Before you lodge - is this the correct request?

This page is for submitting a request for pre-application advice. 

If you are seeking written confirmation as to whether or not a Planning Permit is required for your proposal, visit request a planning property enquiry.

What is pre-application advice?

Pre-application advice gives planning officers the opportunity to provide feedback to your draft proposals, concepts or plans, before you submit a formal planning permit application.

We provide the option for either a face-to-face meeting or a response in writing.

This service is optional and not a requirement for getting a planning permit.

 

How may this advice help your planning application?

This advice can provide guidance and direction on a planning proposal or concept and can identify any potential issues at an early stage. This may save you time, money and effort during the planning application process.

 

How much does it cost?

A flat fee is charged for each request for pre-application advice.

How to prepare for your request:

Before starting your request, gather the following documents:

  1. Concept or draft plans and/or details of your proposal;
  2. A current copy of the title of the property (recently searched). Get your property title through Landata – Victoria Land and Registry Service.
  3. Any registered restrictions and agreements (covenants or agreements listed on the title)

Any additional information details of your concept, proposal or request for advice can also be included.

 

How to lodge your request

Apply through our online portal to start your request:

When lodging your request, select 'Request and pay now' to pay by credit card.

We only accept VISA and Mastercard.

If you need more time to pay, select 'Request and pay later' when lodging your request.

We will send your pre-application advice after we receive payment.

What happens next?

Once we receive your request, we will either contact you to organise a meeting or provide written advice. Depending on the complexity of your request, our response may take between two to four weeks.

Monitoring

We’re seeking community feedback on a proposal to rebuild Gum Nut Gully Preschool at a new location in Doncaster East.

The proposal would see the preschool move from 58-60 Larnoo Drive, Doncaster East, to Corsican Reserve, 400m away at 12 Corsican Avenue.

Gum Nut Gully Preschool is managed by an independent, not-for-profit committee of parents and carers and was built in 1987.

The building is now reaching its end of life, and to ensure the continued delivery of high-quality early childhood education in the area, we are planning for the future of this important service.

We’re partnering with the Victorian Government through its Building Blocks program to replace the building with a new two-room modular facility, providing places for 66 children.

This would enable the kinder to meet demand for free 3 and 4-year-old kinder programs in the area.

However, site investigations have found it is unviable to build the modular preschool at its current location in Larnoo Drive due to a range of site complexities including the topography, environmental considerations and planning controls. 

Nearby Corsican Reserve has been identified as the best alternative for the preschool rebuild. It’s only a short walk to Mullum Mullum Linear Reserve, allowing the preschool to continue with is popular bush kinder program.

If the project proceeds, and preschool relocates, the existing preschool site in Larnoo Drive will be retained for community use.

We've released the Warrandyte Community Facilities Review draft report outlining opportunities for improving community facilities in Warrandyte.

Over the past 18 months, we consulted with more than 30 stakeholders including community groups and facility users. This process included detailed needs analysis and building condition assessments to better understand community needs and ensure future works result in fit for purpose facilities.

Manningham Mayor, Cr Jim Grivas, said “this review was a key recommendation of the Manningham Community Infrastructure Plan released in 2023. 

“The review aimed to identify priorities for Warrandyte community infrastructure and ensure facilities deliver maximum benefit to the community. Maximising usage of our facilities by different demographics in our community is a key recommendation of the Community Panel earlier this year and is reflected in our new Council Plan. 

“No decisions have been made yet.  Each opportunity will be further investigated with the Warrandyte community and there will be more consultation with user groups. I thank all the groups who have contributed time and shared their feedback with us,” Cr Grivas said.

“We will continue working closely with them as we explore the opportunities outlined in the report.”

Opportunities included in the Warrandyte Community Facilities Review draft report include: 

  • Expanding and upgrading the Warrandyte Community Hall in Warrandyte Reserve to allow for increased use, such as relocating the Warrandyte Scouts and Men’s Shed to this site. A feasibility study to explore this option will be undertaken in 2026.
  • Advocating to the Victorian Government to relocate the Warrandyte Kindergarten to a new purpose-built facility at one of the two primary schools in the township.
  • Subject to the successful relocation of Warrandyte Kindergarten, consider moving the Warrandyte Childcare and Preschool to a new purpose-built facility on the Taroona Ave site.
  • Progressively improving the Warrandyte Reserve sporting facilities and looking at options to increase pavilion use.
  • Exploring opportunities to accommodate additional users or services in the Warrandyte Community Centre.
  • Addressing the long-term needs of the Warrandyte Historical Museum, with the preferred option to firstly explore the potential to update the current building.
  • Exploring options at Colman Park for increased use including the main pavilion and sports ground, tennis facilities and the horse and pony grounds.

We will soon begin investigating these opportunities and consulting with stakeholders as part of long-term planning. The immediate priority is a feasibility study commencing in 2026 for the potential future expansion and upgrade of the Warrandyte Community Hall.

Manningham Council is seeking community feedback on a proposal to rebuild an expanded Gum Nut Gully Preschool at a new nearby location in Doncaster East.

The current preschool building in Larnoo Drive is reaching its end of life and is unable to expand to provide more places for local families.

“The much-loved Gum Nut Gully Preschool has been part of our community for almost 40 years,” Manningham Mayor Deirdre Diamante said.

“We value the unique services like the bush kinder program and want to ensure the preschool can continue providing local children with quality early years education for many more years to come.”

Council has received Victorian Government funding through the Building Blocks program to build a new modular two-room preschool with places for 66 children in 3 and 4-year-old kinder programs.

However, investigations have found the modular preschool cannot be built at the existing location without significant impact on trees and vegetation. Challenging site conditions also make the project unviable.  

Corsican Reserve, 400m away in Corsican Avenue, has been identified as the most suitable nearby location. Manningham Council is inviting feedback on this proposal and no decision has yet been made. Under the proposal, the existing Larnoo Drive site would be retained for community use.

“We want to support local families by providing them access to more free kinder places locally as well as replace the ageing facility,” Cr Diamante said.

“There are many important considerations, and we want to hear what the community has to say before making any decisions about this proposal,” Cr Diamante said.

The proposal is open for community feedback until 11:59pm, Tuesday 2 September at Your Say Manningham.

There is a legal process to enable the planning scheme to be amended. You can find the recent changes to our planning scheme below.

How the amendment process works

  1. Council meeting

    Resolution to seek authorisation from the Minister for Planning to prepare and exhibit an amendment

  2. Authorisation may or may not be granted by the Minister for Planning, or may granted subject to conditions. 

  3. Public exhibition

    Opportunity for the public, and other key stakeholders, to make a written submission in support of, or objection, to the proposed amendment

  4. Council meeting

    Consideration of all written submissions. Council must then decide to either:

    • change the amendment in the manner requested
    • refer submissions to an independent Panel for review
    • abandon all or part of the amendment
  5. Panel hearing

    Consideration of the submissions by an independent Panel, appointed by the Minister for Planning

  6. Council Meeting

    Consideration of the Panel's findings and recommendations. Council must then decide to either:

    • adopt the amendment (with or without changes), or
    • abandon all or part of the amendment
  7. Submission of final adopted amendment by Council to the Minister for Planning for approval

  8. Minister for Planning approves or refuses the amendment

Provide feedback on the improvements proposed as part of the Templestowe Route Upgrade. 

The upgrade, between Templestowe Road and Williamson Road (1.8 km), will enhance safety, pedestrian connectivity, and infrastructure quality.

 

In addition to road, footpath and drainage enhancements, we're proposing:

  • two new roundabouts at the intersections of Atkinson and Milne streets. The roundabouts aim to prevent speeding, improve traffic flow and highlight the entrance to the Templestowe Village shops.
  • To advocate for a reduced speed limit of 40km per hour between the roundabouts, to boost pedestrian and road safety.
  • To advocate for a reduced speed limit to 50km/hour on the route. This will apply from Union Street to the Milne Road roundabout, and from Atkinson Street roundabout to Porter Street. It excludes areas where a 40km/hour speed limit has been proposed.
  • To install pedestrian-operated signals at the intersection of Wood and Anderson streets so community members can access the shops more safely.

Join us for an inspiring and informative session dedicated to your heart health, hosted by Austin Health. Hear from leading cardiologists Dr. Matias Yudi and Dr. Julian Yeoh as they share practical tips and expert insights on keeping your heart healthy.

Dr Matias and Dr Julian are both leading cardiologists and have the gift for explaining all about heart health in an easy-to-understand way. They are keen to promote heart health in our community. Dr Julian has previously presented at the Bulleen Men’s Shed and the Women’s Circle at the Veneto Club and the feedback was overwhelmingly positive. 

This is an open event for all the community, regardless of your postcode.

Come alone, come with your partner, come with your parents, come with your friends - this is an event which will empower you to look after your heart.

There will be an opportunity to ask questions, and informally network at the conclusion of the event, when we serve some light refreshments.

There is an afternoon session commencing at 2.30pm, and a repeat evening session that starts at 7pm.

The Veneto Club is located at 191 Bulleen Road, Bulleen, close to the Bulleen Rd exit of the Eastern Freeway. There is plenty of free onsite parking available for attendees.

1. Before you apply

    Get advice in writing about whether or not your proposed building, works or land use needs approval from us.

  • Request pre-application advice

    Get feedback on your draft proposals, concepts or plans, before you submit a formal planning permit application.

  • Apply for a section 50 amendment

    Find out what you need to do to amend your permit before the public notification stage.

4. Public notification of your application

  • View planning applications being advertised

    Review all Applications currently undergoing assessment.

  • Object to a planning permit application

    Any person who believes they will be affected by a planning application can lodge an objection during advertising.

  • Apply for a section 57a Amendment

    Find out what you need to do to amend your permit before the decision stage.

5. We notify you of our decision once permit issued

  • Review of a planning decision at VCAT

    Only the Victorian Civil and Administrative Tribunal (VCAT) can review an application. After we have made a planning permit decision, we cannot undertake an internal review.

  • Pay or transfer landscape bond

    Landscape bonds are a condition of a planning permit. We ask for payment of bonds to ensure landscaping works are properly completed.

  • Get an extension of time for your planning permit

    If you need more time for development or commencement of land use, you will need to ask for an extension to the planning permit.

  • Request a section 173 agreement

    An Agreement under Section 173 of the Planning and Environment Act (or Section 173 Agreement) is a legal agreement between us and the owners of a property that is registered on a property title.

  • Amend a Planning Permit

    If you would like to to amend approved plans or conditions of a Planning Permit, you can find out more information and submit your application here.

  • Submit a construction management plan

    If you are developing land in Manningham, you may need to submit a Construction Management Plan (CMP) as required by a condition of your planning permit.

6. Once your development is completed

  • Apply for a landscape bond refund

    If your Planning Permit required payment of a landscape bond, you will need to apply for a refund once your development is completed.

Follow these easy steps to change your planning application details:

  1. Search for your planning application on the planning applications portal.
  2. Select change applicant details or withdraw your application.

What's happening now?

We’re continuing to update Doncaster Hill to improve the way our community lives, works and enjoys this neighbourhood.

These works form a part of our infrastructure planning for this area and the long standing Doncaster Hill Strategy.

  1. A new park for Doncaster Hill

    The concept design for Hepburn Reserve has been developed in response to community feedback and will include outdoor seating, a BBQ area, a drinking fountain, public art, large open lawn areas, a playspace, nature play, canopy tree planting, bike hoops and more.

  2. Walker reserve upgrade

    This small local open space was upgraded in November 2019 to December 2020

  3. New U-turn lane on Tram Road

  4. Pedestrian signals at the Applewood Retirement Village

  5. Extension to Hepburn Road

  6. Tram Road and Merlin Street intersection traffic lights

That Doncaster station be built in the first stage of construction of the Victorian Government's proposed underground rail link to connect suburbs between Cheltenham and Doncaster.

That the North East Link project preserve a future alignment for Doncaster Rail, and the design of the Doncaster Busway is delivered in a manner that allows it to be transitioned to heavy rail, once the bus system reaches capacity.
