We’re reviewing our Road Management Plan to ensure local roads remain well-maintained, safe and functional for everyone.

Manningham’s Road Management Plan (RMP) sets our responsibilities, standards and procedures for managing our road network, which consists of more than 680 kilometres of local roads. 

The plan doesn’t include the management of road safety issues or the maintenance of trees, vegetation, nature strips or private assets, such as vehicle crossings.

Proposed changes to the Road Management Plan

As part of our review, we’re proposing some updates to the RMP, including clear, concise language and a streamlined format, consistent with the latest industry-standard template from the Municipal Association of Victoria. 

These changes aim to make it easier for you to understand our road maintenance standards and what you can expect from our services. 

Our Mayor, Councillor Deirdre Diamante said community feedback will help ensure the revised plan responds to emerging needs and priorities. 

“Maintaining our roads and footpaths is one of Council’s most important services – helping keep our community safe and connected,” Cr Diamante said.

“I encourage all residents to share their feedback to help us create a plan that will deliver outcomes that matter most to our residents,” she said.

Have your say before 5.00pm on Thursday 17 April 2025, through:

  • mail submission addressed to Manningham Council, Andrea Szymanski, Manager Infrastructure and Sustainable Operations, PO Box 1, Doncaster 3108

All submissions will be considered before the revised RMP is presented to Council for adoption.

Bulleen park playground

Located by the Yarra River at the back of Bulleen Park, this playground provides excellent play opportunities for all ages with interesting and engaging climbing equipment, slides, spinners, rockers, a see-saw and an ever-popular basket swing. There are also picnic tables and barbecues, making this is an ideal place for social gatherings. Bring your bikes and explore the surrounds along the shared path.

Public toilets are located 300 metres away at the archery field.

Bulleen park has a range of soccer and cricket pitches as well as aeromodeller and archery fields available for hire.

Tikalara Park is located where the Mullum Mullum Creek and the Yarra River join. It forms part of the Yarra Valley Parklands on Crown Land managed by Parks Victoria (which supports the Mullum Mullum/Main Yarra Trail) and Manningham freehold land parcels.

Generally Tikalara can be defined as the area north of Websters Road and between Mullum Mullum Creek/Yarra River to the west and Blackburn Road to the east. 

The reserve provides flora and fauna,  informal recreation, linear park and unstructured nature play.

Fire safety at Tikalara Park

All Manningham reserves are closed on days of total fire ban, or higher extreme or catastrophic Fire Danger Rating. Visiting a reserve on these days places you at risk and potentially in danger.

To check the current Fire Danger Rating or find out if it’s a total fire ban day, go to the CFA website.

What we do to reduce fire risk at Tikalara Park

Finer fuels such as leaf litter, tree branches and twigs raise the level of risk within reserves. Large fallen trees require a much higher level of heat to burn and provide habitats for native wildlife.

Here are some actions we take throughout the year to reduce the fire risk at this reserve:

  • create and maintain fuel breaks within the reserve
  • maintain grass heights with slashing, brush cutting and tractors year round
  • remove fine fuels such as loose and fallen branches
  • annual inspection and maintenance of Fire Access Tracks, to ensure emergency service vehicles can access the reserve
  • inspect access points, gates and locks

We manage 20 per cent of the land in Manningham, but the other 66 per cent is privately owned. Visit the CFA website for information on how to prepare your private property for fire.

Wilsons Reserve is 2.9 hectares in size and provides formal sporting and informal recreation opportunities, with a playspace, off-street parking and a sportsground used for cricket and soccer.

It is located in close proximity to Koonung Creek Linear Park (20 metres away) and Birralee Primary School. It is a well connected reserve with Wilsons Road and Harcourt Street frontages, as well as pedestrian connections to McLeod Street and Gray Street.

Wittons Reserve is a large reserve (4.83ha) located along the Yarra River between areas of the Warrandyte State Park. It has already been identified as a major recreation activity node. It also is an important conservation area because of the remnant vegetation on the site and its wildlife corridor function.

The Reserve and the State Park are popular for many outdoor activities including canoeing, swimming, bush walking and picnicking.  There is also a small playspace consisting of a swing set only.  The canoe launch provides a very popular canoeing/kayaking day trip from Homestead Road to Wittons Reserve.  The popular walk to Mt Lofty features spectacular views and the chance to see such wildlife as kangaroos and koalas.

Domeney Reserve provides a range of community facilities including sporting oval, netball / basketball court, Domeney Recreation Centre which includes a community centre and sports pavilion, playground, barbecues and picnic shelters.

It plays an important role in the provision of informal recreation and cultural opportunities within its district catchment, including the annual event, Carols by Candlelight. The playground is next door to St Anne’s Primary School and accessibility for Park Orchard residents in general will be improved once the long term bicycle network is implemented.

 

Playground

Domeney Reserve playground provides a range of equipment suitable for children aged 2 to 8 years. Play opportunities include two slides, swing set, track glide, crawl tunnel, shop front and some climbing challenges. Invite some friends along and stay for barbecue under the picnic shelter in the playground. There is also a drink fountain.

Access is from Knees Road. Domeney Reserve provides off street carparking and is the arrival point for the 100 Acres Reserve (next door). The walking path from Domeney Reserve links to 100 Acres Reserve at the back of the sportsground (next to the netball court).

 

Bring your dog

Off lead reserve, except within 15 metres of a playground, BBQ area or where a sporting event is in progress.

 

Bushfire Neighbourhood Safer Place

Manningham Council has designated the Domeney Pavilion Verandah as a Neighbourhood Safer Place - Place of last resort during a bushfire.

Donvale Reserve is 11 hectares in size, with the majority of the Reserve providing a range of sporting facilities, including soccer, tennis, football, cricket, netball and basketball. Off Noonan Way is the Donvale Reserve playspace as well as the Montessori Early Education Centre.

The Reserve has pedestrian access from five streets, including Mitcham Road which has a bus route, and vehicular access from Mitcham and Martha Streets.

This small reserve is located on the corner of Merna Drive and Church Street and across the road from Templestowe Park Primary School.

It has the potential to function as recreational open space. While Mandella Reserve primarily services the school catchment with play and informal recreation opportunities, Merna Reserve could be enhanced with additional tree planting and some park furniture catering for parents waiting for school children.

The 2004 Open Space Strategy identified the Reserve as a potential area for planting new River Red Gums. A low brick wall framing the entrance to the residential estate occupies the corner of the Reserve.

On 15 August 2024, we issued a notice of our intent to enter into a three-year lease with the Spark Consortium for the property part 2-14 Websters Road, Templestowe.

A notice was placed on our website and at the location, outlining the terms and conditions of the proposed lease and inviting submissions until 16 September 2024. During this consultation period, no submissions were received.

As a result, we will now proceed with granting the lease to the Spark Consortium under the terms and conditions set out in the original notice. The leased property will be used for the storage of trucks and materials for the North East Link Project. 

The consortium, trading as “SPARK NEL DC JV” (ABN 94 762 343 962), consists of the following members:

  • GS Engineering and Construction
  • CPB Contractors
  • China Construction Oceania

Exercise equipment

There are eight pieces of exercise equipment to provide fitness and stretching options for the local community. These are located next to the playground and off street parking is available in Egan Drive. Instructions are also provided.
 

Morris Williams Reserve playground

The Morris Williams Reserve playground has a track glide, half hoop climber and fireman's pole, which is great for improving children's upper body strength. There are also two swing sets and spring rockers to keep the younger ones occupied.

Both children and adults will have fun on the basketball ring, bike paths and fitness equipment.

There is enough open space to play cricket, kick a football or play chasey.  There is plenty to do at Morris Williams Reserve.

Suitable for all age groups.
