We’re inviting the community to have their say on our Activity Centre Design Concepts.
We're creating principles to guide good design for neighbourhood activity centres and inviting the community to contribute.
With the population expected to increase to more than 140,000 people in the next 12 years, activity centres will play an integral role in accommodating urban growth and development in Manningham.
The Activity Centre Design Concepts include objectives under six key themes:
- Building height
- Residential interfaces
- Architectural presentation
- Public realm
- Sustainability
- Access and car parking.
Manningham Mayor, Councillor Carli Lange said, “We want to hear from the community on how we can best accommodate growth and development, while ensuring that our activity centres and surrounding neighbourhoods maintain their liveability”.
“If you’re a resident, chances are you regularly visit at least one of our vibrant activity centres across the municipality,” Cr Lange said.
“We want to ensure that they continue to provide desirable destinations for people to live, shop, work and play – offering a range of retail, office and business opportunities, housing, community and education facilities,” Cr Lange added.
Community feedback on the Activity Centre Design Concepts will help inform the development of our draft Activity Centre Design Guidelines, which will be exhibited for community consultation in 2025.
The guidelines will be used to assess planning permit applications in activity centres as part of the Manningham Planning Scheme.
Our short survey closes on Sunday 16 June.
Participants to the survey will have the chance to enter the draw to win a $100 Westfield gift voucher.
Attend a focus group session
We're running two focus group sessions as part of our consultation for the Manningham Residential Discussion Paper.
With Council's endorsement of the Activity Centre Design Concepts at the 23 April 2024 meeting, these sessions also provide us with an opportunity to hear your views on how we can best manage growth across our activity centres.
We'll also be inviting feedback on the Victorian Government's plan for Victoria - the first statewide strategy to guide Victoria's growth until 2050. We want to make sure that the State Government considers what our community values when they develop their plan.
We hope you can join us to discuss these key strategic projects.

The Guidelines will aim to ensure future development meets the community’s emerging needs and achieves vibrant centres that make a positive contribution to Manningham’s character and neighbourhoods. They will also consider economic, social and environmental outcomes.
When adopted, the Guidelines will be implemented through an amendment to the Manningham Planning Scheme. They will then be used to assess planning permit applications in activity centres.
They will apply across nine neighbourhood activity centres in Manningham, including:
- Bulleen Plaza
- Donburn
- Doncaster East Village (Devon Plaza)
- Jackson Court
- Macedon Square / Plaza
- Park Orchards
- Templestowe Village
- Tunstall Square
- Warrandyte Goldfields

Attend a focus group session
Council is also running two focus group sessions in May to discuss how to best manage growth across our activity centres.
At these sessions, we will also discuss the future of housing across Manningham, as part of our Residential Discussion Paper consultation, and the Victorian Government’s new plan for Victoria.
A rail line to Doncaster
The Victorian Government's proposed underground rail link will connect suburbs from Cheltenham to Werribee.
The Suburban Rail Loop (SRL) includes a Doncaster Station. However construction may be over ten years away.
We are advocating for the Doncaster Station footprint to be set aside as part of Stage 1, to allow for planning of the Doncaster Hill precinct. For an express bus service that mirrors the Suburban Rail Loop Alignment. Providing a public transport connection to key education, healthcare and employment precincts.
Why do we need a rail line to Doncaster?
Over 125,000 people in our community will benefit from a Doncaster Station. Currently our only public transport option is an over-crowded bus network that is often delayed by traffic congestion.
With Doncaster Hill’s population and traffic continuing to grow, we are urging the Victorian Government to include a Doncaster Station in stage two of the SRL and secure a location for the train station now.
Manningham is the only municipality without a tram or train line.
Car ownership per household is considerably high and daily public transport use for employment purposes is below the metropolitan average.
Our bus system is buckling under pressure to provide enough services and meet capacity for our growing city.
Doncaster Station not part of stage one construction
We are strongly advocating to the Victorian Government to include Doncaster Station in Stage two of the SRL.
We are working with stakeholders and the SRL Authority to secure a site location for the future train station.
What’s next?
We will continue to work with the Suburban Rail Loop Authority and the Department of Transport to advocate for improved public transport services to Manningham.
We want
- fewer roads
- more public transport options for our community
- a railway station to Doncaster
Our community panel came together for the first time on Saturday for the first of six and half day’s deliberation.
The Panel recruitment started with 8000 envelopes sent randomly to local households. Of those who accepted the invitation, a second random draw resulted in the final 40 people chosen. This second draw was ‘stratified,’ set up, so people chosen were representative of Manningham by age, gender, location, living situation and the language spoken at home.
This will be our most significant deliberative engagement to date, with the panel set to play a crucial role in shaping our major strategic plans.
Here’s some feedback from two panel members after day one:
“I was surprised when I got the invite but said to myself, I have grandchildren and what better way to leave a legacy for them but to have a say into shaping Manningham.”
“I am from an accounting background so especially interested to look at Council’s financial documents and exploring that side of the process.”
You can also participate in the deliberative process by registering to be an observer. Observing the process means that you can form your own assessment of the merits of the deliberative approach.
