Following extensive consultation, Manningham Council has resolved to endorse the Harold Link Development Plan that incorporates a number of changes developed in response to submissions received from the community.

Manningham Mayor Cr Paul McLeish thanked all the residents who put in submissions and contributed to discussions for their passion and hard work in helping shape the Development Plan.

”The Development Plan has been amended as the result of extensive investigations by Council to ensure all options presented have been explored and given due consideration.”

The amendment to the Draft Development Plan will offer a number of benefits to the community.

Harold Link will be retained as a Council owned drainage and sewerage reserve
Council will pay for the full cost of the development which includes the full cost of the 3.5 metre wide shared access construction.
Council will maintain the nature strip and continue to contribute 50 per cent of boundary fencing
A safer and better maintained reserve
Greater certainty and control over increase in vehicle traffic
The shared access will be extended to include no. 58 Millicent Avenue
Properties with existing vehicle gates will continue to be allowed vehicle access from Harold Link while the installation of new vehicle gates will be subject to Council approval.
Residents will not be able to request primary access to their property from Harold Link, limiting inappropriate development
Further consideration will also be given to security issues through CPTED (crime prevention through environmental design) principles at the time of design, which may include signage and lighting.

Cr McLeish said that until Harold Link is developed, Council will continue to maintain the reserve.

 “With the approval of the plan a business case for future funding can now be evaluated against other Council priorities next year,” he said.
