Notice of Council's intention to sell the road known as 290A Jumping Creek Road, Warrandyte

Notice of Council's Intention to sell the road known as 290A Jumping Creek Road, Warrandyte...

Article Content

Manningham City Council gives notice under section 114(2)(b) of the Local Government Act 2020 and Council’s community engagement policy of its intention to sell the land being a Road and known as 290A Jumping Creek Road, Warrandyte.

The Road was created on LP25465 and is land contained in certificate of title Volume 9325 Folio 978.

The Road was privately owned from the date of its creation in 1979 until 2019 by the current owner of the adjoining land known as 369-371 Ringwood-Warrandyte Road, Warrandyte.

The Road was mistakenly vested in Council on 19 September 2019 when Council included the Road in error in an application to the Registrar of Titles vesting roads in Council.

The Council proposes to sell and transfer back the Road to the original owner as an existing road for $11 (incl. GST) to rectify the administrative error.

The Council will resolve on the sale and retransfer of the Road after 28 days from the date of the publication of this notice.

Pettys Reserve is well located and accessible as a regional sports venue on a major road (Reynolds Road), near a bus stop and surrounded by residents on only two sides.

The Reserve is currently being developed as a regional soccer facility, with Council's Recreation Strategy 2010 endorsing the implementation of works in two stages.

Stage 1 of the Development Plan was completed in 2012 and comprised two grass soccer fields, demolition of the former Pony Clubrooms, a crushed rock carpark with access from Smiths Road, fencing and landscaping.

Stage 2 of the Development Plan is to include a sealed carpark with access from Reynolds Road, a small sports pavilion, a small playspace and an upgrade of the soccer fields to synthetic turf.

Building a better Manningham

We are committed to managing our city’s infrastructure efficiently and sustainably to better meet the needs and expectations of our growing community.

Our capital works program brings this commitment to life by managing the maintenance and improvement of council assets, facilities and community spaces through a number of key projects.

Sarah Reserve is a large (0.8 hectare) open reserve that provides informal access from Sarah Crescent (and Serpells Road) through to Reynolds Road (bus stop). However there is a steep bank down to Reynolds Road from the Reserve and steps down the bank could be considered.

The Reserve is located in a low residential density area where a playspace would not normally be provided. Pettys Reserve is located only 250 metres away on the opposite side of Reynolds Road.

Extensive additional tree planting to improve the amenity of the Reserve, while still providing large open grass areas for informal recreation, should be a priority.

A concept plan included recommendations for weed management, revegetation and new fencing.

Local residents have been encouraging natural regeneration and undertaking weed management for nearly 30 years. The reserve has an informal path beside Harris Gully Road that provides safe pedestrian access to students of Andersons Creek Primary School and is part of the horse route along Harris Gully Road connecting Reynolds Road to Gold Memorial Road.

Alan Morton Reserve is a linear reserve along a natural drainage line that runs alongside Park Road. It aids the pedestrian links to the Park Orchards centre from the south. The Reserve is located within the Rainbow Valley Road, Biosite 20 and is considered a very high priority in Council’s Healthy Habitats Bushland Management Strategy 2012.

The Alan Morton Reserve Concept Plan was developed in 1995 and includes a wetland system to filter storm water runoff. As part of the Park Road upgrade in 2011, a shared path was constructed through the Reserve from Kebun Court to Enfield Avenue.
