TERMS AND CONDITIONS OF ENTRY

Participation in the Competition is deemed acceptance of these Terms and Conditions.

NAME OF COMPETITION:	Community Survey, Activity Centre Design Concepts
PROPONENT RUNNING THE COMPETITION:	Manningham City Council, ABN 61 498 471 081 of 699 Doncaster Road, Doncaster Victoria 3108.
COMPETITION PERIOD:	The Competition begins at 9.00am on Wednesday 24 April 2024 AEST and entry into the Competition closes at 11.59pm on 16 June 2024 AEST.
ELIGIBILITY:	Entry is only open to persons 18 years of age; Entry is only open to Victorian residents; The Proponent’s employees, contractors, Councillors and family members of these groups are not eligible to enter the Competition.
ENTRY REQUIREMENTS:	During the Competition Period, an Eligible Entrant must complete and submit the ‘Community Survey, Activity Centre Design Concepts’ and fully complete all fields on the entry form.
MAXIMUM NUMBER OF ENTRIES:	One entry per Entrant.
JUDGING:	This Competition is a game of chance. All Eligible Entrants who complete the Entry Requirements during the Competition Period will be entered into the Competition prize draw. On 30 June 2024, one winner will be randomly selected by the Proponent from the prize draw. The Winner is eligible for one prize only. The draw is final and no correspondence will be entered into once the final selection has been made.
PRIZE DESCRIPTION:	One Westfield gift voucher valued at $100.00. The total prize pool for the Competition is valued at $100.00.
PRIZE TERMS AND CONDITIONS:	Prizes are not transferable, exchangeable or redeemable for cash. The Proponent is not responsible for any lost, misdirected, or stolen prize. The Proponent is not responsible for any issues (including delivery failures) experienced in the collection, emailing or posting out of a prize. Compensation is not payable if a prize or part of a prize expires or becomes void or unusable.
NOTIFICATION OF WINNER/S:	The Winner will be notified by email and will be announced on the Proponent’s website between 30 June 2024 and 14 July 2024. Upon notification, the Winner will receive their prize by email (the Proponent will email the prize to the Winner using the Winner’s email address as set out in the Winner’s entry form).
TERMS AND CONDITIONS - GENERAL	The Proponent may disqualify any Entrant deemed to not be complying with the Terms and Conditions at its sole discretion. The Proponent may modify these Terms and Conditions at any time, with immediate effect and without notice. The Proponent may cancel or amend the Competition with immediate effect and without notice in the event of a catastrophe, an actual or anticipated breach of any law or due to any event outside of the Proponent’s control. Failure by the Proponent to enforce any of its rights under these Terms and Conditions at any stage, does not constitute a waiver of those rights. Entry to the Competition is free. Entries will not be returned. Entries may be posted, published, modified, edited or used by the Proponent at no cost (including without limitation across social media and broadcast media channels). Entrants consent to having their entry, age, first name, last name, postcode (or any combination of these details) displayed by the Proponent and published including on the Proponent’s website or in any publicity material. Entrants cannot edit or vary their entry once submitted.
PRIVACY – COLLECTION NOTICE:	The Proponent is committed to compliance with its obligations under the Privacy and Data Protection Act 2014 (Vic). All personal information (including images) collected by the Proponent for the Competition will be used for administering the Competition and for the purpose of understanding community views relating to growth and development across Manningham’s activity centres. The ‘Community survey, Activity Centre Design Concepts’ results may be published once deidentified Personal information will not be disclosed to third parties unless the Proponent is required to disclose under legislation or disclosure is necessary to complete the purpose for which it is collected as set out in these Terms and Conditions. If the information is not collected, it may impede the Proponent from administering the Competition. You may access information you have provided to the Proponent at any time and make corrections if you believe that information is incorrect. The Infant Feeding, Active play and Nutrition (INFANT) program provides parents with evidence-based skills and information about healthy eating and active play for their babies.

INFANT is an evidence-based initiative led by our local Maternal Child Health (MCH) Nurses.

Sessions cover topics including:

feeding, solids introduction, healthy eating, food refusal and fussy eating
strategies and ideas on how to play with your baby
the role that parent wellbeing plays in your baby’s life
experiences, strategies and tips from other parents.

Cost: Free

Who should attend: Parents and caregivers

Please note: This is the 6 months session - for babies aged from 5 to 7 months.

We offer interactive sessions in four different age groups:

3 months (babies aged from 2 to 4 months)

Launders Reserve is a small area between the Wonga Park shopping centre carpark and Yarra Street that functions as an urban plaza. It has a pedestrian path, seat, picnic setting and a horse hitching post beneath three large pines, and remnant vegetation which forms a buffer to the adjacent Freyne Street Biosite 7.

Launders Reserve upgrade

We're upgrading Launders Reserve.

What's included in the upgrade?

The upgrade will include:

new seats
new picnic table
new charcoal coloured concrete path
rocks and planting.

The existing hitching post and pine trees will be retained.

When will it be done?

Construction is scheduled to begin in mid 2024 and will take up to a month to complete, depending on weather conditions. Construction will generally occur between 7.00am and 5.00pm on weekdays.

Works starting

Works will begin from the 5 August. This includes the footpath and furniture upgrade.

The Jackson Court Traders Association has seen the launch of its first initiative – a welcoming new sign at Jackson Court Shopping Centre.

Formed just over a year ago, the Jackson Court Traders Association advocates for its businesses, collaborates with Council, pursues funding opportunities and creates initiatives to promote the popular activity centre.

Jackson Court has more than 90 businesses, making it one of Manningham’s busiest and most vibrant centres.

The new sign on Doncaster Road is designed to showcase the mix of local businesses and advertise the centre.

Manningham Council supports activity centres with infrastructure upgrades, business support and planning. At Jackson Court, we've helped establish the traders’ association with registration, governance, communication and business development support.

President of the Jackson Court Traders Association, Con Valsamis said the sign brings a new look and increased advertising space for businesses at the centre.

"As a group, we have so many ideas on ways to continue improving this important shopping district. This new signage is a big step towards us achieving these goals,” Mr Valsamis said.

“A big thank you to my fellow committee members for their passion and dedication and to Manningham Council for their support in setting up our traders association.”

“We want to bring this area to life and really show people what we at Jackson Court have to offer,” Mr Valsamis added.

Our play based learning values individual children’s needs, strengths and interests. We've a flexible and fun approach to learning. Our curriculum includes planned experiences and opportunities for unplanned learning.

Using emergent curriculum, we focus on children’s unique interests and abilities to help them develop. We have 3 rooms grouped according to age.

Our approach to behaviour guidance

Using a positive approach to behaviour guidance, we focus on understanding everyone’s rights. This helps us be inclusive while making sure everyone feels safe.

We initiate discussion and will respond to any of your concerns. We’ll work with you to develop a behaviour guidance plan if necessary. It’ll outline strategies that we can implement in the centre, and at home to guide behaviour.

Our educators invest in your child

Our qualified educators invest time and energy getting to know each child. They also communicate with you, so we can work towards shared goals.

State Government Planning Reforms

Victoria is undergoing transformative change, with the State Government’s release of a number of important planning reforms.

These changes will affect the way that Manningham grows and will have impacts on the character and liveability of our neighbourhoods.

We will continue to advocate to the State Government on the implications of these reforms. We’re urging the State Government to continue to consult with us as we work closely with our communities to ensure these reforms align with their needs.

Plan for Victoria

The State Government released its new statewide strategy, Plan for Victoria, on 28 February 2025.

The Plan for Victoria focuses on directing housing to activity centres close to stations and public transport. With updated planning controls, activity centres and priority precincts have been identified as the key places for the delivery of more homes.

The identified priority precincts are based around the Suburban Rail Loop precincts, including Box Hill and Burwood. The targeted activity centres are focused around the 60 identified activity centres that have both fixed rail and tram infrastructure.

It’s proposed that new planning controls will provide for taller buildings in the core of these centres and lower rise apartments within walking distance of the centre. None of these precincts or activity centres fall within Manningham.

The Plan Victoria is based around five pillars:

Housing choice at an affordable price and close to daily needs. This includes the Activity Centre Program – planning for more homes in and around activity centres and the housing targets
Accessible jobs and Services
Great Places, Suburbs and Towns
Sustainable Environments
Self Determination and Caring for Country

Housing targets

On 24 February 2025, the Minister released the final housing targets for each local government area within Victoria, for delivery over the next 30 years.
Following Council advocacy, Manningham’ s housing target has been reduced to 28,500 dwellings, from the original target of 39,000 dwellings.

This revised target will have implications on Manningham’s future residential growth strategy and the identification of areas for increased densities.

Manningham Residential Strategy

We’re currently preparing a draft Residential Strategy that will respond to this target.

The next stage of consultation on the draft strategy will focus on identifying how housing growth and diversity of housing types will be managed in the urban parts of the municipality.

Townhouse and Low-rise Code

On 25 February 2025, the Victorian Government announced a new Townhouse and Low-rise code to come into effect in all planning schemes.

These changes represent a significant departure to the standards for multi-unit development under ResCode, which have been in place for many years. In addition, where a development proposal is deemed to meet the Code, residents will still be able to lodge an objection to council, however, will be unable to appeal the matter in the Victorian Civil and Administrative Tribunal (VCAT).

Activity Centre Program

On 27 February 2025, the Victorian Government announced the final 25 ‘train and tram zone’ locations to the Activity Centres Program.

This program is part of the Victorian Government Housing Statement reforms to provide capacity for 300,000 additional homes to 2051.

No additional activity centres within Manningham have been identified as part of this announcement.

We’re currently preparing detailed draft Activity Centre Design Guidelines to manage built form outcomes for residential development within our neighbourhood activity centres.

The changes will have direct impacts on a number of strategic projects being progressed by Council.

People aged over 65 years (over 50 years for Aboriginal and Torres Strait Islander people)

To be eligible, you will need to be:

a resident of Manningham
over 65 years of age
be assessed as transport disadvantaged
independent with mobility (we can transport some mobility aids and wheelchairs)

How much does it cost?

The cost per round trip for eligible residents is currently $6.70 (for existing regular trips in Manningham). Costs for other services will be provided upon booking.
