Get involved at our next council meeting
Applications are currently open for Australia's signature program designed for females with a passion for sport and leadership.
We have partnered with Play Like a Girl to offer four fully funded places in their upcoming programs.
The successful applicants will have their course fees covered (value $1,495).
This is an inspirational five-week program providing incredible value for either seasoned athletes or anyone at the beginning of their sporting journey.
Content is designed to motivate the next generation of sport program leaders. Participants will learn strategies, skills and lesson plans suitable for coaches, players, or volunteers, in all sporting codes and at all levels of competition.
Connect and collaborate with experienced role models and join a supportive network. Find and share goals, passions, and aspirations.
This program is exclusively for female identifying applicants aged 14 years and above. It runs weekly over five consecutive weeks from 6.30 to 8.00pm, via Zoom.

Youth gambling harm has become a significant issue, research indicates that it will get worse – unless something changes.
Harm starts early
Alarmingly, one in five adults who suffer significant gambling harm start gambling before the age of eighteen.
Research shows that in Victoria, young men between the ages of 18 to 24 years bet on sport more than any other age group. They make up a third of all sports gambling.
Young people are a vulnerable group and are particularly at risk
The earlier that a person starts gambling, the greater the risk for serious harm.
Young people feel social pressure and want to be accepted. Gambling, like vaping and underage drinking, can be perceived by young people as a normal. It can be considered a fun thing to do and something that everyone is doing.
Opportunities to gamble are easy to find, in social media, games, apps and advertising. Online forms of gambling are available 24/7, with the click of a button.
How you can make a difference
You don’t need to be an expert about gambling harm to start a conversation about it.
Please join us for a forum designed for sporting club volunteers, coaches, players, parents, and anyone else associated to community sport in Manningham.

Waste collections during the holiday season
Your weekly waste collection will continue without interruption over the upcoming Christmas and New Year period. Your garbage, recycle and FOGO bins will be collected as usual according to your waste calendar.
We know that households often produce more garbage and recycling during the festive season. Please remember that materials must be placed inside your bins and that overflowing bins will not be collected.
If you need to dispose of excess garbage and recycling, you can find your local transfer stations (tips) and recycling centres.
Maternal Child Health Centres' opening hours
For parenting support, you can call the Maternal and Child Health line on 13 22 29 (available 24 hours) or contact your local GP.
The opening hours for our Doncaster MCH centre will be:
- Friday 22 December: 8.00am to 5.00pm
- Monday 25 December (Christmas Day public holiday): closed
- Tuesday 26 December (Boxing Day public holiday): closed
- Wednesday 27 December: 8.30am to 5.00pm

Connecting our community through safe footpaths is one of the ways we’re building a better Manningham.
As part of our 2023/24 Capital Works Program, we’re improving the footpath connection for Ruffey Creek Trail at Foote Street, Templestowe.
The works will involve:
- relocating the current crossing to the eastern side of the intersection
- installing pedestrian-operated signals, traffic island fencing, road markings and signage.
- footpath widening
- upgrades to street lighting.
Where is it?
We are upgrading the pedestrian crossing at the Foote Street and McLachlan Street intersection. Works will occur on Foote Street and the footpaths of Foote Street, McLachlan Street and Ruffey Creek Trail.
Why are these works needed?
These works will create a safer and more accessible footpath connection for pedestrians and Ruffey Creek Trail users.
When will the works happen?
Works are scheduled to begin in March and will likely be completed in July 2024, subject to weather conditions.
How will the works affect me?
Construction works will occur on weekdays, between 7.00am and 5.00pm. You may notice construction noise, footpath closures and minor traffic delays during these times. To complete the works safely, we’ll need to close one lane of Foote Street. We don’t anticipate any disruption to property access.
We will have traffic management and signage on site to guide you through the area.
We appreciate your patience and understanding while we work to improve the footpath connections in your area.

To ensure the safety of locals and visitors, roads to Pound Bend Reserve (Warrandyte State Park) will be closed on days of extreme and catastrophic fire danger ratings.
On extreme days Parks Victoria closes Pound Bend Reserve, Jumping Creek Reserve, Koornong Reserve and Norman Reserve. On Catastrophic days, Parks Victoria closes the entire Warrandyte State Park.
To support these safety measures, on extreme and catastrophic fire danger days a soft closure will be in place for access roads to Pound Bend, including Taroona Avenue, Everard Drive and Pound Bend Road. Parking will also be unavailable at 90 to 92 Pound Road during these times.
The decision to close the roads was made by the Manningham Municipal Fire Management Planning Committee, the peak planning body for fire management in Manningham.
The Committee includes representatives from Manningham Council, Victoria Police, Forest Fire Management Victoria, Country Fire Authority, Fire and Rescue Victoria.
What you need to know
The soft road closures will only take place on "extreme" or "catastrophic" Fire Danger Rating days. We expect these closures to take place between two and ten times over the warmer months.
Which roads will be closed?
Access roads to Pound Bend will be closed, including:
- Taroona Avenue
- Everard Drive
- Pound Bend Road (parking will also be unavailable at 90 and 92 Pound Road during these times)
How will I know the roads are closed?
- Temporary signs will be placed on the roads to indicate they are closed.
- The signs will be placed in the most visible way possible.
- Parking fines will be issued to motorists that park illegally.
Always check the Fire Danger Ratings before heading out.
Where can I see the Fire Danger Ratings?
Warrandyte falls within the Central Fire District. The best ways you can check the Fire Danger Ratings for the Central Fire District is by:
- Downloading the Vic Emergency App.
- Calling the Vic Emergency Hotline on 1800 226 226 or visit www.emergency.vic.gov.au.
- Checking The CFA Website.
- Keeping an eye out for our roadside automated and manual signs in Warrandyte

What if I live locally?
If you live nearby then you and your visitors will be able to use the roads to access your property.
Is there somewhere else nearby I can swim?
If you normally head down to Pound Bend on warm days and need to find an alternative place to swim then we encourage you to visit Aquarena Aquatic and Leisure Centre, 129-153 Williamsons Road, Templestowe Lower. Aquarena is only a 15 minute drive from Warrandyte State Park Pound Bend Reserve and has an outdoor swimming pool.

Manningham Council has been made aware of a cyber security incident involving OracleCMS who manage customer calls to Council out of hours.
When people call Manningham Council after hours, OracleCMS takes the call on our behalf. Depending on the nature of the call, they may collect personal information, including the caller’s name, phone number, email and address.
An unauthorised third party has gained access to a portion of OracleCMS’ data and published files online. Oracle CMS is working with government authorities and a cyber security expert to secure their systems and investigate the incident.
Manningham Council customer contact details may have been accessed. This is limited to the names, phone numbers and some property addresses for customers who have called Council outside of business hours. Most importantly, OracleCMS does not have access to any of our databases, so any information we have stored in our system has not been accessed.
As soon as OracleCMS identify who has been impacted, customers will be contacted directly and provided with advice and guidance to reduce the risk of their information being misused.
We have instructed OracleCMS not to collect any customer information and to transfer any urgent requests directly to our on call staff until further notice.
We take the security of our customer's information very seriously and apologise for the concern this may cause our customers. We will provide updates as they come to hand.
Stay Cyber Safe
We will never contact you to ask for usernames or passwords. If a third party may have accessed your contact information, it is important to do the following:
- be aware of telephone and text-based scams
- do not share your personal information with anyone unless you are confident about who you are sharing it with
- if you are asked to login, check the web address located in the address bar and if you are suspicious contact the entity through the usual channels to ensure you are logging into a legitimate website
- enable multi-factor authentication for your online accounts where possible, including your email, banking, and social media
- ensure you have up-to-date anti-virus software installed on any device you use to access your online accounts
- check the strength of your passwords.

The Victoria Street Playground will be closed for construction between mid-March and mid-2024 and when it reopens, families will discover an improved and expanded adventure playground.
Manningham Mayor, Councillor Carli Lange, said Council was planning a reopening event to celebrate the upgrade.
“I know you will all be as excited to get down to the opening of the new and improved Victoria Street Playground, as I am.
“A day out here is going to be fun for everyone with a giant basket swing, a new lookout tower and slide, new rope balance circuit, all-abilities spinner and expanded sand and water play area.
“We’re also installing additional seats and plants to compliment the works and ensure Victoria Street Playground at Ruffey Lake continues to be a destination playspace for families and children of all ages,” Cr Lange said.
While the Victoria Street playground is closed for construction, nearby toilets, picnic shelters and the flying fox will remain open. Nearby playgrounds within Ruffey Lake Park will also remain open - the Boulevard playspace, the Church Road North playspace. For older kids looking for a challenge, there is the Ninja Warrior Course at the northern end of The Boulevarde off King Street.
If you are looking for alternative playgrounds with similar facilities to Victoria Street Playground, you can visit Wombat Bend and wongium wilam or discover the many other beautiful parks within Manningham.
Each tree in the playground was carefully reviewed by a team of independent Arborists. Regrettably, one of the yellow gums has significantly deteriorated and could in the future pose a risk of falling branches. The tree will be removed and replaced with additional trees, in and around the playground.
The playground construction works will generally occur between 7.00am and 5.00pm on weekdays. At times, traffic or pedestrians may be redirected to allow access to the construction site. Any detours will be clearly communicated and sign-posted.
“Victoria Street playground is such a great place to get together with family and friends. It’s a place that provides lots of happy memories and experiences,” Cr Lange said.
“I look forward to an improved playground and seeing the many smiles on the children’s faces as they explore the awesome towers and slides, discover the new sand play water features and try out the exciting range of swing options.”

Over 50 residents attended our December consultation sessions to review project plans, ask questions and provide feedback on upcoming footpath projects in Warrandyte and Wonga Park.
The discussions were insightful, providing us the opportunity to speak face-to-face with the community to hear their experiences and concerns, and allowing us to discuss the objectives and benefits of the proposed projects.
The key topics that were raised across all projects were:
- Protection of the environment
We discussed the benefits of designated paths, which prevent people from trampling on vegetation to create new paths. When designing new paths, we do our best to navigate existing vegetation and trees. - Material types
Many attendees expressed their preference for softer path surfaces in these suburbs. We strive to balance this preference with our responsibility to provide safe, accessible and environmentally friendly infrastructure. For example, gravel and crushed rock are not suitable for paths with steeper slopes as the surface will erode over time, often causing environmental and safety issues. Many of our footpath projects are derived from community requests and feedback. Although we have strategies in place, such as the Manningham Bicycle Strategy, hearing from the community at consultations like this one is critical in helping us shape and prioritise our projects.

Pound Road, Warrandyte
Why are we doing this?
This project responds to community requests for a safe and accessible path down the road, allowing pedestrians and people with prams or wheelchairs to actively travel around the area.
After considering your feedback, we will now deliver this upgrade in two stages. The first stage will be from Diane court to the Warrandyte State Park, likely beginning in March 2024. For the second stage, from Heidelberg-Warrandyte Road to Diane Court, we will share the final design with the community once it is completed, before proceeding with the project construction.
Why use solid materials (concrete/asphalt)?
You told us you’d like us to minimise hard surfaces. So, around 70 per cent of this footpath will be made of gravel and crushed rock. We will only construct the footpath using asphalt in sections at higher risk of erosion or washing onto the road. Also following your feedback, we’ll trial stone kerbs for sections along the roadside to better blend with the natural environment.
How will you protect trees and the environment in this area?
A designated footpath prevents people from treading on grasses, shrubs and trees to create a path.
Taroona Avenue (section four of the Main Yarra Trail), Warrandyte
Why are we doing this?
The project was initiated by community requests for a safe and accessible path that will allow pedestrians and cyclists to use the less busy road. This section will also complete the Main Yarra Trail.
Why solid materials (concrete/asphalt)?
As this area receives high foot traffic, a solid surface will provide a more durable, low-maintenance solution. However, in response to your feedback, we have reduced the path size from the proposed shared path, down to a footpath.
What kerb type will be used?
You asked us to use materials that better blend with the environment. So, this project will trial a section of stone kerb.
Main Yarra Trail extension (Pound Road to Taroona Avenue), Warrandyte
Why are we doing this?
This is connection of the Main Yarra Trail will provide a link for active commuters from Melbourne’s CBD to Warrandyte. A shared path will be safer allowing for recreational cyclists to ride without interacting with main road traffic.
Why along Heidelburg-Warrandyte Road?
We have explored various alternate routes, but the chosen path on the south side of the main road was the best option due to the terrain and non-straightforward connection (diverting down smaller residential streets).
What about guardrail/fencing?
In response to feedback about guardrails and fencing, we’ll discuss this further with the Department of Transport and Planning, as they are responsible for arterial roads such as Heidelburg-Warrandyte Road. A road safety assessment will be completed as part of the design process to ensure that all safety elements are considered in the design.
Yarra Road, Wonga Park
Why are we doing this?
The footpaths on Yarra Road and Dudley Road will complete the existing footpath network, connecting the shops and sporting facilities to and from Jumping Creek Road to Homestead Road.
Why solid materials (concrete/asphalt)?
As this area receives high foot traffic, a solid surface will provide a more durable, low-maintenance solution.
Dudley Road, Wonga Park
Why are we doing this?
The footpaths on Yarra Road and Dudley Road will complete the existing footpath network, connecting the shops and sporting facilities to and from Jumping Creek Road to Homestead Road.

The next public consultation sessions for upcoming Warrandyte and Wonga Park projects have been scheduled in May. We will provide further details closer to the time.
