Doreen Stoves AM PSM JP Volunteer of the Year
The Doreen Stoves Volunteer of the Year Award is about recognising a contribution made by a volunteer in the local community. This award honors Doreen Stoves for her inspirational work. Doreen worked for many years at Doncare and dedicated her life to helping others.
This award highlights the contributions made by the quiet achievers, who often work behind the scenes to build a stronger and more caring society. It recognises contributions made in the areas of community service, civic engagement, environment, sport, the arts, education, business or advocacy.

Kate is an outstanding individual who consistently makes remarkable impact in the community through her volunteering efforts. Over the past five years, Kate has dedicated her time and energy to enhancing and enriching the lives of others. In 2022 Kate became the first ever female president of the Sharks Junior Football Club and has focused efforts on making the mental health of players and families first and foremost.

Community Organisation of the Year Award
This award recognises community organisations, clubs or groups who have gone ‘above and beyond’ to improve the lives of the Manningham community. Nominees must be not for profit community organisations who’ve made a tangible difference to diversity, acceptance and tolerance, community spirit and social connectedness in the Manningham community.
Community groups may be nominated for a specific project undertaken in the last 12 months that demonstrates a positive impact made to the Manningham community.

This award recognises those who play sport and anyone who contributes to Manningham’s sporting community off the field. This includes coaches, referees, umpires, organisers, volunteers and officials.
2024 Sports Volunteer of the Year - Anthony Milicia
Anthony dedicates himself to volunteering with Manningham Juventus Football Club as if it were a second job, setting a positive example and motivating others. His actions serve as a source of inspiration for others. Anthony is accessible and an excellent communicator, who consistently makes himself available to others.

iNaturalist - City Nature Challenge
Observe and document Manningham's natural environment as part of the iNaturalist - City Nature Challenge. During a four day observation period, residents are invited to find, photograph and document the native wildlife that lives and grows in our neighbourhoods.
iNaturalist observations submitted are added to the global iNaturalist database and shared with the Atlas of Living Australia (ALA) and the Global Biodiversity Information Facility to help scientists find and use your data. All you have to do is observe.
Aussie Backyard Bird Count
Sign up for the Aussie Backyard Bird Count, run each October by Birdlife Australia. You can join in on the fun and contribute with any birds you spot in Manningham by visiting Birdlife Australia.
Melbourne Water Frog Census
Get involved in local citizen science by recording frog species in Manningham with the Melbourne Water Frog Census App. An easy to use app to record audio and identify frog species by their call in local waterways, parks, and on your own property.

Waterwatch program
Join Waterwatch and get involved in exploring and protecting our local waterways. Volunteers collect water quality data that contributes to scientific research, management planning and on ground actions that improve the health of our waterways.

A heritage overlay may affect any building, renovation or maintenance work on your property. ...
A heritage overlay may affect any building, renovation or maintenance work on your property. The heritage overlay details when you’ll need a planning permit. It also shows the location and the level of heritage controls over a particular heritage place.
You can find out more about the provisions in our planning scheme.
Assess the significance of a property
A statement of significance will accompany a heritage assessment and indicate why the site is important and what to conserve. Documenting what’s significant of a place helps to protect and manage the place appropriately.
Proposals for a planning permit for a heritage place needs to consider the policies and provisions of our planning scheme.

When do you need a permit?
When your property has a heritage overlay you’ll need a permit to:
- subdivide or consolidate land
- demolish or remove a building (including part of a building)
- construct a building (including part of a building, or a fence)
- externally alter a building
- construct or carry out works
- construct or display a sign
- externally paint an unpainted surface (refer to note below)
- externally paint a building if the painting constitutes an advertisement.
When do additional controls apply for the heritage overlay
There’ll be some instances where additional controls will apply, such as:
- external paint controls
- internal alteration controls
- control over trees.
Our schedule to the heritage overlay will identify any additional controls.
Making repairs or maintenance on a heritage place
You won’t need a planning permit to carry out routine maintenance and repairs if they don’t change the appearance of the place.
When doing maintenance or repair work, you’ll need to follow the same standards for any:
- details
- specifications
- materials.
If unsure, check with us before doing any repair or maintenance work.
The heritage overlay may not apply to the whole site. Refer to the planning scheme maps online or in our offices.
Demolishing a heritage place
We discourage demolition of a heritage place if it’s individually significant or it contributes to the significance of an area. Demolition will only occur if we find the building structurally unsound.
The statement of significance will say why the place is important.
The Victorian Civil and Administrative Tribunal (VCAT) can review planning permit decisions.

Football Victoria will be activating the newly installed dual futsal court at Koonung reserve to teach you how to play street football.
This event is perfect for all street football, futsal and soccer enthusiasts who want to try street football for the first time or enhance their skills and test out the new public outdoor dual futsal court in Manningham.
During the clinic, participants will have the opportunity to learn from experienced Football Victoria coaches who will guide you through various street football techniques, strategies and games.
This clinic is for all levels - beginners and advanced.
Please note: there are two sessions running on the day. Register for the session that matches your age group.
- 10.00am to 11.00am - under 8's and under 10’s
- 11.00am – 12.00pm - under 11’s and under 12’s

Appearance and coaching from Daniel Cappellaro - D10
D10 is Daniel Cappellaro, a futsal player, street footballer and coach. Daniel, along with staff from Football Victoria will be joining in both sessions at this clinic.
Daniel has travelled the world playing street football and futsal in the UEFA Futsal Champions League. Daniel has also represented and helped found Western Australia’s most successful futsal club Cambio Cumbre.
Other highlights include AFA Australian Men’s team selection and representing Western Australia at the FFA Nationals. On the East coast of Australia, Daniel played for Melbourne Futsal Club (powered by Melbourne City Football Club), Balwyn Futsal Club and Pascoe Vale Futsal Club, in Victoria’s and Futsal Oz’s prestigious Series Futsal Victoria.

We are pleased to advise that members of the public can attend Council meetings in person. Meetings will proceed in the Council Chamber with the appropriate physical distancing requirements and wearing of masks to minimise potential transmission of COVID-19. Council meetings will continue to be live streamed and we encourage you to follow the meeting on our Facebook page or our website. The live stream is not interactive. Any comments or private messages directed to us while the stream is live will not be presented to Council or have a bearing on the conduct of the meeting.

- Public Question Time – At this time, anyone wanting to ask a question of Council should submit their question via email by 5.00pm on the Monday before the meeting. Council meetings will continue to be live streamed and we encourage you to follow the meeting on our Facebook page (you can view the livestream on our Facebook page even if you don’t have a Facebook account). The live stream is not interactive. Any comments or private messages directed to us while the stream is live will not be presented to Council or have a bearing on the conduct of the meeting.
Council acknowledges that in the lead up to its general elections, it will not make any decision that would, or could be perceived to, inappropriately bind an incoming Council or affect the outcome of the elections.
As per our Election Period Policy, Council will hold an Ordinary meeting in October to consider routine administrative matters and the Annual Report. There will be limitations on the conduct of the meeting such as no public question time, tabling of petitions and Councillor question time.

Bayi Gardiya - Singing Desert by Dr Christian Thompson AO
Open on Thursday 1 February and Friday 2 February 2024 from 10.00am to 2.00pm at Doncaster Library. To experience this 360-degree work, please visit the Creative Lab located on the mezzanine floor of Doncaster Library, accessible via the lift in the junior area. There will be a staff member there to assist. Suitable for all ages.
In this 360-degree video experience, Christian Thompson invites audiences to walk through the landscape of his childhood where they witness a simple yet profound aesthetic gesture of the artist singing in his traditional Bidjara language, a recognised lost language.

The works in this exhibition are commissioned by ACMI, Artbank, Bundanon Trust, Carriageworks, City of Melbourne, Melbourne Art Foundation, Professor Cav. Simon Mordant AO and Catriona Mordant AM, John Allsopp (Web Directions) and assisted by the Australian Government through the Australia Council for the Arts.

Increasing pedestrian movement
We plan the construction of our city’s footpaths, shared paths and trails by identifying the routes that pedestrians use more often on their journeys.
We use community feedback and other key areas to identify this network and locate where new footpaths are needed and plan for their construction.
Works to build a new footpath are prioritised by:
- the pedestrian demand
- the type of road
- its location relative to various facilities within the community
- the proximity to public transport.
Timeframes for new footpath projects can be affected by factors such as major road projects or large scale developments throughout Manningham.
