Getting involved with your local council is a great way to make a difference in the community. Anyone can be a Councillor if they’re:

  • an Australian citizen
  • an eligible British subject
  • enrolled to vote in Manningham.

Being a Councillor isn’t a full-time job. Councillors do have to go to meetings and briefing sessions held out of normal business hours. They’re also required to attend committees or serve on external committees as a representative.

 

The duties of a Councillor

The definition of a Councillor in the Local Government Act 2020 is a person who:

  • participates in the decision making of the Council
  • represents the interests of the municipal community in that decision making.

Councillors also contribute to strategic decision. They help develop and review key strategic documents and the Council Plan.

 

A Councillor must put the interests of their community first

A Councillor must:

  • consider the diversity of interests and needs of the community
  • support the role of the Council
  • acknowledge and support the role of the Mayor
  • act lawfully and in accordance with the oath or affirmation of office
  • act in accordance with the standards of conduct
  • comply with Council procedures required for good governance.

Councillors don’t have the same duties or responsibilities as a Chief Executive Officer.
 

How much time is required to be a Councillor?

Being a Councillor is not a full-time job. Most Councillors are in full-time employment and perform their Councillor duties in their own time.

Councillors are required to:

  • attend Council meetings and briefing sessions held out of normal business hours
  • attend various Council committees
  • serve on external committees as a Council representative.

Most, but not all of these meetings, are held after 6.00pm.
 

Do Councillors receive an allowance?

The Mayor and Councillors receive an allowance for performing their duties. The Victorian Government sets the levels for allowances paid to Councillors.

Current allowances

The Victorian Independent Remuneration Tribunal has responsibility for determining the level of allowances.  The current yearly allowances, as of 18 December 2023, are:

  • $130,390 for the Mayor

Superannuation

There is also a requirement for an amount equivalent to the superannuation guarantee under Commonwealth taxation legislation (currently 9.5 per cent) to be paid in addition to the allowance.

Expenses

Councillors are entitled to be reimbursed for any necessary out-of-pocket expenses they incur whilst performing their duties. The Council Expenses Policy guides the reimbursement of Councillor Expenses.

Council reports annually to the community on their reimbursements.

Home Harvest Manningham is a monthly home gardening seminar series that will teach you how to grow your own delicious fresh food at home.

Want to be able to garden without spending a fortune? Maria Ciavarella from My Green Garden will show you how to utilise things you already have to garden and save money.

During this seminar you will discover innovative ways to create a sustainable garden without breaking the bank. Maria will share tips and tricks to help you save money while still achieving a beautiful and eco-friendly garden.

This session will cover how to:

  • repurpose everyday items
  • recycle organic waste
  • make the most of your garden space.

Whether you're a seasoned gardener or just starting out, this event is perfect for anyone looking to embrace sustainable practices and save money in the process.

As a special treat, all attendees will participate in a tomato seeding activity with a heritage or heirloom seed variety from the Bulleen Art and Garden range.

The community food, seed and garden swap takes place at 6.45pm, 15 minutes before each session.

Registration is recommended but not required.

This event is part of our Inspired Living Series. This series showcases an exciting range of fun and sustainable activities and events for all ages, supporting sustainability at home, in the community and at work.

Apply for a payment arrangement by instalments

If you are you experiencing financial difficulties or anticipate that you'll not be able to pay your fine by the due date, you may be eligible to apply for a payment arrangement with Fines Victoria. 

You may also apply to the Director, Fines Victoria for a payment arrangement should you have multiple fines across different enforcement agencies by using the provided link.

Please make your request to Council who will refer the matter on your behalf to Fines Victoria for assessment.

 

Apply for an extension of time

You can request in writing an extension of time to pay which may be granted at our discretion.

 

How to apply

To apply for a payment plan or extension, email us manningham@manningham.vic.gov.au with the following information:

  • your contact details (including residential address)
  • specify if you are seeking an extension/payment arrangement by instalments
  • a copy of your infringement notice/or reference number
  • a reason for your application.

Otherwise, you can pay your infringement in full now.

This exhibition is no longer showing in the Manningham Art Gallery.

Manningham Art Gallery is excited to present Gosia Wlodarczak's A Space of Facial Deconstruction. 

Over a five-day onsite performance, Gosia will create a large-scale drawing installation spanning across the interior of Gallery One. 

The gallery environment and self-portraits submitted by Manningham residents are translated into shapes through Gosia’s senses. In a continuous process of meeting, overlapping and collision - in endless movement, the ongoing change and exchange will create a drawing installation over the period of the performance.

The result will be a stunning group portrait of the Manningham community.

This evening's show is hosted by the glamorous but fearsome former KGB agent turned lifestyle presenter Katya Kokov and the frothy pop star Nikolae Nikovsky (winner of Moldova's Got Talent three year's running). Together they steer you through the political and musical minefield that is this year's competition which features your favourite European nations such as the United Kingdom, Sweden and Ireland as well as unexpected finalists Morocco and the eagerly anticipated first ever entry from the Vatican City.

Watch and wonder as ten nations fight it out for the ultimate prize and marvel at the entertainment spectacular that the host nation has created for your entertainment. Who wins? Well, you decide as with every performance it is the votes of the live audience that determines who walks away showered in glitter and glory."
