Everyone has the right to live their lives free from abuse.

There’s a number of things we can all do to prevent elder abuse from getting out of hand such as:

  • respecting older people and call out ageism
  • listen to older people and their care partner
  • check in with vulnerable older people

Elder abuse is hard to picture, but happens every day. What starts out small doesn't always stay that way.

What is elder abuse?

Actions causing harm to an older person from someone they know or trust is elder abuse. It can include:

  • taking their money or possessions
  • not providing necessary care
  • making threats or stopping an older person’s from contacting others socially
  • physical or sexual abuse.

Anyone experiencing elder abuse may:

  • act fearfully or withdraw
  • show signs of stress, anxiety or depression
  • show signs of bruising or other physical injuries
  • not have the ability to pay their bills and expenses.

Elder abuse often occurs within close relationships and is a form of family violence. It’s unacceptable and we need to call it out.

 

How we can stop elder abuse

There’s several actions we can take to stop elder abuse and includes:

  • staying connected in the community
  • seeking independent advice
  • developing a support network of trusted friends and professionals
  • seeking help.

If you or anyone you know is experiencing elder abuse, don’t be afraid to ask for help.

OPERA: Older People, Equity, Respect and Ageing

The OPERA project is a partnership between Eastern Community Legal Centre and Swinburne University. The project engages with older people about their experiences of ageing and age discrimination in the community.

The aim of the project is to ensure that older people feel valued and respected. It’s also about challenging some of the harmful beliefs and attitudes that can lead to age discrimination.

Every individual has the right to feel safe, respected and valued.

Community voices will remain at the forefront as Manningham Council embeds the Community Panel’s recommendations into its planning – moving forward with a shared vision for the future.

Council provided its response to the Panel's recommendations in March, with a commitment to implementing them to the fullest extent possible.

Manningham Mayor, Councillor Deirdre Diamante said she was proud to be a Council that seeks community insights and takes meaningful action. She will meet with Panel members in May to discuss how the key priorites they identified for Manningham will be addressed. 

“Together, we’re building a future that’s inclusive, sustainable and prosperous for all – guided by the voices and aspirations of our residents,” Cr Diamante said.

The Panel was formed in September 2024 and tasked with delving into complex challenges to help determine key priorities for Manningham.

One of its initial focuses was to review Manningham’s existing Community Vision to ensure it reflected the community’s evolving needs and aspirations. The Panel agreed on an updated vision, which was then adopted unchanged by Council at its March meeting.

Manningham is a harmonious, inclusive and safe community that is committed to sustainable growth, well-being, and innovation. We celebrate our diversity and natural environment whilst fostering a connected community that enriches the lives of all.

The Panel handed over its final recommendations to Council at a meeting held in February, following approximately 1,680 collective hours of deliberation. 

The report contains 14 recommendations and one minority report, which were formally adopted at the March Council meeting. The recommendations span several themes including community safety, transport, open spaces and more.

“We’ve carefully considered each recommendation and prepared a detailed response, outlining how we plan to approach and implement each of them,” Cr Diamante said.

“This will play a pivotal role in helping shape our strategic planning and will drive decisions that will reflect community values,” she said. 

The Panel’s recommendations will provide valuable guidance as Council develops its four-year Council Plan and 10-year Asset and Financial Plans.

When to enrol your child

Manningham Council does not manage a central enrolment service.  To enrol your child, contact the enrolment officer at the kindergarten of your choice or the childcare centre of your choice .

Children who need additional support

Funded kindergartens have several programs for children and families that need extra support. This can include a children who:

  • require extra support in kindergarten
  • have communication difficulties
  • are experiencing emotional or social issues
  • are displaying challenging behaviour
  • exhibit developmental delay
  • have a disability (conditions apply for children linked with NDIS or early intervention services).

 

Preschool field officer program

The state government funded preschool field officer program can help a child that needs extra assistance. If they’re attending a funded kindergarten program, they can get support that includes:

  • observations of developmental concerns after receiving referrals from parents, guardians or teachers
  • referrals to specialist services such as speech pathology, occupational therapy, psychology, physiotherapy and dietetics
  • assistance in developing tailored programs for children with additional needs
  • support and info for families of children with additional needs
  • connecting with community agencies and professional groups in early intervention services
  • providing support to kindergarten staff with extra resources and training
  • assistance in assessment and applications for a second year of funded kindergarten, if required.

Inclusion support program

The inclusion support program aims to grow the capacity of education and care services to include all children. Delivery of the program is by the community childcare association, in partnership with KU children’s services and Yooralla. This agency is the Victorian Inclusion Agency.

The program teaches children badminton through the development of fundamental movement skills, including co-ordination, flexibility, strength, balance and fine motor skills.

Terms and conditions

  • Participants must be Manningham residents to qualify for the subsidised rate of $5
  • Eligible families can apply for multiple children

Becoming an Australian citizen represents a commitment to Australia and its people.

All applications for Australian citizenship are processed by the Department of Home Affairs. Further information on how to apply for Australian Citizenship is available from the Australian citizenship website or the Citizenship Information Line on 131 880.

For most people, the final step in becoming an Australian citizen is making the pledge of commitment at an Australian Citizenship Ceremony. Applicants for Australian Citizenship will generally be invited to attend a ceremony within 3 to 6 months from the date their application is approved. You will receive a written invitation to your ceremony from the Department of Home Affairs.

While Manningham hosts Australian Citizenship Ceremonies, the Council is unable to provide further information regarding the timing of your ceremony.

This meeting is called pursuant to sub-rule 12.1 of Manningham’s Governance Rules and the meeting will be closed to the public to consider confidential item in accordance with sections 66(1) & 66(2)(a) of the Local Government Act 2020.

The business to be transacted at this meeting is for Council to consider its Property Acquisitions Program.  This information is confidential Council business information, as the information would prejudice the Council’s position in commercial negotiations if prematurely released.

As part of our efforts to contain the spread of COVID-19 we have reviewed our Council meeting practices to ensure we provide a safe environment for Councillors, staff and the community.  Physical attendance by members of the public at Council meetings is currently not permitted. Council meetings will continue to be live streamed and we encourage you to follow the meeting on our Facebook page (you can view the livestream on our Facebook page even if you don’t have a Facebook account) or website. The live stream is not interactive. Any comments or private messages directed to us while the stream is live will not be presented to Council or have a bearing on the conduct of the meeting.

Public Question Time – At this time, anyone wanting to ask a question of Council should submit their question via email by 5.00pm on the Monday before the meeting. Older adults in Manningham are invited to join this supported public transport experience to East Melbourne for a lunch and garden outing.

Let us support you to travel to Bulleen Park and Ride bus depot, and then via public transport to Sir Osborn Cafe and Parliament Gardens.

How does it work?

Attendees will be picked up from their homes by EV community transport. They will be dropped off at Bulleen Park and Ride where they will take public transport to the Sir Osborn Cafe and Parliament Gardens. 

After lunch, attendees will then take public transport back to Bulleen Park and Ride, where they will be picked up by EV community transport and dropped home.

Time:

  • Pick up from home approximately 9:00am
  • Dropped off at home approximately 2:00pm

Cost: $5 booking fee plus $3 for Seniors Myki Card (purchase own lunch).

Registration is essential and places are strictly limited.
