When is traffic management needed?

If you are conducting works or events on or near the road, it is important to ensure that:

  • other road users can continue to use the road safely
  • there is minimal disruptions as far as possible.

If you are planning to conduct works or events that’ll impact traffic on our roads. This includes impacts on pedestrians, cyclists and general traffic, you will need to ensure that:

  • you have given appropriate warning to other road users about the works
  • you are protecting other road users from potential hazards.

 

Who needs to apply

You will need our consent if you require traffic control devices such as bollards or signage to manage traffic around your works or event.

 

Who doesn't need to apply

Works managers working for utility companies and public transport operators are pre-authorised to erect traffic control devices and don’t need our consent under traffic management regulations.

 

When do you need to apply?

Submit your application at least 10 business days before your planned works. This lets us process your application on time and also allows us to review and amend an application if required.

 

How much does it cost?

Fees apply for all applications.

  • For full road closures, the fee is $130.
  • For lane closures and other minor traffic management, the fee is $105.

After receiving your application, we will review your Traffic Management Plan and provide you with an invoice listing your payment options.

 

How to apply

To apply for consent you'll need:

  • A completed application form.

  • A suitable traffic management plan prepared by a qualified person or company.
  • A copy of your Public Liability Insurance certificate of currency (minimum cover $20 Million).

Depending on your proposed traffic management and the impact on the road network, you may also need other documents, such as a detour plan or aftercare plan.

If your works or event impacts a Department of Transport (DoT) arterial road or requires major traffic control devices we can’t authorise, you’ll also need a Memorandum of Authorisation from DoT. You can find more info on DoT’s website.

We will require confirmation DoT has approved any traffic management on their roads.

After preparing your application, send the completed form with all necessary documents to us via email.

This application is only for consent to erect temporary control devices. Depending on your works, you might need other approvals.
 

What happens next?

Allow 10 business days for us to review your application and for any amendments that may be necessary. We will contact you if we need further information or amendments to your application.

Learn acrylics, pastels, pottery, mixed media and more from our experienced art and pottery tutors. Our very popular art and pottery classes for Term 2, 2025 are now live!

Explore our courses

Enrolments

Enrolments are made online via Eventbrite. Bookings are essential to reserve your place in a course as numbers are strictly limited.

The minimum number of students needed for each course to run is six. Please be advised that courses may be cancelled up to 24 hours before they commence where this minimum is not reached. In these circumstances we will endeavor to offer you a place in another class or alternatively offer you refund.

All course prices are inclusive of GST and booking fees. Additional material fees may apply for some courses.

Concession prices

Concession prices are available for:

  • seniors
  • students
  • carers
  • health care card holders (pensioners and unemployed).

Concession applies to the parent or guardian of a child enrolled in a children’s course. 

Class cancellation and substitute tutors

Due to illness and unforeseen circumstances, individual classes may be occasionally taught by substitute tutors.

Where a substitute is not available and a class has to be cancelled, you will be contacted via email and by SMS at least 30 minutes prior to class starting. Under these circumstances, a class refund will be offered. Alternatively, an additional class will be added to the term dates, at the discretion of the Art Studio management team.

Withdrawing from a class

If you wish to withdraw from a class, we require one week's notice before the start of a course. A cancellation fee of $15 will apply for cancellations made after this.

Refunds

You will not receive a refund once a course has started for classes you miss for non-attendance.

You may receive a refund for a class missed due to the following:

  • A cancelled class due to tutor illness or unavailability
  • You have tested positive to Covid-19
  • Long term illness
  • Personal reasons such as bereavement

As part of Manningham Council's Community Training Program, we invite members of community organisations including community and children’s services, sports clubs, recreation, leisure, arts and cultural groups to attend this free session.

Learn how to write proposals to get a better chance of having your application selected.

The session will cover the following topics:

  • Understanding the key application requirements and how your project will align with these
  • How to define the project and the benefit it will have for the community
  • Formulating your project plan to deliver the project
  • Preparing the budget (including supplying quotes)
  • Adhering to the grant conditions and responsibilities

Bookings: Bookings are essential and limited to 2 people per organisation. All bookings must be made through Eventbrite.

We acknowledge that racism continues to be a reality for many people in Victoria. This event provides an opportunity to hear from people who have explored this topic extensively with local communities, and those with lived experience.

Tackling Racism is an event to mark United Nations International Day for the Elimination of Racial Discrimination. Manningham Council has partnered with Victoria University on a project mapping racism where it occurs, understanding the reporting barriers and supporting the needs of people who experience it.

Come along to hear Dr Mario Peucker, Associate Professor and Principal Research Fellow, share his findings from the report. Lingzhi Ruan, from Womens Health East, will talk about their anti-racism project Taking Action to Combat Racism with Mandarin speaking women. The event will also feature a panel consisting of local community members and the Eastern Community Legal Centre sharing their insights and experiences on tackling racism and promoting equality.

There are also 50 community and craft stalls, and a wide selection of food stalls to enjoy.

This day is always fun for all the family, from babies and toddlers to bigger children, teenagers, parents, grandparents and even the dog!

Participants will not only acquire basic crochet skills, but also have the opportunity to build new community connections. 

Refreshments will be provided, and each participant will receive a complimentary crochet kit. 

Please note: this event will be conducted in Cantonese.

Everyone has the right to live their lives free from abuse.

There’s a number of things we can all do to prevent elder abuse from getting out of hand such as:

  • respecting older people and call out ageism
  • listen to older people and their care partner
  • check in with vulnerable older people

Elder abuse is hard to picture, but happens every day. What starts out small doesn't always stay that way.

What is elder abuse?

Actions causing harm to an older person from someone they know or trust is elder abuse. It can include:

  • taking their money or possessions
  • not providing necessary care
  • making threats or stopping an older person’s from contacting others socially
  • physical or sexual abuse.

Anyone experiencing elder abuse may:

  • act fearfully or withdraw
  • show signs of stress, anxiety or depression
  • show signs of bruising or other physical injuries
  • not have the ability to pay their bills and expenses.

Elder abuse often occurs within close relationships and is a form of family violence. It’s unacceptable and we need to call it out.

 

How we can stop elder abuse

There’s several actions we can take to stop elder abuse and includes:

  • staying connected in the community
  • seeking independent advice
  • developing a support network of trusted friends and professionals
  • seeking help.

If you or anyone you know is experiencing elder abuse, don’t be afraid to ask for help.

Compass is a national website created to help older Australians navigate the complex issue of elder abuse and to guide action to end the problem. Compass make resources and information available both for older Australians and for the people who care for and support them.

As a voice for action, Compass acts against elder abuse by raising nationwide awareness of this growing social issue and simplifying the process of connecting people to services and information that can help.

OPERA: Older People, Equity, Respect and Ageing

The OPERA project is a partnership between Eastern Community Legal Centre and Swinburne University. The project engages with older people about their experiences of ageing and age discrimination in the community.

The aim of the project is to ensure that older people feel valued and respected. It’s also about challenging some of the harmful beliefs and attitudes that can lead to age discrimination.

Every individual has the right to feel safe, respected and valued.

Community voices will remain at the forefront as Manningham Council embeds the Community Panel’s recommendations into its planning – moving forward with a shared vision for the future.

Council provided its response to the Panel's recommendations in March, with a commitment to implementing them to the fullest extent possible.

Manningham Mayor, Councillor Deirdre Diamante said she was proud to be a Council that seeks community insights and takes meaningful action. She will meet with Panel members in May to discuss how the key priorites they identified for Manningham will be addressed. 

“Together, we’re building a future that’s inclusive, sustainable and prosperous for all – guided by the voices and aspirations of our residents,” Cr Diamante said.

The Panel was formed in September 2024 and tasked with delving into complex challenges to help determine key priorities for Manningham.

One of its initial focuses was to review Manningham’s existing Community Vision to ensure it reflected the community’s evolving needs and aspirations. The Panel agreed on an updated vision, which was then adopted unchanged by Council at its March meeting.

Manningham is a harmonious, inclusive and safe community that is committed to sustainable growth, well-being, and innovation. We celebrate our diversity and natural environment whilst fostering a connected community that enriches the lives of all.

The Panel handed over its final recommendations to Council at a meeting held in February, following approximately 1,680 collective hours of deliberation. 

The report contains 14 recommendations and one minority report, which were formally adopted at the March Council meeting. The recommendations span several themes including community safety, transport, open spaces and more.

“We’ve carefully considered each recommendation and prepared a detailed response, outlining how we plan to approach and implement each of them,” Cr Diamante said.

“This will play a pivotal role in helping shape our strategic planning and will drive decisions that will reflect community values,” she said. 

The Panel’s recommendations will provide valuable guidance as Council develops its four-year Council Plan and 10-year Asset and Financial Plans.

Eligibility and cost

People aged over 65 years (over 50 years for Aboriginal and Torres Strait Islander people)

To be eligible, you will need to be:

  • a resident of Manningham
  • over 65 years of age
  • be assessed as transport disadvantaged
  • independent with mobility (we can transport some mobility aids and wheelchairs)

How much does it cost?

The cost per round trip for eligible residents is currently $6.70 (for existing regular trips in Manningham). Costs for other services will be provided upon booking.
