climate and biodiversity, including:

- Electrify your home
- Clothes swap days
- Detox your home.

Action areas
There are several ways you can take action and make a difference, from electrifying your home to planting trees at your local park. We have also been busy with our ongoing programs of sustainability initiatives.

We're engaging local Warrandyte community groups to help plan the future direction of local community facilities.
Engagement will begin in July and is part of the Warrandyte Community Facilities Review (Review) – a key project under our Community Infrastructure Plan (CIP).
Our Mayor, Councillor Carli Lange said that we're looking for future improvements to community facilities that will better support local services and connectivity for residents.
“Last year’s consultation on the Community Infrastructure Plan highlighted the need for a holistic review of the provision of community facilities in Warrandyte. With an increasing demand for services, we need to ensure the right infrastructure is in place to support community needs,” Cr Lange said.
“The Review will help guide future investment into community facilities in Warrandyte,” she said.
During the consultation, community groups will provide information on their usage, needs, and expectations of facilities. They will also share ideas for future services and buildings, including opportunities for partnerships and facility sharing.
“We want to better understand the needs, priorities and aspirations of our local community groups.
“These discussions will guide the preparation of our draft recommendations, which will be shared with the broader community for further feedback early next year,” the Mayor added.
We'll contact community groups and services directly to invite them to participate in the consultation.

When do I need to apply for a permit?
It is best to apply for a permit to keep an additional animal before you purchase or acquire the animal. Ensure you know the details of the animal and include these on the application.
All applications are reviewed and assessed on a case-by-case basis.
What is the cost?
Each permit application is $143.40. This is a non-refundable application fee.
Your responsibility and the law
The Domestic Animals Act 1994 places clear responsibilities on the owners of dogs and cats to ensure they are registered from three months of age and that they are securely confined to the owner’s property.
The Act also places a clear responsibility on the owner of an animal to ensure it does not create a nuisance to people or cause any harm. If you already own the animal, please ensure it is registered.

How many animals can be kept on a property?
The number of animals that can be kept on residential land without a permit has been revised and is now dependent on the size of the property and the zoning of the property. See new limits in the table below.

All animals kept on residential land must be owned by the owner or occupier of that property.

*All cats and dogs over the age of three months must be microchipped and registered with the Council.
When do I need a permit?
A permit is required for keeping additional animals on residential land.
Residential land includes:
- Land zoned as Low Density.
- Mixed Use.
- Residential Growth.
- General Residential.
- Neighbourhood Residential.
If you do not know the size or zoning of your land, visit the Department of Transport and Planning website or contact us.
Domestic birds
A permit under the Community Local Law is no longer required to keep domestic birds on residential land. However, all birds must be kept in an appropriate manner that does not cause nuisance or offence and are confined to property.
Animal housing
Animal housing must be adequate and appropriate based on the type and number of animals kept, kept in a clean condition and placed in an area which does not create a nuisance.
Animal containment
An owner or person in charge of an animal other than a dog or cat must ensure that the land used for keeping an animal or any structure for housing is:
- clean
- does not cause a nuisance to any other person
- is adequately fenced
- is kept free from rubbish or vegetation that could attract or harbour rats or vermin.
All animal food for consumption must be kept or stored in a vermin and fly proof container.
All animal waste must be removed so as not to be offensive or a nuisance to any other person.
Existing permits
Where a pet owner has an existing permit issued under the previous Local Law, this permit will remain in place on the land until the existing permit expires. Existing permits will be reviewed if there are concerns relating to nuisance.
What happens next?
Allow 10 business days for us to review your application and make contact with you.
An invoice will be issued to pay the permit application fee. No permit will be issued unless fee is paid.
When assessing applications, Council will consider:
- feedback from neighbouring properties.
- the impact the animals will have on amenity.
- the welfare of the animals.
- other Planning Scheme requirements.
- prior history associated with animal keeping.
An inspection of the land will occur to ensure the site is appropriate for the number of animals.
You will be advised if a permit is to be issued.
The permit will contain conditions which you will need to comply with.

Runner up prize is five $1,000 Coles Myer gift vouchers.
Who can sell raffle tickets?
Any not-for-profit organisation in Manningham can take part in the raffle. This includes schools, community groups and clubs.
What does it cost?
Not for profit community groups can order the ticket books from us for free.
The only cost to the groups and organisations is the time it takes to sell the tickets.
100% of the proceeds are invested back into the community.
For every $2 raffle ticket sold, organisations will receive $1.50, and the remaining 50 cents will be donated to the Manningham Community Fund.
The Manningham Community Fund supports the welfare services offered by charitable organisations within our community.

The Manningham Community Panel has reached a significant milestone, charting a course for the future after delivering its final recommendations to Council.
Manningham Mayor Councillor Deirdre Diamante said the Panel’s insights will be invaluable in ensuring that the Council’s strategic plans are grounded in the community's needs and aspirations.
“By listening to the voices of our community, we’re ensuring that our decisions and actions reflect and align with what matters most to our residents,” Cr Diamante said.
“The Panel has played a crucial role in this process, comprising members from diverse age groups, cultural backgrounds and geographic locations that represent the unique tapestry of our community.
“This collaborative approach will help enable us to create a more inclusive, resilient, sustainable and vibrant community for all.”
The Panel was established to identify Manningham's key priorities, challenges and opportunities – to help guide the Council’s strategic plans. This includes the Community Vision 2040, the four-year Council Plan, and the 10-year Asset and Financial Plans.
Throughout the process, Panel members deliberated for approximately 1,680 collective hours and heard from over 50 speakers from Council and community.
They handed over their recommendations to Council at the final meeting on 1 February 2025. They span several themes including community safety, transport, open spaces and more.
“Over the coming weeks, we’ll prepare a response to each of the panel’s recommendations, including how they will be implemented or the reasons for not supporting any recommendation,” Cr Diamante said.
“We’re sincerely grateful to the panel members for their time and efforts during this dynamic process and committed to implementing the panel’s recommendations to the fullest extent possible. We’ll ensure their insights are carefully considered in all our decision-making as we plan ahead for Manningham,” the Mayor added.
