Manningham Disability Advisory Committee
The role of the Disability Advisory Committee (DAC) is to provide Council with direct access to a group of people who have a diverse understanding of living with a disability in Manningham. International Day of People with a Disability
International Day of People with a Disability (IDPwD) is held on 3 December each year.

5. We notify you of our decision once permit issued

Only the Victorian Civil and Administrative Tribunal (VCAT) can review an application. After we have made a planning permit decision, we cannot undertake an internal review.

Landscape bonds are a condition of a planning permit. We ask for payment of bonds to ensure landscaping works are properly completed.

If you need more time for development or commencement of land use, you will need to ask for an extension to the planning permit.

An Agreement under Section 173 of the Planning and Environment Act (or Section 173 Agreement) is a legal agreement between us and the owners of a property that is registered on a property title.

If you are developing land in Manningham, you may need to submit a Construction Management Plan (CMP) as required by a condition of your planning permit.
6. Once your development is completed

After accepting a place, we recommend an orientation period before your child comes to our centre.
We have 2 free orientation visits. We require parents to stay onsite during orientation. Orientation is an opportunity for you to ask questions and share info about your child with us.
Our opening hours
We operate from 8.00am to 6.00pm, Monday to Friday.
The centre is closed on public holidays and over the Christmas and New Year period.

Local Government Act 2020
Local Government in Victoria is administered under the Local Government Act 2020, which provides a framework for the establishment and operation of councils.
The Act is the main legislative instrument for Victoria's seventy-nine councils.
Part 1A of the Local Government Act contains the Local Government Charter, which describes the purpose, objectives and functions of council.
In addition to these matters, the Local Government Act also includes provisions for:
- entitlements for residents and ratepayers to vote in council elections
- the conduct of local council elections, nominations and vote counting
- independent Electoral Representation Reviews by an electoral commission
- council governance requirements, including codes of conduct and disclosure of conflicts of interest
- council decision making, including records of meetings, confidentiality and limits on decisions during election periods
- levying and payment of council rates and charges
- preparation of Council Plans, budgets and annual reports
- council's powers to make and enforce local laws.
Community Local Law
Manningham’s Community Local Law 2023 is a local law made under Part 3 of the Local Government Act 2020 and section 42 of the Domestic Animals Act 1994.
This Local Law is made in recognition of Manningham’s Generation 2030 Community Plan and the Council Plan, which, as Council’s overarching strategic documents, provide a long-term shared vision for Manningham and the community by guiding the development of policy and strategies.

Human Rights Charter
The Victorian Charter of Human Rights and Responsibilities Act 2006 is a law that protects the human rights of all people in Victoria.
The Charter requires all public authorities and their employees to act compatibly with human rights in the delivery of services and when making decisions.
Manningham City Council recognises and respects that everyone has the same human rights entitlement to allow them to participate in, and contribute to, society and our community. We recognise that all persons have equal rights in the provision of, and access to, Council services and facilities. We also recognise that, at times, such rights may be limited, insofar as to strike a balance between individual rights and the protection of public interest.
The Charter complements other laws such the Equal Opportunity legislation and protects rights such as freedom of speech, freedom from forced work and freedom from degrading treatment which previously had no legal protection. The Charter sets out a list of twenty rights that assist all people to live with freedom, respect, equality and dignity.

Fraud and Corruption Control
Council is the custodian of significant public funds and assets therefore it is important that the community has assurance that these are adequately protected.
In December 2022, Council approved the Manningham Council Fraud and Corruption Policy.
The Policy sets out specific guidelines and responsibilities regarding appropriate actions that must be followed for the investigation of fraud and corruption and other similar irregularities.
The Policy should be read together with the Manningham Risk Management Strategy and relevant legislation.
Public Interest Disclosures Procedures
The Public Interest Disclosures Act 2012 (the Act) facilitates the making of public interest disclosures about improper conduct within the public sector without fear of reprisal. The Act aims to ensure openness and accountability by encouraging people to make disclosures and protecting them when they do.
Manningham is committed to the aims and objectives of the Act and encourages the making of disclosures about improper conduct. Council will not tolerate improper conduct by the organisation, its workers or Councillors nor the taking of reprisals against anyone who discloses such conduct.
What is a public interest disclosure?
Public Interest Disclosures (PID) are reports about:
- Improper conduct of public bodies or public officers (such as corrupt conduct).
- Detrimental action that a public body or public officer has taken against a person in reprisal for them (or another person) having made a PID or cooperating with the investigation of a PID.
A person making a disclosure must believe, on reasonable grounds, that the Council, worker or Councillor has engaged in, or proposes to engage in, improper conduct.
How do I make a public interest disclosure?
A PID may only be made by a natural person or a group of people making a joint disclosure. A PID cannot be made by a company or organisation.
We can only address disclosures that relate to Manningham City Council and its workers. A person making a disclosure can do so by contacting Council or the Independent Broad-based Anti-Corruption Commission (IBAC).
Council recommends that a written disclosure is sealed in an envelope and clearly marked:
- “Private and Confidential – Attention Mr Andrew McMaster, Chief Legal and Governance Officer”.
- Or by email to Andrew McMaster: andrew.mcmaster@manningham.vic.gov.au.
If your disclosure is about a Councillor, your disclosure must be made to the IBAC or the Victorian Ombudsman.
How will Manningham protect me if I make a disclosure?
Manningham will take all reasonable steps to protect a person who makes a public interest disclosure. All correspondence, phone calls and emails from a discloser will be referred to the Public Interest Disclosure Coordinator.
The Public Interest Disclosure Coordinator will take all necessary steps to ensure that the identity of the discloser and the person who is the subject of the disclosure are kept confidential. Where appropriate welfare support will also be provided.

Anyone considering making a disclosure is encouraged to read Manningham’s Public Interest Disclosure Procedures on this page. The procedures will guide you through the process and help you understand how to make a disclosure and activate the protections available under the Act.

Alternatives to making a public interest disclosure
The Public Interest Disclosures Procedures are designed to complement normal methods of submitting a complaint to Council and existing communication channels between workers and line managers. If your complaint does not meet the threshold of a public interest disclosure, it will be referred through to the appropriate person for action.

Summer is nearly here, and with the declaration of the El Nino weather pattern the conditions are likely going to be hot and dry. Just like us, our local birds, insects and wildlife need extra water in hot and dry weather. To help our native animals consider leaving water out. Even if you only have a small backyard or a veranda, a small amount of water can make a big difference over the warmer months.
The best containers to use are shallow and wide. A proper birdbath isn't necessary – shallow bowls, bowls (such as from the opportunity shop) or plastic pot plant bases work well. If you place a rock in the middle of larger bowls (emerging from the water), this allows birds to perch while drinking. It can also help smaller critters like ants and skinks climb out if they fall in.
Find a spot that isn’t too exposed and offers some shade. Birds need to be safe from predators while drinking so place the bowl well above ground level, away from pets. An old stool, a platform in the branches of a tree or a stump can work well. In bushland areas, place another bowl at ground level for ground dwelling animals such as Echidnas and Blue-tongue Lizards.
Clean the water bowl often and make sure it's topped up with fresh water. While tempting, it is best not to put any food out for wild birds or animals as they all have special diets. Feeding them bread or other food can be quite harmful. Leaving food out also disrupts their natural foraging patterns and the important work of pollinating plants and cleaning up excessive bugs.
Finally, if you are trying to attract small birds to your garden, planting native shrubs is the best option. When watering in hot weather spray a little water into the foliage. This not only provides moisture for the birds but also helps to attract insects and the birds that eat them, such as Fairy-wrens, Thornbills and Silvereyes.

Waste collections during the holiday season
Your weekly waste collection will continue without interruption over the upcoming Christmas and New Year period. Your garbage, recycle and FOGO bins will be collected as usual according to your waste calendar.
We know that households often produce more garbage and recycling during the festive season. Please remember that materials must be placed inside your bins and that overflowing bins will not be collected.
If you need to dispose of excess garbage and recycling, you can find your local transfer stations (tips) and recycling centres.

Water is fundamental to the health and wellbeing of our community and the liveability of Manningham.
Southern Australia is forecast to receive less annual rainfall on average in coming years. This will reduce water availability from water supply catchments. Water demand is also expected to increase as our City grows.
Yet, our changing climate is also expected to bring greater intensity rainfall events, increasing our flood risk and periods of low rainfall with increased drought risk.
We’re working on various flood and stormwater management initiatives to build a more resilient and liveable Manningham.
Part of this work includes developing a draft Integrated Water Management Strategy. It will respond to emerging water challenges and identify opportunities to adapt to a more water constrained future.
Earlier this year, we invited the community to take part in Manningham’s Water Future survey. Thank you to those of you who shared how you use and conserve water and why it’s important to you.
Your responses paint a picture of a community that strongly values the Birrarung (the Yarra River) and our creeks, our environment and wildlife.
The top three reasons why the Birrarung (Yarra River) and Manningham creeks and lakes are important to survey respondents were:
- They provide wildlife habitat and support biodiversity.
- Promote connections with nature to support mental health and wellbeing.
- Assist with cooling during hot weather and improve neighbourhood liveability.
You also told us some of the ways you’re already taking action to build our resilience and conserve water.
- 98% of respondents use front load washing machines, use dual flush toilets or only run washing machines with full loads.
- 41% of respondents use rainwater collected from private roofs for watering gardens, toilet flushing, carwashing and other uses.
- More than 85% of respondents also support the use of alternative water sources for garden watering, toilet flushing and laundry purposes.
These opportunities will be a key focus of the draft Integrated Water Management (IWM) Strategy, which will be available for public exhibition in mid-2024.

To help protect our suburban native fauna, we have installed eight new canopy bridges as part of upgrade works along Jumping Creek Road, Wonga Park and Brysons Road, Warrandyte South. They will provide safer arboreal pathways for our native wildlife as they move around local habitats.
Here are some ways you can help local wildlife this spring:
- slow down on our suburban streets
- be vigilant and take note of wildlife signage, particularly during dawn and dusk when they may be more active
- put water out to support wildlife in your area on hot days.
Manningham Mayor, Cr Deirdre Diamante, said that many local native animals were more active around roads during the breeding season, increasing risk of injury.
“These canopy bridges encourage our native fauna to make safer road crossings, by connecting suitable habitat on both sides of roads,” she said.
“On the first night, wildlife cameras captured a Brushtailed Phascogale using one of the new canopy bridges. This was a great outcome, demonstrating that they will provide successful pathways and protect our native fauna, now and into the future,” Cr Diamante said.
