Doncare is a not-for-profit community services organisation that has operated in the Manningham community since 1969. Doncare provides counselling for families and children in crisis; prevention, support and recovery following family violence; specialist intake and risk assessment; integrated family services; case management; emergency relief; social support for seniors and financial and material aid.

JamFactory ICON Angela Valamanesh: About being here is Angela Valamanesh’s exploration into the interconnectedness of life on earth – between human, animal, and plant beings. This life view, first felt intuitively by the artist; is reinforced through her ongoing research at leading libraries and scientific institutions both in Australia and abroad.

Inspired by the symbiosis between science and poetry, Angela Valamanesh’s artworks elicit intrigue and a strong sense of personal investigation as she manipulates seemingly familiar anatomical, botanical, and parasitic forms in beguiling and unusual ways.
Primarily known for her biomorphic ceramic sculptures, this exhibition also celebrates the artist’s evocative drawings, watercolours, and mixed media works from her developing style of the late 1990s until present.
Historically, links have been made between the human form and plant species, not only structurally but also through language: the family tree, our roots, or a severed limb, while early medicine made connections between plants that resembled parts of our bodies and their therapeutic effects on those body parts.
About the exhibition
JamFactory’s Icon series celebrates the achievements of South Australia’s most influential artists working in craft-based media.
JamFactory ICON Angela Valamanesh: About being here will tour to 14 venues nationally and is accompanied by a 40-page catalogue featuring images by Michael Kluvanek with essays by Dr. Mike Lee and Wendy Walker.

About the artist
Angela Valamanesh was born in Port Pirie, South Australia in 1953 and currently lives and works in Adelaide. Angela holds a Diploma in Design in Ceramics from the South Australian School of Art (1977), a Master of Visual Arts from the University of South Australia (1993), and a PhD from the University of South Australia (2012).
Her drawings, ceramic objects, and watercolours are the result of an incredible depth of research, referencing complex scientific, historic, and philosophical ideas. Angela’s imagery stems from micro- and macro- biology, historical anatomical and botanical illustrations, natural history collections, and rare books.
Valamanesh’s oeuvre is populated with the animal, vegetable, and mineral with glimpses of microbes, bacteria, pathogens, and spores. Valamanesh’s works elicit ambiguity and present a strong sense of personal investigation. In the artist’s own words:
“It is important that the work is not prescriptive but offers the viewer the opportunity of personal engagement with the work and time to reflect on their own personal experiences.”
Instrumental in Valamanesh’s bourgeoning visual arts practice was her Samstag Scholarship undertaken at the Glasgow School of Art. This residency resulted in the seminal work For a long while there were only plants, 1997, and is the point of departure for this exhibition. This artwork – a watercolour, pen and ink work on paper and dipped in wax – is a repository for images and ideas that have fuelled Valamanesh’s practice ever since.

There’s a new place to play in Bulleen! Manningham’s newest sporting and recreation facility, Powerful Owl Park, is now open for enthusiastic local soccer players and community.
It features:
- three soccer fields (two natural turf and one synthetic pitch)
- a sports pavilion with tiered seating and player change rooms, umpire and first aid amenities
- 176 car park spaces
- a nature play area; and,
- walking and cycling connections to the Yarra River.
The new facility adds to our thriving network of local places where people of all ages, genders and skill levels can participate in soccer and other activities.
Participation in sports is important for a healthy, vibrant and connected community. For young people, it can provide the opportunity to develop valuable lifelong skills like resilience, teamwork, leadership and communication. Adults often find camaraderie and exercise through sport.
We negotiated a commitment from State Government to deliver this facility in response to the North East Link Program’s impact to our community facilities at Bulleen Park.
The project was delivered by the Victorian Government’s Project Delivery Agency, Development Victoria, with construction contractor 2Construct. Our Recreation and Leisure team will manage usage of the new facilities.

Waste collections during the holiday season
Your weekly waste collection will continue without interruption over the upcoming Christmas and New Year period. Your garbage, recycle and FOGO bins will be collected as usual according to your waste calendar.
We know that households often produce more garbage and recycling during the festive season. Please remember that materials must be placed inside your bins and that overflowing bins will not be collected.
If you need to dispose of excess garbage and recycling, you can find your local transfer stations (tips) and recycling centres.

For parenting support, you can call the Maternal and Child Health line on 13 22 29 (available 24 hours) or contact your local GP.
The opening hours for our Doncaster MCH centre will be:

Our new Economic Development Strategy (EDS) is a six-year plan to support businesses and employment in Manningham.
It addresses the significant changes in the business and employment environment, including the impact of the COVID-19 pandemic, global economic trends, and exploring opportunities for new investment in Manningham.
The business and wider community contributed to the development of the EDS with final feedback incorporated prior to the Strategy being endorsed by Council at its September meeting.
Con Valsamis is the President of the Jackson Court Traders Association and said the EDS would help local businesses and their networks build a vibrant city.
“We appreciate support provided as part of Manningham Council’s Economic Development Strategy. Our Association welcomes opportunities to further build local business and a sense of community,” Mr Valsamis said.
“The last few years have really affected most of the traders in Jackson Court, but we still have a fantastic spot and the vision for Jackson Court is to continue to make the shopping strip a vibrant and inviting mixed cultural destination for Manningham. The Economic Development Strategy will help us do that.”
The EDS is based around six themes:
Local businesses and their networks
- To foster local enterprise and build business networks.
Accessible vibrant places
- Create vibrant and high-quality centres that support local businesses.
- Derive economic benefit from shifts to working from home as residents choose to shop and pursue recreation locally instead of elsewhere.
- Develop an evening-economy with restaurants, bars and events and celebrate local creativity, arts, and culture.
Landscapes and lifestyle
- Develop a compelling visitor offer.
- Support the sensitive and sustainable use of the green wedge while celebrating and retaining its environmental assets and liveability.
Room for growth
- Ensure a supply of best-practice commercial and industrial land for industry growth.
An economy for climate change
- Take advantage of de-carbonisation and circular economy trends for industry development and adapt to climate change.
Inclusive economy
- Support an inclusive economy with pathways into employment.
Manningham Mayor, Cr Deirdre Diamante said as part of the strategy, Council would facilitate, advocate for, and implement projects, programs, and campaigns to create a vibrant and prosperous economy.
“Thanks to everyone who contributed to this planned vision to enhance our economy, support connectivity and provide genuine opportunities for growth in Manningham,” Cr Diamante said.
“In the final version of the EDS, we addressed your feedback including that Council should develop a permanent local co-working space, address a shortage of industrial space and celebrate unique local businesses.”
The EDS is supported by an action plan that is innovative and practical to deliver. Priorities are targeted, realistic and achievable, setting the scene for a bright future in Manningham.
The Strategy’s success will be measured by its impact on economic growth, employment opportunities, community wellbeing, and environmental sustainability. It serves as a roadmap for stakeholders to collaborate and work towards a thriving and resilient local economy.

Mullum Mullum Stadium was abuzz this month when two big names in women’s sport joined community members, sporting clubs and Council to launch This Girl Can Week 2023.
The event’s keynote speaker, Dr Shona Bass is recognised as a trailblazer for women's sports. Shona represented Australia in the inaugural 1979 Trans-Tasman Cup, playing for the team now known as the Matildas.
Shona was joined by AFL Richmond Tigers player, Courtney Jones. Courtney shared her journey to elite sport, having dreamt of being an AFL player since she was five.
“These remarkable women have overcome challenges and broken barriers to excel in their respective fields, and they're here to inspire you to do the same,” Manningham Mayor, Councillor Deirdre Diamante said.
The launch celebrated women's strength, resilience, and achievements and was followed by a week of free and low-cost sport and physical activities across Manningham, from 9 to 15 October.

Manningham Council has again thrown its support behind This Girl Can and the campaign’s important mission to encourage diversity in sport and physical activity.
Cr Diamante said the unique program is about helping participants overcome fears and feelings about judgement, not being fit enough or not belonging.
“It can be a real challenge for many women to know how to join in and get started. This program has so much to offer. It provides a great way for our community to connect with our local clubs, neighbourhood houses and organisations,” Cr Diamante said.
“This is a week where we invite women to overcome any barriers to participation. With a welcoming and fun range of inspiring opportunities that encourage diversity in sports and physical activity.”
This Girl Can also celebrates and encourages women to get involved in a variety of ways, with solo workouts or the camaraderie of groups and teams, this program has it covered. This year’s program featured a range of activities including soccer, karate, basketball, yoga and Zumba.

Mullum Mullum Stadium was abuzz this month when two big names in women’s sport joined community members, sporting clubs and Council to launch This Girl Can Week 2023.
The event’s keynote speaker, Dr Shona Bass is recognised as a trailblazer for women's sports. Shona represented Australia in the inaugural 1979 Trans-Tasman Cup, playing for the team now known as the Matildas.
Shona was joined by AFL Richmond Tigers player, Courtney Jones. Courtney shared her journey to elite sport, having dreamt of being an AFL player since she was five.
“These remarkable women have overcome challenges and broken barriers to excel in their respective fields, and they're here to inspire you to do the same,” Manningham Mayor, Councillor Deirdre Diamante said.
The launch celebrated women's strength, resilience, and achievements and was followed by a week of free and low-cost sport and physical activities across Manningham, from 9 to 15 October.

We’re installing new traffic lights at the Tram Road and Merlin Street intersection to improve safety and traffic flow.
Following our advocacy and funding for this project, the Department of Transport and Planning (VicRoads) will deliver these works in 2024.

Why is it needed?
The goal of the signalised intersection is to ease traffic congestion in the southern part of Doncaster Hill, helping residents to access Tram Road easily while also ensuring a safer road environment for both drivers and pedestrians.
This project is part of our long-term planning for the future. It is a key project outlined in the Doncaster Hill Strategy 2002 (2004), which anticipated a substantial rise in population due to high-density residential housing in the area.
This project is funded by our 2023/24 Capital Works Program.
How will these works affect me?
Changes to on street parking
To allow for dedicated turning lanes out of Merlin Street, we need to remove five on-street car parks from Merlin Street (see map above). However, we have managed to minimise the loss by including two additional on-street parking spaces on Merlin Street in our design.
The parking restrictions for the car parks on the northern side of the street will be changed to ‘2P (resident permit exempted) from 8.00pm to 8.00am – no stopping at all other times’.
We will also need to remove two car parks from Tram Road service road to allow for a pedestrian crossing from the traffic lights. Unfortunately, there is no available space in this area to offset the loss of these car parks.
We understand that the parking changes on Merlin Street might concern those who frequently park there. We assure you that we're doing our best to deliver a solution that meets the needs of local residents and keeps drivers and pedestrians safe.

Connecting our community through safe footpaths is one of the ways we’re building a better Manningham.
As part of our 2023/24 Capital Works Program, we’re improving the footpath connection for Ruffey Creek Trail at Foote Street, Templestowe.
The works will involve:
- relocating the current crossing to the eastern side of the intersection
- installing pedestrian-operated signals, traffic island fencing, road markings and signage.
- footpath widening
- upgrades to street lighting.
Where is it?
We are upgrading the pedestrian crossing at the Foote Street and McLachlan Street intersection. Works will occur on Foote Street and the footpaths of Foote Street, McLachlan Street and Ruffey Creek Trail.
Why are these works needed?
These works will create a safer and more accessible footpath connection for pedestrians and Ruffey Creek Trail users.
When will the works happen?
Works are scheduled to begin in March and will likely be completed in July 2024, subject to weather conditions.
How will the works affect me?
Construction works will occur on weekdays, between 7.00am and 5.00pm. You may notice construction noise, footpath closures and minor traffic delays during these times. To complete the works safely, we’ll need to close one lane of Foote Street. We don’t anticipate any disruption to property access.
We will have traffic management and signage on site to guide you through the area.

In addition to road, footpath and drainage enhancements, Council is proposing two new roundabouts at the intersections of Atkinson and Milne streets. The purpose of the roundabouts is to prevent speeding, improve traffic flow and highlight the entrance to the Templestowe Village shops.
The proposal would also see a reduced speed limit of 40km per hour between the roundabouts, to boost pedestrian and road safety.
Manningham Council Director City Services, Rachelle Quattrocchi said Council planned to install pedestrian-operated signals at the intersection of Wood and Anderson streets so community members could access the shops more safely.
“We’ll also explore further opportunities to improve pedestrian connectivity with surrounding streets in other upcoming projects in this area.”
Residents and commuters are invited to attend a consultation session on Wednesday 22 November from 4.00pm to 8.30pm at the Manningham Uniting Church, to share their feedback and discuss the upgrade.
Community members can also complete the ‘Proposed improvements to Templestowe Route’ survey online at yoursay.manningham.vic.gov.au/templestowe-route-upgrade. The survey will close on Wednesday 29 November 2023.
This stage of the engagement follows a consultation on this project in July 2023. Ms Quattrocchi said more than 80 people took part in the earlier consultation and thanked the community for their contributions so far.
“We’re confident this design will cover off on the feedback we received,” Ms Quattrocchi said.

To ensure the safety of locals and visitors, roads to Pound Bend Reserve (Warrandyte State Park) will be closed on days of extreme and catastrophic fire danger ratings.
On extreme days Parks Victoria closes Pound Bend Reserve, Jumping Creek Reserve, Koornong Reserve and Norman Reserve. On Catastrophic days, Parks Victoria closes the entire Warrandyte State Park.
To support these safety measures, on extreme and catastrophic fire danger days a soft closure will be in place for access roads to Pound Bend, including Taroona Avenue, Everard Drive and Pound Bend Road. Parking will also be unavailable at 90 to 92 Pound Road during these times.
The decision to close the roads was made by the Manningham Municipal Fire Management Planning Committee, the peak planning body for fire management in Manningham.
The Committee includes representatives from Manningham Council, Victoria Police, Forest Fire Management Victoria, Country Fire Authority, Fire and Rescue Victoria.
What you need to know
The soft road closures will only take place on "extreme" or "catastrophic" Fire Danger Rating days. We expect these closures to take place between two and ten times over the warmer months.
Which roads will be closed?
Access roads to Pound Bend will be closed, including:
- Taroona Avenue
- Everard Drive
- Pound Bend Road (parking will also be unavailable at 90 and 92 Pound Road during these times)
How will I know the roads are closed?
- Temporary signs will be placed on the roads to indicate they are closed.
- The signs will be placed in the most visible way possible.
- Parking fines will be issued to motorists that park illegally.
Always check the Fire Danger Ratings before heading out.

Is there somewhere else nearby I can swim?
If you normally head down to Pound Bend on warm days and need to find an alternative place to swim then we encourage you to visit Aquarena Aquatic and Leisure Centre, 129-153 Williamsons Road, Templestowe Lower. Aquarena is only a 15 minute drive from Warrandyte State Park Pound Bend Reserve and has an outdoor swimming pool.

New traffic lights at the intersection of Tram Road and Merlin Street in Doncaster will soon alleviate congestion in Doncaster Hill, improving safety for motorists and pedestrians.
We have successfully advocated for the project, which will be funded by Council and delivered by the Victorian Department of Transport and Planning in early 2024.
The signalised intersection includes traffic and pedestrian signals and turning lanes in and out of Merlin Street to assist with traffic flow through the southern Doncaster Hill area. This much-needed infrastructure project will support local traffic to enter and exit the residential area onto the four-lane arterial road.
The need for the project was first identified as a critical infrastructure project during the development of the Doncaster Hill Strategy in 2002 (reviewed in 2004), which anticipated a significant population increase in the area due to high-density residential housing developments.
An independent panel provided input into the projects to be delivered as part of the strategy, which included the signalisation of the Tram-Merlin intersection. Further consultations in 2004 and 2016 continued to show support for the project as a key infrastructure item for Doncaster Hill.
In 2005, the project was included in the Doncaster Hill Development Contributions Plan, which means developers have contributed to the cost of the project. Since then, Manningham residents have expressed concerns about a build-up of traffic at intersections and frustration at the difficulty of crossing this road to access nearby commercial buildings and public transport.
As part of the project, some on-street parking will be removed from Merlin Street to allow for dedicated turning lanes in and out of Tram Road. Additional parking will be installed further down the street to minimise this loss. Two on street car parks on Tram Road Service Road will also be removed to allow for a pedestrian crossing from the traffic lights. Council has contacted impacted residents directly to communicate this change.
Our Mayor, Councillor Deirdre Diamante, said planning for the future was an important role for Council.
“When it comes to planning, our responsibilities extend to future generations. Our predecessors thought about apartment living, the large number of people who would be moving to Doncaster Hill and the traffic solutions which would ensure they could move around efficiently”.
This project is a testament to the long-term planning and vision of the Doncaster Hill Strategy.
