Manningham Council property purchase sets the stage for new community house

Manningham Council has signed the contract to purchase 576-578 Park Road, Park Orchards as part of its planning for a new Park Orchards Community House and Learning Centre.

A priority action in Council’s Community Infrastructure Plan, discussions and advocacy have already commenced for the replacement of this popular neighbourhood house and it is hoped that this significant investment by Council will be the catalyst for investment from other levels of government.

Manningham Mayor, Deirdre Diamante, said the existing community house needs replacing to bring programs and services together.

"The Community House is widely used and offers a variety of programs and services in learning, fitness and art for all ages, and includes a well-loved childcare facility.

“The current building is coming to the end of its useful life, has limited accessibility and is too small to cater to all programs. These limitations have resulted in programs moving to different locations and spread across multiple local venues.

“By bringing these programs together into one building with better access and more space, we can improve efficiency and better support the community’s growing needs.”

The location of the new property, adjacent to the existing Community House at 572 Park Road, will allow for more space for the variety of programs on offer.

“Located in the heart of Park Orchards, as part of a community and education precinct and near public bus transport, the site will maintain convenient access to childcare, schools, recreational areas, and shops.” Cr Diamante added.

The purchase of 576-578 Park Road is part of Council’s long-term planning to replace this important neighbourhood house for Park Orchards.

Neighbourhood houses are predominantly funded by government grants and additional state and commonwealth government funding will be needed to deliver this new community facility.

“We have purchased this property as part of our long-term plan for the community house and local area. We’re pleased to be able to secure a site for a new centre in Park Orchards and will continue to advocate for State and Federal funding to deliver it.”

The purchase was funded by Council’s Strategic Fund which is part of its 10 Year Financial Plan 2024/25 to 2033/34.

Learn how to conduct your own frog monitoring survey and identify local frog species with Ecologist/Zoologist David De Angelis and Melbourne Water's Frog Census Coordinator and Ecologist Jane Petch.

About the Frog Census

The Spring Frog Census program is an exciting community activity that is open to everyone. The program aims to involve large numbers of volunteers for frog monitoring in Manningham and the surrounding region.

To participate, simply come along to our free Frog Census training event, where you will learn all about our amphibian friends. You will receive training on our local frog species and how to use the Melbourne Water Frog Census App.

All frog call recordings collected by volunteers will be uploaded onto the Melbourne Water Frog Monitoring App to be assessed and identified by a frog expert. It’s easy and fun – and you don’t have to be a frog expert!

Information collected will be shared with participants and data used to help conservation efforts.

Why frog monitoring?

Frogs play an important role in waterway and wetland ecosystems and are unfortunately vulnerable to changes in their environment such as urbanisation. By helping collect data, you’ll be helping plan on ground action that will protect and conserve these valuable amphibians.

Program outline

  • 6.45pm to 7.00pm - supper
  • 7.00pm - local frog species presentations
  • 8.30pm - optional night walk to the Currawong Bush Park Wetlands.

Special instructions

Download the Melbourne Water Frog Census App before coming to the session.

Please come prepared for the weather and an outdoor walk at night. Bring a torch and good quality shoes as the bush track to the wetlands can be steep and slippery.

Manningham Council will engage local community groups to help plan the future direction of community facilities in Warrandyte.

Engagement will commence in July as part of the Warrandyte Community Facilities Review (Review) – a key project under Manningham’s Community Infrastructure Plan (CIP).

Manningham Mayor, Councillor Carli Lange said Council is looking for future improvements to community facilities that will better support local services and connectivity for residents.

“Last year’s consultation on the Community Infrastructure Plan highlighted the need for a holistic review of the provision of community facilities in Warrandyte. With an increasing demand for services, we need to ensure the right infrastructure is in place to support community needs,” Cr Lange said.

“The Review will help guide future investment into community facilities in Warrandyte,” she said.
During the consultation, community groups will provide information on their usage, needs, and expectations of facilities. They will also share ideas for future services and buildings, including opportunities for partnerships and facility sharing.

“We want to better understand the needs, priorities and aspirations of our local community groups.

“These discussions will guide the preparation of our draft recommendations, which will be shared with the broader community for further feedback early next year,” the Mayor added.

Community groups and services will be contacted directly to participate in the consultation.

The final plan will be presented to Council for endorsement in 2025.

Understanding the lived experiences of local residents will be a crucial step to improving road safety in Manningham.

Manningham Council is seeking community input on road safety issues to inform the development of its new 10-year Road Safety Strategy.

Council will use this feedback, along with the latest crash and incident data, and feedback from Victoria Police and other road safety partners to develop the strategy.

Since implementing the previous Road Safety Strategy in 2010, Manningham has seen a downward trend in crash incidents. However, between 2017 and 2023, there were still 409 serious injuries and 11 fatalities on Manningham roads.

"We're striving for vision zero in Manningham, which means nobody is seriously injured or killed on our roads. Because one is one too many," said Manningham Mayor, Councillor Carli Lange.

"We're taking a data-driven approach to road safety. Hearing from our community about their lived experiences is critical to ensure we can draw a bigger picture and help people feel safe on our roads."

Manningham’s previous Road Safety Strategy delivered improvements to infrastructure through the Manningham Bicycle Strategy and roads program. It also supported the ongoing implementation of awareness and behavioural programs such as the Manningham-Whitehorse L2P program and Wise Driver program.

The new strategy will provide a framework and action plan that aligns with the Victorian and National Road Safety Strategies 2021-2030 and adopt Safe System principles to reduce crashes, particularly those involving pedestrians and cyclists. It will consider infrastructure maintenance and improvements, advocacy to state and federal governments, and road safety education and outreach programs.

The Transport Accident Commission is funding the strategy renewal under its Local Government Grant Program.

The community survey will be open until 5.00pm on Monday 17 June.

Council will present the draft strategy for consultation via public exhibition later this year.

Are you looking for a creative way to show someone how much you appreciate the difference they make to the Manningham community?

Nominations are open for the 2024 Manningham Civic Awards. The awards recognise individuals and community organisations improving the local area through volunteer, paid or unpaid work.

Manningham Mayor, Councillor Carli Lange encouraged the community to nominate.

"Nominating a friend, family member or someone you work with is a great way to show how much you value and appreciate the difference they make." Cr Lange said.

“Civic Awards are important because they raise awareness of all the good things happening in our community and acknowledge individual and group contributions.”

There are five award categories:

  1. The Citizen of the Year Award – recognises a Manningham resident whose outstanding contribution has improved the lives of the local community.

  2. The Young Citizen of the Year Award – for an outstanding contribution made by a young Manningham resident to improve the lives of the local community.

  3. The Doreen Stoves Volunteer of the Year Award – recognises the contribution made by a volunteer in the local community.

  4. Sports Volunteer of the Year Award – for individuals who demonstrate leadership in the Manningham sporting community.

  5. Community Organisation of the Year Award – acknowledges community organisations, clubs or groups who have gone ‘above and beyond’ to improve the lives of the Manningham community.

Hear from last year’s winners

2023 Sports Volunteer of the Year Award recipient, Caroline Clarkson, was awarded a Civic Award for her devotion to the Doncaster Dolphins Masters Swimming club. Caroline held various roles on the committee at the swimming club, including registrar, recorder, secretary and president.

Caroline was nominated by Dee Sheffrin, who said “Caroline has enriched the lives of our members working tirelessly and professionally."

Manningham’s 2023 Citizen of the Year, Dennis Clarke, was diagnosed with polio after returning from the Vietnam war.

Dennis has since become a pillar within the community through his work with Doncaster RSL as the Senior Vice President, Secretary of RAEME Vietnam Southern Chapter (previously Inaugural President), Anzac and Poppy Appeals, active participant of committees such as VVAA Box Hill Committee, ALPGA, VACC, RACV and more.

Surprised and honoured to receive his award, Dennis said “It feels amazing – a total surprise. I have never needed anything like this. It was a lovely gesture.”

Manningham’s 2023 Young Citizen of Year, Berry Eain, received her award for her commitment to bridging the gap between local and international students within her school and the wider community.
Berry, an advocate for student voice, shared her gratitude for receiving an award.

“Growing up, I have always had strong intentions of striving for the betterment of myself, my family and my community. Unfortunately, this was not the reality in my home country, Myanmar.” Berry said.

“I was genuinely surprised by the emphasis on student voices and youth engagement in Manningham. It was a whole new concept to me to see young people actively undertaking volunteering and leadership roles.

“I am honoured to be able to use my agency and voice for those in my home country, spreading awareness that despite lack of opportunities, we can still be leaders for ourselves one day.”

Nominations are now open for the Civic Awards and close Monday 22 July 2024. 

Winners will be announced at the 2024 Ceremony on Thursday 22 August 2024.
