This document sets out how we manage Manningham’s local road network, including more than 686 km of local roads, 912 km of pathways, and 980 km of kerb and channel.

The Plan is guided by the Road Management Act 2004 and aligns with our broader asset management and financial strategies.

Focus areas:

  • Service standards define how often roads and footpaths are inspected and maintained.
  • Roads and pathways are classified by use and importance to prioritise maintenance.
  • Maintenance targets set response times for repairs based on risk and road category.
  • The plan aims to reduce hazards and ensure safe travel for everyone.

Our responsibilities under the Road Management Plan

We manage local roads, while the Department of Transport and Planning manage arterial roads and freeways. However, not all infrastructure within the road reserve on local roads is managed by us.

For example:

  • Property owners are responsible for maintaining vehicle crossovers and nature strips.
  • Utility providers manage their infrastructure (e.g. water, gas, electricity).

 

How we maintain our roads

We use a four-tier inspection system:

  • Reactive inspections: we respond to community requests.
  • Proactive inspections: we schedule inspections based on road hierarchy.
  • Condition assessments: we evaluate the long-term health of assets.
  • Emergency works: we provide immediate responses to urgent hazards.

Maintenance is prioritised based on risk, usage, and available resources. Temporary measures may be used to mitigate risks until permanent repairs are completed.

Toilets allow people to spend more time in public spaces to socialise, exercise, recreate, learn, support local businesses and to engage with their community. Equitable access is critical for the health, wellbeing and diversity of a community.

Focus areas:

  • opening up five existing toilets to provide new public toilet facilities
  • constructing new public toilet facilities in eleven locations
  • upgrading older style toilets to improve safety and be gender inclusive
  • conduct accessibility audits and upgrade access paths to public toilet facilities
  • provide Changing Places at major destinations around Manningham
  • provide public toilets along linear trails at regular intervals as site conditions permit
  • investigate a program of artworks on blank walls of toilet buildings to raise awareness of our toilet facilities, improve perceptions of safety and activate public spaces.

Importantly, the LCS provides a plan for every neighbourhood as well as our activity centres.

 

Key concept

A key concept in the strategy is ‘Living locally - 20 minute neighbourhoods’ which is a core principle of Metropolitan Melbourne’s Plan Melbourne 2050. 

The aim of a '20-minute neighbourhood’ is to create a place where people can meet most of their daily needs within a 20-minute walk from home, with safe cycling and local transport options.

 

Community engagement

The LCS was created following feedback from Imagine Manningham 2040 (IM2040) – an extensive community engagement project undertaken in 2019 that captured the views of a wide cross-section of Manningham’s diverse and varied community.

What happens next?

  • Once we have received your application we will contact you to advise if it has been approved. We will also need to approve the wording of the plaque.
  • We will provide you with specifications for your plaque. The text should fit within the plaque dimensions (100mm x 50mm).
  • If your application is approved you will be invoiced for the cost of the furniture or tree.
  • We will place an order once we receive full payment from you. Orders cannot be placed without full payment.
  • Furniture delivery and installation can take up to three months.
  • Tree planting will be subject to availability and suitable seasonal conditions.
  • The applicant is responsible for the purchase of the plaque and delivery to council.

The applicant is responsible for the cost and ordering of the approved plaque.

Prices include GST.

Ann and Kevin are both classically trained but, after independently undertaking short courses with Australian jazz legend, Bob Sedergreen, both found the liberation offered by jazz. Then, a chance meeting led to the collaboration that is now Jazz Notes.

Cost is $32.80 per session with the first trial session free. Funding can be provided through a participant's NDIS plan. This price includes registration as well as a training uniform.

To help you understand your rates notice, we've put together a sample rates notice. 

This example has been prepared as a guide only, the information and figures may not be a true reflection of a current rates notice.

A sample Manningham Council rates notice showing property details, valuation, charges, payment options, and a due date of 30 Sept 2025.

 

1. Rating year

The period relating to this notice, effective from 1 July to 30 June each year.

2. Date of issue

This is the date that the notice was printed and issued.

3. Property ID

Council’s identification of your property. Please have this handy when making enquiries regarding your rates notice or completing online forms.

4. Amount due and due date

Provides the first instalment amount with the due date. If you are on Direct Debit, or have an arrangement with Council, this will be noted in this section. If you are on Direct Debit, Council will debit your payment.

5. Notices by email

If you would like to receive your notices via email, register online. 

6. Property location details

This section has your property address, title particulars, the Australian Valuation Property Classification Code (AVPCC) and the owner's details. The AVPCC is assigned to your property according to the use of your land.

7. Property valuation details
  • Capital Improved Value (CIV) – The total market value of the property including land, buildings and other improvements. This is used in Manningham to calculate rates.
  • Site Value (SV) – The Site Value is the value of the land only, assuming any improvements had never existed. This is used by the State Revenue Office to calculate Land Tax.
  • Net Annual Value – For residential properties this is 5% of the CIV, and for non-residential properties it is the greater of the annual rental value or 5% of the CIV.
  • Level of Value Date – This is the date that the property was assessed and valued at.
  • Valuation Effective Date – This is the date that the Valuation has been used to calculate the rates.
8. Details of rates and charges
  • General Rate – Rate in the dollar is 0.00157946 cents, this is then multiplied by the CIV to get the Rates amount.
  • Standard Waste charge – Waste service charge for a Standard residential property.
  • Emergency Services and Volunteer Fund – State Government charges collected by Council. This levy is made up of a fixed charge and a variable charge which is calculated on the CIV.
  • Pension Rebate – If you are receiving a pension rebate, it will appear in this section of the notice. If you are eligible for a rebate and it is not showing on the notice, you will need to apply for the rebate.

9. Payments/Changes message

If you have made any changes or payments that were received by Council after this date, they may not be shown on this rates notice.

10. Total amount due

This is the total amount due on your account (including any arrears). If you have any arrears, please pay the arrears amount immediately.

11. Instalment payments

Your rates and charges amount due in instalments by the respective dates.

  • Four instalments – Payment of the 1st instalment must be received by 30 September. Council does not provide the option to pay in full in February. Late payments will incur interest charges.
  • 10 instalments – Only available via Direct Debit
