Improving drainage and flood mitigation

We’re undertaking drainage works and upgrades across Manningham to reduce flood risk.

We prioritise drainage works by considering:

  • knowledge of local flooding and relative impacts compared with other locations
  • the scale of the required works
  • asset condition records and maintenance history
  • community feedback
  • the timing of other proposed works, including roadworks.

Project timeframes may be impacted by various factors like major road projects or large-scale developments across Manningham.

Find out about the latest drainage projects in Manningham.

Flood and stormwater management

We’ve partnered with Melbourne Water to undertake flood mapping for Manningham, to better understand flood risk.

This work will assist flood management by:

  • improving understanding of the frequency, severity and location of flood risks within catchments
  • assisting Council to better plan and prioritise mitigation activities
  • helping to plan for future development
  • building community awareness of flood risk
  • informing emergency management planning.

The Manningham Flood Mapping Project will also inform the development of Manningham Council’s Integrated Water Management Strategy.

This strategy will review flooding and stormwater management risks and respond to emerging challenges, including:

  • population growth
  • development pressure
  • climate change and associated increasing flood and drought risk.

Find out more.

A new Stormwater Management Strategy for Manningham

We’re developing a Stormwater Management Strategy to help identify, manage and reduce flood risk to people, property, infrastructure and the environment.

The Strategy will guide our planning and investment in the long-term Capital Works Program to support a healthy, safe and resilient community.

Apply for a vehicle crossing permit
… need a vehicle crossing permit. Find out how to apply and how much it costs Tags Parking, Roads and Footpaths Roads and footpaths Property and …

When do you need a vehicle crossing permit?

A vehicle crossing is sometimes known as a driveway that is on Manningham land.

If you are planning on doing any of the following works to a vehicle crossing, you will need a permit:

  • constructing a new vehicle crossing
  • altering an existing vehicle crossing
  • repairing a vehicle crossing
  • replacing a vehicle crossing.

A vehicle crossing permit is to make sure you complete the works to the standards we require. A permit also ensures the works are safe.

Who can apply for a permit?

If you are planning to do works to a vehicle crossing, you will need to get a permit. An applicant can be:

  • a homeowner
  • a builder
  • a concreter
  • a developer.

The person who gets the permit is responsible for the works.

The permit application process

The permit application process takes approximately 10 to 15 business days. The approved permit is valid for 6 months from the date of issue.

How much does it cost?

The cost for an application is $327.

For any required re-inspection a fee of $188 applies.

You will receive an invoice after an initial assessment. You do not need to pay upfront.

You can pay using our online service. Just use the permit reference number VC or other payment options outlined on the invoice.

How to apply

Apply online. Include as much detail as you can in your application and can include basic plans. This helps us understand what works you are doing.

After receiving your application, we will complete an assessment and prepare the permit conditions.

We will contact you to discuss any problems with the proposed works.

You will receive an invoice for the application fee after submitting your form. You will get the invoice within 10 business days.

If there’s no issues, you will receive your permit a couple of days after paying the invoice.

For complex vehicle crossing works, the approval process may take longer.

What happens next?

Once we have received your application form, this is the approval process:

  1. We will inspect the property and check the details of the proposed works.

  2. We will contact you if there are any issues.

  3. If there are no issues, we will send you an invoice for the permit fee.

  4. After paying the permit fee, we will send you the approved permit.

  5. You can start the works after receiving the approved permit. You will have 6 months to complete the works.

  6. We require you to book an inspection of the vehicle crossing works. You can find the inspection details on the approved permit.

  7. After completing the works, we will check the finished product.

  8. We will contact you to discuss any issues with the completed works.

What vehicle crossing standards do you have to follow?

We reserve the right to revoke permits at any time. We may also allow an extension before the permit expires. Extensions are generally only for a couple of weeks and are not always approved.

The vehicle crossing must conform to our standards, specifications and requirements. We will supervise the construction.

Vehicle crossings must be a minimum of 3 metres and a maximum of 4 metres in width, with 6 metre widths maximum in special circumstances. Unless, approved as part of a planning permit. You will find the exact details of approved works in the permit.

The number of vehicle crossings and widths of vehicle crossings allowed per property are in the table below.

Connecting our community through safe footpaths is one of the ways we’re building a better Manningham.

As part of our 2024/25 Capital Works Program, we’re constructing a new footpath connection on Hopetoun Road, Park Orchards, to improve accessibility and safety.

Works will include:

  • constructing a new footpath.

Where is it?

Construction will occur on Hopetoun Road between Brucedale Crescent and Dirlton Crescent in Park Orchards.

A map showing the location of the proposed footpath construction along Hopetoun Road, Park Orchards.

When will the works happen?

Construction will likely begin in October 2024 and be completed by early December 2024. Subject to weather conditions and contractor availability.

Why is the footpath needed?

This footpath will connect the existing footpaths on Brucedale Crescent, improving pedestrian connectivity, as well as safety and accessibility to Dirlton Crescent. The upgrade will provide a safe and accessible walking route to encourage healthier, more active lifestyles.

How will the works affect me?

The works will take place on weekdays during the hours of 7.00am and 5.00pm.

There may be some construction noise and minor traffic delays. Construction will require a single lane road closure and closure of the footpath. Detours will be in place to help guide you through the area. There will also be reduced on street parking and temporary disruptions to driveway access. We will contact the affected properties directly prior to construction.

Please follow the directions of staff and signs to move safely around the area. We appreciate your patience and understanding while we work to improve the footpath connections in your area.

  • drainage enhancements, where required.

Where is it?

The proposed footpath would be on:

  • the northern side of Paynters Road, from Dudley Road to Homestead Road
  • the western side of Reserve Road, from Paynters Road to Penderel Court.

Apply for an onsite detention system
… system is a requirement of the planning process. Tags Parking, Roads and Footpaths Property and Development … Apply for an onsite …

What is onsite stormwater detention (OSD)?

If our existing drainage system can’t cope with an increase of runoff, an onsite drainage (OSD) system is a requirement of the planning process.

An OSD system helps retain stormwater onsite during heavy rainfall and releases water slowly through a constrained outlet. This limits peak discharge from the site.

Local developments that have the potential to increase stormwater runoff will generally need an OSD system.

 How much does it cost?

The cost will be $571 to $1,298. We base our fees on the number of units or apartments proposed on the plan.

Extra costs apply if you need to make changes to your OSD plans.

How to prepare your application

  1. Download the OSD Design checklist and OSD guidelines.

Make a change to your OSD plans

You will need to complete an OSD amendments application to make changes to existing engineering plans. You will need to complete the application for constructing an outfall drain and for general drainage works. You will also need to submit revised engineering plans for re-approval and we may need to reinspect the site.

The cost will be $324 to $893. We base our fees on the number of units or apartments proposed on the plan.

Apply for amendments to OSD

What happens next?

  1. We will notify you that we have received your application.

  2. We will send you an email once we have approved your plan. This can take between 4 to 12 weeks. We may ask for more information in the meantime.

  3. Once we have all the required information, we will assess your designs to check they are consistent with the legal point of discharge.

What you need to do after approval of your OSD plans

After receiving approval of an OSD system, you will also need approval to connect to our drains. The works and drainage permit is a requirement to connect into our drains and to do works on our road reserves or an easement.

Apply for a works and drainage permit

Get an inspection for your OSD system

Ask us to inspect your complete OSD system so you can be sure it complies with the approved designs.

Depending on the changes you need to make, we may charge you for another inspection.

We can only sign a Certificate of Occupancy after the OSD system passes inspection.

What if there is no Manningham drainage system servicing the property?

You can install drainage infrastructure to service your property.

Any stormwater management system shouldn’t cause adverse effects on nearby properties.

Apply for a point of discharge
… discharge’ for any work that has a drainage system. Tags Parking, Roads and Footpaths Property and Development … Apply for a point of …

What is a legal point of discharge?

Stormwater that falls on a property is collected and drained to what is usually the lowest point on the property, which is known as the ‘legal point of discharge’.

This collected stormwater is then ‘discharged’ or released to the Council stormwater system, which is usually an underground drain in the street or in a property easement.

If no underground drain is available, the stormwater is drained to the ‘kerb and channel’ in the nearby street.

In some cases, the property owner will be required to construct a new drain to connect with the Council’s stormwater system. This is known as the 'point of connection'.

The property owner is responsible for the construction and maintenance for all drains, including drains outside of the property boundary, up to the Council’s stormwater system.

A legal point of discharge (POD) can be one of the following.

  • The point where rain or stormwater runs off a property, then flows into the council drain network. You’ll need to apply for a legal point of discharge certificate that’ll show the location and connection type that’s allowed.
  • The point specified by us where the discharging of water must occur.

Where is a POD located?

A POD is usually:

  • the nearest pit or drain of adequate depth and capacity
  • a point specified by a council officer.

When do you need a POD?

Before any issuing of a building permit, you must get a POD report for any work that has a drainage system. This will help a building surveyor make sure that the design of the internal drainage system is:

  • in accordance with the approval
  • connected to the specific point of discharge.

An application for a POD is a requirement for developments that include stormwater drainage systems.

You may also need to obtain a legal point of discharge report, if you are preparing Engineering Plans for our approval.

How much does it cost?

The cost for the POD is $231.40

How to apply

You can apply online for a LPOD.

Apply now

What happens next?

After submitting your application fee, we’ll email you with the relevant details within 10 working days.

The Legal Point of Discharge Report will provide information on:

  • The Legal Point of Discharge in accordance with the Building Act
  • The Point of Connection
  • Advice on the location of any Council's drains, where available
  • Advice on additional Building and Planning requirements

The report does not contain information regarding the existing private stormwater system on the property or the existing point of connection.

Increasing public transport movement

We identify and prioritise the routes and stops that commuters use most.

We consider community feedback, commuter demand and  nearby services and facilities to identify locations where new shelters or upgrades are needed.

Works to build new shelters are prioritised by:

  • commuter demand and historical requests
  • the type of road the bus stop is located on
  • the bus stop’s location relative to various facilities within the community.

On average, we aim to build between three and five, new or upgraded shelters every year.

The timing for new shelter projects may be influenced by factors like big road projects or large developments in Manningham.

Apply for an asset protection permit
… Find out how to apply for and asset protection permit when a building permit has been … issued or building or demolition works are proposed. Tags Parking, Roads and Footpaths Property and Development … Apply for an …

Why do you need this permit?

You will need an asset protection permit for any building work that can potentially damage or destroy Manningham assets. These include:

  • roads, right of way and laneways
  • footpaths
  • kerb and channels
  • nature strips
  • trees
  • signage and street furniture.

The permit helps us monitor potential damage. This keeps people safe and authorises us to make sure damaged public assets are fixed.

Which activities need a permit?

All building activities and projects require a building permit including:

  • construction of a new dwelling, garage, or shed
  • demolitions
  • internal or external renovations
  • subdivision of land
  • pool construction
  • construction of pool, decking, pergola, veranda, patio or alfresco areas.

Who is the permit applicant?

An applicant is any person or company who is responsible for the works. They will be responsible and liable for any damages and repairs required to the satisfaction of Manningham. The permit also protects the applicant from paying for any damages present prior to the commencement of building work.

What are the penalties for not having a permit?

A property owner or an applicant may be breaching local laws and can receive an infringement notice or penalty if they don’t obtain a permit. Enforcement actions can also lead to legal prosecution and the Magistrate’s Court will determine the punishment.

When do you need the permit?

If you are an owner or builder, you must obtain a permit at least 10 business days before the commencement of any works.

Applications take about 10 business days to process. A permit will only be issued once the permit fee and bond have been paid.

How much does it cost?

If the total costs of works are under $1 million

A non-refundable permit fee is $440 plus a security bond determined by the works and land.

If the total costs of works are $1 million or above

A non-refundable permit fee will range between $621 and $20,000 plus the required security bond. The amount payable will depend on the scope and value of the development. The permit fee will be determined by the City Infrastructure manager.

Security bond

Our asset protection officer will determine the security bond after an initial site inspection. We will make a security bond determination after a site inspection. The amount will range between $1000 and $20,000. The amount will consider the nature and extent of the works.

Commercial developments of works that pose a higher risk to our assets may incur a bond greater than $20,000.

When will your security bond be refunded?

If there is no damage or the applicant repairs any damage after the completion of building work, the applicant will receive a refund for the security bond.

A bond may be used to remedy:

  • a breach of permit conditions
  • any damages caused by the works.

It is the responsibility of the applicant to repair damage caused by other authorities before receiving a security bond refund. If we are required to repair any damages that exceeds the bond amount further charges may apply. The applicant will receive a separate invoice in such an event.

The fee increase covers road asset administration and associated inspection costs of the permits.

Provide feedback on the improvements proposed as part of the Templestowe Route Upgrade.

The upgrade, between Templestowe Road and Williamson Road (1.8 km), will enhance safety, pedestrian connectivity, and infrastructure quality.

In addition to road, footpath and drainage enhancements, we're proposing:

  • two new roundabouts at the intersections of Atkinson and Milne streets. The roundabouts aim to prevent speeding, improve traffic flow and highlight the entrance to the Templestowe Village shops.
  • To advocate for a reduced speed limit of 40km per hour between the roundabouts, to boost pedestrian and road safety.
  • To advocate for a reduced speed limit to 50km/hour on the route. This will apply from Union Street to the Milne Road roundabout, and from Atkinson Street roundabout to Porter Street. It excludes areas where a 40km/hour speed limit has been proposed.
  • To install pedestrian-operated signals at the intersection of Wood and Anderson streets so community members can access the shops more safely.

Drop in at this public consultation session, where you'll have the opportunity to:

  • chat to our officers about the project
  • review the proposed plans
  • provide your feedback about the proposed changes

You can follow the project, have your say and help to improve the Templestowe Route by visiting Your Say Manningham.
