Eligibility and cost
People aged over 65 years (over 50 years for Aboriginal and Torres Strait Islander people)
To be eligible, you will need to be:
- a resident of Manningham
- over 65 years of age
- be assessed as transport disadvantaged
- independent with mobility (we can transport some mobility aids and wheelchairs)
How much does it cost?
The cost per round trip for eligible residents is currently $6.70 (for existing regular trips in Manningham). Costs for other services will be provided upon booking.

Each year we offer a series of land management grants that support the preservation of Manningham’s natural bushland and the productivity of rural land.
These grants are designed to help property owners with:
- tree planting
- weed removal
- pest animal control.
Who can apply for a grant
To apply for assistance to preserve your bushland you must live in a designated zone, near a wildlife corridor or waterway, or have previously participated in this program. Read the land management grant criteria below for the full details.
How to apply for a grant
If you meet any of these criteria, complete the online form or download an application form.
Local Environment Assistance Fund (LEAF)
Depending on where your property is located, you may be eligible for a LEAF grant to match your spending dollar for dollar on approved works, up to a certain limit.

Resourcing Extra Local Environmental Assistance Fund (RELEAF)
RELEAF grants offer extra financial assistance to landholders that have large areas of remnant vegetation and are looking to manage their properties for biodiversity improvement, protection and conservation.
Successful RELEAF grants recipients will receive two thirds of the total cost to conduct approved works, to a maximum of $4,000 (i.e. maximum rebate of $4,000 possible where total cost is $6,000).
Applications will be assessed on:
- biodiversity merit
- the size of the habitat zone, minimum 5,000m2 (0.5ha)
- the priority of the works
- the property owners ability to manage a habitat zone into the future, including a voluntary three year action plan agreement
- property eligibility.
Approved works for LEAF and RELEAF grants
Please see the list below for eligible works and their priority level. Applications will be assessed based on the priority of works.
High priority works include:
- integrated rabbit control that includes warren destruction
- integrated environmental weed control
- integrated pest animal control
- revegetation to an appropriate standard for:
- enhancing identified habitat corridors or significant locations
- enhancing identified strategic ‘gaps’ in corridors or other strategic locations
- conservation of threatened species
- preventing and/or rehabilitating soil erosion.
- fencing of core and buffer habitat, high priority revegetation, or waterways and dams to prevent stock access/grazing
- other ‘significant’ habitat improvements on a case by case basis including ecological burns
- wetland enhancement
- earthworks for erosion control/prevention
- works for threatened species conservation.
Other works include:
- integrated rabbit control including at least two of the following methods:
- baiting using a licensed contractor
- harbour reduction and warren collapse.
- fumigating:
- ferreting
- long-netting
- monitoring.
- seed collection, propagation, and/or planting of indigenous species
- pasture management improvements including:
- integrated weed management
- contour fencing
- fencing and revegetation of gullies and building stock crossings
- manure management including harrowing, collection and composting
- building of sacrifice yards
- reseeding with local native grass species
- management to enhance native pastures.
Pest animal control grants
If your property is not eligible for LEAF or RELEAF, you can still claim funding for fox, rabbit and deer control.
If you are working with a Rabbit Action Group, funding of up to $500 per annum is available on a dollar for dollar basis.
Each year, eligible residents can access funding for up to two-thirds of the total cost of deer control, to a maximum amount of $2,000.
This grant is available in addition to LEAF and RELEAF grants. The control must be carried out under the Wildlife Act 1975 and the LEAF checklist requirements.

If you are experiencing financial difficulties or anticipate that you won't be able to pay your rates by the due date, you might be able to receive rates payment assistance.
Apply for a payment plan with us
You can apply to enter into a payment plan if you’re experiencing difficulties preventing you from paying your rates by the due date. This will allow you to pay on a weekly or fortnightly basis.
How to apply
To apply online, select 'Apply now'.
Apply for financial hardship relief
You can enter into a payment plan or defer payments if you’re experiencing genuine financial difficulties. You can apply if the property is:
- your main place of residence
- your own business that you operate from the property.
If we approve your application, if you have entered into a payment plan we will place a hold on interest.
We assess applications for financial hardship in line with our rate debtor management policy.
How to apply

Apply to have the interest on your rates waived
If you do not pay your rates by the due date, you may be charged interest.
We can only waive the interest if we have made an error or under exceptional circumstances. Exceptional circumstances include:
- Compassionate grounds – ratepayers may have interest waived where they have demonstrated compassionate grounds for a payment being late. Acceptable compassionate grounds would generally relate to a family illness or death.
- Financial hardship – ratepayers may have interest or part interest waived where they have demonstrated that the payment of such interest would cause severe financial hardship.

Everyone has the right to live their lives free from abuse.
There’s a number of things we can all do to prevent elder abuse from getting out of hand such as:
- respecting older people and call out ageism
- listen to older people and their care partner
- check in with vulnerable older people
Elder abuse is hard to picture, but happens every day. What starts out small doesn't always stay that way.
What is elder abuse?
Actions causing harm to an older person from someone they know or trust is elder abuse. It can include:
- taking their money or possessions
- not providing necessary care
- making threats or stopping an older person’s from contacting others socially
- physical or sexual abuse.
Anyone experiencing elder abuse may:
- act fearfully or withdraw
- show signs of stress, anxiety or depression
- show signs of bruising or other physical injuries
- not have the ability to pay their bills and expenses.
Elder abuse often occurs within close relationships and is a form of family violence. It’s unacceptable and we need to call it out.
How we can stop elder abuse
There’s several actions we can take to stop elder abuse and includes:
- staying connected in the community
- seeking independent advice
- developing a support network of trusted friends and professionals
- seeking help.

OPERA: Older People, Equity, Respect and Ageing
The OPERA project is a partnership between Eastern Community Legal Centre and Swinburne University. The project engages with older people about their experiences of ageing and age discrimination in the community.
The aim of the project is to ensure that older people feel valued and respected. It’s also about challenging some of the harmful beliefs and attitudes that can lead to age discrimination.
Every individual has the right to feel safe, respected and valued.

MyTime is a free support group for parents and carers who have children under 18 years of age with a disability, chronic medical condition or other additional needs including developmental delay.
MyTime is a place to:
- connect with others who understand what it is like to have a child with additional needs
- feel understood
- share ideas and experiences
- access quality information and resources
- unwind and take care of yourself.
In some MyTime sessions, members just relax over a coffee, talk about their week and share advice and information. In other sessions, a facilitator might lead a discussion on a topic of interest. Sometimes we may hold an activity aimed at helping members relax and take care of their well-being.
The following historical groups and societies actively seek to promote and preserve Manningham’s heritage.
Reconciliation Manningham Group
Reconciliation Manningham is a small, committed group working to advance reconciliation through partnerships between Aboriginal people, Wurundjeri Tribe Land and Compensation Cultural Heritage Council, Manningham Council and the local community.
The group aims to preserve, protect and promote respect for, and pride in our Australian Aboriginal culture and heritage. They achieve this through offering a host of activities, programs, events and services that directly involve, support and include Aboriginal people.
Through Heritage Week, Reconciliation Week and other key times throughout the year, the group leads local Indigenous heritage walks and history presentations, and are also available to present indigenous history education within local schools. Fascinating information about local sites of significance and the process of reconciliation is presented on their website. New members are welcome.

Improving drainage and flood mitigation
We’re undertaking drainage works and upgrades across Manningham to reduce flood risk.
We prioritise drainage works by considering:
- knowledge of local flooding and relative impacts compared with other locations
- the scale of the required works
- asset condition records and maintenance history
- community feedback
- the timing of other proposed works, including roadworks.

Flood and stormwater management
We’ve partnered with Melbourne Water to undertake flood mapping for Manningham, to better understand flood risk.
This work will assist flood management by:
- improving understanding of the frequency, severity and location of flood risks within catchments
- assisting Council to better plan and prioritise mitigation activities
- helping to plan for future development
- building community awareness of flood risk
- informing emergency management planning.
The Manningham Flood Mapping Project will also inform the development of Manningham Council’s Integrated Water Management Strategy.
This strategy will review flooding and stormwater management risks and respond to emerging challenges, including:
- population growth
- development pressure
- climate change and associated increasing flood and drought risk.

We’re developing a Stormwater Management Strategy to help identify, manage and reduce flood risk to people, property, infrastructure and the environment.
The Strategy will guide our planning and investment in the long-term Capital Works Program to support a healthy, safe and resilient community.

With a vibrant food and art culture with a touch of history, Manningham is a special place to be. Retaining many of its cultural links, there’s something for everyone in Manningham: from sacred sites of the area’s First Peoples to the early gold mining settlements.
Local government
Local government in the area dates back to the election of the Templestowe District Roads Board in 1856. The first meeting of the Board was at Upper Yarra Hotel, Templestowe.
Proclamation that the Shire of Doncaster and Templestowe took place on 28 February 1967. Up until 15 December 1994, Doncaster and Templestowe Council administered the area until the creation of the City of Manningham. The new city included Doncaster, Templestowe and small sections of the Shire of Lilydale. Wonga Park and part of north Ringwood also became part of Manningham. Three State Government appointed commissioners managed the city until 24 march 1997 when 8 councillors were sworn into office.
Our First Nations heritage
You can see the rich cultural heritage of the area through local landmarks and places of significance. First Peoples have been in Victoria for over 30,000 years and we can still see evidence of the Wurundjeri Woi-wurrung presence in Manningham.
The European influence (mid 1800s)
From the mid-1800s, European settlement began in Manningham with the earliest building constructed in the 1840s. We still have plenty of places of heritage significance where visitors and locals can explore and admire.
